Anthony Collins Solicitors is a Birmingham-based law firm with a leading role in the community-led

Speaker biographies Alison Murray Greater London Authority (GLA)

Alison Murray is a Senior Area Manager in the Housing and Land Team at the GLA. Alison is responsible for delivery of the Mayor’s Housing Programmes in Lambeth, Lewisham and Wandsworth. Her portfolio includes a number of strategic projects in Lewisham as well as Housing Zones in each of the three boroughs. Alison also leads on the Mayor’s intermediate housing policy and oversees the delivery of the current Estate Regeneration Programme in London. Previous roles include managing the Growing Places Fund Programme in London and managing the Mayor’s Regeneration Fund Programme developed as a response to the civil disturbances in 2011. Prior to joining the GLA she worked at Advantage West Midlands in the Economic Strategy Team.

Alison Ward Wessex CLT Project

Alison Ward is a Trustee of the National CLT Network and a social enterprise adviser specialising in advising Community Land Trusts on issues of incorporation and governance. She has worked with Community Land Trusts since 2007 in varying capacities, first of all supporting CLTs through the National CLT Rural Demonstration Programme, then supporting CLTs to set up and successfully run their organisations through the Wessex Community Land Trust Project, which initiated in 2010. The Wessex CLT Project supports CLTs in Somerset, Dorset and Devon in all aspects of setting up their CLTs and delivering affordable housing for local people in their communities. Alison also supports CLTs to take on new non-housing assets, and is currently working on research funded by the Friends Provident Foundation to explore how CLTs can be supported on the next stage of their journey and ways in which CLTs can share information. In May 2012, the National CLT Conference made an award to the Somerset, Devon and Dorset CLT Project (the former name of the Wessex CLT Project) for "Exceptional support for the sector."

Anna Shiel Big Society Capital

Anna Shiel joined Big Society Capital’s investment team in 2012 and she co-ordinates BSC’s social issue-led approach to developing new social investment ideas. She focuses on BSC’s investments in housing and communities, social banks and the arts, heritage and sports. She is a member of the Board of Charity Bank. Before joining Big Society Capital, Anna was a Director in Merrill Lynch’s Financial Institutions Group, advising UK banks and insurers.

Angela Koch ImaginePlaces

Angela Koch founded ImaginePlaces in 2010. She has 15 years builds experience in urban design and planning and is particularly interested in

urban change on the neighbourhood scale, neighbourhood planning, design codes, co-designing and the complexities of town centres. Angela speaks, publishes and teaches on plan-making best practices, co-design tools and town centre performance in the UK and Italy. She co-authored ‘Paved with Gold – the real value of good street design’, CABE 2007and more recently the Chartered Institution of Highways and Transportation’s guidelines on 'Involving the Public and Other Stakeholders'(CIHT, 2015). She acts as Neighbourhood Planning advisor on behalf of Locality and RTPI Planning Aid England and has enjoyed working with over 40 pioneering Neighbourhood Planning groups since 2012 which allowed her to make significant contributions to Locality's Neighbourhood Planning Key Resources Kit. She is the founder of the London Neighbourhood Planning Gathering and co-founder of the emerging London Neighbourhood Planners Network

Baroness Cathy Bakewell of Hardington Mandeville MBE National CLT Network and Liberal Democrat Member of the House of Lords

Cathy Bakewell, Baroness Bakewell of Hardington Mandeville MBE, is a member of the House of Lords for the Liberal Democrats and has been Chair of the National CLT Network since November 2015. She was the leader of Somerset County Council from 2001 to 2007. Previously she worked for Paddy Ashdown MP. Cathy Bakewell has served as councillor for Coker on South Somerset District Council since 2009 and was created a life peer as Baroness Bakewell of Hardington Mandeville, of Hardington Mandeville in Somerset on 9 September 2013, taking her title for the local village of Hardington Mandeville where she lives. In 2015 Cathy was appointed as the Liberal Democrat spokesperson for Housing as part of the Communities and Local Government Team. Cathy is a keen supporter of CLTs and has spoken passionately about CLTs in the House of Lords.

Betsy Dillner Generation Rent

Betsy Dillner is the Director of Generation Rent. Generation Rent is a campaigning organisation that fights for decent, affordable, professionally managed, and secure privately rented homes in sustainable communities. She has dedicated her career to building power of marginalised communities to campaign for a better future. Before moving to the UK she worked as a community organiser in the USA, engaging on various issues including housing, immigration, health care, and finance sector reform.

Calum Green London CLT, Citizens UK and East London CLT

Calum Green is Communities & Campaigns Director at London Community Land Trust (London CLT) and leads Citizens UK’s housing campaign work. London CLT started life as East London CLT and will move London’s first CLT residents into St Clements in 2016. As Communities Director, Calum’s role is to organise communities across the capital to ensure St Clements is not

simply an exciting anomaly but a catalytic first of many CLT projects across London.

