We are honored Judge Webster allowed us to use his name for the International Spy Museum’s annual ceremony. Judge Webster is the only person to lead the FBI and CIA while also upholding our Constitution and our democracy. The International Spy Museum has benefited greatly from his advice and wise counsel as a founding member of our advisory board.

General Michael Hayden is a retired four-star general who served as director of the Central Intelligence Agency and the National Security Agency. As head of the country’s premier intelligence agencies, he was on the frontline of global change,
the war on terrorism and the growing cyber challenge. In addition to leading the CIA and NSA, General Hayden was the country’s first Principal Deputy Director of National Intelligence and the highest-ranking military intelligence officer in the country.
General Hayden is currently a Principal at the Chertoff Group and a distinguished visiting professor at the George Mason University Schar School of Policy and Government. His recent memoir, Playing to the Edge: American Intelligence in the Age of Terror, has been a New York Times® best seller and was selected as one of the 100 most notable books of 2016.

Gilman Louie is a partner at Alsop Louie Partners, a venture capital fund based in San Francisco. He is the founding CEO of In-Q-Tel, a strategic venture fund created to help enhance national security by connecting the intelligence community
with venture-backed entrepreneurial companies. Mr. Louie is a pioneer in the interactive entertainment industry, with accomplishments that include the design and development of the Falcon F-16 flight simulator as well as being the person who licensed Tetris, the world’s most popular computer game, from its developers in the Soviet Union. During that career, Mr. Louie founded and ran a publicly traded company called Spectrum HoloByte, later acquired by the Hasbro Corporation.
Mr. Louie serves on the boards of Niantic, Inc., LookingGlass Cyber Solutions, Wickr, Inc., the CIA Officers Memorial Fund, and the Markle Foundation. He currently is the Chairman for Vricon, Inc. and the Federation of American Scientists, and is an advisor to the US Intelligence Community.

I deeply regret my situation precludes my being present with you to honor and pay tribute to a remarkable man, Judge William H. Webster. I had the privilege and honor of serving from 1959 to 1985 as a Special Agent for the Federal Bureau of Investigation.
I regard the FBI, the CIA and the United States Marine Corp and those who serve as exceptional organizations where individuals work together in a team environment for the greater good.
I want to speak to the importance of mentors and role models in each of our lives and how they influence each of us in significant ways without being aware of their strong influence.
I was raised by a single mother and grandmother. Five women and an equal number of men have been my beacon without even knowing. It is fair to say they have had a profound influence on my life. They have been my beacon for Fidelity, Bravery and Integrity.
I have been blessed by many mentors, none greater than Judge Webster, many who were law enforcement officers, intelligence officers and Marines including several in this room. I would be remiss if I did not acknowledge their role in rescuing me in life threating situations.
Judge Webster, you have stepped forward with support for and to me in some of my darkest hours without knowing how important you are in my life. You have always been there, by my side. All successes and accomplishments in my life are the result in large measure of your guiding light.
The FBI and the intelligence communities in the early and late 70s were the
objects of intense scrutiny. There were at least seven Congressional oversight committees. Testimony by FBI representatives was almost a weekly occurrence over several years.
Judge Webster assumed the directorship of the FBI in February 1978. The US Department of Justice after five years of investigations referred their inquiry to Director Webster in May 1978. He said to me ÒHere, this is yours, keep me fully briefed.Ó Subsequently Judge Webster referred many issues to me involving legislation, investigations, intelligence, procedures, budget preparations, justifications, congressional relationships, matters of efficiencies, effectiveness, economies of scale and building MORALE.
Your attributes are varied but include a strong sense of INTEGRITY, listening, thoughtful and sensitive judgment, asking questions, compassion, and respect for the opinion of others. You created an atmosphere of trust, respect and confidence that encouraged much needed change within the FBI. High morale and a can-do attitude dominated the day-to-day operations.
Judge Webster: I have the utmost respect for your integrity, ability to listen and provide guidance in enhancing the effectiveness of your office, for the benefit of all FBI employees and for the country which we serve.

The Honorable William H. WebsterFormer Director, Federal Bureau of Investigation & Central Intelligence
William H. Webster was born in March 1924 and raised in Webster Groves, a suburb of St. Louis, Missouri. He was awarded a Bachelor of Arts degree from Amherst College and a Juris Doctor degree from Washington University Law School, St. Louis, Missouri. He served as a lieutenant in the United States Navy in World War II and again in the Korean War.
A practicing attorney with St. Louis law firm Armstrong Teasdale from 1949 to 1959, Judge Webster served as United States Attorney for the Eastern District of Missouri from 1960 to 1961. He returned to private practice in 1961.
In 1970, Judge Webster was appointed a Judge of the United States District Court for the Eastern District of Missouri and in 1973 was elevated to the United States Court of Appeals for the Eighth Circuit. He resigned in February 1978 to become Director of the Federal Bureau of Investigation.
Judge Webster was sworn in as Director of Central Intelligence (DCI) on May 26, 1987. In this position he headed the Intelligence Community (all foreign intelligence agencies of the United States) and directed the Central Intelligence Agency until September 1, 1991.
In September 1991, he joined the law firm of Milbank, Tweed, Hadley & McCloy LLP in its Washington, DC office and still maintains an office there since retiring in 2006. Judge Webster currently serves as chairman of the Homeland Security Advisory Council.
Judge Webster has received 18 honorary degrees and numerous awards. In 1991, President George H.W. Bush presented him with both the Presidential Medal of Freedom and the National Security Medal. Judge Webster was married to the late Drusilla Lane Webster for 34 years. He is the father of three children. In 1990, Judge Webster married Lynda Clugston and they have homes in Washington, DC and Washington, Virginia. The couple enjoy seven grandchildren, four great grandchildren, a golden retriever, tabby cat, and three horses!

