" Planting trees provides more shade and cools the air, helping to lower energy costs and reduce peak electric demand. Trees also provide many other long-term health, economic, social, and environmental benefits to the community. "Trees Forever and Alliant Energy are very excited to support this project, as we know it will provide years and years of beauty and benefits to the community," said Shannon Ramsay, Trees Forever Founding President. "We want to thank our local volunteers for their hard work and their dedication to improving the environment and quality of life in Laurens. Together, we are planting a better tomorrow." Trees Forever administers the Branching Out program throughout Iowa, providing technical and planning support to participating communities. Alliant Energy funds the overall program, and provides project grants to the communities. This spring the Branching Out program will award more than $136,000.00 in grants to assist 41 Iowa communities and groups with tree- planting projects. Laurens will receive $1,950.00 for its tree-planting project. Laurens is Branching Out with New TreesSupport comes from Trees Forever and Alliant Energy Planting a better Tomorrow

Volunteers and community leaders in Laurens are planting trees in Laurens to provide more shade and save energy. The local effort is part of the statewide Trees Forever and Alliant Energy Branching Out program. "We're looking forward to working with Trees Forever and Alliant Energy to plant more trees in Laurens this year," said local project volunteer Barb Smith. "With their help, we are literally planting a better environment while making Laurens healthier, more vibrant and more energy efficient. Trees also provide many other long-term health, economic, social, and environmental benefits to the community. Connie Dallenbach Recognized for 25 Years of ServiceAt the May Board meeting of the Laurens Public Library, President Patty Boughey recognized Connie Dallenbach’s 25 years of service. In Pat’s words, “We are so lucky here in Laurens to have our own “Super Woman” and the name that we know her by is Connie Dallenbach. Connie achieves more duties in a wide diversity of interests than anyone I know! In addition, she also has served on the Laurens Public Library Board since May of 1988, and as secretary of same since November 2009, and she has also served on the Laurens Public Library Foundation Board since her appointment in July of 1993, and as secretary once again since September, 1995. Ashley Stumpf Receives "Potential Award" at the Goodwill Industries Annual Awards Luncheon"Building independence, Quality of life, and Work opportunity" is the mission statement that defines Goodwill Industries. On May 9, Ashley Stumpf, daughter of Nancy and Ken Kunickis of Laurens, and granddaughter of Millie Burnham, was selected for the Potential Award given out each year by Goodwill. The Potential Award is given to a person employed by Goodwill that has strived to reach their goals.

The award was given to Ashley at the Camp Goodwill Achievement Center's Goodwill Employee Awards Luncheon in South Sioux City, Nebraska. Master of ceremonies for the event was Larry Wentz from KMEG in Sioux City. John Hantla, the President and CEO of Goodwill Industries, provided the greeting and presented the awards. Ashley wrote and gave her own acceptance speech after receiving her award. She was given a standing ovation. Ashley's parents, Nancy and Ken Kunickis and her grandmother, Millie Burnham were in attendance to support Ashley. Ashley is employed full-time by Goodwill Industries in Spencer, Iowa. Several of Ashley's co-workers were also in attendance to show their support for this special honor that was so well deserved. Way to go Ashley...We are so proud of you!

Dental Hygiene Posts 100% Pass Rate The students in Iowa Central’s Dental Hygiene Program all passed their National Board Dental Hygiene Examinations this spring. The nine senior students took and passed the exams over spring break, making them eligible to receive their licenses. “This is great for our program,” said Renee Piper, Iowa Central’s coordinator of Dental Hygiene. “Our program tallies the results of the testing and it is used in comparison of all dental hygiene schools in the nation for accreditation and recruiting students.” Iowa Central has a sterling reputation with the exams as the program boasts a 99 percent pass rate on the exams to date.

Summer Lunch ProgramThe Laurens-Marathon Community School is once again sponsoring a summer lunch program. This is the fourth year that Carissa Stethem and her staff have provided this service. All children, ages 1-18, are welcome to eat lunch, free of charge, from June 3rd through July 26th. Parents and adults may also eat for a small fee of $3.50 per meal.Lunch will be served Monday-Friday, from 11:30 AM- 12:30 PM, in the Laurens-Marathon lunch room or the Marathon Community center.

