Job Search• Local Employment is not available “Suitable

employment in the commuting area” and reasonable expectation of finding employment where job search is conducted.– Labor market assessment (LMI), and– Examine participant knowledge, skills, abilities,

employment history and barriers to employment.


Job Search

• Job search must be completed within 30 days after it begins.– Individual secures suitable employment , or– Each employer referred by the state agency

has been contacted and those contacts verified by the state agency.


Job Search

• Application criteria:– Application must follow separation however,

may precede certification,– Application must precede the job search, and– Can't be approved until certified.


Job Search

• Applications submitted NLT:– 365th day after certification, or– 365th day after last total separation; or– 182nd day after conclusion of training, unless

the worker received a waiver.


Job Search• Amounts:

– 90% of the cost of necessary job search expenses not to exceed $1,250 for any worker.

• Reasonable public transportation, or cost per mile from Federal Travel Regulations.

• Lesser of Actual lodging and meals, or 50% of Federal Per Diem for the location.

Job Search Example

– Dislocated Dave dislocated from Motorola in Belleville, IL;– Completes training in Information Technology;– Wants to Interview with Major League Baseball in Chicago for

job in IT systems of Chicago Cubs and Sox over two days. – GSA website per diem for Chicago: $173.00 plus $64.00 for food

(M & IE). – $173 + 64 + 64 = $301.00. 50% = $150.50. – Will travel in private car on Friday and Saturday a total of 800

miles. 800 x .445 = $356.00. – 90% of 150.50 = $135.45. 90% 356.00 = $320.40. – 135.45 + 320.40 = $455.85– Total reimbursable to participant is $455.85. – Individual must certify and necessary adjustments made.


Job Search Example

Relocation • Applications before relocation begins;

– 425 days from Cert or QS;– 182 days after concluding training.

• Determination that:– no reasonable expectation of employment in

the communing area;– Obtained or offered suitable employment of

long-term duration.


Relocation• Verification needed, before last payment

made, that individual obtained employment or has been offered employment.

• Relocation to begin 182 days after application or 182 days after training ends.


Relocation• Amounts:

– 90% of travel for individual and family:• The lesser of A) actual cost of transportation from

old to new residence OR B) mileage from old to new residence.

• The lesser of actual cost to individual of meals and lodging while in travel status or 50% of prevailing per diem for locality to which the relocation is made (90% of 50%).

• Paid in advance at time of departure, based on estimate, or 10 days after departure. Receipts evidence collected after and adjusted if necessary.


Relocation– 90% of expenses of moving household goods and

personal effects of individual and family. – 90% of either:

• A) Commercial carrier (most economical);• B) Trailer or rental truck (cost per mile if private vehicle,

rental fee for rented vehicle and fuel);• C) House trailer; and• 90% of Temporary storage (for 60 days). • Paid in advance at time of departure, based on estimate, or

10 days after departure. Receipts/evidence collected after and adjusted if necessary.


Relocation

– A lump sum payment equal to 3 times the individual’s average weekly wage, not to exceed $1250.00.

– Paid when arrangements are completed but not more than 10 days before departure date or anticipated date of shipment.

Offer. – Relocation will take place during Two Days.– Individual gets pricing from Two Vendors.


Relocation Example

– GSA website per diem for Chicago: $173.00 plus $64.00 for food (M & IE).

– $173 + 64 + 64 = $301.00. 50% = $150.50. – Will travel in Private Car on Friday and Saturday a

Total of 400 miles. 400 x .445 = $178.00. – 90% of 150.50 = $135.45. – 90% 178.00 = $160.20. – 135.45 + 160.20 = $295.65. – Old Wages at $1057.00 and New Wages at $961.54.– Lump Sum Max is 3 Times the Old Wage. – Using Commercial Carrier.


Relocation Example

– Commercial Carrier Estimated Costs: $5406.78 and $6280.00

– Use least expensive.– 90% of $5406.78 is $4866.10.– Participant receives:

• $295.65 for travel and lodging and meal;• $4866.10 for moving expenses; and• $1250 lump sum payment.

– Grand Total of $6411.75.


Transportation

• Payable…if training is outside the commuting area unless it is arranged as part of a group and is paid by the state.

• Shall not exceed the lesser of:– Actual cost by least expensive means, or– Cost per mile under FTR.

Transportation

• Payable– At beginning and end of training program,– Failure of training program for good cause,

and – For daily commuting, in lieu of subsistence,

but not exceeding the amount payable as subsistence for each day of commuting.

Transportation Example– Dislocated Dave lives in Springfield and training is in

Peoria.– Part 1): Door-to-door distance is 72 miles (144

roundtrip).– 144 x .445 = $64.08 per day.– Part 2): Lodging and M & IE for Peoria is the CONUS

rate of $99.00. – 50% of 99 = $49.50. – Paid to participant: $49.50 for each day of training.


Subsistence

– Supplemental assistance to pay costs of separate maintenance when training is located outside the commuting area (but not if the participant receives transportation payments).


Subsistence

– Payments shall not exceed the lesser of:• Individual’s actual per diem expenses for

subsistence; or

• 50% of the prevailing per diem rate authorized by Federal Travel Regulations for locale of training.


Subsistence Example– Participant lives in Rockford.– Training is in St. Louis.– Will stay at hotel at cost of $69.00. – Spends $39.00 per day on meals.– Per diem/GSA website is $103 and $59 for a total of

$162.00– 50% of per diem is $81.00 per day Versus $108.00

per day for actual cost. – Participant receives $81.00.


• Covered under the certification• Reemployed within 26 weeks of Qualifying

Separation• Worker is at least 50 Years old (at

reemployment)• New wages are less than $50,000 per year• New employment is fulltime as defined by UI law• Worker does not return to adversely affected

employment


ATAA Eligibility

• 50% of the difference in separation wage and reemployment wage subject to limitations:

– Payments for no longer than two years, or– Payments not to exceed $10,000, whichever comes

first

• HCTC for the period the worker receives ATAA benefits.


ATAA Benefits

• Wage subsidy and Training are mutually exclusive.

• TRA & HCTC eligibility is protected by Waiver.

• Wages and subsidy are calculated based on annualized hourly rate which is recalculated periodically (at least monthly) by submission of pay stubs. Telephone certification is not acceptable for ATAA.

ATAA Example

• Dave is laid off 12-25-2005 where he made $ 37.98 per hour or $ 79,000 annually working 40 hours per week.

• Dave wants to go to work and draw ATAA subsidy so he is issued a marketable skills waiver and given job search assistance.

• His waivers is reviewed monthly and he is actively seeking work.

• Dave finds two new jobs which begin 6-28-2006 where he makes a combined total wage of $ 25.05 per hour or $ 52,100 annually, but will only be working 38 hours per week.

ATAA Example

• Dave is not eligible for ATAA wage subsidies due to excessive wages.

• Dave may return for Trade Training, but will most likely continue working.

• If Dave loses one of those jobs, but he still has fulltime status, he could re-apply.
