Record of the Grand Conclave At 13:05 hours, on 18 March 2011, the Grand Commandery Knights Templar of the District of Columbia was opened for the 116th time. The Grand Commandery was declared open by the Sir Knight Michael J. Kastle, KTCH, the Right Eminent Grand Commander. The Right Eminent Grand Commander called upon the Eminent Grand Prelate, Sir Knight Douglas L. Jordan, PC, KTCH, KCT, to offer up a the Devotion to Deity. The Right Eminent Grand Commander requested all citizens of the United States of America to join him in the Pledge of Allegiance to the Flag of the United States of America. The Right Eminent Grand Commander inquired if all Sir Knights eligible to vote had registered, and if not, do as quickly as possible. The Right Eminent Grand Commander requested that all Distinguished Guests who wished to be recognized leave the room at this time and if they had not filled out an introduction card, to do so as quickly as possible. The roll call of eligible voters was called and individuals present were introduced. The roll Past Grand Commander was called and Past Grand Commanders present were introduced. The Right Eminent Grand Commander reported on the Semi-Annual Grand Conclave, the report is found elsewhere in the Proceedings. The Right Eminent Grand Commander reported on the report of the Grand Inspection, the report is found elsewhere in the Proceedings. The individual Commandery Reports and statics were read, comprising the Grand Recorders report, individual reports are found elsewhere in the Proceedings. The Grand Treasures report was read and accepted. The Right Eminent Grand Commander announced that almost all Committee Reports were available in the Draft „Proceedings‟ and only selected reports would be read. They were: Knight Templar Eye Foundation Committee. Knight Templar Education Foundation Committee. Past Grand Commanders Jewel Committee. The Committee reports were interrupted in order to receive the Distinguished Guest and then resumed. Committee reports having been concluded, the Right Eminent Grand Commander announced he would deliver his Allocution and passed the „Setting Maul‟ to the Very Eminent Deputy Grand Commander. After the Allocution was completed, the Very Eminent Deputy Grand Commander called upon Sir Knight Paul S. Newhall, Right Eminent Mid-Atlantic Department Commander, to respond to the Right Eminent Grand Commander‟s Allocution. This was done, but no written copy is available. The Very Eminent Deputy Grand Commander returned control back to the Right Eminent Grand Commander. A request for Old Business was made. Sir Knight Paul Gleason, Eminent Grand Treasurer inquired about the title of Grand Treasurer Emeritus for his predecessor, Sir Knight Lester Foster, Right Eminent Past Grand Commander. Sir Knight Foster was under the impression that that title was approved several years ago at a Grand Conclave. Several senior Sir Knights present did recall that was done but could not recall during which year.

Since no „Proceedings‟ has been published since 1998, hence all records are lost or unavailable, the Right Eminent Grand Commander declared, with the rap of the ‘Setting Maul’, that Sir Knight Lester Foster be henceforth titled Grand Treasurer Emeritus. Since no other issues arose, Old Business was concluded. New Business: As approved at the semi-Annual, the Grand Commandery will pay for all Sir Knights who are not KTEF Life Sponsors as of the end of fiscal 2010. A check for $2610 will be sent to KTEF for funding 87 Life Sponsors. Since no other issues arose, New Business was concluded. Sir Knight Walter Benesch, Past Commander of Columbia Commandery #2, was presented the „Knight Templar Cross of Honor‟ for his continued service and support to this Grand Commandery and his 20+ years in service in setting up and taking down the reviewing stand and seating at the eastern Sunrise Service. At the Grand Banquet, Lady Georgia Newhall and Lady Josephine Foly were presented the „Companion of the Temple‟ honor. The Right Eminent Grand Commander called upon Sir Knight Philip Maybery, Right Eminent Grand Commander of the Commonwealth of Virginia to respond for the Red Cords. This Sir Knight Maybery did. No printed copy is available. The Right Eminent Grand Commander called upon Sir Knight Paul S. Newhall, Right Eminent Mid-Atlantic Department Commander, to make any remarks he so desired. Sir Knight Newhall made appropriate remarks. No printed copy is available. The Right Eminent Grand Commander called upon Sir Knight Michael B. Johnson, Right Eminent Northwest Department Commander, the representative of the Sir Knight William H. Koon, II, Most Eminent Grand Master of the Grand Encampment of Knights Templar of the USA, to make any remarks he so desired. Sir Knight Johnson made appropriate remarks. No printed copy is available. Without further ado, the Right Eminent Grand Commander called for the election of the Grand Officers for the ensuing Chivalric year. Sir Knight James W. Golladay was nominated for the position of Right Eminent Grand Commander. There were no further nominations and he was unanimously elected. The Right Eminent Grand Commander „Elect‟ then proceeded with the election of the remaining officers and announced his appointments. A list of the Grand Commandery Officers for the Chivalric Year 2011-2012 appears elsewhere in these Proceedings. A short recess was held while the Grand Conclave was readied for the Installation of the new Grand Officers. The Grand Commandery Officers were installed in due form and order by the Grand Representative of our Most Excellent Grand Master. The Right Eminent Grand Commander, Sir Knight James W. Golladay, Jr. proceeded with several comments and remarks. The Grand Conclave was declared closed at 15:30 hours.