Charger Boys Golf Team Finishes Regular SeasonCharger boys golf team traveled to Pocahontas to play a quad against Pocahontas, Prairie Valley and Storm Lake St. Mary's. Chargers shooting a team score of 176 was good enough to win the meet followed by Prairie Valley -180, St. Mary' - 184 and Pocahontas - 193. The Chargers were lead by Devin Grossnickle - shooting 38, Riley Maschino - 43, Zach Marsh - 44, CollinLind -51 and Logan Sampers 57. Devin Grossnickle was the Medalist with the score of 38 and runner-up medalist was Kennedy Drey shooting 40. This concluded the Charger Boys Golf regular season with a team record of 8-3, giving them a 3rd place finish in the Twin Lakes Conference. The Charger boys then began to prepare for the Sectional meet held at the Newell Golf course on Friday, May 10. The top 2 teams and the top 4 golfers will move on to play Districts on Thursday, May 16 at the Spencer Counrty Club.

Charger Boys Golf Advances to District Golf in Spencer

The Laurens Boys Golf team finished second at Newell shooting a team score of 349 and getting edged by host team Newell Fonda, who shot a 344 to win the meet. Eight teams competed at the Sectional meet where the top 3 teams advanced and the top 4 individuals moved on to district play. The Chargers where led by Devin Grossnickle, who was the meet medalist, firing a 77 followed by his teammate Seth Hersom who carded an 83 that was good enough to be tied for 3rd place. Seth had a play-off with Matt Juliffs from Newell Fonda and lost on the second hole of sudden death. The rest of the team followed up with scores from Zach Marsh 88, Collin Lind 101, Riley Maschino 102 and Logan Sampers with 104. “Devin & Seth continue to give us great scores that have provided opportunities as a team all year to have the success we have had this season. It seems as if Zach, Riley and Collin have been able to put a good score to keep our team total down. I told the boys earlier in the season that we had something special this year and could have a great season and possibly advance to District golf, which they have done in fine fashion. Finishing the season at 8-3 in meets and getting the chance to play in post season on Thursday, May 16th at the Spencer Country Club. My hat goes off to all the players this season for the work they have put in and dedication they have shown from the beginning of the season”, said Coach Besaw.

Grossnickle Advances to State Golf!The Charger boys golf team traveled to Spencer to play at the Spencer Country Club on May 16th. There were 12 teams participating at the district site with Sibley Ocheyden placing first and West Lyon taking second, those teams advanced to the state meet competition. The Chargers finished in ninth place, carding a team score of 347. The team wasn't able to advance but the Chargers were able to have Devin Grossnickle advance to state competition as an individual player carding a 77, which put him in 4th place over all! Seth Hersom had the next best sore for the team shooting an 81, Riley Maschino 94, Zach Marsh 95, Logan Sampers 101 and Collin Lind shooting 109. Even though we didn't make it as a team, the team should be very proud to what they have accomplished this year and what the seniors have provided to the underclassman with their leadership. Seth Hersom has been a varsity player all 4 years and has finished medalist and runner-up medalist numerous times and has been an All-Conference player for the Twin Lakes Conference. Collin Lind has also played on the varsity level for the last 2 years and has been a vocal leader for the team-his presence will definitely be missed next year. The third senior, Zach Marsh, was a first year varsity player for the Chargers and complimented the team and was able to provide us the scoring necessary for team totals that was important to our success this year. All three seniors will be missed next year. I thank them for the opportunity to have coached them and see their individual golf skills develop since they have been part of the team.” stated Coach Besaw. As mentioned earlier, the season is still not completed as Devin will be playing down at Lake Panorama on Thursday, May 23 and again on Saturday, May 25th for the state tournament as an individual player. This is quite an honor for Devin personally and also for the Laurens-Marathon Golf team and school to be represented at the state golf tournament this year. Congratulations Devin on a fine year! We will be there to continue to provide support all through the state tournament!

Wow, getting used to these books in a different place is harder than I anticipated! It feels like I’m in a dream and everything is the same, yet totally different. It’s getting easier every day though, and it makes sense to us to have things where they are now. This is just one way that our Library has evolved to fit the needs of our community. Remember how much fun we had a couple years ago when Texas singer/songwriter Danny Santos was here? Well, he’s coming for a return visit on Monday, June 10th at 7 p.m. His music is a unique mix of country/folk tinged with bluegrass and the blues. Come join the fun! Monday was our last Tot Time for a while since we only have them during the school year. Now we are gearing up for our Summer Reading Program, which begins Tuesday, June 11. We’re having a lot of fun with this year’s theme, “Dig into Reading.” Our regular story times will again be Tuesdays at 1:30 p.m. until July 30th. There is just one exception to this time – Blank Park Zoo is returning with some animals for a visit. That program will be at 3 pm on Wednesday, June 12th. Please mark these days on your calendar so you can join the fun. No preregistration is ever necessary,

