The Council acknowledges the vision of Colonel William Light in determining the site for Adelaide and the design of
the City with its six (6) squares and surrounding belt of continuous Park Lands which is recognised on the National
Heritage List as one of the greatest examples of Australia’s planning heritage.

▪ The City of Adelaide has entered into a Funding Deed with the South Australian Government as part of the City Bikeways Project. The
Funding Deed includes $5.5m to construct the East-West Bikeway between West Terrace and Dequetteville Terrace.

IMPLICATION COMMENT:
Policy
Smart Move Interim Action Plan 2016-18: Action 4.2 City Bikeways Project: Deliver an East-West bikeway
route.
Carbon Neutral Adelaide Action Plan 2016-2021: Action 2.8.1 Establish a cycling infrastructure fund and
develop a comprehensive and integrated network of bicycle ways that connect Adelaide, North Adelaide
and surrounding suburbs to provide safe and convenient access to workplaces, services, shops, leisure
activities and bus, train and tram services.
Strategic Plan: Liveable – Plan and deliver priority walking and cycling routes throughout and beyond the
City and Park Lands, including provision of East-West and North-South cycleways and connections.
Consultation
Engagement has been undertaken with the community on general bikeway typologies and design ideas.
No specific consultation has been undertaken yet for the East-West Bikeway.
It is Council policy to consult with adjacent owners/occupiers in relation to changes to on-street parking.
Legislation requires that Council consults with the community in relation to new street tree planting.
Resource $5.5m joint CoA and State Government funding as part of the City Bikeways Funding Deed.
Risk / Legal / Legislative
There is a risk that the required changes to traffic and parking arrangements will cause concern to some
members of the community.
Legislation requires that we consult with the community in relation to new street tree planting.
Opportunities
There are opportunities to enhance the street environment (trees, landscaping, footpath, lighting etc.) to
complement the bikeway.
There are opportunities to reduce the crash rate and improve road safety outcomes.

▪ The City of Adelaide has entered into a Funding Deed with the State Government as part of the City Bikeways project. The Funding Deed
includes three projects – North-South Bikeway, East-West Bikeway and a Point-to-Point City Bike Share Scheme.
▪ The Funding Deed includes $5.5m for the design and construction of an East-West Bikeway through the city from West Terrace to
Dequetteville Terrace.
▪ A report presented to Council on 26 July 2016 identified three route options for the East-West Bikeway – Pirie-Waymouth streets, Flinders-
Franklin streets and Wakefield-Grote streets.
▪ A comprehensive assessment of each of these three route options has been undertaken to inform the route selection.

day) would be redesigned and reconstructed to
accommodate the bikeway, with some impacts.

where off-peak only parking is provided would need to
be negotiated as required.

RIVERBANK
Construction of a bikeway provides the opportunity to
improve connectivity between Bentham and Pitt streets
(on the M2R link) via the ‘dogleg’ on Franklin Street.
Construction of a bikeway will provide the opportunity to
improve the connectivity on the M2R link between Pitt
Street and the Central Market.
VICTORIA SQUARE
The full Victoria Square Masterplan, if implemented,
would not allow bike riders to ride directly along the
corridor without travelling around the square.
Major events that close the centre of Victoria Square
(Reconciliation Plaza) will impact on bikeway access.
HERITAGE
There are various existing sections of heritage kerbing
(including granite, slate and bluestone) that will need to
be considered and preserved during design and
construction.

Positives
Provides a low-stress and comfortable experience for people riding
bikes by:
▪ providing a route that is closer to where people want to go
▪ has fewer interactions with motor traffic and bus passengers
▪ better connects to low-stress bike routes in the inner-suburbs,
particularly to the east
▪ provision of a wider bikeway for most of the route
Significant potential for:
▪ improved safety for all street users
▪ future commercial/residential development along the route
▪ increasing trees and landscaping
▪ creating a more consistent experience for people driving cars
The generous street width would allow the bikeway to be
installed whilst retaining the median and two traffic lanes
in each direction and parallel parking at all times.
Significant potential for increasing the number of trees
and landscaping.
Negatives
Will have impacts to on-street parking by:
▪ changing all angle parking to parallel parking
▪ providing parking during off-peak times only on some sections
Is likely to have impacts to existing on-street dining areas
Is likely to impact on some existing uncontrolled right turn accesses
to/from Flinders-Franklin streets
Provides a lower level of service for bike riders due to:
▪ delays waiting for passengers boarding/alighting at bus
stops
▪ a route that is further from most of the places that they
want to go, in particular workplaces and shopping.
Will have impacts to on-street parking by changing all
angle parking to parallel parking.
Requires 5,000 bus passengers a day to interact with the
bike riders, creating more potential for conflicts between
these user groups.
Based on this analysis the Flinders-Franklin corridor would provide a lower stress and more comfortable experience for bike riders which better
connects to established and developing bike routes in inner-suburbs. It would have a lower impact on motor vehicle traffic and bus passengers
and there are significant opportunities to improve safety and streetscape outcomes.

