With national coverage of superfast broadband ontrack to hit 95% by the end of 2017, the UK is anincreasingly digitally connected society1

Openreach, the fixed digital infrastructurebusiness which is part of the BT Group, has playeda pivotal role, through its commercial investmentprogramme and by investing in the public/privateBroadband Delivery UK (BDUK) partnerships whichhave delivered superfast broadband in areas thatwere not covered by any private sector plans.

The challenges of delivering fibre infrastructure toisolated communities that still do not have accessto high-speed broadband remain considerable.Openreach is deploying an expanding variety oftechnologies, techniques and co-investmentmodels to address this.

This report looks at the benefits of the Openreachapproach to connecting communities that remainon the wrong side of the digital divide. It alsoprovides an assessment of the business,residential, social and environmental impactsassociated with Openreach’s Community FibrePartnerships (CFP) programme, drawing on thelatest evidence about how fibre broadband hasaffected the communities that Openreach hasconnected to date. We assess impacts generatedthrough ten channels:

1) business productivity: generated by firmsand employees when they take-up fibrebroadband and exploit a new generation ofbusiness production and process applications

2) business innovation and access to newmarkets: created by businesses able todevelop and promote new and richer productsand services online and across widergeographical markets and leading to turnoverand economic growth

3) new business start-ups: created whenentrepreneurs capitalise on fibre broadbandto operate new business models at lower costand more flexibly than established businesses

4) flexible working: enabled through gigabitcloud, file transfer and communications/conferencing applications and deliveringadditional productivity improvements

5) private benefits to households: accruedthrough increases in house price and housingwealth

6) resident use value: estimated by monetisingthe value residents attach to enhancedconnectivity

7) social value: focussing on the benefits toolder residents of reduced isolation, increasedcommunity engagement, confidence andfinancial and time savings associated withaccess to online services

Table 1 summarises our headline estimates of theimpact that will be generated from Openreach’sCommunity Fibre Partnerships and demonstratesthe breadth and scale of those impacts forcommunities across the UK.

In total we estimate that the economic andsocial impacts generated by Openreach’sCommunity Fibre Partnerships will be just over£XX billion over 15 years2.

2. Introduction

Over the last seven years, a sustained period ofinvestment with the support of government, localauthorities and communities has enabledOpenreach to extend its fibre infrastructure tomany areas including remote and ruralcommunities, business parks and industrialestates, as well as new-build residentialdevelopments. Coverage of superfast broadbandacross the UK is above 94% at the time of writingand it is on track to hit the government’s targetfor 95% by the end of 20173.

The disruptive nature of technology has impactedon many aspects of home and working life. TheUK has become an increasingly digitallyconnected society, dependent on future-proofdigital infrastructure to underpin its continuedevolution. A new hierarchy of internationalcompetitiveness has emerged based on digitalconnectivity and innovation competencies. Thegovernment’s 2017 Digital Strategy reflects thiswith a commitment to embed technology into allelements of the economy.

This report explores the benefits of Openreach’scontinued and extensive investment in fibrebroadband for communities across the UK. Itthen examines the impacts generated specificallyby Openreach’s investment through itsCommunity Fibre Partnerships (CFP) programme,drawing on compelling evidence showing theimpacts of fibre broadband. Throughout thereport, we highlight a series of testimonialsoffering local insight into the tangible benefits offibre broadband. The findings set out acompelling case for continued investment inhigh-speed broadband infrastructure and for theUK to continue building its digital capabilities.

• helping the government deliver a universalbroadband service to give every home in Britainaccess to a minimum of 10Mbps by 20206.

Broadband Delivery UK (BDUK)PartnershipsThe majority of £1.58 billion of public investmentin fibre networks by July 20177, has flowedthrough the government’s Superfast BroadbandProgramme, delivered by BDUK in conjunctionwith BT, devolved and local authorities and theEuropean Union. With significant investmentfrom BT, this has allowed the UK to makeconsiderable progress in achieving its target ofconnecting 95% of premises to superfastbroadband by 2017. It is also making a valuablecontribution to an evolving ultrafast broadbandagenda, through the deployment of full fibretechnologies in locations across the UK.

By the third quarter of 2017, the BDUKprogramme has enabled superfast broadbandaccess to over 4.6 million properties8. The rolloutwill continue to push into more challenginglocations, often rural, but also in areas ofconcentrated commercial activity and newresidential and business developments.

