The review is a follow-up on the Commission’s 2000 report entitled, “Special Districts: Relics of the Past or Resources for the Future.” CSDA’s Advocacy and Public Affairs Director, Kyle Packham, testified at the Commission’s August 25, 2016 hearing, and will share his insights on the status of the review, the focus of the Commission, and what special districts can do to communicate with the Commission and continue working proactively to demonstrate the value of special districts.

This includes the often unanswered questions regarding use of E-Communication, and retention of and public access to electronic documents. Geoffrey S. Sheldon Geoff is the Chair of the Firm's Public Safety Practice Group and is a member of the Firm's Litigation Practice Group's Executive Committee. Morin Jacob Morin Jacob is the Managing Partner of the firm's San Francisco office, and is a seasoned litigator who handles all facets of defense-side employment litigation, from pre-litigation through jury trial and appeal. Morin represents Liebert Cassidy Whitmore clients on all labor and employment law, primarily

working with Public Safety Departments, and also representing cities, counties, and special districts.

Ralph A. Heim Ralph Heim has been a government relations professional over 40 years; continually bringing success to the clients he serves. After serving as manager of the Sacramento-based West Coast Government Affairs offices of two of the nation’s leading forest product companies, Ralph became a

contract lobbyist in 1983. Ralph is currently a partner with Public Policy Advocates, LLC.

In addition to being recognized as a leading expert on issues relating to special districts, Ralph also specializes in environmental, regulatory, and corporate tax issues.

Ralph’s work ethic and extensive experience in the private sector and as a contract lobbyist has given him the reputation as a dignified and knowledgeable lobbyist. He is often called upon by legislative staff, legislators and other lobbyists who need someone they can trust to give them a thorough understanding of an issue. Ralph graduated with honors from California State University, Sacramento and holds a bachelor’s degree and a master’s degree in political science.

Russell W. Noack Russell Noack has more than 30 years’ experience in government affairs, during which he has developed an unsurpassed expertise in workers’ compensation issues. After obtaining his law degree and his admission to the Bar, Russell served as legal counsel and government relations manager for Industrial

Indemnity Company, a major California insurance company. Russell is the Managing Partner of Public Policy Advocates, LLC.

Russell has been a legislative advocate for local government, healthcare and transportation interests. His unique ability to bring people together on controversial issues and achieve his clients’ objectives is exceptional.

Russell received his undergraduate degree from the University of California at Davis and his Juris Doctorate degree from the University Of San Francisco School of Law.

Kyle Packham Kyle Packham joined the California Special Districts Association in 2010. As advocacy and public affairs director, Kyle oversees CSDA’s lobbying, grassroots, and public relations efforts on behalf of its more than 1,000 members, who provide essential local services to millions of Californians.

Before coming to CSDA, Kyle served on staff in the State Capitol, working in both the State Assembly and Senate. Kyle also gained local government experience with Eastern Municipal Water District, where he worked in legislative affairs, among other departments.

Kyle is an alumnus of the Jesse M. Unruh Assembly Fellowship; he possesses a Master of Public Administration degree from the University of Southern California and a Bachelor of Arts degree in Political Science and Speech Communication from Pepperdine University.

Jennifer Jobe Jennifer has thirteen years of experience in insurance and pooling management. She currently serves as the Executive Director to the Fire Agencies Self Insurance System (FASIS), as well as two other statewide Joint Powers Authorities (JPA). Jennifer provides day-to-day direction and assistance to the Board of Directors

and Committees regarding insurance, safety & loss control, claims and other ancillary JPA programs.

Jared H. Kaji Jared H. Kaji is Occu-Med’s Vice President and is chiefly responsible for the Company’s development and operations.

Jared began his career at Occu-Med in 2003, while studying at California State University, Fresno, as an intern working in the Company’s EXAMQA

Department. In this role, Jared's attention to detail, need for efficiency, and passion for nuance furthered the Company’s commitment to Quality and perpetuated a word-of-mouth marketing campaign. As a result, Jared was promoted to the Company’s Director of Business Development in 2006.

