We have the Rock NRoll marathon coming through on Sunday Sept 4 th ; so please remember that Croatan Road will be closed from 6:00am to about 11:00am. Please inform new neighbors and out of town guests. Please reserve Friday October 21st as we will be having our Annual Dinner and Dance at the Shiſting Sands at Dam Neck. We will also be elecng new Croatan Civic League (CCL) board members; so if you have an interest in running please send me a note. The CCL will resume its meengs on Monday August 1 st , so stop by if you are interested in whats going on. Meengs are held at Virginia Beach Rescue Squad Building, 740 Virginia Beach Blvd., Virginia Beach, VA starng at 7:oo pm. Again, please be safe this summer and look out for your neighbors. Fireworks at the point were great as usual,

but we did miss the annual bash thrown by

Sean Forsyth. For years Sean’s party was a

July tradition that all the kids and parents

looked forward too and we want to thank

him for all he has done.

We have the Rock N’ Roll marathon coming through

on Sunday Sept 4th; so please remember that

Croatan Road will be closed from 6:00am to about

11:00am. Please inform new neighbors and out of

town guests.

Please reserve Friday October 21st

as we will be having our Annual Dinner and Dance at the

Shifting Sands at Dam Neck. We will also be electing new

Croatan Civic League (CCL) board members; so if you have an

interest in running please send me a note.

The CCL will resume its meetings on Monday August 1st, so stop by if you are

interested in what’s going on. Meetings are held at Virginia Beach Rescue

Safety Update on the Croatan Public Beach from Mike Kelly, CCL VP

Thank you to all of you who responded to “…the Public Notice to modify an existing permit to allow a one-time

dredging from the Rudee Inlet sand trap, to place 10,000 cu yards on city property to the south at Croatan beach."

As you may recall from last month’s note, Colonel Jason Kelly, who is the District Engineer, USACOE Norfolk, took

action as a result of a meeting with the Mayor and the Department of Public Works. He is working with the City to

get approval for a “one-time” dredge and sand push. While the amount isn’t that much, it represents an important

show of good faith and recognition that there are near-term beach issues that must be addressed. It also establish-

es a precedent and process for small scale dredging from the inlet. The Public Notice response for the 10K permit

was due on 10 July. It’s not clear how long it will take after that before we see sand on the south side of the inlet.

My guess is 4-6 weeks.

The “one-time, 10,000 cu. yard permit” should not be confused with the “20,000 cu. yard permit. The 20K permit is

intended to allow the city to send sand to the south on a more frequent basis without having to go through the drill

of a “one-time” permit. Remember that the current permit allows for the dredging of up to 350,000 cu. yards and

that all of it has to go to the north side of the inlet. Generally it is placed between the inlet and 14th St. It will be

the Fall before we see any results from this effort.

We have no specific date on when the engineering study will be done. My guess is sometime in September.

The pictures below were taken on July 1st. One is from the weir on the north side looking south and the other from

the south (near the Lockheed entrance) looking north. It’s great to see the activity, but also sad to see the obvious

erosion and significant sloping of the beach. That said, while we don’t know how long it will take, we will get the

Croatan Public Beach improved so that it is safe and stable for residents and visitors.

City of Virginia Beach Wetlands Board Monday 10 AM 18 July 2016 Meeting: 6 applicants – involving Linkhorn Bay, Whiskey Creek & Broad Bay.

City of Virginia Beach Wetlands Board 20 June Meeting: The following were FYI to Croatan.

1. Application: City of VB [CVB] 2016 WTRA 00028. The CVB proposed dredging wetlands at the Rudee Inlet Dredge Support Dock, VA Dare Drive /R Inlet /Lake Wesley. CVB proposed paying an in-lieu fee mitigating the loss of 744 SF of wetlands. Application was approved.

2. Show Cause Hearing: R Yanek, 538 S Atlantic Ave. -- Unauthorized Removal of Dune Vegetation, Installation of Playground Equipment, a Fence and Raised Flower Beds. Fine was imposed. Restoration Hearing required at WB meeting in 60 days. [Following advice of Deputy City Attorney, I was recused from the Hearing]

The CVB Beaches and Waterways Advisory Commission: 19 April Council Resolution required the commission to study and make its recommendations to Council concerning the rental of homes in residentially zoned neigh-borhoods for the purpose of holding event functions. The two main topics are [1] the impact of large events and [2] rentals using Airbnb. Public meetings have been held 4 PM Thursdays vicinity of The Municipal Center. Future meetings:

July 18, 2016 Virginia Aquarium Owls Creek Marsh Pavilion 6pm – 8pm

July 19, 2016 Wyndham Virginia Beach Oceanfront York Room 6pm – 8pm

July 20, 2016 Virginia Beach Resort and Conference Center Sunset Room 6pm – 8pm

July 21, 2016 Meyera Oberndorf Central Library Auditorium 6pm – 8pm

July 22, 2016 Sandbridge United Methodist Church 7pm - 9pm

1. Airbnb: Main subject at the 8 June meeting in the City Managers Conference Room. Difficult subject. Rentals occur throughout the City. Although the City Treasurer is chasing such rentals, the CVB is losing tax dollars. Hotels/motels and possibly restaurants also are impacted. Standards applicable to hotels, etc. are not appli-cable to Airbnb rentals. Renter and rentee/occupant safety is an issue. The legislature is reexamining this is-sue. My opinion is, the commission should address this issue only after the legislature passes appropriate measures.

2. Event House Issues: These types of events authorized and unauthorized, occur throughout the city but are concentrated in Destination Neighborhoods, including Croatan. Such houses are difficult to define. My simple definition is that they are party houses and are size-immaterial. Events involve graduations, weddings, cele-brations, etc. Often these events are held in rented houses.

3. CROATAN: You should not ignore this. The outcome potentially will impact on the neighborhood and apply to your property whether you are a full time resident, a part time vacation or weekend resident, or an investor. The 18 July meeting is for Croatan, Rudee Heights, Southside and Shadowlawn. You are specifically invited to attend and provide comments. Likely a POWERPOINT presentation will summarize activities to date and pre-sent Amendment 5. See 5 below.

4. Background: Please refer to pp 2, CCL February 2016 newsletter. If tossed, please visit www.croatanbeach.org The CCL discussion, that time frame, was overly focused on residential size. Croatan had only scant interest.

The current debate could very easily impact nonfamily gatherings not currently governed by The Special Events Ordinance.

5. Proposed Draft Ordinance: 23 June the commission passed a 4 page proposed draft City Ordinance, Draft Amendment 5. This draft is more restrictive than those presently existing in regard to Event Houses and activi-ties therein. The draft proposes to amend Chapter 4, City Code by adding new sections 4-85 to 4-90, defining event facilities and setting forth regulations pertaining to same. Draft 5 is a compromise resulting from staff briefings and input to date from communities, mainly Sandbridge. The proposed draft ordinance is too large to include in this newsletter. Note #1 --- Spring Fling is governed by the Special Events Ordinance. I do not see that changing. Nor do I see the

current Commission mission impacting Spring Fling……… as long as Spring Fling continues on the present path with

the same parameters as at present. To view existing Special Events Ordinance: Refer to City Code Section 4-1.

Note #3 -----What happens to Draft 5 following the July meetings? Public comments will be reviewed at public COM

meetings, adjustments as needed incorporated, a final draft developed and forwarded to City Council. ONLY City

Council action can implement/approve City Ordinances and amendments thereto. The Com can only recommend

such action.

CVB -The Public’s Beach Park at Croatan: Continues to be worrisome. Refer to Mike Kelly’s comments.