Report of the Grand Commandery Semi-Annual Conclave The Semi-Annual Conclave of the Grand Commandery was held on 25 Sep 2010, at the Naval Lodge Hall. Grand Commandery was declared open at 09:10 hours, with a Prayer followed by the Pledge to the Flag. Deputy Grand Commander‟s Report on Past Grand Commanders Jewels was received. All attempts to contact previous manufacturer or secure the dies for the Past Grand Commanders Jewel as met with no success. Recommend that the Grand Commandery purchase 5 commercially manufactured Past Grand Commanders Jewels. APPROVED Pay the sum $200.00 to the REDGC for purchase of a sample Jewel. APPROVED Business:
Use part of the $29,000 windfall received last year to make all Sir Knights KTEF Life Members. APPROVED
Purchase four (4) Chapeaus for the Dais officers to insure uniformity, Chapeaus to be reused as the Grand Line advances. Chapeaus will be of the style built on a hard hat frame. DISAPPROVED
Purchase 4 sets Shoulder Straps, Chapeau Rosettes, and Sleeve Crosses for the Dais officers to insure uniformity, Straps and Crosses to be reused as the Grand Line advances. APPROVED
Have five (5) Past Grand Commanders Jewels by the Annual Conclave in March 2011. APPROVED

Pay to Dan Pushee the sum of $100.00 for his „Web Master‟ services to this Grand Commandery and the other York Rite Bodies in DC. APPROVED
Grand Conclave was recessed at 12:20 hours. A list of the attendees of the Semi-Annual Conclave may be viewed in the Grand Recorders Files. Markups of the Constitution may be viewed in the Grand Recorders Files. The approved Constitution can be found on the Grand Commandery Web Page. The approved Uniform Regulation can be found on the Grand Commandery Web Page. Major Constitution Changes:
Grand Senior and junior Wardens will be elected.
All Petitions for Orders and Affiliation must include KTEF Life Sponsorship.
Minimum Knight Fee is $100.00 with $10.00 going to the Grand Commandery.
Three Trustees were authorized.
Per Capita from Commandery to Grand Commandery raised to $25.00.
Change in the composition Grand Commandery membership makeup of the DC York Committee Rite.
Fiscal year of the Grand Commandery and Constituent Commanderies adjusted.
All three dais officers of a Commandery must qualify in ritual, sword work and have a complete uniform in order to be installed.