Bordan Darm Bordan Darm has been the benefits consultant for the FDAC EBA for the past four years. With more than 25 years of experience in the healthcare market, Bordan has specialized in building and managing JPA and public entity benefit programs. As an account executive for Keenan & Associates, he is responsible

for keeping his clients informed of the ever changing nature of healthcare reform. Bordan obtained his Bachelor of Science degree in Business Administration from the California State University of Hayward (East Bay).

Kristine E. Kwong Kristine Kwong is a partner in the MPG Law Firm's Los Angeles office and advises and counsels clients on a wide range of business, corporate, operational and employment issues, including business counseling, contract negotiation and preparation, restrictive covenant and non-compete agreements,

executive mobility issues, due diligence in connection with mergers and acquisitions, and range of employment matters. She represents both public and private sector entities in retail, manufacturing, finance, healthcare, hospitality, real estate, and charitable and tax-exempt organizations, including religious entities, federally qualified health centers, educational institutions from K-12 districts, colleges to charter schools, and public sector agencies, municipalities, commissions and special districts in both litigation and transactional matters. She has defended single plaintiff and class action wage and hour matters, claims under the Private Attorney General Act, discrimination, harassment, retaliation claims, non-compete, trade secrets, restrictive covenants, as well as business and partnership disputes. Michael Urquides Chief Michael Urquides began his fire service career right after High School in 1987 working three seasons for the California Department of Forestry and Fire Protection. Chief Urquides entered the Volunteer Ranks of Monterey County Regional Fire (formerly Salinas Rural Fire) in 1989. He was promoted to paid

firefighter in 1990, and rose through the ranks of Lieutenant, Captain and Division Chief. He was promoted to Fire Chief in 2006.

Chief Urquides has a Bachelor’s degree in Human Relations, and a Master’s Degree in Public Administration both from Golden Gate University. He is a certified company officer, and chief officer. Chief Urquides has been on a CAL FIRE incident Management Team for over 11 years, currently assigned as a Liaison for Team 5. Chief Urquides is married and has four children; his hobbies are mountain biking and is a project leader for 4-H.

Lauren Michaels Lauren Michaels serves as the Legislative Affairs Manager for the California Police Chiefs Association. In her role, she is charged with determining the association’s legislative platform and ensuring the successful execution of the association’s legislative agenda. She began in her work on medical marijuana in 2014 when CPCA co-sponsored

SB 1262 (Correa) and continued to work in the policy area when CPCA co-sponsored and later supported AB 266 (Bonta/Cooley/Lackey/Jones-Sawyer) in 2015. Her current priorities include the implementation and reconciliation of the Medical Marijuana Regulatory and Safety Act and the Adult Use of Marijuana Act.

Richard Pearce Richard Pearce has more that 35 years of Fire and EMS experience that includes Rural, Suburban and Metropolitan delivery systems in both the public and private sectors.

Richard has served as the Fire Chief of the Tiburon Fire Protection District for 14 years. He is committed to

responsible local governance and fiscal responsibility.

Kristi Kuchwara Kristi Kuchwara is the Human Resources Manager at Chino Valley Fire District, a special district serving the cities of Chino, Chino Hills and unincorporated areas of San Bernardino County.

Kristi’s areas of emphasis include talent management, organizational development, and

employee relations. Kristi also manages recruitment, benefits administration, and risk management. Kristi is passionate about helping Chino Valley Fire District make the most of their resources and talent and most recently has led workshops specializing in performance and development planning.

Over her 19 year tenure with Chino Valley Fire District, Kristi has served in various roles and departments including Finance and Human Resources. She has served as a labor union president and also volunteered as a Community Liaison Officer where she would reach out to members of the community who experienced various tragedies or devastation. Kristi also worked with Make a Child Smile, a children’s charity, facilitating and coordinating events and fundraisers within the Chino Valley.