The Openreach Community FibrePartnership Scheme

Community Fibre Partnerships (CFP) augmentOpenreach’s commercial and BDUK rollout. Todate, more than 400 contracts have been signedto bring fibre broadband to communities viafibre-to-the-premises (FTTP) and fibre-to-the-cabinet (FTTC) technologies.

The CFP scheme reflects Openreach’s desire to‘never say no’ to working together with individualcommunities to find a suitable and affordablefibre broadband option. We set out the keybenefits of the CFP approach below. These areframed around the Openreach network, itsinherent qualities and deployed technologies.

An Open Wholesale NetworkThe Openreach network is intrinsic to BT’s fibrerollout, including commercial, government co-funded (BDUK) and CFP deployments. With anopen access platform at its core and the wealth ofexperience which Openreach brings to large-scalerollouts, CFP projects are afforded a solution whichallows communities to reap the rewards of fibre.

Crucially, this means that CFPs also benefit fromthe following Openreach network qualities:

Choice of Internet Service ProvidersCFPs also benefit from Openreach’s wholesaleplatform in that it provides equivalent access to awide range of residential and commercially-focused Internet Service Providers (ISPs). Thisensures that CFP communities can access:

• a choice of Communication Providers (CPs)9

• a variety of services from competing CPs,resulting in lower prices

• a robust and resilient network, managed to thehighest regulated standards, ensuringconsistent quality, performance and reliability.

A Flexible SolutionThe CFP approach offers flexibility around:

• partnership models allowing for engagementwith local bodies to jointly contribute

• funding approaches with an emphasis on gapfunding10, leveraging investment from residentand business cash contributions and externalfunding sources such as vouchers and grants

• solutions exploring all possible networkconfigurations and deliver best value to theconsumer

• sustainable solutions, serving communities inperpetuity and removing the risk of long-termownership and management Ï network assets

Openreach also offers a grant to CFPs to reducethe cost of fibre for communities where the newinfrastructure serves the local school or similarOfsted equivalent organisation. Rural areas haveoften been left out of national voucher schemesfor enhanced broadband. Moreover, the costs ofconnecting in these areas often exceeds thevoucher limit on offer. In these instances,Openreach will contribute up to £30,000, cappedat 75% of the cost of the ‘gap’ fund for thecommunity to find. As of November 2017, 50grants have been awarded at a total value of over£560,000.

Expertise and Delivery ExperienceOpenreach has a wealth of experience andexpertise in delivering fibre broadband to millionsof homes and businesses across the UK. Thisincludes working in some of the most challenginglocations and within multi-agency partnerships, todevelop solutions and connect communities tohigh-speed fibre.

Dedicated teams in Openreach act as the conduitfor community engagement, providing:

• expertise in planning, network design and costestimation

• efficient network construction deployment,accommodating local sensitivities to bring asustainable approach to installations

• robust and highly-regulated networkmanagement processes and systems to ensurelong-term viability of the new fibre broadband.

Bridging the Digital Divide

In 2016, the average broadband speed in ruralareas was 12Mbps compared to 40Mbps in urbanareas11 and although the UK’s fibre broadbandfootprint has expanded, there are considerablechallenges associated with delivering fibre toeverybody.

The costs of fibre roll-out can outweigh likelyrevenue streams in harder to reach and moresparsely populated areas, so innovative technicaland funding solutions are required as a result.

Openreach is working with communities acrossthe UK to address the nation’s connectivitychallenge and BT has offered to play a leadingrole under a voluntary offer to government todeliver universal broadband at minimum speedsof 10Mbps to around 99% of the country by theend of 2020. The government is currently

considering this offer alongside the option ofintroducing a Universal Service Obligation (USO)which would give every home and business in theUK the legal right to request a high-speedconnection, with a universal minimum speed of10Mbps. The ambition would be to deliver this bythe mid-2020s.

Under the BT offer, which would be legallybinding and largely delivered by Openreach,many premises would be expected to receivesubstantially faster speeds than 10Mbps, withmany also expected to receive connections morequickly than could be delivered under aregulatory approach.

This will ensure the UK continues to push theboundaries of technology for the benefits of itscitizens, businesses and environment.

3. Strengthening Community Economies

Delivering fibre broadband to communitiesstrengthens local economies by supporting localbusinesses to grow and attracting and retaining alocal workforce. Slow connectivity can act as abarrier for economic growth in rural communities,particularly for Small and Medium-sizedEnterprises (SMEs)12. Access to fast, reliablebroadband is fundamental to running a businessefficiently and working patterns and businesspractices are increasingly dictated by effectivebroadband connectivity and the demands oftechnology.

