Greetings from the Executive Director

C ourage is one of the traits of Royal Rangers. It is part of our Ranger Code and this

year, part of our theme for Potomac District Pow Wow. Courage is not the absence

of fear but the willingness to press forward despite fear. God calls us to be coura-

geous men. We are calling all our Rangers to join us as we celebrate the colors of both the

American and Christian flags with our rallying theme, “These Colors Don’t Run!” We hope

each outpost will join us in a fun-filled event with some of the activities we enjoy and a few

twists with some new ones!

Commander Buzz Gregory will encourage and challenge our hearts as our Pow Wow speaker

and we are again going to feature some of our own Rangers in the Damascus Road worship team. Come enjoy the won-

derful Rock Enon area, experience the rock climb, the shooting sports and all the fun-filled activities. Commander Bob

Blessing and the entire Pow Wow team has worked tirelessly and we are very excited and hope to see you there!

Introducing the Pow Wow Guest Speaker

Pastor Robert "Buzz" Gregory served in the U.S. Navy for six years where he was in-volved in drug and alcohol abuse. A childhood friend invited him to attend church and he gave his life to the Lord. He was delivered from substance abuse and has faithfully served the Lord ever since. Pastor Buzz then enrolled in Christian World College of Theology where he earned a master's degree in theology. During the past 32 years Buzz has served as a prison chaplain for the Good News Jail and Prison Fellowship, a youth pastor, an assistant pastor, and associate pastor of Delmarva Evangelistic Church. For the past 20-plus years Pastor Buzz has been involved with the Royal Rangers ministry and is currently serving as an area com-mander, mentoring boys to become servant leaders of God. Pastor Buzz has been employed at Delmarva Power for the last 30 years and is currently working as a safety supervisor. He re-sides in Salisbury with his wife Donna and their two daughters Jacqueline and Katelyn. He feels the call to build a multi-cultural church where the entire body is working together in unity to reflect and build the kingdom of God. “From him the whole body, joined and held together by every supporting ligament, grows and builds itself up in love, as each part does its work” Ephesians 4:16 (NIV).

Praise and Worship

Damascus Road Experience is a small group of musicians from the Huntingtown, MD area. Formed in early 2014, its members have been playing together at several Capital Area Powwows since then. DRE currently has five active mem-bers. Caleb leads vocally and plays electric guitar. Alex Cooper provides supporting vocals, musical arrangements, and plays the keyboard. Alex’s brother, Zac Cooper, plays bass guitar, and their father, Mike Cooper, plays the drums and provides supporting vocals. Isaac Brannon also provides supporting vocals. Caleb is the worship leader at Full Gospel Assembly of God. While in high school, he led worship with bassist Zac Cooper and several classmates for an in-school ministry during lunch, seeking to reach Huntingtown High School’s 1,600 students. He attends the College of Southern Maryland, pursuing business. Alex also leads worship on a regular basis, serving full-time as the head of his home church’s worship and choir ministries in Salisbury, MD. He is a student at Salisbury University, pursuing a degree in piano composition. Zac is currently a senior at Huntingtown High School and has experience in playing worship as well, serving as a member of the worship team at his home church. He plays soccer and lacrosse for his high school at the Varsity level, and belongs to a state-level travel soccer team. Mike has belonged to worship teams at several home churches. He also plays trumpet, and was featured in several national honor music groups while in high school. He now owns a materials handling business. Isaac is a member of his home church’s worship team, playing keyboard and providing vocals alongside his brother, Caleb. Isaac serves on the Potomac District Staff as staff photographer, and is a student at the University of Maryland in College Park, pursuing a mechanical engineering degree.

EVENTS POW-WOW PIN ELIGIBILITY: Boys will be given a card to be stamped when they complete each event. When they have visited a least 4 events, they may go to the F.C.F. Village where they will receive the pin if they recite the Pow Wow memory verse. Leaders, Visitors and Guests are allowed to participate for fun. Each registered Leader will be given a Pow-Wow pin at registration if registered by July 17th.

Each Ranger must be equipped and ready to meet the challenges that come their way. These include: strength, skills, stamina, speed and knowledge. At each event, participants will earn points, which are needed along with being able to quote the Pow Wow memory verse to receive a collector’s hat pin.

