ITEM: OUT- OF- STATE TRAVEL AUTHORIZATION REQUEST

FOR THE INTERNATIONAL CODE COUNCIL

CONFERENCE IN LAS VEGAS, NEVADA

RECOMMENDATION: Adopt a Resolution Authorizing Out-of-State Travelfor the Public Works Department Projects and

Programs Manager to Attend the International Code

Council Conference in Las Vegas, Nevada

SUMMARY:

The Public Works Department is requesting City Council to approve out- of-state travelfor the City' s Projects and Programs Manager for the International Code CouncilConference ( ICC) in Las Vegas, Nevada. This training is necessary for the Projectsand Programs Manager to become a certified building inspector to assist the BuildingDivision with building inspections during times of heavy workload. At this time the

ICC Conference is the only training available and is out-of-state. Therefore, Council' s

authorization for the out- of-state travel for the Public Works Projects and Programs

Manager to attend the ICC Conference from March 20, 2017 thru March 24, 2017 is

needed.

BACKGROUND:

The Public Works Building Division processes an average of 70 building permits and300 building inspections per month. In the past, when building inspections exceededstaff resources the City has contracted with outside agencies.

The Projects and Programs Manager has worked in the building industry for morethan 37 years and is well versed in residential and commercial building. Staff is

recommending the City cross train the Projects and Programs Manager to assist withbuilding inspections during times of heavy workload. In order for the Projects and

Programs Manager to obtain the proper certifications needed to perform buildinginspection services it is necessary for him to attend the ICC Conference in Las Vegas,Nevada from March 20, 2017-thru March 24, 2017 to become trained and certified as

a building inspector. The training and certification will provide the flexibility for theProjects and Programs Manager to provide building inspection help as needed.

COUNCIL GOALS:

This proposed action promotes Economic Growth", one of the 2014 City Councilgoals, by keeping pace with the building needs of the City, both residential and

commercial.

WFiEREAs, the City Building Division and Public Works Department haveidentified the need for additional help performing building inspections; and

WHEREAS, the Projects and Programs Manager has been in the buildingindustry for more than 37 years and is well versed in both residential andcommercial building; and

Programs Manager attend the ICC Conference to receive the necessary training tobecome a certified building inspector; and

WHEREAS, the total cost for the Projects and Programs Manager to attend

this conference is $ 2, 850 and is available in the current fiscal budget to attend this

conference; and

IVOW, THEREFORE, BE IT RE ALVED, that the City Council of the City ofLathrop hereby authorizes out-of-state travel for the Projects and ProgramsManager to attend the ICC Conference in Las Vegas, Nevada;
