The project is one of the noblest and largest services of our fraternity and sorority that your Alumni Association had faithfully supported in the successful missions that we had in the past and it is a great feeling to have you on board again. In this regard, I would like to solicit your Association’s support to the cause by giving monetary contributions to be used in this mission. All funds collected will be used to buy medicines, vitamins and other supplies; food and logistics needed to feed all doctors, dentists, nurses and other participants and other monetary support to help the other aspects of the project. We have only about 120 days left and there is urgency to the matter. 2007 INTERNATIONAL HUMANITARIAN MEDICAL,DENTAL AND OPTICAL MISSION

It is a privilege for me to formally communicate with you regarding ACNA’s forthcom-ing 6th International Humanitarian Medical, Dental and Optical Mission in the Philippineson May 1, 2007 in the town of Amadeo, Cavite and nearby Tagaytay City. The missionfeatures the following:1. Operation Tule (Circumcision)2. Operation Bukol (Removal of minor cysts)3. Operation Bulate (Deworming)4. Operation Bunot (Dental)5. ACNA held the induction ceremony of its new set of officers for 2007-2008 at theCrowne Plaza, Foster City, on January 20, 2007, led by its President Lester Arevalo. Theevent was hosted by Rico Javier’s SFSV AA, which celebrated its Induction Ball andFounding Anniversary. Also sworn in that night were the new sets of Officers andDirectors of the Librado I. PRESIDENT’S MESSAGEDear Brothers and Sisters in North America, March is around the corner and two months of my two-year term shall have passed. My objective in serving you asPresident of ACNA is to give you what you deserve as APOmembers, to explore all opportunities for service and toimplement them with all due diligence. My objective, as itwere, is to run on all cylinders – keep us all busy, utilize our

vast reserve of creativeness and achieve something positive. In short, my vision forACNA is to move forward, to progress rather than to be stagnant. It is therefore my sincere desire for ACNA to have open lines of communicationwith all its members – no idea is wrong or unimportant, we welcome them all. In the meantime, we need to buckle down to work. One project that we shouldfocus on right now is to gather as much donations as we can for our medical dentalhumanitarian service in Amadeo, Cavite on the occasion of the national conventionin Tagaytay City, May 3 - 6, 2007. The International Humanitarian Medical, Optical,and Dental Mission will be on May 1st, 2007, headed by our 1st Vice President, ArtLibot. We will also co-sponsor projects such as KAMPOSING and APO LEADERS(training seminars) that will be conducted during the national convention in Tagaytay. Another project is the exploration of our integration as a part of and a partner toAPO Philippines. I exhort everyone to have an open mind about the regionalizationof APO in this part of the world. ACNA, whether we like it or not, will be a substantialplayer in this effort. We can strike a healthy balance between our freedom ofassociation and of our duties to the larger organization of APO. It is not an either/orissue because we can never talk of one organization without the other. The soonerwe realize this, the better for our – ACNA’s and APO’s - organizational health. We will also engage in fundraising projects. A strong organization, like anymachinery, needs fuel to run and it can only go so far as the amount of fuel it has inits tanks. Funds are the fuel that enable us to render service, maintain administrativeoperations, support worthy causes and help alleviate emergent needs. I thereforeexhort everybody to start thinking of fundraising projects that can either be on anACNA-wide or on a local scale, complete with detailed mechanisms and strategies,as well as budgets and timetables. Finally, we need to professionalize our ways of conducting business. Prior toany meetings, we need to receive, collate, classify and prioritize ideas forimplementation. We need to be able to disseminate these ideas widely. Most of all,we need a clear vision of the big picture that we want ACNA to achieve at least forthe next two years. My short, medium and long term vision as stated in my platformof government is just a framework within which to work our collective will. In the immediate term, we need to reorganize in accordance with APO’s CBL. In the short term (2-3 years), we need to establish procedures to support ongoingprograms of ACNA in coordination with North American and Philippine AAs as wellas support individual AA programs through appointment of committees dedicatedto promoting and implementing authorized activities. Invite all existing AAs (includingnon-member AAs) within the North American Region to interact with ACNA on acontinuing basis especially on matters of common interest. Making them membersof ACNA would be the ideal goal. In the longer term (5 years), we need to establish ACNA as an encompassingregion that includes all AA’s for professional, social, cultural and economic growthto support the general objectives of APO. As a continuing goal, we need to maintain ACNA as an active partner of APOPhilippines in pursuit of leadership, friendship and service. To this end, we need toestablish the framework to make this a continuing goal through dedicated fundingbased on specific and achievable goals administered by non-partisan and professionalorganizational entities overseen by APO professionals familiar with these issues. The Alpha Phi Omega (Phils.) District of Columbia AlumniAssociation, Inc. (APODCAA) held its 3rd Induction Ball lastJanuary 13, 2007 at Best Western Hotel in Tysons Corner,Virginia. The occasion was graced by the PhilippineAmbassador to United States, Ambassador Willy Gaa whospoke about the valuable services rendered by APODCAAmembers to the Philippine Embassy and to the FilipinoCommunity in the Washington DC area.

