Students have a ball

Last  Saturday  night  was  loud,  it  was  

crazy,  it  was  the  night  of  Raglan  Area  

ball   and   it   was   incredible.   Over   80  

people,  aged  15  -­  18  attended,  dressed  

together  a  poker  table  with  the  help  of  

a  few  eccentric  students.

The  ball  was  held  in  the  town  hall  

didn’t  take  long  for  the  heels  and  coats  

loose   and   have   fun,   to   just   go   nuts.  

Sure,  cleaning  up   the  next  day  would  

there  and  having   to   take  down  all   the  

decorations  but  it’s  worth  it,  right?

in  the  Gulf  of  Mexico  two  years  ago.

“It’s   such   an   important   issue,”   said  

longtime  Raglan  resident  Cynthia  Tucker,  

one  of  the  many  to  add  her  support  to  a  

cause  which  protest  organisers  point  out

extensive   foreign   shareholding   and  

exclusive   rights   to   minerals   in   an   area  

covering   10,000   square   kilometres   of  

our  seabed.

“KASM   is   going   to   need   your   help  

(again),”   Phil   told   Saturday’s   protest.  

“We   need   really   loud,   broad   spectrum  

opposition   to   this   proposal   or   it’ll

Waikato   district   mayor  Allan  Sanson,  who  cut  the  red  ribbon  to  open  the  $1.9  million  building,   was   still   talking  about  it  long  afterwards.“It   was   great.     Fish   and  

chips   out   of   the   newspaper.    Even   the   choice   of   crumbed  

tartare  sauce,”  he  enthused.Ironically   the   takeaways  

came   from   the   restaurant  across   the   road,   as   Raglan  Seafoods   has   yet   to   re-­

District   Council   project  comes   at   a   total   cost   of  

which   includes   structural  reinforcement   of   the   old  concrete   piles   of   the   wharf  itself.Cr  Baddeley  emphasised  at  

the  opening  that  the  wharf  was

It  looked  an  open  and  shut  case  when  the   Waikato   District   Council   issued   a  media   release   recently   announcing   the  18km-­long   Pipiwharauroa   trail   up   to   the  Wharauroa  plateau  –  which  offers  fabulous  360-­degree  views  –  would  be  closed  to  the  public  during  the  lambing  season.

That   would   have   kept   the   track,  which   is   particularly   well   used   by   local  

mountainbikers,  off  limits  for  the  whole  of  August  and  September.But   after   council   watchdog   John  

Lawson  got  on  his  bike  –  and  on  the  case  –   the   council   has   conceded   that   only   the  “easement  section”  or  Bridal  Veil  Falls  end  of  the  track  has  been  closed.As  John  explains  it,  all  anyone  wanting  

to   use   the   trail   need   do   now   is   turn   left  into   Plateau   Road   coming   down   the   hill  towards  Bridal  Veil   Falls   –   and   from   the  top  of   this   road   link   into   the   trail.  While  

it   “shorter,   more   attractive   and   similar  riding”  to  the  closed-­off  section.          A.T.

and   the   home-­cum-­studio   too   of   Susan  Flight,  an  artist  and  tutor  who  six  years  ago  returned   from   living   in   Queensland   with  a   dream   to   create   a   place   where   people  “could  do  artwork  and  be  creative”.  Susan   does   fairly   structured   teaching  

as  well  as  have  a  good  time  during  the  full-­on  Sunday  workshops.  It’s  “so  wonderful”,  she  enthuses,  to  have  other  people  to  share  art  with.  And  at  75  years  young,  she  insists  artists  

don’t  retire  –  “they  just  get  wrinkles”.Susan’s  been  every  kind  of  artist  from  

drawer   and   painter   to   printmaker   and  

with   textile   artistry,”   proudly   proclaims  the  grandmother  of  10.These  days  she’s  a  clay  artist  with  more  

than   a   touch   of   fantasy   to   her   creations  which  occupy  shelves,  dressers  and  tables  throughout   the  one-­time  shearing  shed   in  Waimaunga   Road   on   the   foothills   of  Mt  Karioi.The  stereotypical  red  shed  has  retained  

its   rustic   appeal   in   the   makeover,   with  old   pens   and   a   sheep   race   still   visible.  “I   worked   at   keeping   it   shed-­like,”   says  Susan.It’s   been   gutted   and   rebuilt   with  

secondhand   materials   from   the   dump  and   a   donated   kitchen.   Susan   sleeps   in  the   large  open-­plan  space,   surrounded  by  art   and   craft,   and   relishes   the   expansive  environment   outside   her   own   doors   and  windows.  “I  like  space,”  she  admits.She   had   the   late   Amelia   Kereopa  

come   to  bless   the  place  before   it  became  

a  workshop,  believing  without   a   spiritual  edge   there’s   nothing   to   offer   people  who  want  to  be  creative.  So  Mountain  Dreaming  Arts  Workshop  was  born  “with  its  feet  in  the  ground  spiritually”,  says  Susan.The  workshop  boasts  seven  kilns  –  gas  