Jonna Hiestand MendezFounding Advisory Board Member, International Spy Museum
Jonna Hiestand Mendez is a retired CIA intelligence officer who lived undercover for 27 years in such places as Germany, Thailand, and India. While an officer with the Office of Technical Services, she specialized in clandestine photography. Her duties included instructing the CIA’s most highly placed foreign assets in the use of spy cameras and the processing of intelligence gathered by them. Her impressive record afforded her the opportunity to work in Southeast Asia as a generalist in Disguise, Identity Transformation, and Clandestine Imaging. Mrs. Mendez has worked in the most hostile operating areas in the world where she matched wits with the KGB, the Stasi and the DGI. In 1988, she was promoted first to Deputy Chief of Disguise and then, Chief of Disguise. She retired from the government in 1993, earning the CIA’s Intelligence Commendation Medal.
Mrs. Mendez continues to act as a consultant to the US Intelligence community. She has lectured with her husband Antonio J. Mendez to various World Affairs Councils, colleges and universities and at the US Defense Intelligence Agency at the Joint Military Intelligence College. Together they have participated in two Discovery Channel programs, the second featuring them exclusively. These programs document the espionage exploits of Mrs. Mendez and her husband, who was also CIA’s Chief of Disguise. Mrs. Mendez serves on the Board of Directors of La Gesse Foundation, a non-profit organization that partners with Johns Hopkins University’s Peabody Conservatory in presenting American pianists in Europe every summer. The musicians are also presented at Carnegie Hall in December. She is a founding Advisory Board Member of the International Spy Museum in Washington, DC.
Mrs. Mendez is currently a fine arts photographer. She had her images marketed by the La Madeleine Restaurant chain nationwide. She has also had a one-woman show at Hood College and at other galleries and an exhibition of French images on display in New York City at La Bonne Soupe restaurant. Her work is available at galleries and shops in Virginia and Maryland.

Wolf BlitzerMaster of Ceremonies
Wolf Blitzer is CNN’s lead political anchor and the anchor of “The Situation Room with Wolf Blitzer,” which airs weekdays at 5 p.m. ET, providing viewers with in-depth reports about the political, international, and breaking news stories of the day. In addition, he
anchors “Wolf,” airing weekdays at 1 p.m. ET, focusing on the most important news from Washington and around the world. Blitzer has been with the network for 27 years.
Blitzer began his career in 1972 with the Reuters News Agency in Tel Aviv. Shortly thereafter, he became a Washington, DC, correspondent for The Jerusalem Post. After more than 15 years of reporting from the nation’s capital, Blitzer joined CNN in 1990 as the network’s military-affairs correspondent at the Pentagon. He then served as CNN’s senior White House correspondent until 1999, when he became the anchor of CNN’s Sunday public affairs program “Late Edition” with Wolf Blitzer.
Blitzer earned a Bachelor of Arts degree in history from the State University of New York at Buffalo and a Master of Arts degree in international relations from the Johns Hopkins University School of Advanced International Studies in Washington, DC.
Director Michael PompeoCentral Intelligence AgencyMike Pompeo was sworn in as Director of the Central Intelligence Agency on January 23, 2017. As Director, he manages intelligence collection, analysis, covert action, counterintelligence, and liaison relationships with foreign intelligence services.
Before becoming Director, Mr. Pompeo was serving in his fourth term as Congressman from Kansas’ 4th District. He served on the House Intelligence Committee as well as on the Energy and Commerce Committees. In 2014, Mr. Pompeo was also appointed to the House Select Benghazi Committee to investigate the tragic events in Benghazi, Libya. Prior to his service in Congress, Mr. Pompeo founded Thayer Aerospace, where he served as CEO for more than a decade. He later became President of Sentry International, an oilfield equipment manufacturing, distribution, and service company.
Mr. Pompeo graduated first in his class at the United States Military Academy at West Point in 1986 and also served as a cavalry officer patrolling the Iron Curtain before the fall of Berlin Wall. He also served with the 2nd Squadron, 7th Cavalry in the US Army’s Fourth Infantry Division. After leaving active duty, Mr. Pompeo graduated from Harvard Law School, having been an editor of the Harvard Law Review.