Bro. Lester Arevalo, ACNA President inducted theAPODCAA newly elected officers and board of directors headedby Bro Ding Gomez, President and Bro Anthony Busog, 1st

Vice President. In his message, Bro Lester Arevalo said thatthe continuing challenge for APO ACNA is to stay united despitethe seemingly insurmountable differences amongst APObrothers and sisters. He also emphasized to turn the diversitycharacter of the fraternity to strength and for the members toput the interest of the fraternity above personal interests in thepursuit of the principles and ideals of Alpha Phi Omega.

APO brothers and sisters from New York, New Jerseyand Delaware headed by Bro Ruben Laygo, the president ofAPOGNY also attended the undertaking. Wives, husbands,family members and friends of APODCAA were also presentto witness the swearing in of the new officers and to enjoy thefellowship and dancing. APO pins were also given to APODCAAmembers and visiting brods and sisters. The ceremony washighlighted by the 12 candle-bearing children symbolizing the12 Jewels of Scout Law.

As usual, The APO 81st founding Anniversary celebration inHouston, Texas was a total blast. After our guest priest, Fr. VincentSaavedra, who was a grade school classmate of our IncomingPresident, blessed the food, a slide show was presented displayingall the photos of service projects & fellowships during thedevelopmental year 2005-2006, while the brethren & guestspartake of the delicious food ( buffet style). The formal program was started with Sister Cynthia Lopez,Delta Omega (APO USA) giving her own rendition of the StarSpangled Banner. Then it was followed by the singing of theLupang Hinirang ( Phil. Natl Anthem), led by yours truly, Bro.Leo Baltazar, Pi. After that, Fr. Vincent Saavedra ( Disciplesof Hope) gave a very nice invocation, praising APO and itsmission as an organization composed of individuals that arecommitted to peace and service. Then, the outgoing President, Bro. Jun Tapay, Pi , afterrequesting a moment of silence for our recently departed brotherGonz Guzon, Delta, gave his welcome address and also citedall the past Presidents of APO Metro Houston for theircontributions to the welfare of the organization and subsequentlygiving them plaques of appreciation. Plaques of appreciationwere also given to Sister Cynthia Lopez, Delta Omega(APOUSA) and to Bro. Gordon Nolasco, Theta, for their outstandingcontribution to the alumni association. The coveted Service award was given to Bro. ArthurMedina, Gamma Eta. The Friendship Award was given to both,Bros. Cris Manzano, Epsilon Nu & Rainier Habervo, GammaEta. and the Leadership award was given to yours truly, Bro.Leo Baltazar, Pi. Then, I introduced our inspirational speaker, Bro. FrancisBui, Alpha Gamma Zeta ( APO USA) who gave us a very niceperspective on our cardinal principles of Leadership, Friendship& Service. Then, Bro. Dan Maines, Beta, current ARNA RAD & PastACNA President, inducted the incoming officers of APO MetroHouston. Then, closing remarks was given by our new APO MHPresident, Bro. Veny Velena, Beta, with a plea to help ourfellowmen in the Bicol region, who were victims of the recentsuper typhoon. ( Bro. Sohrab Sardual, Gamma, collected thedonations after wards) The formal program was concluded with the singing of ourAPO Toast song. Singing, dancing and parlor games followed afterwards. It started with the “ Plunger & Toilet paper game” whichwas won by Sister Cynthia Lopez, Delta Omega ( APO USA)& a brother from Alpha Gamma Zeta (APO USA). The trip toJerusalem “ Banana Style” was won by Cristy Baltazar & Bro.Jayton Bucoy, Omega.

Not to be outdone were the APO kids with their “ APO isthe best - belting contest” which was won by Elma Laciste. TheAPO MH Dance Idol Contest was won by Jody Sabino. Of course the party would not be as enjoyable without theCha-cha dance, Macarena, Swing dance and etc. Then, the APO MH Band played the rest of the night withguest singers ( Sister Edna Alvarenga, Delta Omega& Sister Sophie Im, Delta Omega ) & guest drummer ( BrotherViney Varughese, Delta Omega ) all from APO USA.