Smaller communities across the UK facechallenges associated with supporting an ageingpopulation and with retaining younger people andthose of working age. In rural areas 21% of thepopulation are 65+, compared to 15% in urbanareas. Those aged 20 to 44 represent 27% of thepopulation compared to 36% in urban areas.

Fibre broadband contributes towardscommunities retaining and attracting the youngerpeople that are crucial to maintaining asustainable workforce and local economy, byenabling:

• young people to access education resourcesand courses remotely

• people to start businesses from home andaccess education from home in rural areas

• greater access to public services, a keycomponent of rural deprivation13.

These outcomes align with other elementsassociated with the social and environmentalimpacts described in chapters 6 and 7 of thisreport.

Through the remainder of this report we examinethe economic, social and environmental benefitsthat arise by delivering fibre broadband tocommunities across the UK.

We also provide estimates of the impactsresulting from Openreach investment throughCommunity Fibre Partnerships. We evaluate thescale of impact by drawing on published researchand accepted methodologies. The findings reflectconservative estimates in the context of rapidtechnological change and an evolving researchbase that is probing further into thetransformative impacts of fibre connectivity.

NOTE: These impacts refer to the CFP investmentonly. They are nonetheless indicative of theimpact associated with the wider Openreachinvestment in communities which, through itscommercial fibre roll-out and BDUK partnerships,will stretch beyond this. Case study quotes in thefollowing sections include business insights takenfrom communities outside the CFP deployment toprovide a rich account of community experiences.

Business Impacts

The core economic impacts associated with fibrefor communities will be created by businessesadopting and exploiting fibre to deliver economicgrowth.

1) Increased Productivity

To compete in national and global markets,businesses need to be able to deliver efficientlyand effectively. Fibre will drive productivity incommunity level economies, among employeesand by enabling a new generation of businessproduction and process applications.

“There are four people in the office here andeach of them loses about half an hour a daydue to slow broadband speeds. I've calculatedthe cost savings to my business will be £6,000per year with superfast, as we'll be able towork more efficiently.” Anthony Pilkington, MD BookCheck Ltd, Chalford,Gloucestershire

Recent efforts to assess the productivity effectsassociated with enhanced broadband connectivity

converge on a 0.3% uplift where a doubling inspeed is achieved. This is applied in theDepartment for Community and LocalGovernment (DCLG)’s 2017 assessment of theeconomic impacts associated with the UniversalService Obligation as well as in the 2013Evaluation of the BDUK National BroadbandProgramme. This draws on 2012 research byChalmers, which found a doubling of speed isassociated with a 0.3 percentage point increase inGross Domestic Product (GDP) growth in OECDcountries14.

Community Fibre Partnerships ImpactAssessment: ProductivityWe assume that on average, businesses taking upfibre broadband for the first time in CFPcommunities can generate productivityimprovements in line with the 2017 DCMSassessment. We also assume that those impactsvary by sector and size. A 2008 EuropeanCommission study estimated broadbandproductivity impacts for a range of industrytypes15:

• manufacturing and construction: 0.14%increase in GVA per firm per annum

• knowledge intensive16: 0.58% per annum • other services: 0.32% per annum (efficiencybenefits only).

This approach allows us to apply impacts toindividual businesses and to be tailored to thelocations supported through the CFP scheme.

Applying productivity uplifts for a doubling inspeed represents a conservative approach, giventhe marked increases in speed delivered throughCFP, which provides 100Mbps broadband andabove to communities that are often still receivingless than 2Mbps.

Our assessment suggests that over a 15-yearperiod, £XX million in GVA could begenerated within communities benefittingfrom CFP investment due to productivityimprovements alone17.

2) Innovating and Opening New Markets

Through enhanced upload and download speeds,businesses will be able to develop and promotenew and richer products and services online andacross wider geographical markets. They will bestimulated by greater exposure to innovation,information and an international onlinecommunity and marketplace.

Fibre-enabled innovation is driven by rapidtechnological change and therefore can bedifficult to forecast. Examples of the tools andapplications that business can exploit throughfibre, now and in future, include:

• next generation digital design and prototyping• additive manufacturing (3D printing)• next generation HD video conferencing• user generated products and services and onlinepoint of sale (PoS) software

• smart sensor technology, e.g. in monitoring andmaking automatic adjustments in productionand supply-chain management

Appendix A contains the detailed assumptions applied to all business impacts,covering our approach to fibre adoption, technology change, disaggregation ofimpacts by business sector and size and discounting and multiplier effects overour 15-year assessment period. A Note on Terminology:We refer to fibrebroadband throughout the impact assessment. All estimates of impact for theCFP programme assume a step change in connectivity from basic broadband(below 24Mbps) to superfast (24Mbps) broadband. Many homes and businessesare accessing fibre through CFP speeds well in excess of 24Mbps, and some less,dependent on the technology deployed. Overall, our assumption is aconservative one.