so if you have kids visiting they are welcome to join the fun! Lots of new books to tell you about – I found that stash of packing lists! This historical novel was inspired by the true story of Caleb, the first Native American to graduate from Harvard College. We’ve got plenty of books, so pick one up and join our discussion. Because of the Memorial Day holiday, will be meeting on Tuesday, May 28th at 7 pm.

Yard and Garden: RhubarbRhubarb, classed as a vegetable, is used as a fruit because its high acidity gives it a tart flavor. Only the leaf stalks – used in pies, tarts, sauces, jams, jellies, puddings and punch – should be eaten. Horticulturists with Iowa State University Extension and Outreach answer questions about rhubarb plant selection and harvesting. To have additional questions answered, contact Hortline at [email protected] or 515-294-3108. Is it safe to eat rhubarb after the plants have been exposed to freezing temperatures? After freezing temperatures in spring, some gardeners express concerns about the edibility of rhubarb. Rhubarb tolerates cold temperatures quite well. Temperatures in the upper 20s or low 30s usually cause no damage. Temperatures in the mid-20s or lower are usually necessary to damage rhubarb. Rhubarb damaged by freezing temperatures will have black, shriveled leaves and soft, limp leaf stalks. It’s safe to harvest rhubarb if the plants show no signs of damage two or three days after the freeze event. Damaged rhubarb stalks (blackened foliage and limp stalks) should be pulled and discarded. New

stalks that emerge after the freeze are safe to harvest.

Why is my rhubarb flowering? Flower development is natural for rhubarb and most other plants. Drought, extreme heat and infertile soils may encourage flowering. Age is another factor. Old plants tend to flower more than younger ones. Regardless of the reason, flower stalks should be promptly

pulled and discarded. Plants will be less productive if allowed to flower and set seeds. Flower formation can be discouraged with good cultural practices. Water rhubarb plants every seven to 10 days during dry weather. Sprinkle ½ cup of an all-purpose garden fertilizer, such as 10-10-10, around each plant in early spring. Control weeds by shallow hoeing, hand pulling or mulching. What is the correct way to harvest rhubarb? Harvest rhubarb when the stalks are 10 to 15 inches long. Grasp the stalk near its base and pull up and slightly to one side. Immediately after harvesting the rhubarb, remove the leaf blades from the stalks with a sharp knife. Discard the foliage. The stalks can be placed in a plastic bag and stored in the refrigerator for two to four weeks. When harvesting rhubarb, do not remove more than two-thirds of the

fully developed stalks from any plant at any one time. When should I stop harvesting rhubarb? Gardeners should stop harvesting well established rhubarb plants in mid-June in Iowa. Continued harvest through the summer months weakens the rhubarb plants and reduces the yield and quality of next year’s crop. What are the best rhubarb varieties for home gardens? The cultivars ‘Canada Red,’ ‘Crimson Red,’ ‘MacDonald’ and ‘Valentine’ have attractive red stalks and are good choices for Iowa gardens. ‘Victoria’ is a reliable, green-stalked cultivar. Rhubarb plants can be purchased from garden centers and mail-order companies.

Summer Design CampsA unique set of Summer 2013 design camps are coming to the ISU Extension and Outreach Region 6 counties in a partnership with the Iowa State University College of Design. Both design camps held the week of June 11-14, 2013 will be held at Buena Vista County Extension and Outreach located in the Prairie Lakes AEA Building, 824 Flindt, Storm Lake. The registration information is coming, so please hold the date, but also let your local Pocahontas County Extension staff know of your interest by calling 712-335-3103 or email [email protected] Explore Design! Tuesday, June 11, 2013 is a one day camp for students entering 7th, 8th and 9th grades. This camp uses hands-on design projects to introduce students to the fun of design and creativity. The camp fee provides a workshop teaching students design thinking through creative exploration of the materials, tools, and technology of design. Students will learn how to express their ideas both visually and verbally through sketches, critiques, discussions, and a gallery show for friends and family. Our second three-day design workshop is Design Innovation. This workshop is for students entering 10th grade through recent high school graduates. Design