ROCK CLIMBING AND RAPPELLING at the Climbing Center. Friday 10 a.m. - 4 p.m.; Saturday 9:30 a.m. - 4 p.m.

GIANT WATER TRAMPOLINE on Miller Lake

ZIP LINE: Capital Area will operate an exhilarating zip line for some high-flying action!

LASER TAG: North Central Area will host a laser tag event. Test your warrior skills in this fun shooting game!

A Visitor or Guest must be at least 8 years old to participate.

COMPETITIONS

The age group that a boy will compete as will be based on the boys’ age at the start of the competition.

CAPITAL AREA -- PELLET SHOOT: Friday and Saturday per schedule. Trophies for first, second and third place for DR, AR and ER.

BALTIMORE AREA -ARCHERY SHOOT. Friday and Saturday per schedule. Trophies for first, second and third place for DR, AR and ER.

MARYLAND SHORE AREA -- FISHING COMPETITION ON MILLER LAKE: Saturday from 9:30 AM until 12:00 PM. Trophies for heaviest fish for DR, AR and ER.

SOUTH CENTRAL AREA --VOLLEYBALL COMPETITION: Get your best sectional team together! Saturday per sched-ule. Trophies for first, second and third place by Section.

SOUTH HAMPTON ROADS & NORTH HAMPTON ROADS –CANOE RACE ON MILLER LAKE. Saturday per schedule. Trophies for first, second and third place by Outpost.

DISTRICT STAFF – TRAP SHOOT –This competition is open to Commanders, ER, and AR boys. AR boys MUST have their gun safety merit to compete. Friday 1:00 PM until 4:00 PM, and Saturday from 9:30 AM until 2:00 PM. The cost of the event is $7.00; this includes the shells and the clay birds.

SWIMMING: All Fast Swimmers may compete for the fastest swimmer in the District. Contestants must be at the lake ready to compete at 4:00 P.M. Saturday. Trophies for first, second and third place for DR, AR and ER.

LARGEST CHARTERED OUTPOST: The group with the largest number of Boys & Leaders Chartered with the Potomac District Royal Rangers for the current year. 1st, 2nd and 3rd place will be awarded.

LARGEST OUTPOST: The group with the largest number of Boys Registered at the Pow Wow. Number of Leaders Reg-istered and then by number of Visitors will break ties. 1st, 2nd and 3rd place will be awarded.

Areas will provide 1 monitor for their scheduled time and F.C.F will provide 1 monitor for each shift. Duties will be to maintain cleanliness, keep order, remove lost and found items and take them to the lost and found at the Health Lodge at the end of the shift.

Please take extra care in regards to your money or valuables. The District Royal Rangers and Staff will not be responsible for lost or stolen items.

GENERAL AND CAMPING INFORMATION

FORMS: in this file may be downloaded as needed. Please make sure that Registration Forms are completed and signed by the applicable person. The Pow Wow Registration Form with the appropriate fee should be submitted to the District Royal Ranger Office by July 17TH.

POW WOW SHIRTS AND HATS: To avoid unnecessary overages, the Potomac District will base its order on the pre-registration numbers. It is IMPERATIVE that you pre-register your Outpost to receive your Hat & Shirt. We are unable to offer reductions in cost, should you not receive a hat or shirt. As such we URGE & STRONGLY RECOMMEND that you pre-register.

AMPHITHEATER SEATING: The Amphitheater has no permanent seats. Please bring stools for all your Rangers to sit on during the Assemblies.

ALTAR WORKERS: We are looking for trained altar workers to assist with altar ministry at the evening services. The signup sheet will be in the registration building at the Pow Wow.

VIDEO AND/OR PHOTOGRAPHY: No sales of videos or photographs of the Pow Wow can be sold without authoriza-tion of the District Commander.

REGISTRATION: The Pow Wow Registration fee is $55.00. Registration must be postmarked by July 17th to guarantee each person registered will receive the Pow Wow Hat and T-shirt, optional Saturday lunch or meal plan and extra Patches or T-shirts if ordered. Each Outpost must have an up-to-date Charter. Each person must register with his Outpost. Each person registered will be issued a wristband that must be worn at all times during the Pow Wow. A minimum of 2 Com-manders is required with each Outpost, and we strongly encourage a minimum ratio of 1 Commander to 5 Boys. A Boy must have completed 3rd grade to register.