This increase in innovation sets the scene for anew ecosystem which will evolve through theapplication of digital technologies, the use ofsmart data and internet enabled devices18.

3) Enabling New Business Creation

Over a quarter of UK businesses (486,000) are inthe countryside and more people start businessesin rural areas than in major towns. A 2015 studyby the Department for Environment, Food & RuralAffairs (Defra) found that increasing numbers ofpeople are relocating to the countryside fromtowns, and many of those doing so are startingbusinesses19. The availability of fibre broadbandstands to accelerate this trend.

Fibre broadband acts as a stimulus for newbusiness creation and entrepreneurship. Throughaccess to fibre infrastructure, communities andindividuals benefit from increased opportunitiesto trade online, access global markets remotelyand operate businesses from home, includingrural locations.

Specifically, businesses in communities gainingaccess to fibre for the first time will enjoy anincrease in the power of cloud computing and beable to conduct more of their operations andcollaborative working online. This enables newbusiness models and new ways of working, andoffers a greater ability to reach new markets andretain staff through flexible working. It alsoreduces the costs associated with starting andrunning a business, e.g. through lower premisescosts.

It is estimated that CFP investment willcreate £XX million in GVA for the UKeconomy over 15 years, as a result ofbusiness creation.

4) Flexible Working

Research shows that flexible working practices,including working from home and at remotelocations, are 21% higher among firms who areutilising fibre broadband versus basicbroadband21, and that employee productivity risessignificantly as a result22.

Businesses in fibre connected communities will beable to begin using a wide range of digital humanresource (HR), communications and otherbusiness process applications. These will enablemore employers and employees to communicateand work efficiently and flexibly, leading to thefollowing benefits:

• reduced overheads associated with businesspremises

• lower business and commuter travel costs andcarbon emissions

• healthier work-life balance, which in turn hasbeen proven to improve employee motivationand retention

• reduced barriers to work for carers, singleparents and disabled people

• increased employer access to a wider labourpool when recruiting.

In this section, we explore the economic benefitsthat will accrue to community residents, using anassessment of ‘willingness to pay’, and throughevidence on the effects of broadband connectivityon house prices and wealth.

Gauging the Personal Benefits toCommunity Residents

Assessing people’s willingness to pay for aproduct or service is a widely used approach ineconomic impact analysis and recommendedunder HM Treasury’s guidance23. By looking atthe amount residents are willing to pay for a fibrebroadband subscription versus older copper-based connection, we get an indication of thevalue they place on fibre and, by proxy, amonetary value of the personal benefits. Theapproach assumes that benefits cannot be lessthan the additional cost, otherwise consumerswould not make the purchase.

This approach is taken in three studies, by theFibre to the Home (FTTH) Council, WIK-Consultand Plum Consulting, suggesting residents’willingness to pay for an upgrade to fibrebroadband at a minimum of 5 euros (£4.4024) permonth, or £53 annually25.

Community Fibre Partnerships ImpactAssessment: Resident Use ValueWe apply the evidence set out above to evaluatethe personal economic benefit to residents whohave upgraded to fibre as part of the CFP scheme.

Assuming take-up of fibre broadband amonghouseholds rises to 35% within five years,this suggests a total economic benefit of £XXmillion over our 15-year assessment period.

In addition to the installation and rental costsassociated with accessing fibre broadband, it isevident from the considerable time and moneythat many CFP community groups havecommitted that residents value fibre connectivitygreatly.

The majority of CFP communities have mobilisedand established formal groups to campaign andultimately co-funded a fibre broadband solution,in partnership with Openreach. In doing so,communities have made significant monetarycontributions to bridge the commercial fundinggap, which has prevented fibre broadband frombeing deployed in more challenging and harder-to-reach areas.

The financial and opportunity costs26 incurred byboth residential and business communities alike,are difficult to measure but testament to thevalue placed on bringing fibre broadband to theirarea.

The Effect on House Prices and Wealth

Research undertaken by leading price comparisonsites highlights the importance placed onbroadband connectivity when purchasing a newhome:

• a GoCompare survey of 2,000 house buyersfound that 43% prioritised a good, reliablebroadband connection strong enough to streamTV and films27.

