THE OPPORTUNITY:VICE CHANCELLOR FORENROLLMENT MANAGEMENTLeadership Vision Summary

The Vice Chancellor for Enrollment Management is a newly created leadership position at Arkansas State University. The A-State VCEM will serve as a key member of the Chancellor’s Executive Team and will lead the newly-formed Division of Admissions and Recruitment, which includes the offices of Recruiting, Admissions, and Financial Aid. These units most recently were located in the Division of Student Affairs and in the Provost’s Office. The creation of this new division and position reflects a renewed emphasis on carefully and strategically coordinating recruitment, enrollment, and student success at Arkansas State.

Immediate leadership opportunities for the VCEM will include:

• Reorganizing A-State’s enrollment management operations as its offices transition into a new division

• Considering the extent to which a more holistic approach to recruiting will improve enrollment and student success

• Defining enrollment success metrics and then organizing A-State’s approach to meeting those expectations

• Partnering with our Office of Marketing and Communications to expand A-State’s brand awareness within the state and beyond

• Teaming with campus leaders on issues related to student success (e.g., participating in the Chancellor’s Commission on Completion).

QUALIFICATIONS:

The successful candidate will be an experienced administrator in higher education with the vision and leadership skills that will allow A-State to achieve its ambitious student success goals. The inaugural VCEM will bring proven success in leading best practices in the areas of recruitment, financial aid, and retention/graduation efforts in a university setting.

Required qualifications include a bachelor’s degree with a preference for a master’s degree in management, marketing, student development, business or a related field. A minimum of three-years of experience in leadership for a comprehensive enrollment management program, demonstrated success in developing, implementing, championing and meeting enrollment, retention and graduation goals; and supervisory experience.

Preferred qualifications consist of a master’s degree (or equivalent) or terminal degree in management, marketing, student development, business, or a related field; a proven ability to improve student retention at a public or private university or college: and leadership in relevant professional and community organizations.

HISTORY & OVERVIEW

Arkansas State University (A-State) in Jonesboro, founded in 1909 by the Arkansas General Assembly, evolved from a regional agricultural training school. The institution began offering a two-year college program in 1918 and became the First District Agricultural and Mechanical College in 1925. A four-year degree program was initiated in 1930, and three years later, the school’s name was changed to Arkansas State College. Graduate programs were introduced in 1955. The General Assembly elevated the college to university status in 1967, making it only the second university in Arkansas. Since that time, A-State has continued expanding its academic programs and services to provide the citizens of Arkansas and the region with access to an array of opportunities in higher education.

Dedicated to teaching, research, and service, the university provides students with the broad educational foundations that help them develop critical thinking, decision-making, analytical, and communication skills. The university is the state’s leading provider of nursing graduates, early childhood educators, and agricultural business graduates. In addition, A-State has highly-ranked programs in creative media and speech communication. Graduates of degree programs in the nursing and health professions are in great demand nationwide, and A-State boasts clinical affiliations with more than 500 health care facilities, where both physical therapy and occupational therapy doctoral programs are emphasized, alongside a doctoral nurse practitioner program. A-State offers management education that includes international business, supply chain management, technology, entrepreneurship, and economic development through action-based learning.

Serving the needs of the greater Mid-South and Delta regions, Arkansas State’s partnerships impact the area. The campus now hosts the first osteopathic medical institution, New York Institute of Technology College of Osteopathic Medicine at Arkansas State, only the second medical school in the state. Providing a global outlook to graduates, Arkansas State’s public-private partnership with Arkansas State University Campus Querétaro has resulted in the opening of the first American-style residential campus in Mexico in fall 2017.

Most A-State faculty members hold highest possible degrees and are recognized leaders in their fields. Arkansas State is also home to the state-of-the-art Arkansas Biosciences Institute, where graduate and undergraduate students conduct cutting-edge research.

Incoming students will find more than 200 campus organizations, more than 20 men’s and women’s intramural sports, 17 national Greek organizations, and NCAA Football Bowl Subdivision intercollegiate athletic programs to enhance their university experience. Today, the institution has more than 80,000 alumni and meets the needs of individuals and communities at all points along the educational continuum.

