Planning tHe Future oF lake accotink

Two of Lee district’s and Fairfax County’s most prominent parks—Huntley Meadows and Lake Accotink—play major roles here in our community.

While much work has recently been completed at Huntley Meadows, including an award-winning stream restoration and the installation of the boardwalk, our focus is now on planning the future of Lake Accotink.

First, a quick history lesson. The existing dam that formed the lake was constructed by the Corps of engineers in 1943. In the years that followed, especially during the 1950s and 1960s, Fairfax County experienced years of rapid growth during the post-wwii housing boom. unfortunately, this early development occurred prior to the establishment of significant storm water management regulations. As development grew, so did the amount of runoff—which has negatively impacted the health of our streams.

This brings us to where we are today.

When Lake Accotink was first created, it was 23 feet deep. Currently, the lake is 4 feet deep, having continued to fill with silt washing from upstream. This condition doesn’t allow for a healthy balance of species and limits the recreational value of the lake.

The Park Authority has been working with an engineering firm over the past year to develop a variety of approaches to enhance the sustainability of the lake—both from an ecological and financial standpoint. The options they’ve presented us range from letting the lake fill in, which is expected to occur by 2025, to doing a full-lake dredge and constructing a forebay (basically a mini-lake) to capture the sediment before it reaches the main lake.

As our Board’s Budget Committee chairman, I included language in our Budget guidance to direct staff to begin identifying potential funding methods for each option on the table. Personally, I support keeping the lake in existence and healthy—its recreational and ecological benefits are too great to lose. I have visited the lake throughout my life and know it’s an important local amenity.

Historic budget suPPorts HealtH care, teacHers, Police, and more

In the last week of May, the general Assembly (finally) voted to expand Medicaid, health insurance for disabled and low-income americans. today, over 36,000 people in the 36th senate district receive their health care from Medicaid including over 24,000 children, children whose parents now have no health insurance and will now have a path to coverage.

expansion will deliver health care to over 300,000 Virginians statewide, create 30,000 new jobs, and save taxpayers $180,000,000 every two years. This change coupled with revenue from federal tax legislation resulted in $900 million available to appropriate in our budget.

First, we invested in education. Fairfax County will receive an additional $105 million in state dollars over the next two years ($575 per student) including state funding for a 3% teacher salary increase, $9 million for state-supported preschool, and $22 million for financial aid to higher education.

Next, we reinvested savings into healthcare. We funded 1,700 Medicaid “waiver” slots to provide services to intellectually or developmentally disabled adults, and provided over $15 million, new dollars, to our mental health system. We also restored $180 million to our “Rainy day” fund which was critically needed to maintain the state’s financial integrity with our bond rating agencies.

Six of my budget amendments were funded including three Fairfax County judgeships starting in 2019, $400,000 for technology upgrades at historic gunston Hall, and funding to reopen the channel at Neabsco Creek recently marked unnavigable by the U.S. Coast guard. The newly-opened Widewater State Park will finally have staff--six new state park employees. I am also proud of the $3.5 million I secured for “The Norfolk Four” – four sailors wrongfully convicted and imprisoned by a corrupt detective for a rape they did not commit.

This was one of the most rewarding weeks of my public service. This protracted budget battle resulted in major investments in people and changed lives for hundreds of thousands of Virginians. I am proud I could help make it happen.

We first debated Medicaid expansion in 2013 and since that time, we relinquished nearly $10 billion in federal funds which could have helped to stabilize virginia’s economy and more importantly, saved lives. Fortunately, we have now put politics aside.