The Celebration ended around 4 am with another APOToast Song, this time the Delta Omega version. Thank you to all who made this celebration a success,and thank you to all the brethren from Delta Omega, AlphaGamma Zeta, Sigma Pi And Alpha Gamma Omega for gracingthis momentous occassion. APO-San Diego Launches Maiden Project

Charity begins at home. This is the mantra ofthe newly-elected president, Bro. Carlos”Caloy”Ebalo, of the APO-Alumni Association of SanDiego, CA (APO-A ASD) .

The thrust of his presidency is geared towardsdonating a portion of our stateside blessings andgiving it back to the motherland, the Philippines,

in the form of educational aid and humanitarian relief..

During the 13th APO-AASD Anniversary and Induction ofOfficers for 2007-2008 on December 9, 2006 , Bro. Caloy(AlphaChapter ‘78-B) announced his flagship project: the APO-AASDScholarship Program. The aim of this program is to financially supportscholastically outstanding but poor students from grade schooland high school and, eventually, through college.

The first scholarship beneficiary is a 7-year old Grade 2 student,Keren Lois Casidsid, of the Christianhood Learning School inDasmarinas, Cavite . Keren is the daughter of Cavitenos, Roy andElsa Casidsid.

APO -AASD Secretary, Bro. Alex Nuestro(Delta Xi Chapter ‘87),and Program Coordinator, Bro. Edwin Apostol(Zeta DeltaChapter‘81-A), manage the fledgling program that is projected toexpand to include high school and college students in years tocome.

Alpha Phi Omega Phils. Inc. recently donated P200,000.00 toGawad Kalinga for the construction of a health center in St IgnatiusGK Village in Liloan, Leyte. The health center will benefit the victims of the Guinsaugonlandslide. Funds for the project were generously provided by theAPO Alumni Council of North America (APO-ACNA). Groundbreaking of the site will be on March 1, 2007. Manpowerfor the construction of the Center will be provided by APO-South-ern Leyte. Erase the Waste fueled by APOGLA

Answering to GLA’s call for a worthwhile monthly serviceand to foster solidarity, members and their families led by Bro.Mark “Wangbu” Guerrero and Sis.Michelle Monasterio held aclean-up service at the Ballona Wetlands in Playa del Rey onFebruary 10, 2007 in an effort to help preserve the ecosystem.(Dubbed as the “blue people” by LA Work organizers.)

This is a Christmas Dinner given for the teenagers (criminals)who are in custody in the Burnaby Youth Detention Centre.

This Christmas dinner is being organized by Ms. EvelynFlorendo for almost 24 years now . She will solicit from sponsor,cooks, buy individual presents for the teenagers , find guestspeakers and most of all find volunteers to help her out serve thefood for this Christmas Dinner. For some of this Kid, this is theonly Christmas Dinner and Christmas present they will received.

The Alpha Phi Omega International Alumni Association ofBritish Columbia hosted a Valentine’s Party in Renfrew ParkCommunity Centre in Vancouver last February 10, 2007.

The dinner and dance was successfull . There were 220people that party all night. Brothers and Sisters donatedgifts for the door prizes. A 50/50 draw was a hit.

INCORPORATION Cesar Garingan reported that the Council’s application for in-corporation in Nevada did not go through because of some techni-cal errors. Patrick Afan was tasked to follow up on the incorporationand to report on the status of the same at the next Council Meeting.We still encountered difficulties in obtaining paperworks from theNevada office, which made it difficult to fix the problem. ACNA 1st VP Lester Arevalo with permission from ACNA Presi-dent Cesar Garingan found another way to Incorporate ACNA inanother State.Ruffy Ignacio assisted in Incorporating ACNA in theState of Washignton.

Council Resolution No. 2006-03: Whereas, ACNA holds its election of officers coincident with theBiennial Convention. Whereas, the proper endorsement of candidates has been a criti-cal issue every election and had caused controversies system-wide,especially for members with dual affiliation where these controver-sies tend to create divisiveness among the General Membership. Resolved therefore, as it is hereby resolved, that in the interest ofpromoting cohesiveness, cooperation, and solidarity, endorsementsof ACNA candidates in biennial conventions shall be by the motheralumni associations of said candidates. For members with dual affili-ations, the mother alumni associations shall be the alumni associa-tions where said members have their residences or domiciles. Resolved further, as it is hereby further resolved, that for pur-poses of definitions, the mother alumni association of a candidatefor elective position in ACNA shall be where the candidate is domi-ciled or where he has his permanent or official residence.

