Chris Moise elected new TDSB trustee Voters in Toronto Centre-Rosedale have elected Chris Moise to take the place of the late Sheila Ward as their Toronto District School Board (TDSB) trustee.
The position became vacant when Ward died suddenly in February.
The well-respected former trustee had represented the area since its inception in 1997 and served as TDSB chair from 2003 to 2007.
Moise was voted in on Monday, June 20, earning roughly 36 per cent of the vote. His 2,177 votes were 500 ahead of second-place fi nisher Li Koo.

While Ward left big shoes to fi ll, many feel Moise will ably take on the role.
He earned endorsements from local councillors Pam McConnell and Kristyn Wong-Tam, and ran on a platform that saw him tout the importance of arts education and increased programming and staff for special needs classes, small student-teacher ratios and support for adult education. A longtime resident of Toronto Centre-Rosedale, Moise works as an addiction and mental health councillor at St. Michael’s Hospital and owns a pet supply store in the St. Lawrence Market neighbourhood.

If the public’s opinion is taken into account – and by all indica-tions it will be – the Queen West Central Toronto Community
Health Centre will someday be home to a safe injection site.
Roughly 100 people came out to a meeting Monday, June 20 at the Trinity Community Recreation Centre to hear from Toronto’s Medical Officer of
Health Dr. David McKeown and other experts on the issue.
While support for the concept was not unanimous, those in the audience were overwhelmingly positive about the prospect.
“The evidence is overwhelm-
ing this is good for our neigh-bourhood,” said one resident, to loud applause.
Several others expressed hope Queen West Central would soon house a safe injection site,

For the first time this term of council, municipal politicians in Toronto will be presented with a menu of revenue tools that, if implemented, could help maintain services and build the city over the coming decades.
The report from City Manager Peter Wallace will be debated at the June 28 meeting of Toronto’s Executive Committee — and essen-
tially provides an update to a report outlining various revenue tools con-sidered and rejected by Toronto Council in 2013.
Then, council was considering revenue tools to advise Metrolinx regarding ways to pay for transit expansion. Now, those tools are under consideration to prepare what Wallace has identified as a looming financial wall that the city might come up against as early as 2017.
Mayor John Tory has maintained
that while the city needs to keep property taxes at or below the rate of inflation, it also must consider other ways to bring in money.
The report lays out expectations for 12 possible options – six of which are currently allowed under the City of Toronto Act, and another six that would require provincial approval.Currently-permitted options would include:
n An alcoholic beverage tax rang-ing from one to 10 per cent, which
would raise between $21 million and $151 million a year and could be implemented in a year;
n An entertainment and amuse-ment tax of between one and 10 per cent, raising between $4 million and $35 million, also implementable in a year;
n A return of the vehicle registra-tion tax which was repealed in 2010, between $20 to $100 a year, raising between $18 million and $94 million, and ready to go in six months;
n A parking levy of between $0.50 and $1.50 per spot per day, raising between $171 million and $535 million, to be implemented in 18 months;
n Road pricing of $5 to $20 a day, raising between $89 million and $377 million, to be implemented in 36 months;
n A tobacco tax of between one and 10 per cent, raising between $5 million and $46 million, ready to go in a year.