the   primitive   kind.      With   its   spirituality  and   facilities   it   attracts   “people   from   all  over,  even  from  the  States,  but  our  Raglan  crew  are  the  core”.That  core  group  of  nine  are  now  gearing  

up  for  another  exhibition,  their  third  in  six  years.    It’s  entitled  ‘Milestones  –  Journeys  in  Clay’  and  is  set  to  open  in  late  October.Then  there’s  the  annual  summer  school  

to   look  forward   to,  which   in  January   this  year   saw   students   construct   an   outside  sandcastle   kiln  which   became   a   fairytale  

slowly  “dissolving”  away.Next   January’s   school   will   focus  

on   clay   and   glass   art,   Susan   says,   when  once   again   the   shed-­cum-­studio   will   be  opened   to   the   great   outdoors,   a  marquee  erected  on  the   lawn  and  three   tutors  with  up  to  25  students  between  them  will  work  simultaneously  on  art  for  art’s  sake.Susan  positively  beams  at  the  prospect  

of   all   that   creativity   going   on   inside   and  out.  And  one  of  her  recent  verdigris-­glazed  works  of  art  on  display  seems  to  sum  it  all  

on  cloud  nine,  she  says  with  a  smile.      Edith  Symes

needs  help.  “He  likes  you,  he’s  just  a  slow  mover”,  the   movie’s   tagline,   reveals   Tom’s   inability   to  disclose  his  feelings  in  his  quest  to  win  the  heart  of  Anya.   It   takes   the   village   to   bring   these   two  together  &  accelerate  their  relationship.  This  feel-­good   romantic   comedy   is   a   story  of   community  spirit  at  its  best.But   this   is  a  community  effort   in  more  ways  

than   one.   How   the   movie   came   about   is   an  interesting  tale  in  itself.  Writer  and  director,  Guy  Browning,  drew  together  almost  the  entire  village  of  Kingston  Bagpuize  in  Oxfordshire  England,  to  

an  impressive  voluntary  effort  hundreds  of  locals  designed   costumes,   provided   food,   hosted   the  

characters  themselves.

A   trial   collection   of   food   waste  

for   100   households   in   Raglan  

has   been   launched   this   week  

by   Waikato   District   Council  

contractor  Xtreme  Waste.

The  Raglan  households  in  the  trial  will  have  a  separate  bin  for  food  waste  such   as   meat,   dairy   and   vegetable  scraps,   which   will   be   processed  at   the   Raglan   Recycle   Centre   and  Transfer   Station   using   composting  and  worm-­farming  systems.  This  will  create  a  rich  garden  fertiliser  which  is  expected  to  be  available  for  sale  to  the  public  later  this  year.“We’re   encouraging   the   Raglan  

households  who   are   involved   in   this  trial   to   support   the   Xtreme   Waste  initiative,”   Water   and   Facilities  general  manager  Richard  Bax  said.“It’s   a  great  way   that   the   council  

and  the  community  can  work  together  to   lower   the   amount   of   rubbish   that

Food waste collection trial kicks off

Last   week   Waikato   District  

Council  (WDC)  heard  5  residents  

of  Whaingaroa  tell  them  that,  if  

they’re  going  to  expand  the  area  

covered   by   Raglan   Community  

Board   (RCB),   then   it   should  

include  Te  Uku,  Te  Mata  and  all  

of   the  Waitetuna   and   Cogswell  

Valley  areas.  

As   part   of   its   6   yearly  Representation   Review   WDC   had  proposed   an   extension   of   the   RCB  area,  but  excluding  those  centres.Whaingaroa   Environmental  

Defence   (WED)   said   that   there  should  also  be  separate  representation  on   RCB   for   the   town   and   country  areas.   WED   drew   attention   to  Thames   Coromandel,   where   council  is   delegating   most   of   its   powers  to   community   boards   as   has   been  done   in   Southland   and   other   areas  

for   some   time.   Functions   delegated  elsewhere  include  Sewage,  Reserves,  

Transport,   Strategic   Planning,  Economic  Development  and  Bylaws.  WED  believes   that   this  will  be  more  democratic  and  waste  fewer  rates.Mayor   Allan   Sanson   questioned  

whether  community  board  areas  could  be  divided  with  members  representing

operators   along   with   many   other  industries.

On 31 July 2012 the Waikato District Council considered the submissions received on its initial proposal regarding the representation arrangements for the Council and its constituent community boards to apply for the local elections to be held on 12 October 2013.

The Council received 34 submissions on its initial representation arrangements proposal. The key themes are outlined as follows:

21 submissions received from Raglan and surrounding areas:

One submission sought the establishment of ten Community Boards to represent each ward, with an additional six Councillors to be elected at large.Three submissions sought a subdivision of the Community Board boundary an increase in the number of Community Board members and the extension of the Raglan Ward and Community Board boundary.Thirteen submitters sought an extension of the Raglan and Community Board Boundary and an increase in the number of Community Board members.Three submissions sought an extension of the Raglan Ward and Raglan Community Board boundary.The remaining submission supported the Raglan Ward boundary in the initial proposal and an extension of the Raglan Community Board boundary.