COUNCIL RESOLUTION NO. 2006-07: Whereas, ACNA Resolution 004-001 known as the “VancouverResolution”, ratified on September 4, 2004 in British Columbia,Canada, caused confusion amongst brethren, both here and abroad.Wherefore, it is hereby resolved that the Vancouver Resolution isrescinded. Ed Santos of AA Toronto raised the issue of the definition ofAssociate Member as defined in the APO Philippines CBL. He fur-ther informed the body that all members of Toronto warned every-one that the recruitment of Associate Members had been abused byother associations so that there are more associate members thanregular members. These associate members also were given the rightto vote and hold positions in the said association. He urged the helpof the ACNA Council to put a stop this and that Toronto furthersought the help of ACNA to bring this up to the National ExecutiveBoard in Manila and included in the agenda of the Tagaytay Bien-nial Convention next year. President Pete Romero of Toronto also informed the body thatthey have sent a letter of protest on this regard and that they hadalready received a reply from COME Chairman Boy Lopez to studythe matter. At this point, Jun Laset suggested that Toronto should movespeedily on this by writing the Reference Committee in Manila toimmediately consider its proposal and be included in the agenda forthe next Biennial Convention in Tagaytay City. Mel Adriano, Regional Director of the National Capital Region inMetro Manila spoke on the process of amending the APO Philip-pines CBL by writing the Reference Committee headed by Chairper-son Celia Valdez who is coming to the United States. The GLA Proposal on the definition of “Mother Association”had been tabled for the next Council Meeting. The Committee wasenjoined to study further the proposal because of technicalities thatwere brought to the attention of the Committee. The President delivered his State of the Council Address. Hemade his vow to vigorously pursue a strong and unified ACNAbecause he believed that to be an instrument of change and progress,we need to be of one mind and act as one to maximize our strength,our manpower and our resources. As part of his campaign promises,he exerted all his effort to define ACNA’s relevance under APOPhilippines and that ACNA will be functioning as it has in the pastwithout restrictions or undue influence from APO Philippines, withour own resources of revenue which we can disburse as we see it fitand our own programs and activities in the pursuit of our avowedtenets of Leadership, Friendship and Service. He further said thatour ties with APO Philippines is not a restricting influence but apositive challenge and a partner in progress and in service. Hedeclared that we have added another milestone to our being and thepath we have taken was not an easy one but we have to continue toendure for as long as we united and believe in ourselves and thenobility of our purpose.

Ogie Bayaswill conduct earlier (at least 2 weeks before) pre-screening of pa-tients and get list of possible patients in order to have a more effec-tive and efficient system of delivering service. The budget amounting to Pesos250,000.00 was presented to thecommittee and will be provided by APO ACNA. The proposed bud-get will cover medicines, surgical supplies, dental supplies, foodand drinks for the volunteers, t-shirts for the volunteers, awardsand certificates, advertising materials, transportation and others asneeded. It was requested that said amount be provided to APOPhilippines as early as possible. I advised everyone that althoughthe said amount is agreed in principle, it will still be subject to theapproval of the ACNA Board on its 1st Quarterly Council Meetingin Chicago on March 30-April 1. The Organizing Committee assured the body that everything is readyduring the Mission Day inclusive of availability of volunteers courtesy ofAPO MAFI and APO DAP, pre-registration by resident brothers and sis-ters, preparation of food and drinks courtesy of APO Tagaytay, marshallsand security by APO Alumni of Sigma Chapter, packing of used clothes andstuff toys by Sis. Sallie Licauco and fellowship and socials by Bro. DavyFlaminiano of APO Tagaytay. It was pointed out that constant communication be maintainedamong Bro. Ogie Bayas, Bro. Mel Adriano, Bro. Ernie Alcanzare andBro. Art F. Libot. I took the opportunity to thank Bro. Mel Adriano, Bro. Jimmy DeCastro and Bro. Los Angeles, California on September 2-3, 2006PART I - CONVENTION OPENING CEREMONIES Art Rivera, Moderator, of the host association formallyopened the 8th Biennial Convention and 4th Quarterly CouncilMeeting for the administrative term 2005-2006. Toti Ayo delivered the invocation with prayers asking theguidance of the Divine Providence to make the Council Meeting asuccessful and fruitful one and ask for strength and determinationto continue building a strong foundation for every AlumniAssociation with the support of our friends and families, ACNA ishere to stay and will take care of itself. Art Libot, ACNA Secretary, introduced the different AlumniAssociations and delegates and acknowledge the presence ofdistinguished guests and friends. Francis Franco, Convention Chairman, delivered the welcomeaddress and he hopes that everyone will make the most excitingexperience during the 3-day convention. He urge everyone to commitand conduct ourselves in a manner worthy of designationsdetermined to walkout of the hall filling accomplished and gratefulfor the opportunity, precious time and resources of the Convention. Ferdie Yambot, President of Greater Los Angeles, thankedeveryone for his/her presence and promised to instill the greatestsense of social consciousness and social justice to enrich, tonourish and to sustain each other. Mel Adriano, Regional Director of the National Capital Regionfrom the Philippines addressed the delegates. He informed everyonethat he is the representative of the National Council in thePhilippines and reiterate the importance of this year’s ACNAConvention. He also showed power point presentations about manyactivities and projects in the Philippines. He gave an abbreviated version of theParliamentary Procedure and the House Rules. The CouncilPresident is the Meeting Chair and Allen Wong is theParliamentarian to help maintain a smooth flow of discussionsand/or presentations of motions during the meeting. He alsoaffirmed the appointment of Vic Ronan as Parliamentarian atthe floor to help in the order of business.