Innovation June 12-14, 2013 will introduce students to careers and lifelong opportunities in design. The camper fee covers participant studio activity costs and transportation for young designers to travel and interact with local artists, explore educational and professional paths in art and design, and practice some design of their own through a series of hands-on exercises modeled after the ways in which designers work. Sessions explore a range of art and design disciplines, including studio art, graphic design, interior design, architecture, landscape architecture, and urban planning. In addition to introducing these disciplines and career paths, the hands-on projects expose students to design studio culture; typical design processes that address conceptual, aesthetic, environmental and functional issues; independent critical thinking skills; and collaborative design work. The workshop culminates in a public exhibit, designed by student participants, featuring the work produced during the two-day event. Specific activities include tours of offices and studios, question-and-answer sessions with practitioners and educators, two- and three-dimensional design explorations, and a final exhibit of student work with response from local art and design professionals. The registration fee includes lunch and breaks each day, transportation for tours, all required

art supplies and a t-shirt. At the end of the workshop, participants will be able to take their work with them, along with a sketchbook and a “sketch set” that includes drawing pencils, graphite and erasers. The Explore Design Workshop will be held Tuesday, June 11; and the Design Innovation Workshop will be held Wednesday through Friday, June 12-14, 2013. Students should plan to be at the Storm Lake Buena Vista County Extension office from 8 a.m. to 4:30 p.m. each day.

Family 4-H Fish Day All 4-H families are invited to attend the 4-H fish day at Silver Lake near Ayrshire, Friday, June 7 from 4:00-7:00 p.m. The families will have the opportunity to join 4-H families from Palo Alto County for an evening of fishing, and archery. Pocahontas County Conservation will have the canoes and kayaks available and a free meal will be served to all families. Please register by calling the Pocahontas County ISU Extension & Outreach Office at 712-335-3103 no later than June 3.

Motion by Trustee Runneberg and seconded by Trustee Storms to approve and authorize payment of $359,933.77 to Harold K. Scholz Company for the delivery and installation of the Generation Project switchgear and controls. The Electric Utility is still holding the 10% retainage as required by our contract. Ayes: All. Nays: None. Motion carried.

Discussion was held on the NESHAP RICE compliance issues for our old superior diesel generators. The Electric Utility has received an extension until May 3, 2014 to get the superior diesel generators into compliance. The Electric Utility also received an initial project budget from DGR Engineering if we were interested in using their services. No action was taken.

The Electric Utility received two different proposals for the installation of duct out to the US Cellular tower site. Schoon Construction’s proposal was $24,512.00 and Lukins Construction proposal was $28,315.00. Motion by Trustee Storms and seconded by Trustee Runneberg to accept and hire Schoon Construction for the installation of duct out to the US Cellular tower site. Ayes: All. Nays: None. Motion carried.

The Communications Utility received a Statement of Work Proposal from Arris Solutions to provide CMTS deployment services for the new Arris C4c CMTS at a cost of $7,500.00. Motion by Trustee Runneberg and seconded by Trustee Storms to approve and sign the Statement of Work Proposal from Arris Solutions. Ayes: All. Nays: None. Motion carried.

Motion by Trustee Storms and seconded by Trustee Runneberg to approve the renewal of the Employers Mutual Package Insurance Policy through Woodley Insurance & Real Estate. The cost to the Electric Utility for renewal is $28,917.50. The cost to the Communications Utility for renewal is $17,724.00. Ayes: All. Nays: None. Motion carried.

Trustee Runneberg introduced the following Resolution entitled “RESOLUTION FIXING DATE FOR A MEETING ON THE PROPOSITION OF APPROVING AND CONSENTING TO THE AMENDED AND RESTATED LEHIGH-WEBSTER TRANSMISSION AND WEBSTER TERMINALS FACILITIES AND OPERATING AGREEMENT, AS FURTHER AMENDED, BETWEEN AND AMONG CORN BELT POWER COOPERATIVE, MIDAMERICAN ENERGY COMPANY, THE LAURENS MUNICIPAL ELECTRIC UTILITY, LAURENS, IOWA, AND CERTAIN OTHER ELECTRIC UTILITIES” and moved that the same be adopted. Trustee Storms seconded the motion to adopt. The roll was called and the vote was, Ayes: Main, Runneberg and Storms. Nays: None.