Cllr Carol Weaver Tattenhall & District Neighbourhood Planning Group

Carol joined Tattenhall Parish Council in 2002 after moving there in 1996 and was Chairman for two years. Whilst Chairman she oversaw the drawing up of the Village Design Statement and the building of 14 affordable rented properties for local people. She is currently Chairman of the PC’s Community Safety Group, a member of the Community Pride Group and the CLT Group and of the planning committee. Carol also served 2 years as a Local Authority councillor on Chester City Council just prior to its reorginsation in 2009. Carol was very proud to lead the Neighbourhood Planning steering group that, with huge community support, produced the 5th “made” plan in the UK and the first in Cheshire. And is a DCLG Neighbourhood Planning Champion. She received an MBE in last year’s Birthday Honours list for her services to the community.

Catherine Harrington National CLT Network

Catherine Harrington has been the Director of the National CLT Network, the charity for Community Land Trusts in England and Wales, since establishing the Network in September 2010. In addition to leading the organisation and the strong staff team, Catherine has particular responsibility for the Network’s future funding and sustainability and all the organisation's lobbying and campaigning work, including the 2015 national advocacy campaign. Catherine joined the National CLT Network from the Department for Communities and Local Government. Previously she has worked at Notting Hill Housing Trust and the Institute for Public Policy Research. Catherine has an MSc in City Design and Social Science from the London School of Economics and holds a BA Hons in Social Anthropology from the University of Cambridge.

Charlie Fisher Transition by Design and Oxfordshire CLT

Charlie Fisher is the Housing Lead at Transition by Design (T/D), an Oxford-based architecture and design collective specialising in community-led and low-carbon design. T/D has a proven track record of working with community groups, local authorities, NGOs and professionals, particularly in housing and environmental sustainability. T/D are currently partnering with the sustainability charity Bioregional to create a replicable and scalable community-led housing model which brings together the One Planet Living Framework for holistic, environment-led sustainability and a co-operative housing approach that delivers true affordability. Charlie is also a Director of Oxfordshire Community Land Trust.

Professor Christine Whitehead London School of Economics

Christine Whitehead OBE, PhD, BSc (Econ), ARICS, FSPR is Emeritus Professor of Housing Economics, London School of Economics. Christine is an internationally respected applied economist working mainly in the fields of housing economics, finance and policy. She is Deputy Director of LSE London, which has just completed a project on accelerating housing supply in London (see www.lselondonhousing.org) and was Director of the Cambridge Centre for Housing and Planning Research from 1990 to 2010. Christine in currently a member of the London Housing Commission and is specialist adviser to the House of Commons DCLG select committee on housing associations. She was awarded the OBE for services to housing in 1991.

Professor Danny Dorling Geography, University of Oxford

Danny Dorling is the Halford Mackinder Professor of Geography at the University of Oxford. He grew up in Oxford and went to University in Newcastle upon Tyne. He has worked in Newcastle, Bristol, Leeds, Sheffield and New Zealand. With a group of colleagues he helped create the website www.worldmapper.org which shows who has most and least in the world. Much of Danny’s work is available open access (seewww.dannydorling.org). His work concerns issues of housing, health, employment, education and poverty. His recent books include “Unequal health” and “Population Ten Billion” (both published in 2013); in 2014 “The Social Atlas of Europe” (with Dimitris Ballas and Ben Hennig), “All That Is Solid” and “Inequality and the 1%”, and in 2015: “Injustice: why social inequality still persists”. His next book is on “Geography” (with Carl Lee) to be published in March 2016 and he is currently working on a new social atlas of the UK and a short book on politics and happiness.

David Ireland Building and Social Housing Foundation

David Ireland is the director of the international housing research charity, the Building and Social Housing Foundation (BSHF). Prior to that he was Chief Executive of the campaigning charity Empty Homes where he persuaded successive UK governments to introduce new legislation and funding programmes to get empty homes into use. During his time leading the charity the number of empty homes in the UK dropped by 40%. A housing campaigner, he was voted one of the 50 most influential people in housing in 2012, and was awarded OBE in 2013 for services to housing.

Cllr Graham Spencer Chair, Tattenhall & District Parish Council

Graham has been a member of Tattenhall & District Parish Council for 10 years, including 3 as Chairman. He is a local authority school governor, Trustee of Tattenhall Community Association and Trustee of St Albans church building, responsible for the up keep, fund raising and maintenance. Graham is a member of the Tattenhall Neighborhood Plan steering group and DCLG Neighbourhood Planning Champion. Tattenhall successfully delivered of 14 affordable houses for local people in perpetuity.