LATE REGISTRATION: If a Ranger registers after July 17th, a late fee of $10 per person will be charged. We will not guarantee that he will receive the Pow-Wow Hat and T-shirt at the Pow-Wow.

REFUND POLICY: Due to the costs associated with planning the Pow Wow, we will be unable to refund any monies. We will issue a Pow Wow Hat and T-shirt to those registered and have paid by July17th, the $30.00 registration deposit fee and do not attend. These items will be available for pickup at the registration building at the close of the Pow Wow if available.

VISITORS AND REGISTRATION: All Visitors must register and be issued a wristband. There is a $10 charge for those visiting on Saturday; this includes a patch. Those wishing to visit after 5:00 P.M. on Saturday may do so at no cost, how-ever they must register and be issued a wristband. ALL VISITORS WILL BE REQUIRED TO SIGN A VISITORS AFFIDA-VIT. All visitors must be accompanied by a Royal Ranger leader if they leave the common areas. A Visitor or Guest must be at least 8 years old to participate in the competition or events. If an Outpost would like to mentor an un-chartered Out-post at the Pow Wow, please contact the District Royal Ranger office for a copy of the policy and procedures.

FEMALES: Female guests and other family members are invited to the evening services. They are not allowed on the grounds at any other time without prior written permission of the District Commander. Females are only allowed in the campsites from 11:30 a.m. to 1 p.m. and must be accompanied by a Royal Ranger leader at all times.

INSURANCE: Each Outpost/Ranger must be covered by their own Insurance. Upon registering, you must certify your coverage by stating your Outpost’s Insurance Company and policy number. The Potomac District Royal Rangers & Staff will not be responsible for any theft or damage.

PASTOR’S DAY: We encourage your Pastor and Men’s Director to attend the Pow Wow on Saturday. They must register and will be issued a wristband to wear. Pastor’s and Men’s Director’s registration and lunch are free on Saturday.

PHOTOS: Persons attending or visiting the Pow Wow may be photographed. These photos may be used for promotional materials, which may include being posted on the Potomac District R/R website. Any person not wishing to have their photo used for promotional materials must inform the District Royal Ranger Office in writing prior to the Pow Wow. No photos or videos may be sold for any reason without prior written consent of the Potomac District Royal Rangers.

LOST & FOUND: A lost & found station will be set up on the Health Lodge’s front porch during Pow Wow and will be moved to the main gate Sunday Morning. All items remaining after the close of Pow Wow will be considered a donation to Royal Rangers.

SATURDAY LUNCH: An OPTIONAL Saturday Lunch will be served per the Pow Wow Schedule at the Holliday Dining Hall if purchased with your registration.

CAMPSITES: Each Area has been assigned a Camping Area. All Outposts in each Area will camp in their assigned area. Refer to the Pow Wow Site Map to locate your Area’s Camping Area.

COOKING: Ground fires will be allowed at the campsites unless you are otherwise notified due to dry weather. Use pre-existing fire rings or above-ground fire pits only. Campsites will be stocked with firewood.

FIREWOOD: Cutting of green or standing trees is not allowed. YOU MAY BRING YOUR OWN WOOD TO CAMP.

UNLOADING: PLEASE MAKE SURE TO PACK ALL CAMPING ITEMS IN YOUR OUTPOST TRAILER. Because of the tight nature of Camp Rock Enon, only one vehicle pulling the Outpost trailer will be allowed on site to drop off the trailer. Other support vehicles and church vans will park in the parking area. Vehicles must remain on the roadways or desig-nated paths at all times. The Speed Limit of 10 mph will be strictly enforced. No persons will be allowed to ride on the back of a truck or on a trailer.

FIRST AID: A First Aid Station will be staffed around the clock at the Health Lodge. If you require special medical needs, please register at the station upon arrival. This station does not preclude Outpost or Area First Aid Stations. Commanders or Leaders must accompany boys needing medical attention at the Health Lodge.

ICE: Ice will be available at the Pow Wow Concession Stand on a limited basis.

TOILETS: Permanent pit toilets are available at each Area Camping Area. Bring your own toilet paper.

TRASH: Dumpsters are located at Holliday Dining Hall. PLEASE USE THEM. All trash from your campsite must be placed in tied plastic bags and disposed of in the dumpsters. Bring your own trash bags.