11 submissions received from Onewhero-Tuakau area

One submission sought the extension of the Onewhero-Tuakau Community Board (OTCB) boundary to include the whole of the proposed Awaroa ki Tuakau ward, to incorporate the southern part of the existing OTCB area into the Huntly Community Board area and a further reduction in Council member representation. The request to alter the southern boundary was subsequently withdrawn at the hearing by the submitter.One submission sought an increase in representation to service future growth in the Tuakau area and to incorporate Port Waikato into the proposed Awaroa ki Tuakau ward.One submission sought to amalgamate the existing Onewhero and Awaroa Ki Tuakau wards.A further eight submissions sought to amalgamate the existing Onewhero and Awaroa Ki Tuakau wards to better refl ect the communities of interest, reduce the number of wards and sought the inclusion of multi-Councillor wards.

Two submissions received fromNgaruawahia area

Both submissions sought to disband the Taupiri Community Board and merge with Ngaruawahia Community Board making provision for separate representation for Taupiri and Horotiu.One submission sought to:

Extend the Ngaruawahia Community Board 1. boundary to incorporate communities of interest that affi liate to Ngaruawahia Ward (e.g. River and Drivers Roads).

Extend the Ngaruawahia Ward boundary to 2. incorporate Waikeri Marae.

Decision

Having considered all of the submissions the Council resolved to adopt its initial proposal as the Council’s fi nal proposal, subject to the following amendment:

The existing Raglan Ward boundary is extended to incorporate the area along the Raglan deviation.

The Council considers that the boundary changes are appropriate for the following reasons:

The revised Raglan Ward boundary better refl ects the communities of interest for surrounding areas with Raglan.Inclusion of the Raglan deviation in the Raglan Ward is a physical barrier that better defi nes the area.

The Council rejected the other matters raised in submissions for the following reasons:

Raglan Community Board BoundaryThe council considered that extending the Raglan Community Board boundary would dilute the role of the Ward Councillor in the rural area and that the concerns of submitters were best dealt with outside the representation review process (through a review of delegations, for example).

Subdivision of the Raglan Community BoardThis related predominantly to further extension of the Community Board boundary and as this was not planned to proceed, the need for subdivision was no longer valid.

Increased representation at the Community Board level

This request related predominantly to further expansion of the Community Board boundary and as this was not planned to proceed, the reason for increased Community Board representation was no longer valid.

Taupiri Community BoardRepresentation of Taupiri could not be adequately achieved through extending the Ngaruawahia Community Board boundary and undertaking a logical subdivision.The council is also aware that the proposal was not supported by the Taupiri Community Board.

Extend the Ngaruawahia Community Board Boundary

The council did not consider that the submission on this matter was representative of the community views.The council considered that the matter could best be considered during the preparation of a Structure Plan for the area during 2013.

Extend the Ngaruawahia Ward BoundaryThe position around the community of interest for Waikeri Marae was unclear and the council considered that this matter could best be considered during the preparation of a structure plan for the area during 2013.

Onewhero-Tuakau Community BoardThe council did not support extending the community board boundary as the submitter did not provide evidence that residents in the area support this approach. The council received no submissions from residents in the area on this matter.Amalgamate the Existing Onewhero and Awaroa ki Tuakau WardsThe council considered that the Waikato River was a logical geographical boundary that separated the two areas.Amalgamating the two existing wards would require re-drafting of the remaining ward structure and this has not been consulted on with the public.

Incorporate Port Waikato in the Awaroa ki Tuakau Ward

The council considered that the Waikato River was a logical geographical boundary that separated Port Waikato from the Awaroa ki Tuakau Ward.The proposed change did not comply with the fair representation requirements of the Local Electoral Act.

Additional Council RepresentationMost submissions did not support additional Council representation.The council did not support Councillors being elected at large as this was supported by only one submitter.

Reduction in Council RepresentationOnly one submission proposed a reduction in the number of councillors outlined in the initial proposal. This submission did not provide evidence to convince the council this would result in better representation for the community. The vast size of the district and the range of options previously considered convinced the council to retain the same number of councillors as the initial proposal.

Proposal for fewer wards with multiple CouncillorsThe nature of the District is such that the council was unable to identify an option that addressed communities of interest, fair representation for the rural community and effective representation for all within a smaller number of wards.

Appeals and objections

Any person who made a submission on the Council’s initial proposal may lodge an appeal against the Council’s decision. An appeal must relate to the matters raised in that person’s submission.

Any person who objects to the fi nal proposal may lodge an objection to the Council’s fi nal proposal. Any objection must identify the matters to which the objection relates.

Appeals and objections must be made in writing.