Graham Tope chaired the Liberal Democrat Communities & Local Government Parliamentary Committee from 2010-15 and is now the Party’s London spokesperson in the Lords. He was a councillor in the London Borough of Sutton for 40 years until May 2014, including 13 years as Leader of the Council and another 13 as a member of its Executive. He was Liberal Democrat Leader on the Greater London Authority for six years and chaired the Metropolitan Police Authority Finance Committee for 8 years. She is in her final year of her PhD at the Royal College of Art, which is examining the role of design and service systems design in policy making and public governance frameworks, with a particular focus on affordability of housing.

Ian Crawley Wiltshire CLT

Ian is CLT Technical Advisor under the auspices of Wiltshire CLT, promoting and supporting Community Land Trusts since 2011. Nationally, he has been a Trustee and Board member of the National CLT Network for four years and is a CLT Technical Advisor. Locally, he is an advisor to and Director of Cashes Green CLT; Director and Secretary of Nailsworth CLT; and CLT Technical Advisor, particularly to Eastington, Horsley and Stow in Gloucestershire; Tibberton in Worcestershire; Malpas, Tattenhall and Ashton Hayes in Cheshire West; and St. Davids in Pembrokeshire. Previously, Ian was a local authority director in Bristol and Islington.

Cllr Jack Hopkins Labour, Oval Ward

Cllr Jack Hopkins is the Cabinet Member for Jobs and Growth in the London Borough of Lambeth. His portfolio covers economic regeneration, planning and development, employment and youth opportunity. Jenny Frew Neighbourhood Planning team, Department of Communities and Local Government

Jenny Frew has been a member of the Neighbourhood Planning team at the Department of Communities and Local Government since 2012. Jenny’s roles include promoting neighbourhood planning to communities and supporting local authorities. Before joining the team, she spent several years in the planning policy team at English Heritage including leading campaigns and policy work on improving the quality of street design, and also worked at a number of government departments.

Jon Lee Ecology Building Society

Since joining Ecology Building Society in 2006, Jon has undertaken a business development role, primarily expanding the Society’s profile in commercial lending and community housing as well as the residential sector. Jon also works with commercial partners to develop affinity schemes linked to the Society’s residential mortgage products, including their award winning C-Change discounts. Jon’s role takes him all over the UK to assist in developing ecological and social businesses and of course property related projects.

Jonathan Rosenberg Walterton & Elgin Community Homes and West Kensington & Gibbs Green

Jonathan Rosenberg is a campaigner whose main focus has been defending council estate communities from being displaced through the redevelopment of their homes. He is Chair of Walterton & Elgin Community Homes, a community owned resident controlled housing association born in 1992 from the struggles against Dame Shirley Porter’s gerrymandering policies in Westminster. In 2000 he ran the purple bus that helped to elect Ken Livingstone as the first independent London Mayor. Currently he works with the West Kensington & Gibbs Green estates that are threatened with demolition as part of the £12 Billion Earl’s Court redevelopment. With his support, the residents hope to save their homes and transfer them into community ownership.

Keith Cowling Bristol CLT

Keith is a retired architect, and has been a regeneration practitioner for 20 years. Keith is currently chair of Bristol CLT, director of Peoples Republic of Stokes Croft and Stokes Croft Land Trust. He is also director of The Community Buildings Federation and of a community woodland in Monmouthshire.

Liz Maunder Norton-sub-Hamdon CLT

Liz Maunder has been Director and Secretary of Norton sub Hamdon CLT since the group formed in 2012. In the past 3 years the CLT has provided 10 affordable homes for people with a local connection. In October 2014 the CLT took over a Community Shop in the village, taking it over when it was threatened with closure, and, since last November they have also run the local Post Office to prevent it from closing. Liz also works with Wessex Community Assets to help encourage other communities to set up CLT’s and is a member of their Researching Resilient Communities group. Liz believes passionately in ‘self-help’ as the best way to maintain rural sustainability.

Mark Ogden Triodos Bank

Mark Ogden has been a relationship manager with Triodos Bank NV for eight years. He manages a mixed portfolio of business / commercial clients with a particular emphasis on property and community based lending. He is also tasked with increasing the loan book for the bank. Triodos is unique in that all potential lending clients have to demonstrate that they add positively to the environment or community before being considered for lending. Prior to joining Triodos Mark has worked for various other banks in the UK and has a broad banking background.