Grand Inspection (Official Visit)
The Grand Inspection of the Grand Commandery was held on 26 Feb 2011, at the Naval Lodge Hall. Grand Commandery was declared open at 13:10 hours.
A prayer was led by the Grand Prelate, followed by the Pledge to the Flag.. All four (4) Commanderies were present for this event. Each Eminent
Commander was directed, in turn, to assume the East and have his elected and appointed Officers assume their proper stations. The program was as follows:
The Roll of the Commandery elected and appointed Officers was read.
The Commandery Recorder presented his report.
The Grand Recorder was asked for his comments.
The Commandery Treasurer presented his report.
The Grand Treasurer was asked for his comments.
The Eminent Commander presented his report.
The Grand Commander was asked for his comments.
The Sir Knights present were asked to comment.
The Eminent Commander was asked to introduce the members of his
Commandery who were present. This was followed by the installation of the Officers of the four (4)
Commanderies by the Sir Knight William H. Koon, II, Most Eminent Grand Master of the Grand Encampment of Knights Templar of the USA.
Following a prayer by the Grand Prelate, the Grand Commandery was closed at 15:25 hours.
This was the first time that this event was not held on one of the DC Commanderies Stated Meeting nights. I think that doing this at a time other
than a Commandery Stated Meeting helps this event to move quickly. The required business is done expeditiously, the Officers are installed into their
respective stations and we are finished in a reasonable amount of time. I would hope that in the future, in addition to the above, a Grand Commandery
Inspection can be held where the Commanderies form the Grand Commandery Divisions and a formal Inspection of the Sir Knights is held.

Necrology 2010-2011 Chivalric Year
The all devouring “Scythe of Time” has gathered nine of the Sir Knights from the ranks of our
Grand Commandery and two Sir Knights from the Grand Encampment, onto the land were our
fathers have gone before us. The grave has closed over Companions of the Cross. They have

Inspector General’s Report 2010-2011 Duties: Sec. 42. The Inspector General shall attend the inspections of the Constituent Commanderies, examine uniforms and see that they conform to the regulations of the Grand Commandery, note the military proficiency and bearing of the several Commanderies make a record of the number present at each inspection, and the number present on all occasions. When after examination, in his opinion, said Officers are proficient, he shall issue certificates of proficiency in the sword manual and tactics to the Commanders-elect, Generalissimo-elect and Captain General-elect. He shall submit a report of his official acts and observations to the Grand Commandery at the Annual Conclave. It shall be the responsibility of the Inspector General to formally inspect each constituent Commandery once per quarter and report the results to the Grand Commander for his disposition. Grand Commandery in General: The state of the Grand Commandery in general is improving. The number of officers in uniform is increasing, however still needs great improvement. The proper wearing of the uniform needs improvement, particularly with regard to the medals and jewels. The Commanderies are improving in ritual, but are not yet ready to conduct a full form opening. Continued instruction is needed to improve in this area. This should be done at each Commandery meeting by the officers of the Commandery, under the supervision of the Grand Instructor General and /or the Grand Inspector General. All Generalissimos are qualified to be advanced. Washington Commandery No. 1: Commander Marcel DesRoches. This is a growing Commandery. They pay for one half the uniform Cost of the Sir Knight. The Captain General has not yet purchased his Uniform, but I am informed that it has been ordered. SK William Winbrenner is eligible for to be installed as Commander, per our joint inspection during advanced officers night. Columbia Commandery No. 2: Commander James W. Golladay, Jr This also is a growing Commandery. The Commander is proficient in both short form and full form opening. However the rest of the officers need improvement. The Dais officers are all fully uniformed, However improvement is need in the wearing of the uniform with proper medals and jewels. Charles Phillips has been commander in DC several times. He is qualified in the short form opening, but needs improvement in the full form opening, Potomac Commandery No 3: Commander Carter L. Diggs This Commandery needs improvement in general. The Dais Officers are fully uniformed. They also need improvement in the wearing of the uniform. The Commander tries very diligently for improvement in the performance and ritual of the officers. The lack of members is their largest challenge right now. John O‟Hare is qualified in the short form opening, but needs improvement in the full form opening. He is eligible for advancement. Fowler Commandery No.7: Commander Douglas L. Jordan This Commandery ii a special Commandery formed by members of Commanderies all over the USA. Many of its officers have been Past Grand Commanders from different states. The Commandery meets four times a year, in conjunction with AMD Week, Easter Sunrise Service, and in August and October. It opens in short form,. It does not confer the orders, though it is authorized to do so by its Constitution.