• a survey by Rightmove, of over 3,000 users,found that information on broadbandconnectivity was ranked as a more importantfeature when searching for property thantransport links and nearby schools. Theproperty search site now includes a tool forusers to check connectivity at any address28.

Housing markets where only basic broadband isavailable appear to have suffered. Savillsconducted a survey which found that nearly 70%of respondents reported that slow broadband wasa constraint on letting properties in rurallocations29.

Analysis of the relationship between broadbandand house prices undertaken by the SpatialEconomic Research Centre (SERC) showed that,on average, house prices rose by 2.8% where dial-up internet was replaced by first generation ADSLbroadband connections30. The survey undertakenby Rightmove (see above) suggested slowbroadband could reduce the value of a home byup to 20% .

Community Fibre Partnerships ImpactAssessment: Housing Wealth The estimated average house price in CFPcommunities is £326,00032. Applying the 2.8%rise in prices estimated by SERC suggests houseprices would rise by £9,100, on average, where adoubling in speed is achieved. This is likely to bean underestimate; CFP case studies show that inmany locations speeds will rise from basic (2Mbpsor less) to superfast (30Mbps or above).

Summing these house value uplifts acrossthe residential properties set to benefit from CFP, gains in housing wealth total £XX million33.

The Social Value of Digital Inclusion

In St Breward, Cornwall, a village without fibrebroadband, just 27% of the population currentlyuse email and 15% use social networking. Yet,59% of those surveyed believe that the internet isintrinsic to community cohesion, making peoplefeel more socially connected and involved34.

This is supported by PriceWaterhouseCoopers(PwC), which examined how digital and socialexclusion are interrelated and appear to bemutually reinforcing. Of those surveyed, 81% ofthose aged over 55 reported that being onlinemakes them feel a greater part of modern societyand as a result, less lonely35.

“We believe that fibre broadband promotessocial inclusion by improving access to health,education and commercial services andsupports sustainable employment byencouraging flexible approaches to workingfrom home and the growth of smallbusinesses. It will encourage some businessesto stay, who might have otherwise relocated.” Paul Severs, chairman of the Bussage & ChalfontBroadband Action Group, Gloucestershire

BT has published a study on the value of digitalinclusion36, drawing on:

• interviews with people that previously had lowlevels of digital literacy but who recently startedto use the internet at least once a week

• tried and tested methods for assessing SocialReturn on Investment (SROI) – most notably,individuals stated and revealed preferences forengaging in certain online activities

• previous research into the value attached to anumber of online activities and benefits.

The study revealed that the social benefits ofgetting online are worth £1,064 a year tosomeone using the internet for the first time37.This value comes from a combination of benefits,including:

• financial savings associated with onlineshopping

• enhanced and wider employment opportunitiesthrough online job searches

• reduced feelings of isolation and improvedconfidence.

A range of further evidence exists to supportsome of the specific benefits listed under Table 6.1:

• Reduced Isolation and CommunityEngagement: research undertaken by HACTacross a wide range of indicators suggests asocial value associated with internet access of£2,413 per user, higher than estimated underBT’s SROI research38.

• Access to Employment Through Online JobSearch: research by PwC found that thepotential economic impact of getting everyonein the UK online would create a £500meconomic benefit, derived from shorter periodsof worklessness39.

This is just one more factorhighlighting the crucial importance of fibrebroadband to areas left on the wrong side of thedigital divide.

The UK is leading the way in delivering publicservices online:

• The UK Government runs an estimated 89% ofpublic services online.

• In 2015/16, the government made £339 millionof operational savings through digitaltransformation40.

• The UK was ranked No. 1 in the 2016 UN E-government Survey, based on delivery of basiceconomic and social services, education,health, labour and employment and finance,and assessed on: • the adequacy of telecommunicationinfrastructure

• the ability of human resources to promote anduse ICT

• the availability of online services and content.

We apply the value associated withonline job search to the estimated number thatare currently unemployed in CFP communities42.

There were an estimated 7,500 people aged 75and above resident in CFP communities at thetime of the 2011 Census. Although many othersare likely to benefit, it is this age group that aremost likely to not have engaged in significantonline activity previously, and which stand tobenefit from increased confidence and reducedisolation.

Assuming 35% of those aged over 75 adoptfibre broadband, £XX million in social valuewill be generated as a result of CFP, over a15-year period.

Applying the value associated with onlinejob search from the BT research tounemployed residents in CFP locations, andassuming 35% adoption of fibre, suggests atotal benefit of £XX million, over a 15-yearperiod.