Peter Hetherington Town and Country Planning Association and The Guardian

Peter Hetherington chairs the Town and Country Planning Association, the country's oldest housing and planning charity. He is a former northern and regional affairs editor of The Guardian, and writes regularly for Society Guardian and other publications. His book - 'Whose Land is Our land? The use and abuse of Britain's forgotten acres' - was recently published by Policy Press. He was a board member of the former Academy for Sustainable Communities and was a member of the Labour government's urban sounding board. He lives on Tyneside, Northumberland.

Peter Kelly Charity Bank

Peter joined Charity Bank in October 2015 as Business Development Director bringing with him over thirty years’ experience across banking and community finance. Peter joins from Unity Trust Bank where he spent three years as Business Development and Marketing Director. In 2000 Peter set up the first financial inclusion unit in the UK banking sector positioning Barclays as a thought leader and raising awareness of the challenges faced by underserved communities and consumers within the bank. In 2005 in Ghana he launched an innovative and sustainable financial inclusion proposition to link Susu, an indigenous financial services system, to

mainstream banking. This extended microfinance to some of the least affluent in Ghana such as the small market trader. Peter is passionate about the role of community finance in tackling financial exclusion. He was actively involved in supporting the launch and development of several community development finance institutions and was a director of the Aston Reinvestment Trust in Birmingham. Peter has worked with the Association of British Credit Unions and was previously a volunteer for the Credit Union Foundation. He is also an advisory board member for the University of Birmingham, Centre on Household Assets and Savings Management (CHASM).

Phil Rose East Cambridgeshire District Council

Phil is Strategic Land Adviser at East Cambridgeshire District Council. He has 30 years’ experience of the land, planning and development industry and is currently working for the Council to unlock additional commercial value from the Council’s portfolio of property assets. Phil is also advising on the set-up of the new local authority trading company which will develop Council owned land and support the growth of more CLTs across the district. Phil is a specialist in development appraisal, land acquisition, planning negotiation and community engagement; with recent experience of consultation, neighbourhood planning and community-led approaches to urban design. Phil served on the board of the National CLT network and helped to establish CLTs in Swaffham Prior and Stretham and Wilburton.

Richard Bacon MP MP for South Norfolk and founder of the APPG on Self-Build, Custom and Community Housebuilding and Placemaking

Richard is a senior member of the influential Public Accounts Committee and is also the Chairman and founder of the All-Party Parliamentary Group on Self-Build, Custom-Build and Independent Housebuilding. In 2006, his fellow MPs voted him ‘Backbencher of the Year’ and Richard was also named as ‘Parliamentarian of the Year’ by both the Spectator magazine and the Political Studies Association. In 2012, House Magazine named him ‘Select Committee Member of the Year’ following a vote by his fellow MPs. The citation read: “Forensic, energetic, and committed, Richard Bacon has carved a political niche as the Public Accounts Committee’s most effective performer”.

Sandra Halilovic CAF Venturesome

Sandra is an Investment Manager at CAF Venturesome. She is responsible for appraising investment opportunities and managing a portfolio of social investments. She also manages the two CLT Funds, which aim to support the development of affordable homes for individuals on low to modest incomes in underprovided areas. Prior to CAF, Sandra worked at Social Finance, in international development at the World Bank’s IFC and in corporate finance in New York and London.

Steve Watson Wessex Community Land Trust Project

In his role as Affordable Housing Adviser on the Wessex CLT Project, Steve has supported some 20 CLTs with developments of affordable homes since 2010. Half of these projects are now complete, providing over 100 affordable homes on land owned by the CLTs. All have worked with a housing association in a form of partnership developed (and still being refined) by Wessex. Several more projects have planning consent and the rest are preparing planning applications.

Tom Archer Building and Social Housing Foundation

Tom has held a variety of positions in the housing and community development field. Between 2011 and 2014 Tom was Technical Advisor to the CLT Fund. During this time he supported numerous urban CLTs in the north of England, particularly those in urban regeneration areas. His organisation, Locally Made CIC, was active in lobbying for CLTs and other forms of collective ownership. Tom will soon complete his PhD, having studied at the Centre for Regional, Economic and Social Research. This work identifies some of the key factors shaping the development of collective housing projects, and the cost/benefit patterns they create. Tom is currently a programme manager at the Building and Social Housing Foundation, where he leads a European project on homelessness.

Dr Tom Moore University of Sheffield

Tom Moore is a Research Associate at the Urban Institute, University of Sheffield. He has research interests in housing policy, community asset ownership, and the third sector. He has published widely on the growth and development of community land trusts in England, having worked closely with CLT practitioners since 2008. Recent studies have been conducted for the British Academy (2014: ‘Affordable homes for local communities’) and Wessex Community Assets (2015: ‘The motivations and aspirations of CLT volunteers in Somerset, Dorset and Devon’). Tom is currently undertaking research on poverty in the private rented sector in England, and is Associate Editor of the International Journal of Housing Policy
