PRESIDENT’s WINTER 2014 MESSAGE

We are grateful for a lovely summer and a wonderfully sunny, dryish, foggy, Fall. As you explore this brochure, winter weather will be upon us and Thunderbird’s November AGM will be history, with some new members added to the Board. Special thanks to the Board executive and to all directors and others who volunteer their time on committees and at Board meetings. It is in these gatherings that we wrestle with options on how best to direct activities at Thunderbird Centre, in service of our community.

This has been an exceptionally busy year for the Board as we have weathered the turmoil and decision-making relating to our participation with 11 other Associations in the negotiation of a renewed Joint Operating Agreement (JOA) with Park Board. We will soon begin evaluating the OneCard system, negotiated in an Interim Agreement with Park Board and launched last July. The review will examine OneCard’s cost benefits and acceptance by our patrons. We welcome your written comments on what you like/dislike about OneCard and your suggestions on ways to improve the service.

Many of Thunderbird’s adult program offerings are struggling to generate enough participation to run each season. The Program’s committee and programmer have tried many program ideas with different instructors, at various times, in different rooms, both onsite and offsite. We welcome our adult patrons’ suggestions on what you want to in the way of activities and programs at Thunderbird.

The Board and staff and volunteers at Thunderbird hope you like the newly renovated office and painting in the foyer and hallways. More changes will be visible in 2014. Best Wishes in the coming holidays and in the New Year.

Looking toward year-end, we plan to have completed negotiation of a JOA template, in draft form, for review by the Park Board and 12 Association Boards. Subcommittees of senior Park Board staff and Association Presidents meet weekly to gather data, discuss the details seeking both agreement on policy and to clarify different positions. The Presidents also meet weekly in caucus and with Park Board staff in negotiations, scheduled for every second week. As I write this message in mid-October, we have achieved substantial progress in some key areas with important work remaining on at least two contentious and complex issues. You will know from media reports that Park Board is engaged in legal action(s) before the Supreme Court of B.C. with 6 dissenting Associations. At this time we do not have a timeline for these proceedings and we have no idea if any resulting court decisions will affect our negotiations. Park Board has given notice to the 6 dissenting Associations, terminating the 40 to 50 year old but current JOA’s as of December 31st. Staff are developing transition plans to avoid service disruption in the affected Centres.

You may have noticed some new and returning (welcome back Julie!) auxiliary staff, helping Matt Charan, our RFC, in the front office and on various programs. On behalf of the Board and patrons I want to thank the entire staff team for your dedication, innovation and flexibility as we navigate a temporary shortage of staff. Many of you have stepped waaay up, to meet our various challenges this year. Your efforts have been noted and are much appreciated by all. Congratulations to Joe Wong on his new P1 position at Marpole-Oakridge Centre - thankfully he will still have 9 hours per week at Thunderbird! Thanks also to Roy Liu, who normally is a P1- acting P2, at Roundhouse Centre for making the

OUT OF SCHOOL CAREParents! Are you going to school, looking for a job, or working, and need a fun and safe place for your child? Look no further! We offer a licensed program with qualified, caring and experienced staff.

We include a wide variety of challenging and fun activities before and after school for children aged 5-12 years who attend Thunderbird Elementary School.

We aim to provide a positive experience through social and recreational activities, such as arts & crafts, cooking, games and sports. Breakfast and after school snacks are provided daily. Hot lunch is provided on full days.

Pre-approved government subsidies are accepted.

Refund and Transfer PolicyThere is an administrative charge of $4 applied to all refund requests & $2 to all transfer requests ($8 for Day Camp and $25 Birthday Party refund requests, and $4 for Day Camp & Birthday Party transfer requests). Refunds will only be granted before the second class unless a medical note is provided. The refund will be pro-rated after the completion of the first lesson. Refunds under $5.00 will be issued as credits. All refund request must be brought to the attention of the Recreation Facility Clerk via email at [email protected] or by phone 604-713-1818.

Course Cancellation PolicyPlease register early to avoid cancellation of programs. We need a minimum number enrolled before a class will run. Programs may be cancelled during the session due to unforeseen circumstances and instructors may change during the program session.

Missed Classes and AttendanceMany of our programs are free and have extensive waitlists. For these reasons, we may withdraw a participant from a program when they have missed three consecutive classes. This allows for another participant to have the opportunity to join the program.

Receipt Re-PrintsThere will be a $1.00 charge for all re-printed receipts.

Parental/Guardian ResponsibilityAll children under the age of 8 are required to have parent/guardian (16 yrs or older) supervision, when not attending a registered program. The staff at Thunderbird are not responsible for children left unattended after programs have finished. Parents/guardians are responsible for picking up their children as soon as their programs have ended.

Late Pick Up PolicyIt is the responsibility of the parent/guardian to ensure that children under the age of eight are picked up as soon as their program has ended. There will be a late fee of $1 each minute per child for a late pick up.

Daycare ProvidersThe Board has approved a maximum ratio of three children per daycare provider in our programs.

Brochure PicturesWe often take pictures of participants enjoying our programs & use their pictures in publications such as this. Please let your instructor know if you do not wish to have your child’s picture taken.

Personal Information ProtectionIn the course of providing programs and services, the Thunderbird Privacy Officer collects personal information of our members and other individuals participating in classes, workshops, projects, events or in renting the facility. This information may be used for communication purposes regarding current or upcoming events, processing payments, statistical or human resource purposes, or for the provision of programs or services. We respect the importance of protecting the personal information that we collect. For information on our privacy policies and practices or to contact our Privacy Officer, please call 604-713-1818.

Program SubsidiesAll programs at Thunderbird Community Centre are subsidized and the fees are set at the lowest reasonable rates. As well, the Thunderbird Board of Directors has a policy to assist those living in the Thunderbird area who cannot afford the advertised price of specific programs or activities. Please inquire at the front office for further subsidy information. This support is made possible by the fundraising efforts of many.

Leisure Access Card ProgramThe Vancouver Park Board Leisure Access Cards provide Vancouver residents who have limited income a reduction in fees for basic Vancouver Park Board programs and services. Applications for Leisure Access Cards are available at our front office or at vancouverparks.ca. In order for you or your family to qualify for the Leisure Access Card program, you must be a resident of Vancouver and have a family income from all sources below the income guidelines on the application form. For more information, contact the LAC office at 604-257-8497.
