Spring is another one of my favorite seasons (I think I say that about all of them, that is why I live in Utah, to experience all the seasons). For those of you that joined us a few weeks ago in St. George for our annual Utah Healthcare Alliance Spring conference, it was great! We had awesome weather for the golf tournament and amazing speakers at the conference. Thank you to all those that attended and jotted down information to share with all of you in this newsletter. We definitely learned new skills for developing ourselves and to be more successful. We also had the opportunity to learn about what is happening in our industry today. We have a great line up of conferences scheduled this year and our education committee is working hard to line up speakers and topics that will be a benefit to all our members. The schedule is also listed in this newsletter, put it on your calendars NOW and plan to join us. We are always open for ideas, so please share those as well anytime you have them. Happy Spring to the Utah MountainWest AAHAM Chapter –

We have had such beautiful weather I refuse to believe that there could be more winter coming…although I know that we are not through yet. Spring is another one of my favorite seasons (I think I say that about all of them, that is why I live in Utah, to experience all the seasons). For those of you that joined us a few weeks ago in St. George for our annual Utah Healthcare Alliance Spring conference, it was great! Tyler Enslin, Keynote Speaker—Achievement Now!National Director of Direct Development Training

With over 200 speaking engagements a year for a multitude of industries, Tyler has received outstanding recognition by those in his audience, which has enabled him to work with State and National agencies across the country.

Tyler opened our conference talking about how setting goals, the right way, can help us be successful. Tyler gave us tools to use that will help us finish and accomplish the goals we set. He gave us a great quote which stands true for many that set goals – “We tend to sacrifice what we want most for the things we want now” – think about that, we set long term goals or goals for success, but then interrupt the process of reaching those for short term comfort now. Tyler shared some great examples of this concept, which really struck a nerve.

Tyler provided great information on the Mental Factors and Practices that help us achieve the goals we set, explaining how to redirect our belief systems that tend to hold us back or contribute to the sacrifice of long term goals for short term comfort. Some additional tips we received were in regards to the characteristics of a goal: the purpose, what it must be, its meaningfulness and size. He ended with giving us the Action Steps to be successful in achieving our real goals!

His apparent quiet demeanor might more reflect his desire to take in knowledge from outside sources than any other reason. Linda highlighted on the CMS Transmittal R3698 MOON (Medicare Outpatient Observation Notice) – that has been mandated by CMS. This transmittal was created to inform Medicare beneficiaries when they are an outpatient receiving observation services, and has not been admitted as an inpatient of the hospital.

This is necessary because they do not understand the difference when they are in a bed, receiving services, but the benefits of pay are different. Providers are required to notify Traditional and Medicaid Advantage beneficiaries within 36 hours of becoming an outpatient observations patient and provide and provide them with an estimate of their possible financial responsibility.

Medicare pays differently for the type of stay, but also requires specific diagnosis before they will authorize or pay for an inpatient stay. The observation is the providers way of making sure there are no complications from symptoms that cannot be tied to a specific diagnosis, before discharging the patient. More information on the MOON transmittal can be found on the Medicare website.

Jason Gillman— MSPH, Director Precision Genomics

Based in St George, UT with Intermountain Healthcare, Jason has a Master of Science in Public Health from the University of Utah. Jason has served as a leader in the healthcare industry for more than a decade. He has been instrumental in building the precision genomics program at Intermountain Healthcare, including overseeing the laboratory and integrating precision medicine throughout an integrated healthcare system. He is recognized as an experienced supervisor who is passionate about healthcare and customer service.

Intermountain Precision Genomics provides a personalized approach to testing, diagnosing, and treating cancer. Our unique process analyzes the genetic makeup of a patient’s cancer and employs a team of skilled molecular tumor specialists to review each test and determine how to most effectively treat that cancer case. Our team approach gives oncologists the information and support they need to prepare a customized, targeted treatment plan for each patient.

Chris Cook—Body Language

Chris Cook is the Owner of Fringenomics, which offers trainings on body language, mindset, leadership, and team building. Typical clients come to them when bad face-to-face interaction is undermining the organization, when the current level of teamwork is NOT making the dream work, or when mindsets need makeovers. Chris is a Certified Body Language trainer with an extensive 15-year background in various sales and executive positions ranging from B2C sales to complex B2B negotiations closing 10-year contracts for major oil companies.

Through a very fun and interactive presentation Chris helped us understand how to recognize and use body language to be a more confident and respected communicator. Chris taught us about:

• Trust indicators• Personal gazing • Vocal power • Mirroring and shared with us the true communication secret weapon…

Those attending also learned how to recognize “nervous body language” clues. This was a great change from the personality or gender profiling subjects we hear often. Body language techniques can be used at home, work or in social environments.

This presentation was great fun with lots of take a ways.

Greg Bell is President and CEO of the Utah Hospital Association. He served as Utah’s 7th Lt. Governor from 2009 until 2013. He previously served two terms in the Utah State Senate. As Lt. Governor and a legislator, Bell was deeply involved in Utah healthcare policy including overseeing Utah’s innovative healthcare exchange. He co-founded and chairs GET HEALTHY UTAH, a broad-based state population health initiative focused on healthy eating and an active lifestyle. A graduate of S.J. Quinney College of Law (University of Utah), he practiced law for 30 years in the areas of banking and finance.