Whereupon, Chairman Main declared the resolution duly adopted as follows:

RESOLUTION FIXING DATE FOR A MEETING ON THE PROPOSITION OF APPROVING AND CONSENTING TO THE AMENDED AND RESTATED LEHIGH-WEBSTER TRANSMISSION AND WEBSTER TERMINALS FACILITIES AND OPERATING AGREEMENT, AS FURTHER AMENDED, BETWEEN AND AMONG CORN BELT POWER COOPERATIVE, MIDAMERICAN ENERGY COMPANY, THE LAURENS MUNICIPAL ELECTRIC UTILITY, LAURENS, IOWA, AND CERTAIN OTHER ELECTRIC UTILITIES

WHEREAS, the City of Laurens, Iowa is a party to the Lehigh-Webster Transmission and Webster Terminals Facilities and Operating Agreement originally dated May 10, 1979, as amended (Lehigh-Webster Agreement); and

WHEREAS, amendments to the Lehigh-Webster Agreement have been proposed, to reflect the replacement of a transformer and associated equipment at Webster Substation (the “Transformer”) and to provide for the ownership thereof; and

WHEREAS, the governing body of the Municipal Electric Utility of the City of Laurens, Iowa, desires to consent to the amendment of the Lehigh-Webster Agreement; and

WHEREAS, a proposed form of Amended and Restated Lehigh-Webster Transmission and Webster Terminals Facilities and Operating Agreement, as further amended (the Amended Lehigh-Webster Transmission Agreement) has been prepared and placed on file with the governing body of the Laurens Municipal Electric Utility; and

WHEREAS, before the Amended Lehigh-Webster Transmission Agreement may be approved, it is necessary to comply with the provisions of Chapter 390, Code of Iowa, 2013, as amended, and with the provisions of Chapter 73A of the Code of Iowa, 2013, as amended, and to publish a notice of the proposal to approve the Amended Lehigh-Webster Transmission Agreement and to conduct a hearing thereon and to receive and consider any objections and hear any evidence for or against the proposal.

NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of the Municipal Electric Utility of the City of Laurens, Iowa:

That this governing body shall meet at 272 N. Third Street, Laurens, Iowa, at 11:30 o’clock a.m. on the 29th day of May, 2013, for the purpose of taking action on the matter of approving the Amended Lehigh-Webster Agreement and consenting thereto.

BE IT FURTHER RESOLVED that the Secretary of this governing body be and hereby is directed to cause a notice of meeting to be published once at least ten (10) clear days prior to the time of meeting in a legal newspaper, printed wholly in the English language, of general circulation in the City and in substantially the form hereto attached.

BE IT FURTHER RESOLVED that the proposed form of the Amended Lehigh-Webster Transmission Agreement is hereby adopted, and execution thereof authorized by the Chairman and Secretary, subject to final approval following public hearing. The Amended Lehigh-Webster Transmission Agreement shall remain on file and available for public inspection prior to the hearing.

The Laurens City Council met in regular session at the Municipal Building at 5:04 pm, May 6, 2013. Mayor Rod Johnson called the meeting to order. Present were Council members Clarence Siepker, Rich Newgard, Steve Berry, Ken Kunickis; City Manager, Barbara Smith; Public Works Director, Julian Johnsen; Police Chief Chris Toner; and City Attorney, Ann Beneke. Councilman Heuton was absent.

Kunickis motioned to approve the consent agenda consisting of the agenda, minutes from the April 15 meeting, and the list of claims. Siepker seconded. Ayes all; motion carried.

Kunickis motioned to approve the 4 year contract with Shamrock Recycling, seconded by Berry. Ayes all; motion carried.

The budget amendment was discussed. Newgard motioned to set the date for the budget amendment public hearing for May 20, 2013 at 5:05 pm; seconded by Siepker. Ayes all; motion carried.

Kunickis motioned, seconded by Newgard to hold the second Public Hearing required for the CDBG grant on May 20, 2013 at 5:15 pm. Ayes all; motion carried.

Siepker motioned to hire Dan Griffin to fill the position of Street Superintendent, seconded by Newgard. Ayes all; motion carried.

Berry motioned to hire Austin Stumbo for the Parks and Rec Department summer help. Ayes all; motion carried. After much discussion, Berry motioned, seconded by Newgard to pay the Deputy City Clerk the necessary

overtime to clean the City Buildings. Ayes all; motion carried. The contract with Imagetek was discussed and died due to lack of a motion.