spoke on the process of amending the APO Philippines CBL bywriting the Reference Committee headed by Chairperson Celia Valdezwho is coming to the United States.3. The GLA Proposal on the definition of “Mother Association”had been tabled for the next Council Meeting. The Committee wasenjoined to study further the proposal because of technicalitiesthat were brought to the attention of the Committee.g) The President delivered his State of the Council Address. Hemade his vow to vigorously pursue a strong and unified ACNAbecause he believed that to be an instrument of change and progress,we need to be of one mind and act as one to maximize our strength,our manpower and our resources. As part of his campaign promises,he exerted all his effort to define ACNA’s relevance under APOPhilippines and that ACNA will be functioning as it has in the pastwithout restrictions or undue influence from APO Philippines, withour own resources of revenue which we can disburse as we see it fitand our own programs and activities in the pursuit of our avowedtenets of Leadership, Friendship and Service. He further said thatour ties with APO Philippines is not a restricting influence but apositive challenge and a partner in progress and in service. Hedeclared that we have added another milestone to our being andthe path we have taken was not an easy one but we have to continueto endure for as long as we united and believe in ourselves and thenobility of our purpose. In closing, he thanked the tremendous performance andcooperation of the Executive Officers and the Board of Directorsfor a job well done. He also gave his highest commendation to theAlumni Association of greater Los Angeles for hosting the 8th

Biennial Convention and he hoped that such fantastic preparationbe duplicated in future conventions. President Cesar Garingan was given a standing ovation by thedelegates after his address.h) The President reported on the financial standing (See attachment)of the Council in lieu of Bong Manuel, Treasurer, who was absent.i) Other Matters1. The Secretary introduced the President to present the Charter tothe newest member of the Council, Alumni Association ofMississauga, Ontario, Canada. The Presiding Officer called onPresident Ed Failanga and the members of AA of Mississauga tocome forward and accept the Charter. It was an emotional ceremonythat was witnessed by the members of the Board, the ExecutiveOfficers and the Delegates. He further thanked the AA ofMississauga on the way they have performed and carried out theobligation to fulfill the requirements of a member association asembodied in the provisions of Article 5 of ACNA CBL. He wishedthem success in carrying on the tradition. Ed Failanga thanked everyone for embracing them in theCouncil and assured everyone that AA of Mississauga will continueto carry out the ideals and visions of the Council and will alwayscooperate in every way possible to see the success in the future.2. The Secretary, on behalf of the Council, accepted the Applicationfor Membership of the Alumni Association of Central Valley,Stockton, California from Mel Gonzales complete with thedocuments and application fee of $50.00.There being no other business to discuss, and upon motion dulymade and seconded, the meeting was temporarily adjournedtentatively at 5:00 PM.PART III - BIDDING OF THE VENUES FOR THE 9TH BIENNIALCONVENTION AND THE QUARTERLY COUNCIL MEETINGS

The venue for the 9th ACNA Biennial Convention was won bythe Alumni Association of Toronto over the Alumni Association ofWashington, DC on a very hotly contested selection.2. 1st Quarterly Council Meeting to be hosted by AlumniAssociation of Chicago (Midwest)3. 2nd Quarterly Council Meeting to be hosted by APOAA ofBritish Columbia4. 3rd Quarterly Council Meeting to be hosted by AlumniAssociation of San Diego5. 4th Quarterly Council Meeting to be hosted by Alumni Councilof TorontoPART IV - COMELEC PROCEEDINGS1. President Cesar Garingan relinquished the Chair to COMELECChairman Erwin Carracedo.2. The COMELEC Chairman discussed the rules and electionprocedures.
