BILLS: 1/04/2014:BILLS SECOND READING THE IMPLEMENTATION OF GOVERNMENT ASSURANCES BILL, 2008(Chairperson Committee on Legal and Parliamentary Affairs)Hon. Cecilia Ogwal said Government makes promises to the people and dont fulfill, this bill will hold them accountable.

BILLS COMMITTEE STAGE THE IMPLEMENTATION OF GOVERNMENT ASSURANCES BILL, 2008 (Chairperson Committee on Legal and Parliamentary Affairs)The proposed law adds little to what is already contained in the rules of procedure of parliament in terms of the mandate of the committee on government assurances. The committee recommended that parliament doesnt pass the bill to be an act.

MOTIONS 01/04/2014:MOTION FOR A RESOLUTION OF PARLIAMENT URGING GOVERNMENT TO INCLUDE PERSONS WITH DISABILITIES IN PHYSICAL EDUCATION ACTIVITIES AND INTRODUCE SPORTS AFFIRMATIVE ACTION.Mover: Hon. Ndeezi Alex, MP PWDs, CentralSeconder: Hon. Asamo Helen, MP PWDs, Eastern

Recommendations: Government should take special interest and affirmative action measures in the promotion of sports for persons with disabilities in line with article 32 and 35 of the 1995 constitution. Government should review and amend the national physical education and sports policy as well as the national council of sports act, cap 48 to include provisions for persons with disabilities. Not later than 6 months e minister of education and sports should report to parliament on how far with the adoption the recommendations.

02/04/2014:MOTION FOR PRESENTATION, CONSIDERATION AND ADOPTION OF THE REPORT OF THE COMMITTEE ON HEALTH ON THE PETITION BY THE MEMBERS OF THE PHARMACEUTICAL SOCIETY OF UGANDA.(Chairperson Committee on Health)It was adopted and below are the recommendations from the committee. The current confusion should be addressed by regularizing all the practicing certificates by having a single uniform practicing certificate issued by one authority, namely: the Pharmacy Board. The pharmacy council and the pharmaceutical society of Uganda and the pharmacy board should be put to task by the relevant organs of the state to account for the certificate fees collected from the pharmacists since 1993.

02/04/2014:MOTION FOR PRESENTATION, CONSIDERATION AND ADOPTION OF THE REPORT OF THE COMMITTEE ON HEALTH ON THE PETITION BY CHILDREN LIVING WITH SPINA BIFIDA.(Chairperson Committee on Health) Government should embark on massive sensitization especially among pregnant women the need for antenatal with clear explanation on the importance of folic acid in relation to spina bifida. Government should take it upon itself to consider fortification of all foods consumed by pregnant women in order to reduce on the number of children born with spina bifida. The Ministry in charge of planning should capture these defects when carrying out census for proper planning for these defects.The report was adopted.

03/04/2014:MOTION FOR A RESOLUTION OF PARLIAMENT ON THE PLIGHT OF THE FORMERLY ABDUCTED CHILDREN AND PERSONS AFFECTED BY THE LORDS RESISTANCE ARMY (30 Minutes)Mover:Hon. Okumu Ronald Reagan, MP Aswa CountySeconder:Hon. Kamateeka Jovah, Woman Representative, Mitooma DistrictHon.Bigombe: Government will come up with another program which is comprehensive for the former combats; otherwise we do have a major program. We dont have reception areas where these victims can be taken for counseling and rehabilitation before given back to their families.

Hon. Amama: Government doesnt have enough money to support.These programs, Focus on practical measures not adopt new one. And we should urge the government agencies and international agencies to increase development assistances to these people.

03/04/2014:MOTION FOR A RESOLUTION OF PARLIAMENT ON THE DEPLOYMENT OF UGANDA POLICE FORCE OUTSIDE UGANDA.Mover:Hon. Mwiru Paul, MP, Jinja Municipality EastSeconder:Hon. Hassan Kaps Fungaroo, MP Obongi County Parliament should urge government to formulate a policy framework governing the deployment of Ugandan police forces and the Uganda prison services in foreign countries. Parliament should urge government to investigate the circumstances surrounding the deduction of USD 200 from the basic pay of deployed police officers.

QN: Mutyabule Florence; How far with the amendment of the childrens act? ANS: This govt is very sensitive with the welfare of our children, we still have laws, and the ministry is going through e process of looking at the various proposals. Will give them a special place on cabinet to discuss and bring to parliament.

QN: Hon.Kasibante: how far with the findings of these fires: kasubi tombs, budo junior school, nagalabi coronation site?ANS: We have received the reports of kasubi in cabinet, the others not yet. Will come to present those reports.

QN: Hon.Ssempijja; Our farmers have massively planted but their produce gets spoilt due to poor storage. Govt promised warehouses for their produces.Still having talks with different investors to invest in establishing of the comprehensive storage systems.