Healthcare Benefits

Fibre broadband is assisting the healthcare sectorto develop and deploy transformativetechnologies and improve access to healthcare.This is having a multi-faceted impact on medicaland health-based industries and patients, as newforms of outreach, remote diagnosis and patientmonitoring become increasingly commonplaceand deliverable.

Investment in E-Health ServicesThe government is investing £4.2 billion in NHSEngland over the next five years in areas such aselectronic patient records, apps and wearabledevices, telehealth and assistive technologies.

Fibre broadband is also set to change the systemsthrough which patient’s access healthcare, withNHS England investing an additional £45 millionover the next five years, as part of the GeneralPractice Forward View, to stimulate the use ofonline consultations.

It is estimated that 10% of patients in everygeneral practice will book appointments and orderrepeat prescriptions online by March 2018. Thisdigitisation of healthcare services stands to play avital role in rural areas, where 52% of inhabitantslive within walking distance of a doctor’s surgery(compared to 62% in urban areas)43.

Improved Health OutcomesThe development of new applications in the fieldof healthcare has been facilitated by high speedconnectivity. It is also borne out of the need torespond to an ageing population and the growingnumber of people with long term conditions(LTCs), such as chronic obstructive pulmonarydisease (COPD), heart failure and diabetes.

NHS England spends 70% of its budget on the 15million people nationally who have one or more ofthese conditions. As the population ages, thesenumbers are expected to grow by 23% over thenext 20 years44. The current approach to thedelivery of care to people with LTCs isunsustainable in terms of cost and quality of care.The advances being made in the field oftelehealth offer the possibility of substantiallyreducing the number of hospital admissions andthe unit cost of contact between patient andspecialists.

Telehealth technology is significantly improvinghealth outcomes. The Nuffield Trust ran a whole-system telehealth demonstrator trial for 3,100patients diagnosed with COPD, heart failure ordiabetes. It found that telehealth servicesdelivered a 45% reduction in mortality, reducedemergency admissions by 20%, led to 14% fewerelective admissions and 14% fewer bed days45.

Community Fibre Partnerships ImpactAssessment: Healthcare BenefitsThe Nuffield trial found that overall costs ofhospital care were £1,888 lower among telehealthusers with COPD, heart disease or diabetes, thanfor control patients.

Applying Clinical Commission Group (CCG) datafrom Public Health England and regional datafrom the British Heart Foundation we estimatethat 9,400 individuals are diagnosed with COPD,heart failure or diabetes in areas benefitting (orset to benefit) from CFP fibre broadbanddeployments.

Applying the costs savings over our 15-yearassessment period and assuming 35% take-up of whole service telehealth,suggests potential costs savings to hospitalsof £XX million across CFP communities46.

Education Benefits

Higher EducationFibre broadband is an increasing necessity forschools and pupils, to keep pace with changes inthe way education is delivered. UK schoolscurrently spend £900 million annually oneducation technology.

There are close links between educationalattainment and fibre internet access. Pupils whogrow up in rural communities could be at adisadvantage compared to their urban dwellingpeers, as they may be less able to access onlinelearning resources and carry out research-basedprojects47.

The increasing use of fibre-enabled educationaltools and applications extends past primary andsecondary education in to higher education andadult learning:

• A recent study of over 7,000 higher educationstudents found that c. 70% thought digitaltechnology improved their learning when usedeffectively by teaching staff48.

• Cambridgeshire County Council's AdultLearning and Skills team runs computer andinternet classes in some of the county's mostremote towns and villages49, to develop a rangeof computer literacy skills and promote digitalinclusion.

“This new technology will provide a leap indigital services that will benefit every singlemember of the school community, pupils,parents, staff and visitors.” Rob Connolly, Head Teacher at Ditcham Park School,Hampshire

The evidence outlined here suggests highereducational attainment, enhanced skills andgreater employability among those that canaccess e-learning applications and services.Inevitably this will benefit local businesses in theirsearch for job-ready and skilled employees, resultin higher value employment and wages, andfacilitate economic growth within communities.

As yet, there is no clear evidence of the strengthof the relationship between online learning andhigher value employment or economic growth.We have not sought to quantify these effects herebut the signs are that they add significantly to theways in which fibre broadband is strengtheninglocal economies.

On top of economic and social benefits, fibrebroadband reduces business and commuter traveland energy use, resulting in CO2 abatement. Itdoes so through a range of mechanisms:

• Dematerialisation: in recent years fibrebroadband has fuelled a shift in production andconsumption of news, books, music and films todigital platforms. This reduces the need tomanufacture, publish, print and ship a range ofphysical products and results in reduced carbonemissions.

