The International Solar Alliance
ISA Mission: to accelerate access to clean and affordable solar energy in countries
ISA launched in COP21 in Paris Framework Agreement launched in COP22 in Marrakesh 46 Signatory countries in 1 year, 19 countries ratified:
– Australia, Fiji, Nauru, Tuvalu, – Bangladesh, India, Malawi – Comoros, Guinea, Ghana, Mauritius, Mali, Niger, Somalia, – Sudan, Seychelles, France, – Cuba, Peru
International Solar Alliance
A treaty-based intergovernmental organisation specialized on solar Action-oriented and member-driven Identifies gaps in the delivery of solar applications in countries with high
solar potential, and scaling them A catalyst and facilitator for large scale deployment of affordable solar
energy applications Not a Bank! …but will help mobilize finance for solar Facilitating aggregation of demand and new price points for solar pumps,
street lights, mini grids and other similar solar applications
Why ISA is unique?
1. 5 Programs to aggregate demand & reduce cost, e.g. Scaling solar applications for agricultural use Affordable Finance at scale Scaling Solar Mini-grids
2. Mobilizing Finance - US$ 1000 Billion by 2030 Developing synergy and earmarking low cost, long term financial resources from
bilateral and multilateral agencies, sharing on innovative financial mechanisms
3. Capacity Building Training programmes and international exchange of personnel
4. Knowledge Platform : INFOPEDIA Knowledge platform for sharing experience, best practices, conducting consultations,
discussion groups
5. Technology Co-operation on R&D, networking for centres of excellence
International Solar Alliance: Objectives
Objective : scale up massively projects of solar applications by with high quality products and projects
Tech focus: solar water pumping + solar street lighting 13 participating countries: Bangladesh, Ethiopia, France, India,
Nigeria, Mauritius, Seychelles, Senegal, Sri Lanka, Kenya, Rwanda, Burkina Faso & Uganda
3-step methodology – Large scale need assessment / aggregation of demand – Work on common standards and harmonisation of the
tendering, documentations and processes – Transversal activities and programmes: e-learning, training
facilities, test facilities etc.
ISA Program 1: Scaling Solar Applications for Agricultural Uses
Objective: Aims to lower the cost of finance for solar energy and the overall price of electricity
17 participating countries: Argentina Bangladesh, India, Seychelles, Sri Lanka Burkina-Faso, Chad, Ethiopia, Ivory Coast, Mali, Namibia, Niger, Nigeria, Senegal,
Uganda and Yemen France
Conducted feasibility study to define and structure a Common Risk Mitigation Mechanism (CRMM) – presented @ COP23 to help de-risking investments and reduce the cost of financing
15-20% of US$10 Billion line of credit operated by India in Africa earmarked for ISA solar projects
Joint Declaration with World Bank, EIB and EBRD as financial partners
ISA Program 2: Affordable Finance At Scale
Objectives: To pool and harmonize resources for the installation of solar electricity
generation capacity Promote energy access and reduce electricity costs
6 participating countries: Indonesia, Maldives, Papua New Guinea, Fiji, India and France
Support areas with unreliable or no grid(s) and SIDS – with abundant solar irradiation
3-step methodology - Large scale need assessment / aggregation of demand - Work on common standards and harmonisation of the
tendering, documentations and processes - Transversal activities : e-learning, training facilities, test
facilities programmes
