4:15- 5:15 p.m. Observation Stay Coalition Update Salon 1Dana Halvorson and Toby EdelmanThis presentation will focus on the observation stays issue. Toby Edelman of the Center for Medicare Advocacy and Dana Halvorson of the American Health Care Association, two advocates who have vast experience with the “observation status issue” and who are leading the advocacy efforts of a 33 health-related organization coalition consisting of provider and beneficiary groups, will be the presenters. Attendees will hear about the observation stays coalition who is dedicated to preserving Medicare beneficiaries’ access to necessary skilled nursing care following a hospital stay, regardless of whether that stay was classified as inpatient or outpatient observation. Under current law, a Medicare beneficiary must spend at least three days as a hospital inpatient for Medicare to cover a subsequent stay in a skilled nursing center (known as the “SNF 3-day rule”). Increasingly, patients have no idea what their status is in a hospital, or the importance of it, which can lead to thousands of dollars in out-of-pocket medical expenses should they need skilled nursing center care following their hospital stay. In addition to placing a financial burden on seniors and their families, this anomaly in Medicare rules can cause unnecessary spend-down, accelerating the time frame in which seniors will have to turn to programs such as Medicaid to pay for their care. The presentation will cover Congressional legislation (The Improving Access to Medicare Coverage Act of 2017 - S. 568/H.R. 1421) the Coalition supports to address the observation stays issue, and the regulatory and legal work around this matter. Attendees will have the chance to get their pressing questions answered.

Unreliable data, difficulty interpreting 835s, and a lack of organizational will to deploy root-cause fixes combine to undermine many well-intentioned efforts. 25 years ago, Colleen started her healthcare journey in the Emergency Department at UPMC Presbyterian, which was exactly like the televisions show ER (minus George Clooney of course)! Loving the world of Patient Access Colleen progressed through the system moving between the UPMC Hospital Division and the Physician Division. There were also a few years of consulting work in there too! Today Colleen is located at the Quantum building in Pittsburgh’s South Side, with over 400 employees; she oversees Central Scheduling, Customer Service, Consumer Referral Service, Patient Experience and the Answering Service.

Currently he is the Director of Learning Management & Development for Advanced Patient Advocacy (APA, LLC). Marti Strand is the Chief Revenue Cycle Officer for Allegheny Health Network. In this role, Ms. Strand manages the administrative and clinical functions that contribute to the capture, management, and collection of patient service revenue. Prior to her arrival at AHN, Ms. Strand held the position of Vice President, Revenue Cycle Operations for Northeast Georgia Health System.

Marti has over 30 years of revenue cycle operations experience, is a certified “LEAN” Trainer and has held leadership positions for health systems across her home state of Georgia, South Carolina and Kansas, as well as, leading her own consulting firm.

Dana HalvorsonSenior Director of Not for Profit and Constituent Services The American Health Care Association/National Center for Assisted Living (AHCA/NCAL)

In 2012, Halvorson joined the team of the American Health Care Association/National Center for Assisted Living (AHCA/NCAL), the largest association representing skilled care centers and assisted living communities in the country. She is an experienced Capitol Hill advocate, and is the Senior Director of Not for Profit and Constituent Services at the association. In this role, Halvorson staffs the Association’s Not for Profit Council, representing over 25 percent of the association’s total membership. She also coordinates the Association’s Developmental Disabilities Residential Services Committee, overseeing member services to developmental disabilities (DD) residential services providers, including intermediate care facilities for individuals with intellectual disabilities (ICFs/IID) and home and community based waiver group homes for individuals with DD.

Halvorson also manages senior housing issues and serve as a liaison between AHCA’s 13,400-strong membership and agencies like the Department of Housing and Urban Development (HUD) and the Department of Veterans Affairs. Prior to joining AHCA/NCAL, Halvorson worked at the American College of Surgeons where she served as a Congressional Affairs Associate. She spent seven years working on health policy issues for Senator Kent Conrad, serving as senior health policy advisor and intern manager. In 2011, Halvorson was honored by the Institute for e-Health Policy for her staff leadership on the U.S. Capitol Hill Steering Committee on Telehealth and Healthcare Informatics.

Halvorson graduated from Concordia College in Moorhead, MN, with a bachelor’s degree in political science in 2005. She is involved with the Women’s Congressional Golf Association and Women in Government Relations in Washington, D.C.

Toby Edelman, Ed. M., JDSenior Policy AttorneyCenter for Medicare Advocacy

Toby S. Edelman has been representing older people in long-term care facilities since 1977. As a Senior Policy Attorney with the Center for Medicare Advocacy since January, 2000. Ms. Edelman provides training, research, policy analysis, consultation, and litigation support relating to nursing homes and other long-term care facilities.

Ms. Edelman was the lead attorney for a statewide class of nursing facility residents who successfully challenged the state of California's refusal to implement the federal Nursing Home Reform Law (Valdivia v. California Department of Health Services, Civ. No. S-90-1226 EJG (E.D. Calif. 1993). As a beneficiary representative, Ms. Edelman has testified before Congress and served on federal task forces, technical expert panels, and working groups on nursing home issues.

Ms. Edelman received a B.A., Magna cum Laude, from Barnard College (1968), an Ed.M. from the Harvard Graduate School of Education (1969), and a J.D. from the Georgetown University Law Center (1974).

Abbey Dyer is a graduate of the University of Tennessee, where she was a member of Phi Sigma Alpha National Political Science Honor Society and Gamma Sigma Sigma National Service Sorority. She completed the Young Leaders program in Nashville, TN. Young Leaders Council is focused on preparing young professionals to serve on the Board of Directors for non-profit organizations and make a difference in their communities.