• E-commerce: fibre provides a more seamlessonline shopping experience and drivesincreased e-commerce, both business toconsumer (B2C) and business to business (B2B).E-commerce reduces the need for commercial,retail and wholesale floorspace and associatedenergy requirements.

• Video conferencing: fibre has made videoconferencing services an effective andaccessible option for most businesses. Roll-outto businesses not yet receiving fibre will allowthem to take part in video meetings and avoidbusiness travel.

• Cloud computing: enabling widespread andseamless use of online file sharing and businessprocess applications (e.g. CRM and HRsystems). This supports a rise in home/remoteworking (and so a decrease in business andcommuter travel) and reduces the need forphysical IT equipment and associatedproduction and energy use.

• Telecommuting: everyday use of cloud andvideo conferencing and the more general rise ofonline communications and commerce hasopened the opportunity for many to work anddo business remotely and from home. Thisreduces commuter travel and congestion.

The distance travelled to shop, work and attendface-to-face meetings is greater for residents inmore isolated areas. The power of fibre-enabledtelecommuting, e-commerce andvideoconferencing to reduce these journeys willbe greater than in urban areas.

Community Fibre Partnerships ImpactAssessment: Carbon AbatementThe Carbon Trust worked with Openreach toassess carbon abatement from a breadth ofbroadband enabled applications. The resultingmethod paper sets out the evidence and approachtaken to assess carbon abatement across anumber of areas.

Using the Carbon Trust assessment, we haveapplied CO2 reductions per user per annum forde-materialisation, e-commerce, telecommutingand video conferencing. These are applied tohouseholds and businesses covered byCommunity Fibre Partnerships to provide anestimate of total carbon savings over our 15 yearimpact assessment period.

Our estimates of environmental benefits are likelyto be conservative. We apply average carbonreductions per user from UK-wide data, but (asstated above) the effect of broadband on carbonabatement is likely to be especially pronounced inthe often rural communities covered by CFPs.

Over a 15 year period, carbon abatementresulting from de-materialisation, e-commerce, telecommuting and videoconferencing will total 24,300 tonnes of CO2.

Annually, this is equivalent to the carbonemissions produced by more than 3,000drivers, or 5% of all drivers in CFPcommunities50.

This report has explored the diversity of benefitsdelivered through the Openreach investment infibre, in areas that remain without the high-speedfibre broadband that is now available to the vastmajority of people across the rest of the UK.Significant benefits will arise from:

• delivering on the ground and financial supportto groups looking to bring fibre to theircommunity where commercial investment hasnot materialised

• the added resilience afforded to communityeconomies by tackling challenges associatedwith a lack of business investment, an ageingpopulation and retaining a local workforce

• the economic value residents’ place on fibrebroadband and increases in house pricesderived from its availability

• greater community engagement and well-beingand reduced isolation

• access to an emerging set of healthcare andeducational technologies and services

• reductions on carbon emissions and pollutants.

We have also estimated the scale of benefits thatwill arise as a result of Openreach’s commitmentto extend fibre to over 60,000 premises51 incommunities across the UK through itsCommunity Fibre Partnerships programme. Overa 15 year period we estimate that CFP will lead tothe following benefits:

• businesses in CFP communities to date stand togenerate £XX million for local economies acrossthe UK

• residents in CFP communities to date willbenefit from around £XX million in economicvalue, mainly through increased housing values

• the monetised value of social, educational andhealth benefits will total around £XX million

• An estimated 24,300 tonnes of carbonemissions that would have otherwise enteredthe atmosphere, will be saved as a result of CFP.

In total we estimate that the economic andsocial impacts generated by Openreach’sCommunity Fibre Partnerships will be justover £XX billion over 15 years52.

These impacts provide an indication of the largerscale benefits that will be achieved throughOpenreach’s wider investments in fibre forcommunities. The findings overall set out acompelling case for continued investment in fibrebroadband networks, and in locations that lag therest of the UK on broadband capability inparticular.

CFP deployments adhere to the same standards ofconstruction and installation as those associatedwith nationwide rollouts. Fibre components withinthe local network may rely on elements of theexisting copper infrastructure or be overlaid byend-to-end fibre.

Openreach has a selection of fibre solutions at itsdisposal to achieve superfast and ultrafastoutcomes. These are outlined below and are atvarious stages of maturity, with sometechnologies expected to become increasinglyimportant in future deployments.