ORGANIZATIONAL STRUCTURE

Arkansas State University operates as a member of the Arkansas State University System based in Little Rock and offers degrees at the doctoral, specialist, master, bachelor, and associate levels. Arkansas State recently reorganized its academic units into six colleges: Agriculture, Engineering and Technology; Business; Education and Behavioral Science; Liberal Arts and Communication; Nursing and Health Professions; and Sciences and Mathematics. While it does not award degrees, the Honors College is a vital component of the university’s academic structure. The Department of Military Science provides programs for students who aspire to be U.S. Army officers.

Arkansas State University’s online degree program, A-State Online, offers 34 total programs at the bachelor, certificate/specialist, and master degree levels, and is the largest online provider in the state of Arkansas.

Starting in fall 2017, Arkansas State’s Campus Querétaro begins providing nine degree programs at the bachelor and master degree levels, which will be valid in both the United States and in Mexico. The first American-style residential campus in Mexico, A-State CQ will become a study-abroad location for Jonesboro-based students and will create opportunities for new collaborative degree programs.

A-State degree programs are also offered at the ASU System’s two-year institutions at Beebe, Mountain Home, Newport and West Memphis. A-State has additional bachelor degree programs, upper-level, and graduate courses through degree centers located at other two-year institutions in the region. The university also operates an instructional site in Paragould.

The Jonesboro campus is led by the chancellor, with authority delegated to the executive vice chancellor and provost in Academic Affairs and Research, as well as vice chancellors in Student Affairs, Finance and Administration, and University Advancement. The chief officer and the director of athletics also report directly to the chancellor. A commitment to effective shared governance is a hallmark of A-State operations.

The Arkansas State University System is governed by a five-member Board of Trustees appointed by the Governor of Arkansas to serve staggered five-year terms. The trustees hire the System president, approve the curriculum, annually approve an operating budget, and establish policies for the efficient and effective operation of the institutions.

PROGRAMS: ACADEMIC

As of fall 2017, Arkansas State had 45 degree programs with 161 major fields of study offered at the doctoral, specialist, master, bachelor, and associate degree levels. Graduate degree programs were initiated in 1955, and A-State began offering its first doctoral degree program, educational leadership, in the fall of 1992. Arkansas State has seen continued growth in doctoral programs, adding environmental science in 1998, heritage studies in 2001, molecular biosciences in 2006, physical therapy in 2008, nursing practice in 2012, and occupational therapy in 2016.

In response to state mandates, A-State is a leader in meeting Arkansas’s need for educators and health care professionals. The College of Education and Behavioral Science graduates more teachers, counselors, and administrators than any other Arkansas institution, while the College of Nursing and Health Professions is among the state’s leaders in graduating nurses with bachelor degrees.

During fiscal 2016, Arkansas State awarded 2,225 undergraduate and 1,762 graduate degrees. The summer 2016 and fall 2016 commencement ceremonies were the largest in university history, with the most bachelor degrees awarded in interdisciplinary studies, early childhood education, nursing, and middle-level education. The largest graduate degree program was educational leadership, followed by theory and practice and special education.

Arkansas State’s commitment to excellence in higher education is demonstrated through its accreditation by The Higher Learning Commission of the North Central Association of Colleges and Schools, as well as more than 20 specialized accrediting organizations. A-State also holds membership in national and international organizations that support the highest educational standards. PROGRAMS: DIVERSITY

The university remains firm in its commitment to excellence through diversity. Established in 2002, the Office of Diversity and Community Engagement recently took a leadership role in establishment of a Campus Climate Council during the 2016-17 academic year with a goal of better integrating diversity into the life of the campus. Chancellor Kelly Damphousse elevated the profile of the office in fall 2017 by promoting Maurice Gipson to the cabinet level position of Chief Diversity Officer. This process included creating a more diverse faculty and staff, as well as implementing new programs for the campus in general, for people of color, and for members of historically underrepresented groups. Intensive recruitment programs have yielded significant results in the composition of the faculty, staff, and student body.

To honor the four African American faculty and administrators and their families who broke the color line at A-State, the new graduate student housing area will be named The Circle.

Home to Arkansas State University, Jonesboro serves Northeast Arkansas and Southeast Missouri as the medical, retail, agricultural and educational hub of our region. The 2010 census shows Jonesboro being one of the fastest growing cities in the state with 21.2% growth in the last decade. Recent mid-census reports project Jonesboro as the fourth largest city in the state with a population moving past 72,000. Craighead County, of which Jonesboro is the county seat, supports a population of more than 100,000, and our Metropolitan Statistical Area (MSA) surpasses 150,000 citizens.