WATER: Cold water is available at each Area Camping Area.

SWIMMING: Swimming is available at Miller Lake. Lifeguards will be posted. Commanders are required to swim with their Outpost and monitor. Refer to the Swimming Schedule for your Outpost’s swim time.

SHOWERS: Showers for boys are located below Sleepy Hollow. Showers for Commanders are located next to the Quar-termaster building. There will be monitors posted to assure the showers houses are kept clean and sanitary.

CONCESSIONS: A Concession Stand will be open various times during the Pow Wow, with items for sale such as soda, candy, snow cones, popcorn and ice.

FISHING: Fishing is available at the campground’s “Miller Lake.” Boys will only be allowed to fish under the supervi-sion of their Commanders and at times when it will not interfere with the Pow Wow Schedule. No fishing or trespassing is allowed on the downside of the dam.

ACCIDENTS & INJURIES: Minor accidents should be treated as First Aid in your Campsite or Area Headquarters. When in doubt, report to the Health Lodge. Should hospitalization become necessary, the person will be transported to the Hospital. Check with the Health & Safety Officer at the Health Lodge before transporting someone to the Hospital.

SAFETY: An Outpost may be asked to leave the Pow Wow if any member or guest of the Outpost is found to be acting in an unsafe manor. No pets or bikes allowed. No ATV’s are allowed except for Staff transportation.

MAJOR ACCIDENTS & EMERGENCIES: The Camp Commander and Camp Medic must be notified immediately. Pre-sent all facts known. Do not make statements to an outsider, and refer all inquires from the “Press” to the Camp Com-mander.

STORMS: In the event of severe storms, everyone will be notified. DETAILS FOR THIS WILL BE COVERED AT THE OUTPOST COORDINATORS MEETING. If so instructed, tents are to be dropped and covered with cots or heavy items. Have all Rangers report to the designated permanent structure. Your Area Director will keep you posted.

LOST CAMPER: Commanders should be aware of the location of all the Rangers in your Outpost at all times. If a Ranger is missing, following a search of your campsite, inform the Staff at the Health Lodge. If a Ranger becomes lost, he should report immediately to the Health Lodge.

FIRE: Sighting: If you site a fire, report it to your Area Director or the Health Lodge immediately. Specify the exact loca-tion and nature of the fire, i.e. grass, brush, oil, etc. Signal for Fire: Two long blasts of the Camp Siren. All Rangers to re-port to their campsite for a head count. Report any missing Rangers to your Area Director immediately. The Fire Depart-ment will fight the fire. All District and Area Staff will stand ready to assist as needed.

OTHER: Treat any other emergencies with common sense, and take appropriate action. If you have any questions, please contact the Camp Commander or Camp Medic at the Health Lodge.

EMERCENGY SIGNAL: In the event of an emergency requiring all to seek shelter, the camp siren will sound. When all is clear, two short blasts will sound. When the siren sounds the emergency blast, ALL MUST take shelter in the closest per-manent structure immediately.

AREAS OFF LIMIT: Lake, dam, maintenance area, and other campsites are off limits. No boys may be transported off the grounds without prior separate written permission of the boy’s parent or guardian along with the “events release/hold harmless agreement” found on page 17 of this book.

OPTIONAL MEAL PLANS The Meal Plan is available in Option 1 or Option 2. We are expanding the number of meals to include a Thursday option. This enables Outposts coming Thursday to leave their cooking (and dishwashing) gear at home and eat “out” all weekend. If you are arriving Friday, you can just take Option 2.

Both Meal Plan 1 & 2 include Saturday lunch. To purchase you must so indicate on your Pow Wow Registration Form and include pay-ment with your registration. Those outposts whose registration includes either Optional Meal Plan will be allowed to increase the num-ber of Plans purchased at the Pow Wow by 10% of the total number of meal plans pre-registered and at an additional cost of $3 per person. The Saturday Lunch Plan is optional and is offered at a cost of $7. To purchase you must so indicate on your Pow Wow Registration Form and include payment with your registration. Those outposts whose registration includes the Optional Saturday Lunch will be al-lowed to increase the number of lunches purchased at the Pow Wow by 10% of the total number of Lunches pre-registered for $7 per person added. Meals will be served cafeteria style in the Holliday Dining Hall. Meals will stop being served ½ hour after the posted start time. Saturday Lunch is included with the meal package, but is OPTIONAL for all others. Refer to the Pow Wow Schedule for serving times if purchased.