At present, CFP rollouts have mainly used FTTC(90%), with FTTP deployed in remaining locations(10%). The evolution of Openreach’s technicalmix and pending the results of ongoing field trials,means this balance is likely to change in the

future. It is anticipated that FTTP will become anincreasingly prominent solution, while new builddevelopment sites will also see full fibre installedas the preferred technology of choice.

Estimating CFP Business Impacts

To produce estimates of economic growth(through Gross Value Added, or GVA), andemployment, a baseline GVA and employmentposition has been formed for the locations thatstand to benefit from the CFP deployment. Thisdraws on the following data:

• forecast CFP premise coverage: provided by BT(over 60,000)

• estimates of the business : premise ratio at localauthority level: using DCLG data on residentialdwellings, CoStar.com business premise dataand ONS Business Counts (enterprise data)

• GVA per business, based on:• ONS Regional GVA data by sector• employee data from the ONS BusinessRegister and Employment Survey (BRES)

• average employees per micro, small, mediumand large business, by sector, from theAnnual Business Inquiry (ABI).

We have applied a 20% dampening factorbusiness:premise ratio for communities that lieoutside of cities and larger towns. This reflects thelower proportion of business premises situated insmaller towns and villages versus more denselypopulated areas within any given local authorityarea.

Modelling Assumptions All impacts have applied the following:

• a 15-year assessment period consistent withEuropean telecommunication infrastructureassessment guidance

• a 3.5% discount rate consistent with HMTreasury’s Green Book53

• a combined multiplier effect of 1.25. Each ofthe six channels of impact that have beenassessed are multiplied by this figure to accountfor the knock-on benefits generated due toincreased employee/resident spending power(induced multiplier effects) and increased supplychain purchasing by businesses (indirectmultiplier effects)54.

AdoptionWe assume that adoption of broadband amongstbusinesses rises to 35%, although take-up isassumed to be higher from knowledge-basedbusinesses, lower among other manufacturingfirms and lower still within other service sectors. Itis also assumed that larger businesses adopt at afaster rate. This is a conservative assumption thatdraws on Openreach adoption rates to date.

Time DependencyOur modelling of productivity and innovationimpacts has assumed the following build-upperiods:

• broadband services enabled: one year after thestart of network build

• 35% adoption rate reached: after five years• productivity benefits achieved: one year afteradoption

• innovation benefits realised: four years afteradoption.

Sector AnalysisWe have applied the following sector definitionsfor knowledge intensive and other service sectorsfrom the Standard Industrial Classifications (SIC):

• knowledge based: information &communication (J), financial & insurance (K)and professional, scientific & technical (M)activities

• other services: transport & storage (H) andadministrative and support service activities.Wholesale and retail (G) and other serviceactivities (S) have been excluded from theassessment as the benefits from broadband arecurrently less clear.

Technological Change The benefit to businesses of high speedbroadband will increase over time, as new andimproved applications will emerge in reaction tothe enhanced capabilities offered by fibrebroadband. As businesses make use of theseapplications they will be able to generate newimpacts.

Based on available research, it is difficult topredict the exact scale of these effects and projectthe associated benefits in the future. To accountfor this, we have applied a conservativeassumption that technological change will lead toa 2.5% uplift on all productivity and innovationimpacts in the short term (after 5 years), a 5%uplift in the medium term (after 10 years) and a7.5% uplift in the long term (after 15 years).

New Business CreationA peak increased growth rate of 1.5% is appliedto knowledge based sectors, whilst a 1.2% growthrate is applied across other manufacturing andconstruction and other services sectors, as a resultof fibre broadband connectivity. This compares toestimates produced by Etro (2009) suggestinggrowth in business creation of up to 1.7% perannum55.

It is assumed that the annual business growth ratebuilds up to a peak rate in year 5, then persists inyears 6 to 8 before decreasing by 10% per yearthereafter. Survival rates are applied across twobroad sectors (knowledge based firms and ‘otherservices’56) based on National Statistics businesscounts data.

It is assumed that 99% of start-ups established inyear one are micro businesses (0-10 employees)and by year 15, business sizes have grown toreflect the national average57. Average employeenumbers for each area are applied across micro,small and medium sizes and large businesses foreach sector drawing on the 2008 Annual BusinessInquiry.

Economic impact estimates have been generatedby applying GVA per worker figures acrossknowledge based industries, manufacturing andconstruction and other services. The proportion ofGVA created by new businesses attributed to CFPfibre rollout is programmed to fall to zero over afive-year period, with the first employees withinstart-up businesses being counted for one year.