Report of the Grand Commander
I extend to the officers and members of this Grand Commandery, the distinguished
representatives of the Grand Encampment, and the distinguished guests from other
jurisdiction here today, a most cordial welcome to this 116th Grand Conclave.
I have tried to streamline this Grand Conclave, as well as my Allocution, by including a great
deal of information in the Advanced Copy of the Proceedings for this Grand Conclave. To the
best of my knowledge this is the first Proceedings to be complied since 1998.
When I involve myself in an organization it is very hard for me to sit on my duff on the sidelines
and do nothing. I have tried to be a proactive Grand Commander. I believe I should leave a position better than I found it. To that end I had several goals in mind when I was elected to
this office. They were:
Create a Ritual for the Full Form Opening and the Orders, which combined the Grand Encampment Ritual with Grand Commandery Tactics. This effort is in progress.
Issue a simplified Uniform Regulation. This was accomplished.
Update the Grand Commandery Constitution. This was accomplished.
Conduct regularly scheduled KT Tactics or FM 22-5 classes. This was accomplished.
Make this Grand Commandery a 100% KTEF Life Sponsor. Soon to be accomplished. More information can be found in the various reports in the Proceedings on these topics.
During my term of office we lost nine (9) Sir Knights of our Grand Commandery including one Past Grand Commander. WE also lost two (2) distinguished Sir Knights from the Grand
Encampment. William H. Thornley, Jr., MEPGM and Sid C. Dorris, III, REGG. In contrast we
did have a net gain of six (6) Sir Knights, with an additional three (3) knighted this February
which will appear in the 2011 totals. The discrepancy between the „Membership Gains and
Losses‟ and „Necrology‟ reports is due to Sir Knight Smith, PCG belonging to three (3) of our
Commanderies.
I have attended numerous Masonic functions this past year which appear in the Proceedings,
so I will not bore you by mentioning them. I regret that I did not get to North Carolina last
March, but their Grand Conclave coming two (2) days after ours and my Graduate classes left
little time to get there and back in a timely manner.
You will find a list of Grand Representatives in the Proceedings. We have let this program
lapse for far too long. Please review the list and let the new Grand Commander and Grand
Recorder know what your druthers are, so we can revitalize this program.
I have issued seven (7) General Orders, one (1) Decision, two (2) Dispensations, and written four (4) Letters. You can find these in the Proceedings. One thing does need to be codified,
„What exactly do you need a Dispensation for‟. I leave that the next Grand Commander as an
action item.
Unfortunately I have joined my predecessors in failing to provide any Past Grand Commanders Jewels. This Grand Commandery has not presented a Past Grand Commanders Jewel since
2006. It is the responsibility of this Grand Commandery to provide those jewels. It the past
the argument has been that it was each individual Commandery‟s responsibility to do this,
thus creating a delay in procurement. I say that argument is bogus. This Grand Commandery
has the responsibility to insure a continuous supply of high quality jewels with the distinctive
DC design. That possibility has now come to an abrupt end. With the long lapse since any jewels have been purchased, the original manufacturer and the original dies are no longer
available to us. We will have to buy off the shelf Past Grand Commander Jewels with some
minor DC distinctive element, which will never match the quality of the Jewels we previously