QN: Hon.Asegge; when is the program of giving the elderly money 20k per month reaching soroti?ANS: Started with 14 districts. The frame work presented to parliament shows we still have money problems. Can Uganda, afford this? Looking forward to raise greater revenue, this will be a top priority.

QN: Hon. Nabila; what category of people in Uganda will be given the national IDs?ANS: Anyone of 16 years of age and above is entitled to a national ID and a Ugandan. The Process is underway, by July will be done and issuing the IDs.

02/04/2014ON THE IMPENDING IMPEACHMENT OF THE RT. HON. MARGARET ZZIWA, SPEAKER OF THE EAST AFRICAN LEGISLATIVE ASSEMBLY(Hon. Minister of East African Community Affairs)The deputy speaker said there is no law that permits this parliament to intervene in the matters of EALA. We can invite the minister and the MPs can be invited by the minister or come on their own.

03/02/2014:STATEMENT ON THE REPATRIATION OF THE BODY OF LATE SUSAN NALUNKUMA.(Chairperson, Committee on Foreign Affairs) A Stress Fund should be voted for missions abroad to cater for such cases. The committee resolved that the chairperson makes a statement to the house, then the committee explores further, possibilities of other departments/ministries to provide financial assistance to the family. If all fails, the committee recommended that, parliament, launch a fundraising drive to assist this family.

COMMITTEES01/04/2014:PARLIAMENTARY COMMITTEE ON INTERNAL AFFAIRS MET THE MINISTER OF INTERNAL AFFAIRS, HONOURABLE GENERAL ARONDA NAKAIRIMA AND THE HEAD OF INTERPOL UGANDA ABOUT THE KIBWETEERE CULT INCIDENT OF YEAR 2000.Compensating family members of the victims in the Kibweteere tragedy may encourage others who have suffered tragedies to reach out to the government for support and put weighty liability upon the government. Minister be given 3 months to finish the investigations.

02/04/2014:PARLIAMENTARY COMMITTEE ON DEFENCE AND INTERNAL AFFAIRS MET UGANDA POLICE, THE NGO BOARD AND STATE MINISTER FOR INTERNAL AFFAIRS OVER THE KIBWETERE INCIDENT OF 2000 WHERE MANY PEOPLE PERISHED AND ALLEGATIONS OF POLITICAL INTERFERENCE BY THE POLICE.The inspector general of police said he was not aware that police was guarding the home of Dr.Kiiza Besigye. The IGP said that the Police get its mandate from the Constitution, Article 212 and that the use of force is not an abuse of human rights if done adequately.02/04/2014:PHYSICAL INFRASTRUCTURE COMMITTEE MET THE OWNERS OF ABEEKI FARM ENTERPRISE LTD ABOUT THE LAND DISPUTES THEY ARE HAVING WITH THE RESIDENTS OF THE NTUTSI SUB-COUNTY IN SEMBABULE DISTRICT.Abeeki won the bid from Uganda Investment Authority to buy the said land, paid 205m UGX in 2007 and the balance 200m in 2013. They want to use the land but the residents have stopped them accessing the land.02/04/2014:COMMITTEE ON GENDER, LABOUR AND SOCIAL DEVELOPMENT MET THE STUDENTS FROM THE INTERNATIONAL SCHOOL OF UGANDA AND MR. SANTOS LABEJA THE FOUNDER OF GIDEON FOUNDATION AN ORGANISATION THAT IS WORKING ON SENSITIZATION OF THE PUBLIC AGAINST CHILD SACRIFICE AND RITUAL MURDER. The witchcraft Act should be reviewed. A new legislation be enacted to regulate traditional leaders.

03/04/2014:PHYSICAL INFRASTRUCTURE COMMITTEE MET OFFICIALS FROM UGANDA INVESTMENT AUTHORITY ABOUT THE LAND DISPUTES BETWEEN RESIDENTS OF THE NTUTSI SUB-COUNTY IN SEMBABULE DISTRICT AND ABEEKI FARM ENTERPRISE LTD.Uganda investment authority bought this land in 1997 for agricultural investment. Because there were occupants, they decided to sell the land to Abeeki farm enterprise in 2007 who now are getting resistance from the occupants to use the land.03/04/2014:PARLIAMENTARY COMMITTEE ON DEFENCE AND INTERNAL AFFAIRS MET THE MINISTER OF STATE FOR SECURITY, HON.MURULI MUKASA ON THE ISSUE OF THE INFERNO IN KANUNGU SPEAR HEADED BY KIBWETERE WHERE ALMOST 1000 PEOPLE DIED.In 1980, a lady called Credonia Mwerinde claimed she had received a vision from the Virgin Mary warning her about the end of the world. She was told she must lead a movement to restore the ten commandments of God and to prepare followers to go to heaven. In 1989 the group attracted even more members including the famous Joseph Kibwetere. On 17th march,2000, they were told the virgin Mary was coming, locked in the church and lit fire on the church .The investigations will inform the government on who and how much the surviving victims should be helped with.