Drug users also given access to treatment optionsnoting it would lead to a reduction in discarded needles from intravenous drug users who do not have a safe place to inject.
The Queen West Central site is one of three proposed supervised injection sites in the City of Toronto, with others being recommended for Toronto Public Health – The Works at Dundas and Victoria streets and the South Riverdale Community Health Centre.
McKeown pointed out that over-dose deaths have been on the rise in Toronto in recent years, increasing by 77 per cent between 2004 and 2014. Safe injection sites – which include a room in which drug users could be monitored by a nurse – have been shown to reduce that problem.
The sites also help reduce inci-dences of Hepatitis C and HIV, as users are given sterile equipment and allowed to inject in a clean envi-ronment.
“It’s a service delivered by health professionals in a health facility,” McKeown said.
“It’s a service that provides a safer – and drug use is never going to be 100 per cent safe, so we say safer – hygienic, clean environment
where people who are drug users can bring their own drugs and inject them under the supervision of a nurse.”
Importantly, people who use the service are given direct advice and access to treatment options and other
health-care needs and social sup-ports, which is invaluable in helping users fight addiction.
Dr. Carol Strike of the Dalla Lana School of Public Health at the University of Toronto, one of the
authors of an assessment study on supervised injection sites, noted such sites do not lead to increases or increased relapses in terms of drug use or a marked increase in crime in the neighbourhoods in which they are located.
She added that embedding such services in facilities that already offer harm reduction services – the three proposed sites have distributed clean needles for some time – provides the best service.
Queen West Central executive director Angela Robertson said adding a safe injection site to her facility would do more than provide a place for drug users to inject.
“As a community health centre, we work from the perspective that it’s not just sufficient to respond to respond to the clinical health issues, but we also need to respond to the social determinants of health,” she said. “We provide harm reduction throughout the space at our centre where clients can come for services and support.”
She noted education and advocacy would allow clients to access health care, housing, employment and other supports.
“Safe injection sites, we see as a
part of the continuum of services we provide.”
McKeown pointed out that safe injection sites would help boost Toronto’s drug strategy as a whole.
“They’re not a magic bullet – they’re not going to solve all the problems, they’re not going to pre-vent every overdose,” McKeown said.
“However, supervised injection – I have come to believe – is a very important component (of a city-wide drug strategy.)”
In order for safe injection sites to open, the facilities would need to secure an exemption from the federal Controlled Drugs and Substances Act. Results from several community consultations and surveys, along with recommendations from McKeown, will be presented to the Board of Health in July and, if approved, the exemption will be sought this fall.

While top-notch health care is its calling card, Mount Sinai Hospital has taken steps to offer comfort, support and healing benefits in a less clinical way.
The downtown hospital opened its new Hennick Family Wellness Gallery, a quiet, contemplative space adorned with sculptures from internationally renowned Canadian artist Sorel Etrog.
The gallery responds to a grow-ing body of research that shows exposure to art can actually speed the healing process, helping to reduce stress and distract patients from their medical woes.
“What the space does is, it cre-ates a place for reflection and func-tions as an additional vehicle for healing and care,” said Dr. Molyn Leczsz, Sinai Health System’s psy-chiatrist in chief.
“There’s a lot of evidence in scientific literature that shows the benefits of art, and more and more hospitals are moving toward
integrating the arts into the fabric of what they do.”
The gallery will be open to patients, families and staff, and is expected to help them manage stress and pain while taking their minds off the clinical setting in which they are getting treatment. That last benefit is enhanced by views of greenery outside from within the gallery space.
“It gives people a sense of vista and it’s a real contrast to the setting they’re in while they’re in hospital,” Leczsz said.
The gallery was facilitated and supported by long-time Mount Sinai Hospital supporters Jay and Barbara Hennick. Jay Hennick noted that Etrog made the deci-sion to donate many of his works to the hospital prior to his death in 2014.
“Sorel’s inspirational gift was the catalyst to reimagining the entire lobby area of the hospital,” Jay Hennick said.
Barbara Hennick noted the gal-lery “provides a beautiful, tranquil sanctuary for patients and staff where they can enjoy Sorel’s won-derful works, and it gives them a place to escape from the pressures of the hospital.”