presented. It will be the responsibility of each constituent Commandery to pay for the Jewel,
but it will be the Grand Commandery who places the order and insures quality of
craftsmanship and design. Details of the current search is detailed in the „PGC Jewels‟ Committee Report in the Proceedings.
This year I have held Knight Templar tactics schools once a month. These have met with
limited success at best. The members of our Grand Commandery have some great aversion to
wanting to practice anything, be it the Full Form opening or one of our Knightly Orders. All too
often we show up at a meeting or an Order conferral with little if any rehearsal. I think we give the new Sir Knight a good experience, but we should be much more accomplished at doing our
Opening and our Orders than we now are.
This year we had our Grand Visitation and Installation of Officers, or as I would like to rename
it, our “Grand Commandery Inspection and Installation of Officers” in February. Traditionally we have had all Commanderies meet on one of the Commanderies stated meeting night, and
proceed to hear the reports of all the Commanderies and do a group Installation of officers.
This year we met on a Saturday afternoon and I opened the Grand Commandery for the
purpose of hearing the reports and installing the Officers. I think this went well. We were able
to go home at a reasonable time and I think the attendees also thought it went well. Next year,
I would recommend that this procedure be followed again with the addition of forming the Grand Commandery Lines and holding a real inspection. This is something for the next Grand
Commander to think about. We were extremely fortunate to have the Grand master of the
Grand Encampment as our installing officer.
In Conclusion:
I want to thank the Sir Knights of this Grand Commandery for electing me to this prestigious
position. It has had it‟s ups and it‟s downs. I am not sure which is the greater and which is
the lesser at this point, but time will tell.
There are three (3) things that I would like to do in the next year, with the new Grand Commander‟s permission.
I would like to continue leading Tactics schools for the Commanderies.
As you can see from the Commandery reports in the Proceedings, some of our Commanderies have some 19th century Charter dates. There are three (3) Commanderies that have turned in
their Charters. Who were the Commanders of these six (6) Commanderies? I think it is
important to not forget who these Sir Knights were. Through various local Masonic Libraries
with Proceedings, our Grand Commandery Archives, and the good offices of the Grand Lodge of
the District of Columbia, I hope to fill in the name s of these long departed Sir Knights. I would
like to finish this within the next year and post it on our Commandery website.
I would like to continue my work in writing the tactical instructions of our Opening and the
Orders that will complement the Grand Encampment Ritual.

Religious Services Committee
Right Excellent Grand Commander, Your committee on the Religious Services has worked hard to organize the mandatory services required by the Grand Encampment of the USA. To this effect, the committee has organized the following two services this year.
ASCENCION DAY SERVICE
The Ascension day service was held on Wednesday May 26, 2010 at the Naval Masonic Temple 07:30 PM in conjunction to the monthly conclave of Columbia Commandery #2. Dinner was served at 6:30PM followed by a very short meeting of Columbia Commandery #2. At the close of the conclave, the temple was set and the celebrant performed a very inspiring ceremony in the presence of about 18 Sir Knights and the Grand Commander RE Michael Kastle. Our appreciation go to the Grand Prelate SK Douglas Jordan for officiating, SK Mark Wright for playing music on the piano as well as to SK James Galladay, SK Craig Lasher, SK Charles Philip and all the Eminent Commanders for their help and support. From several comments received, we are let to believe that this ceremony was well performed.
CHRISTMAS LIBATION A Chrismas Libation service was also held on Wednesday December 8, 2010, at the Singleton Masonic Hall, 4141, Wisconsin Ave NW, in conjunction to the annual Christmas Party of Washington Commandery #1. After obtaining, editing and preparing all the necessary documents relevant to this annual ceremony, the committee called this service to order at 6:15Pm in the upper room of the Singleton temple where the Grand Prelate SK Douglas Jordan took charge of the event and officiated as the celebrant. The ceremony was performed according to the prescribed and all the obligatory toasts were given by several Sir Knights who were assigned to deliver these toasts. The attendance of 13 Brethren including the Grand Commander made this event very special. We hope however that in the future, more members can participate in this extremely inspiring ceremony, which we are required to perform every year. Special thanks go to all that were able to participate this year. Uniforms Committee The Committee on Uniforms shall consist of three members. It shall consider all proposed amendments to the Regulations pertaining to specifications for uniforms and report thereon to the Grand Commandery. This year the Uniform Committee has finally earned its exorbitant salary by finalizing, getting approved, and publishing a Uniform Regulation for the Grand Commandery of the District of Columbia. This Committee did not follow the guidance published by the Grand Encampment, as have so many other Grand Commanderies, in that this Uniform Regulation uses the basic Sir Knight‟s uniform as the building block upon which to build all succeeding uniforms. The Grand Encampment bases their description on the uniform of a Past Grand Commander, and proceeds to deduct and add uniform items to eventually arrive at the uniform of a Sir Knight. The Committee finds the District of Columbia Regulation to be more useful than the Grand Encampment. The new Sir Knight wants to know what he needs now in the way of a correct uniform. York Rite Cooperation Committee York Rite Cooperation in the District of Columbia is in an excellent position to move forward into the next year! I am please to note that many of the Sir Knights are also members of the Royal Arch Chapter and the Cryptic Council of the District and many take an active role in all bodies of the York Rite. If they are not active in the District York Rite Groups, they are active in the various bodies of their own jurisdictions. Could it be better? Sure it could. While we are active in conferring the various Degrees and Orders, we should concentrate on a coordinated effort together. Ritualistic Work and Asylum Tactics Committee
The Committee on Ritualistic Work and Asylum Tactics shall consist of three members. It shall be
charged with the duty of investigating changes recommended in asylum tactics, may on its own
initiative recommend such changes, and shall submit its recommendations of any proposed changes
of asylum tactics to the Grand Commandery at its Annual Conclave. It shall be charged with such
other duties in connection with ritual and tactics as may be delegated to it by the Grand
Commander.
The existing Tactics book of the Grand Commandery of the District of Columbia is dated 28 Apr
1952, revised 9 May 1963.
The mission of this Committee is to produce a Tactics Manual that will complement the Grand
Encampment Ritual. This document will give the Sir Knights a Tactics book that will give a detailed description of the floor work needed to execute the Ritual of the Grand Encampment.
At present this Committee has a working draft Tactics copy of the „Full Form Opening‟ and a
working draft Tactics copy of the „Order of the Temple‟.
At the next Grand Conclave, at the latest, hopefully for the next Semi-Annual Conclave, this
Committee should have a manual of „Asylum Tactics‟ ready for presentation.