It is the recommendation of the Chief Executive Officer that the public be excluded from this Committee meeting

Local Government Act 1999 (SA), this meeting of The Committee dated 5/9/2017 resolves that it is necessary
and appropriate to act in a meeting closed to the public as the consideration of Item 9.1 [Ten Gigabit
Adelaide Update] listed on the Agenda in a meeting open to the public would on balance be contrary to the
public interest.
Grounds and Basis
This Item contains commercial information of a confidential nature (not being a trade secret) the disclosure of
which could reasonably be expected to confer a commercial advantage on a person with whom the council is
conducting business, prejudice the commercial position of the council and prejudice the commercial position
of the person who supplied the information and confer a commercial advantage to a third party.
Public Interest
The Council is satisfied that the principle that the meeting be conducted in a place open to the public has
been outweighed in the circumstances because the disclosure of this information will result in release of
information which is ‘commercial in confidence’.
2. Pursuant to s 90(2) of the Local Government Act 1999 (SA), this meeting of The Committee dated 5/9/2017

This report includes commercially confidential information provided by the Department of Planning, Transport
and Infrastructure (DPTI) in relation to the development of the O-Bahn City Access Project - Bus Stop
Changes. This confidential information relates to costs and timeframes including the construction schedule of
the Project which may have commercial implications to stakeholders. This information and the concept plans
have been provided to Council in confidence by The Department of Planning Transport and Infrastructure
who have requested that this information remain confidential.
Public Interest
The Committee is satisfied that the principle that the meeting be conducted in a place open to the public has
been outweighed in the circumstances because the disclosure of this information may result in release of
information prior to the finalisation of ‘commercial in confidence’ negotiations between the proponent and
their suppliers and may materially and adversely affect the financial viability of the proponent in relation to
contract negotiations which on balance would be contrary to the public interest.

2. Pursuant to s 90(2) of the Local Government Act 1999 (SA), this meeting of The Committee dated 5/9/2017
orders that the public (with the exception of members of Corporation staff who are hereby permitted to
remain) be excluded from this meeting to enable this meeting to receive, discuss or consider in confidence
Item 10.1 [O-Bahn City Access Project - Bus Stop Changes] listed in the Agenda, on the grounds that such
item of business, contains information and matters of a kind referred to in s 90(3) (j) of the Act.
DISCUSSION
1. s 90(1) of the Local Government Act 1999 (SA), directs that a meeting of Council Committee must be
conducted in a place open to the public.
2. s 90(2) of the Local Government Act 1999 (SA), states that a Council Committee may order that the public be
excluded from attendance at a meeting if the Council Committee considers it to be necessary and
appropriate to act in a meeting closed to the public to receive, discuss or consider in confidence any
information or matter listed in s 90(3).
3. s 90(3) prescribes the information and matters that a Council Committee may order that the public be
excluded from.
4. s 90(4) of the Local Government Act 1999 (SA), advises that in considering whether an order should be made
under s 90(2), it is irrelevant that discussion of a matter in public may:
4.1 cause embarrassment to the council or council committee concerned, or to members or employees of
the council; or
4.2 cause a loss of confidence in the council or council committee.’
4.3 involve discussion of a matter that is controversial within the council area; or
4.4 make the council susceptible to adverse criticism.
5. s 90(7) of the Local Government Act 1999 (SA) requires that an order to exclude the public:
5.1 Identify the information and matters (grounds) from s 90(3) of the Local Government Act 1999 (SA)
utilised to request consideration in confidence;
5.2 Identify the basis – how the information falls within the grounds identified and why it is necessary and
appropriate to act in a meeting closed to the public; and
5.3 In addition identify for the following grounds – s 90(3) (b), (d) or (j) - how information open to the
public would be contrary to the public interest.
6. s 87(10) of the Local Government Act 1999 (SA) has been utilised to identify in the Agenda and on the Report
for the meeting, that the following reports are submitted seeking consideration in confidence.
6.1 Information contained in Item 9.1 – Ten Gigabit Adelaide Update:
6.1.1 Is not subject to an Existing Confidentiality Order.
6.1.2 The grounds utilised to request consideration in confidence is s 90(3) (b) & (d)
(b) information the disclosure of which—
(i) could reasonably be expected to confer a commercial advantage on a person
with whom the council is conducting, or proposing to conduct, business, or to
prejudice the commercial position of the council; and
(ii) would, on balance, be contrary to the public interest;
(d) commercial information of a confidential nature (not being a trade secret) the disclosure
of which—

(i) could reasonably be expected to prejudice the commercial position of the person
who supplied the information, or to confer a commercial advantage on a third party;
and
(ii) would, on balance, be contrary to the public interest;
6.2 Information contained in Item 10.1 – O-Bahn City Access Project - Bus Stop Changes:
6.2.1 Is not subject to an Existing Confidentiality Order.
6.2.2 The grounds utilised to request consideration in confidence is s 90(3) (j)
(j) information the disclosure of which—
(i) would divulge information provided on a confidential basis by or to a Minister of
the Crown, or another public authority or official (not being an employee of the
council, or a person engaged by the council); and
(ii) would, on balance, be contrary to the public interest;