F.C.F. APPLICANTS, FRONTIER ADVENTURE AND FCF VILLAGE Those participating in the Frontier Camping Fellowship Frontier Adventure must report to the FCF village no later than 6 p.m. on Thursday August 3, 2017.

The FCF Village will be located at the Pow Wow site. The Adventure will begin at 6 p.m. on Thursday and the applicants will remain with the Frontier Adventure staff until 6:00 p.m. on Friday when the Adventure concludes, at which time applicants will be released to their outposts. All FCF applicants must complete the Frontier Adven-ture at Pow Wow AND attend the Council Fire at the Fall Trace to become members of the Blue Ridge Chapter FCF.

VILLAGE - If you are an active FCF member and would like to camp in the village, have your Outpost Coordina-tor contact the FCF President prior to the Pow Wow. Only those FCF Members who have the approval of the FCF President and their Outpost Coordinator will be allowed to camp in the FCF Village.

FCF members will be present in the village dressed in frontier garb to answer questions and demonstrate early frontier skills such as candle making, dutch oven cooking, leatherwork, beadwork, flint & steel, and blacksmith-ing with a coal-fired forge.

ALTAR WORKERS - We are looking for trained altar workers to assist with altar ministry at the evening ser-vices. The signup sheet will be in the registration building at the Pow Wow.

MEMBERSHIP - An application for membership into FCF is enclosed on the following page. Forms are also available from your Area Director, Area FCF Representative or District Royal Ranger office. Applications must be submitted to the Chapter President 14 days before the Pow Wow. No applications will be accepted at the Pow Wow. Please mail the completed application and fee to Mark Brannon, 2815 Angus Chase Lane, Huntingtown, MD 20639. Once your application is reviewed for completeness, you will receive more info from the Chapter President outlining how to prepare for the Frontier Adventure and what to bring with you. The fee ($40 for Boys or $50 for Leaders) should be made payable to Potomac Royal Rangers. It includes the first year’s membership and Fall Trace event fee.

FCF APPLICANTS - As a requirement for successful completion of the Frontier Adventure, all new applicants will be required to serve a two-hour work shift during the District Pow Wow. The FCF President or Scribe will assign applicants their shift at the Pow Wow. A variety of duties will be assigned.

.22 Rimfire and Trap Shoot Permission Form and Waiver

I HEREBY CONSENT and ASSUME THE RISK for my son (myself if an adult) _____________________ to participate in the optional POTOMAC DISTRICT POW WOW TRAP AND/OR .22 SHOOT. The event will take place on the Camp Rock Enon Boy Scout Reservation at the Pow Wow Site. The Trap Shoot is open only to Adventure Rangers WHO HAVE EARNED THEIR GUN SAFETY MERIT and Expedition Rangers who will have the opportunity to learn gun safety, range safety, and shoot clay skeet with shotguns and live ammunition, all while under the supervision of Royal Ranger Com-manders. The .22 Rimfire event is open to all Discovery, Adventure and Expedition Rangers. I understand that my (or my son's) participation is voluntary. I fully understand that while normal and reasonable safety precautions will be taken; shooting is an adventurous recreational activity and has inherent risks, dangers, and hazards. As a Royal Ranger, I agree to carefully listen and obey all instructions regarding this event and wear all protective equip-ment. I fully understand that my (or my son's) participation in this activity may result in damage, injury or illness including, but not limited to bodily injury, disease, strains, fractures, partial or total paralysis, other disabilities, or even death. Pow Wow registration fee is $55.00. A boy must have completed 3rd grade to register. Registration must be postmarked by July 17th to guarantee each person registered will receive the Pow Wow hat and T-shirt and, if purchased, the optional Saturday Lunch Meal Plan. When your registration is received, your hats and T-shirts and any extra items or-dered can be picked up at registration. There will be a 15-percent surcharge for any outpost that does not have an up-to-date charter. Each person must register with his outpost. Each registered adult will be issued a wristband, which must be worn at all times during Pow Wow. No adults will be allowed on the grounds if they have not registered or are not wearing a wristband. Each visitor is required to sign a Visitor Affidavit (page 21).