Knight Templar Eye Foundation Committee
As of February 23, 2010, $3,344.00 has been donated to the Knight Templar Eye Foundation.
This is down somewhat from last year, but as many Sir Knight remember, the Grand
Commandery received an excellent gift from a gentleman who was not a member of the craft, as far
as we can ascertain. A portion of his gift was donated to the KTEF while the remainder is in the hands of the Grand Commandery of the District of Columbia, awaiting final disposition.
I would note, however, that because of the change in direction of the KTEF due to the
approval of the new health law, it is the opinion of this chairman that donations to the KTEF will be
harder to receive donations. When an individual, in need of eye assistance, would contact the
KTEF and become approved for the surgery, receive the needed surgery and regain their sight, this
was a great cause of celebration in their life. The KTEF also benefited by word of mouth from these
folks and our Foundation became well known for its beneficence.
I believe that this will not happen as it has in the past. Research, for most people, is a “far
off concept” as compared to those that need and get the needed surgery.
However, whatever the case may be, we, as Knights Templar, need to continue to support
the worthwhile causes of the KTEF.

Knight Templar Magazine DC Supplement The KT Magazine Editor did not meet all publishing deadlines for 2010. The May 2010 Knight
Templar Magazine did not have a DC Supplement.
Half of the supplement is usually devoted to the District of Columbia Knight Templar calendar
for six (6) to seven (7) months out.
The other remainder is primarily items of interest or importance to the Sir Knights.
Several issues, during the summer, had articles of Templar interest rather than the usual
content.

Membership Committee
The Membership Committee is a special committee charged with the task of encouraging those
Christian Masons who belong to the York Rite to complete their search for light and
illumination by joining the Knights Templar, the only major appendant body that is explicitly Christian.
The Committee notes that while the constituent commanderies gained a number of new Sir
Knights at conferral of the Orders in January and June, the demographics of our membership
means that it remains a difficult task to keep pace with the passing each year of a significant tally of older Sir Knights. Efforts must continue to be mounted to identify and recruit younger
potential Sir Knights in our Chapters and Councils.

