PREFACE IN the present, the 99th, edition of THE STATESMAN'S YEAR.BoOK,
the editor has found it advisable to introduce some changes in the arrange· ment of tho two major associations of independent and sovereign states, the (British) Commonwealth and tho (French) Communaute. Their strnetural and constitutional advanees over the past twenty years have made the pl'evious order eumbersome and unrealistic.
The new arrangement adopts elear historie and constitutional principles. The Commonwealth ofNations is presented in the order in which its members have achieved fuU sovereignty, beginning with the United Kingdom and proeeeding from Canada, the first 'Dominion', as it was caUed with re· ference to the Coronation Psalm LXXII, 8, to the latest accessions of free nations in Asia, Afriea, America. The ehronologieal order is set out in the table of contents (pp. viii-ix).
The dependent territories have been placed in alphabetical order after the respeetive tutelary eountries, the United Kingdom, Canada, Australia and India.
Similarly, the French Republie and her dependeneies, the independent member states of the Communaute and those countries which maintain special relations with it have been arranged aceording to the strueture laid out on p. 962.
The editor hopes that this layout, though at first unfamiliar to the regular users of THE STATESMAN'S YEAR.BoOK, will recommend itself.
Readers mayaiso like to be given warning of another change. In the !ists of diplomatie representatives of the Commonwealth countries the term 'United Kingdom' (High Commissioner to and from) has now been replaced by the term 'Britain' in aecordance with current government practice.
Once again, the editor has enjoyed the active co.operation of govern· ment departments, international organizations, individual officials and private friends of the YEAR·BoOK in every part of the world. On the eve of the centenary edition he wishes to express his sincere thanks for the generous help he has reeeived, and his well·founded hope that this co· operation will continue into the second century of THE STATESMAN'S YEAR· BOOK.