Welcome to summer Toronto! It officially arrived on Monday of this week, but judging by our recent hot weather it’s actually been
here for awhile.And is there any better place to be in the summer
than Toronto?We’ve got it all, as you can see by our Summer In
The City feature story in this week’s paper.This coming first weekend of summer sees events
such as the Luminato Festival, Taste of Toronto and the beginning of two weekends of top-level youth soccer action with the Robbie tournament.
The Robbie International Soccer Tournament celebrates its 50th anniversary this year, and it has grown from a small event with a few Scarborough teams in 1967 to what is now the world’s largest youth soccer tournament for charity.
It has raised more than $1.6 million for Cystic Fibrosis Canada
in that time. The 50th version of the Robbie will see in excess of 300 teams playing in the festival (for boys and girls teams ages eight to 12) this weekend, and then the competitive tourney (for boys and girls teams 13 to 18) from July 1 to 3.
And that’s not all. While Pride Month events have been taking place in Toronto throughout June, things really kick into gear this weekend as Pride Week begins.
The week culminates in the Pride Parade July 3, which travels along Church Street from Bloor to Yonge-Dundas Square, but will also include the Trans March July 1 and the Dyke March July 2.
Other large city-wide events in the next few weeks include the Honda Indy, which brings in racers and race fans from around the world, starting July 15. The Indy has been a Toronto tradition since 1986. Also, there’s the Toronto Caribbean Carnival starting July 28 and continuing through to the holiday Monday on Aug. 1. From humble beginnings back in 1967, the carnival has grown to become a massive tourist draw for Toronto.
But not every event this summer is geared to huge crowds and tourists. There’s no end of community festivals set for our city, and whatever neighbour-hood you are in, you will be sure to find something to do this summer in the city.
No better place than Toronto to spend the summer

City boasts a cross-section of events
Next week Mayor John Tory’s Executive Committee sits down for the last time before business at city hall winds down for the summer.
But don’t expect a lazy, hazy meeting. Indeed, the June 28 gathering of Mayor Tory’s cabinet-like com-mittee could be the most important one of the entire term.
On the agenda:• a report revising
upwards the cost of the single-stop Scarborough subway, that also sets the city’s transit-building agenda for the next two decades;
• another one, looking at revenue tools beyond property taxes to pay for things like that transit plan;
• a review of the city’s considerable real estate assets, taken with an eye to maximizing savings and revenues;
• and the implementa-tion of the Tenants First plan, to try and put right the city’s considerable portfolio of public housing.
To put it another way: the Executive Committee will be considering some of the most expensive initia-tives under consideration by Toronto Council this term, at the same meeting as it examines some of the most ambitious measures to pay for those initiatives.
It is not immediately obvious how Mayor Tory and his like-minded Executive Committee members will rise to those two challenges.
So far, balancing ambi-tion and reality has been an ungainly exercise for the team. Tory has been anxious to get down to the business of city-building, slow to get to the business of budget-pruning, and brashly confident in his ability to do both.
His letter of instruction to the budget committee that met this week illus-
trates this perfectly. He has asked the committee to freeze expenditures for 2017, keep property taxes at or below the inflation rate. Efficiencies are to be found, alternate service delivery (contracting out) is to be considered… but ambitious new programs that form the backbone of Tory’s election-platform mandate are sacrosanct: transit and transporta-tion, housing, and poverty reduction.
That mission state-ment leaves very little room to wiggle – but the wiggle-room increases when the two questions of what we want and how we can afford it are asked and answered on different schedules.
The June 28 Executive Committee meeting is a rare confluence, wherein everything is on the table at once.
Do we want to build a massively expensive, mar-ginally useful single-stop subway in Scarborough,
knowing that we will then have to consider raising all kinds of levies and taxes in order to afford it? We do need to repair our public housing, and that while other levels of government might offer some help, we’ll have to put up some share of the cost. How?
Executive Committee members won’t have to answer all those questions immediately. But they will have to start talking about them in the same breath – in a way that until now mainly the mayor’s critics have done, and that the mayor and his support-ers have characterized as simply nay-saying.
At some point, the politics has to stop and the governance has to start. Next week, looking hard at both the dream and the problem, is as good a time as any to begin.

City Planning staff are undertaking a neighbourhood study for the area known as DavisvilleVillage generally bounded by Eglinton Avenue East to the north, Yonge Street to the west,Mount Pleasant Cemetery to the south and Bayview Avenue to the east.
It has been observed that new construction within the lands designated as Neighbourhoodsin the Official Plan commonly takes the form of detached houses with at-grade integralgarages and two levels of living space above. There has been a growing concern that thesenew homes with integral garages and raised first floors are disrupting the traditionalcharacter of the area.