Patriotic Activities Committee The Patriotic Activities Committee is a special committee whose responsibility is to encourage good citizenship, the veneration of the flag of our country, and a proper respect for the institutions of our government among the Sir Knights through participation in patriotic activities. A major focus of the Patriotic Activities Committee each year is to coordinate the participation of the Grand Commandery in Fourth of July parades and celebrations. Knights Templary was well represented at the Fourth of July parade in the Palisades in Northwest Washington as part of the large contingent from the Grand Lodge of the District of Columbia, whose headquarters is located in the neighborhood. All of the elected Grand Commandery officers (with the exception of the Grand Generalissimo who was representing the Grand Lodge at a similar parade in Takoma) were present, along with a number of the appointed Grand Commandery officers. The Palisades parade affords an excellent opportunity to showcase Knights Templary to the general public and celebrate an important national holiday. Other opportunities should also be sought. Past Grand Commander’s Jewels Committee In searching for the dies for the Past Grand Commander‟s Jewels for the District of Columbia, my search began with Sir Knight Urban Peters, PGC, whom I discovered had the name of an individual in New Jersey who had knowledge of where the dies for the PGC Jewels were located. I called the individual in New Jersey on August 2, 2009 with an inquiry. He said he would get back with me shortly as the individual who had the dies had passed away and he needed to obtain several other dies from his estate. This went on for over a year, with me calling him every 3-4 months or so. He always said he would call me with the information. Alas, no action. SK Peters deserves a great deal of credit in getting the inquiry begun. I finally began searching the internet for Past Grand Commander‟s Jewels and found several that I thought would fit the bill, but were of a generic type which would not distinguish the jewel as belonging to the District as from other jurisdictions. While attending Masonic Week 2011 at the Alexandria Mark Hilton Hotel, I discovered a company called Lapel Pins and More. After inquiring of them whether or not they could manufacture a DC Bar which could be inserted into their Past Grand Commander‟s Jewel, they replied that they could do the work. A picture of the jewel with the DC Bar inserted in the jewel is attached. While discussing this with them, I further inquired if they could make a Past Grand Commander‟s Jewel like the one currently being used by the Past Grand Commanders. They said they could. The representative then took pictures of the current Grand Commander‟s Jewel to give a “rough” price for its manufacture. As of today, they have not had an opportunity to formulate a price. However, they are still working on it and they may need some additional information. I feel that we are much closer at this time to finding a reliable source of Past Grand Commander‟s Jewels than we have been in a long time. Their price on inserting the DC Bar into their jewel would be $200.00 each for 50 bars. The reason for the 50 bars is that we discussed that the bar could be used in Past Commanders Jewels also, if the Commandery wanted to expend the cost. The die tool charge would be a one-time cost of $190.00. Adding the cost of the Past Grand Commander‟s Jewels that they sell would bring the cost of a DC Past Grand Commander‟s Jewel to someplace around $500.00. Your committee recommends waiting until a cost of manufacture of the current Past Grand Commander‟s Jewel is obtained and discussed by the Grand Officers and a decision made.

Leadership Committee
The Leadership Committee is a special committee whose task is to support the development of the leadership capabilities of the elected and appointed officers of the constituent commanderies. The Leadership Committee has sought to fulfill its functions by the regular participation of committee members in the monthly meetings of the constituent commanderies. In addition, a manual for officers has been assembled and distributed at the monthly ritual practices instituted by the Grand Commander. Easter Sunrise Service Committee Virginia
Sir Knights, We hosted The Grand Encampment Easter Sunrise Service. This year the event was held at the George Washington National Masonic Memorial. It being later in the year the weather conditions were great. I would like to thank all the Sir Knights that came out this year in support of this great event. Virginia has always been wonderful in helping set-up, park cars, usher and get coffee for everybody.