Bell is a past mayor and city councilman of Farmington, Utah. He was Chair of Envision Utah, an internationally acclaimed community planning organization. He serves on the Board of Trustees of Utah Transit Authority, Questar Dominion’s Community Advisory Board, and is the immediate past Chair of USTAR.

Matt Hoffman, M.D., M.S.Chief Medical Informatics Officer

Utah Health Information Network

Dr. Matthew Hoffman is the Chief Medical Informatics Officer (CMIO) at the Utah Health Information Network (UHIN). Based in Salt Lake City, UHIN operates the cHIE, Utah’s state-designated health information exchange. Matt earned his Bachelor of Science degree in Finance from Brigham Young University. Afterward, he worked as a research coordinator for the Utah Psoriasis Initiative where he co-authored multiple papers published in National Dermatology Journals. He earned his Medical Doctorate from the University of Utah in 2010. While earning his M.D., Matt also completed his Master’s Degree in Biomedical Informatics at the University of Utah. Following his graduation from medical school, Matt completed a fellowship in Pharmaceutical Informatics with Roche in San Francisco, CA.

At UHIN, Matt has architected and overseen the implementation of CareAchieve, UHIN’s data analytics tool. He has also presented nationally on health information exchange, at the Health Information Management Systems Society (HIMSS) Annual Conference and the eHealth Initiative Annual Conference.

2017, National Legislative Day

Great news on the legislative front. With so much buzz swirling around the Republican plan to repeal and replace the affordable Care Act, you may have missed the news that AAHAM's top legislative priority - Observation Stays - was introduced in both the House and Senate.

H.R. 1421, the Improving Access to Medicare Coverage Act of 2017 was introduced in the U.S. House of Representatives by Rep. Joe Courtney (D-CT), a bi-partisan bill with 15 co-sponsors on it already. S. 568, the Improving Access to Medicare Coverage Act of 2017 was also introduced in the United State Senate by Sen. Sherrod Brown (D-OH) is a bi-partisan bill with three additional co-sponsors on it. Additionally, this issue has already been a feature on two major afternoon and evening broadcasts.

This is great news as we prepare for our May Legislative Day! With everything taking shape in Washington, we were able to get our bills introduced in a bi-partisan manner and that is a credit to AAHAM's leadership. Now comes the hard work - getting these bills passed or included in whatever health reform legislation is sent to the President's desk.

Exciting time in our Nation's Capital and this year is an incredible opportunity for all of us to head to Washington to show our members of Congress just how critical this legislation is.

Medicare plans to have a transition period where you can use either the HICN or the MBI to exchange data.

Beginning in April 2018, Medicare will start sending new Medicare cards with the MBI to all people with Medicare.

MountainWest Chapter

The transition period will begin no earlier than April 1, 2018 and run through December 31, 2019.

Format is 11 characters in length and made up only of numbers and uppercase letters.

Beginning in October 2018, through the transition period, when you submit a claim using your patient’s valid and active HICN, Medicare will return both the HICN and the MBI on every remittance advice.

Medicare will tell you in the message field on the eligibility transaction responses when they’ve mailed a new Medicare card to each individual with Medicare.

Medicare won’t send the MBI in eligibility transaction responses when a provider gives them a HICN.

Railroad Retirement Board (RRB) - Medicare will return a message on the eligibility transaction response for a RRB patient. The RRB will keep sending cards with the RRB logo, but providers won't be able to tell from looking at the MBI if your patients are eligible for Medicare because they’re railroad retirees. Program your system to identify RRB patients so you know to send those claims to the Specialty Medicare Administrative Contractor (SMAC).

Use the beneficiary identifier (MBI or HICN) you used to submit the claim that’s under appeal, even afterthe transition period.

Make sure your system is ready to accept the MBI.

Include a variety of your stakeholders in the process early to ensure a smooth transition.

ACA impacts on Utah 2017By: Katie Harwood

A Healthcare Manager’s perspective on ACA in 2017

As a manager responsible for the Financial Advocates at the University of Utah Hospital, I have been very interested in what possible impact the current political situation has on the future of the Affordable Care Act and Utah. My first experience with following the legislative process for the initial ACA implementation and attempts to expand Medicaid led me to believe that our current situation will not move forward at the pace initially predicted when President Trump was elected. Where should we go for reliable information about the future of ACA? Too many sources of information are unreliably sourced, and skewed toward whichever political leanings the source happens to represent.

Local advocacy group Utah Health Policy Project is my go to for any updates on local ACA activity. They describe themselves as “a nonpartisan, nonprofit organization advancing sustainable health care solutions for underserved Utahan’s through better access, education, and public policy.” I find that the information they share is current and with a local focus. When they say they want to find solutions for the underserved, they have direct connection to the federally funded Navigators, Assisters, and Certified Application Coordinators for the state. They also refer those employed to alternate resources like Avenue H. The education the website provides is a helpful resource to someone like me who must be current in the funding options available for the patient population we serve- ranging from the Uninsured accident victim to the cancer patient with high out of pocket costs.

Whatever comes of the changes to ACA, I have a few hopes- whether the plans offered be government based or commercial in nature:

• No individual is excluded because they do not fit “criteria”.• Continue to cover pre-existing conditions. • Cost of healthcare should not exceed a reasonable % of personal income• Continue to cover preventative care- we all know the cost to cover a person who was

unable to access care early is much higher.
