To address the broad implications of changing logistics landscape for The Warfighter PMs Systems Engineers RMS/L Professionals

To offer 2 modest observations1.Importance of breaking stovepipe barriers2.One problem-solving technique based on

technology

So What? Cannot Continue to Maintain Across-the-Board Superiority Unless Stovepipes Are Broken

Page 5: The Changing Logistics And Sustainment Landscape.Rms.9.16.10

Must prepare now for future and low growth in defense budget (GEN Dunwoody)

Impending pressure to deliver more warfighter capability with no additional money means Need to consolidate core competencies (GEN Dunwoody) (e.g.,

OPCON for DOLs) Pay greater attention to cutting sustainment costs – 60-75% of LCC

(GEN Dunwoody & LTG Pillsbury) DOTMLPF is now officially DOTMLPF-C(ost) (GEN Dunwoody) QDR is a paradigm shift – ready for what and where – forward

maintenance CSA is commissioning study of weapon system acquisition reform

120 day effort Led by GEN (ret.) Wagner and Dr. Gil Decker Use outside experts coupled with senior leader interviews and working groups

Must address excessive O&M growth, incentivize O&S cost reductions, move money “forward” into RDT&E and procurement (Hon. Malcolm Ross O’Neill, ASA(ALT))

5

All are responsible for reducing O&S costs, but ultimate responsibility rests with the PM as Total Life Cycle Systems

“Stovepipes”

Culture •Breaking Stovepipes ultimately means cultural change•Leadership + generational change

Thought Leadership is there – but reach is limited• OSD Product Support Assessment Team & IPTs provide leadership but not permeating lower level organizations quickly enough•DAU modifying curricula, but limits to capacity – although Acquisition CommunityConnection & electronic Defense Acquisition Guide extend reach•Other defense universities can only do so much

Leading DoD Technologies (e.g., CBM+, PHM, Virtual Worlds), But TechnologyThat Can Help With Changing Logistics Landscape is Lagging

Page 7: The Changing Logistics And Sustainment Landscape.Rms.9.16.10

Dissemination of information that would maximize benefit to the Warfighter is difficult to leverage Only partly because of real stovepipes (owning

organizations) – substantial information is available But, Web 2.0 technology promotes stovepipes

“Virtual” resource gaps Cannot effectively leverage resources on web Do not have the ability to truly personalize content

to individuals, groups, organizations and communities

If could leverage all available information in an actionable way for PMs, the Warfighter, and RMS/L professionals could help break both kinds of stovepipes

7

Page 8: The Changing Logistics And Sustainment Landscape.Rms.9.16.10

Enables use of content across existing web sites and resources Breaks “stove pipes” User interaction with all forms of media (e.g., contextual alphanumeric data,

text, video, audio, virtual worlds) across web resources without hyperlinks Uniquely designed for New Media management: what is New

Media? On-demand access to specific content User feedback Creative participation by individuals, groups, organizations, communities –

user-centric interaction -- e.g., virtual worlds Ability to develop or re-purpose content that is personalized for the user Continual content enrichment for particular purposes

Able to build new applications or integrate existing applications for domain specific purposes at relatively low cost

Uses all networks: dialup, broadband, mobile, wireless, broadcast Uses all devices: computers, PDAs, media players, mobile phones,

digital TVs, video game consoles Proven, standards-based platform that can be deployed now

without R&D

From the vantage of RMS/L, DoD is in “crisis” now Even if there is slow real growth in DoD budget If is a real question given Administration’s overall spending and the deficit

Persistent stovepipe barriers threaten ability to maintain across-the-board superiority for the Warfighter

Need to focus on getting the right information to the right people at the right time for prudent decision making

Problem is bigger than organizational stovepipes – it’s information stovepipes

Amount of data and information available on web and in video, audio, and contextual alphanumeric data for RMS/L is overwhelming Cannot possibly be absorbed in its current form Technologies in use reinforce stovepipes

Need to pursue the potential of moving toward Web 3.0 and personalized services for individual, organizations, groups and communities