Kristi studied Organizational Psychology at Concordia University. She is a member of the Society for Human Resources Management and CALPELRA.

Steven Hall Chief Hall was appointed as the Interim Fire Chief for the Central Fire District of Santa Cruz County in October 2016. He transitioned to Central in September 2015 serving as the Assistant Fire Chief bringing over 26 years of experience from the City of Patterson and West Stanislaus Fire District – serving as the Fire Chief

for both the City and District from December 2010 to September 2015.

Chief Hall completed his Associates Degree in Fire Science through Modesto Junior College; his Bachelor’s Degree in Occupational Studies through California State University, Long Beach; and his Master’s Degree in Leadership, with emphasis in Executive Fire Leadership and emergency preparedness through Grand Canyon University, Arizona. A life-long learner, he is currently in his 3rd year of the Executive Fire Officer Program at the National Fire Academy in Emmittsburg, Maryland.

His fire service training and education also includes the following certifications through the California Fire Service Training and Education System: Chief Officer, Fire Instructor, Fire Prevention Officer, Fire Investigator-II, Division/Group Supervisor, Strike Team Leader, SEMS/NIMS Instructor, Emergency Management Specialist, and Hazardous Materials Instructor through the California Specialized Training Institute.

Anne L. Collins Anne L. Collins is a Partner in Lozano Smith's Sacramento office and serves as co-chair of the firm's Facilities & Business Practice Group. She is an experienced litigator, managing complex litigation for special districts with a focus on fire protection districts. Anne's representation is sought in a variety of areas of litigation,

including facilities and business and labor and employment. She has managed several cases through jury trial, drafted and argued numerous motions for summary judgment and successfully argued before the California Court of Appeal for the First District. She is also a frequent speaker for the California Special Districts Association (CSDA) and the Fire Districts Association of California (FDAC).

Stephen Abbott Steve joined the North County Fire Protection District (NCFPD) in 1990, specifically to get in on the ground floor of the County's first alternate ALS delivery system. Working his way through the ranks and becoming a Chief Officer in 2001, he has served as a member of the District's Leadership Team in the

primary capacities of Finance & Human Resources Chief, Fire Marshal, shift Battalion Chief, and Emergency Medical Services Chief. Steve was appointed to Fire Chief in December 2015. He holds an A.S. degree in Fire Science, a B.S. degree in Fire Administration, a Masters in Public Administration, is a graduate of the NFA EFO and IAFC FSEDI programs, and holds CFO designation from CPSE. In 2013 Steve received a Legacy Research Award from the NFA for his applied research project.

Kim Zagaris Kim Zagaris or Chief Z as some call him was appointed as State Fire and Rescue Chief for the State of California the Governor’s Office of Emergency Services (Cal OES) on April 1, 2001. Prior to his appointment, he was the Assistant Fire Chief for Cal OES with assignments in Region II, III, IV and V

since 1987. He started his career as a Comprehensive Employment and Training Act (CETA) seasonal firefighter in 1977 and promoted through the ranks of the local, state and federal fire agencies to the State Fire and Rescue Chief. Chief Zagaris has extensive background in fire service, emergency management, and homeland security which includes working with local, state, federal and international agencies over the last 39 years.

In October of 2016 he was recognized by the California State Fire Association, CSFA Presidents Hall of Fame Aware honoring him for “For Exceptional Contribution”.

Of most importance to Chief Zagaris is his ongoing management of the California Fire and Rescue Mutual Aid System, unwavering representation and commitment to the California Fire Service and his service to the residents of California and our Nation.

Sean Stumbaugh Sean Stumbaugh is a professional services representative for Lexipol. He retired in 2015 after 32 years in the American fire service, serving as battalion chief for the Cosumnes Fire Department in Elk Grove, Calif., as well as the El Dorado Hills (Calif.) Fire Department and the Freedom (Calif.) Fire District.

Sean has a master’s degree in Leadership and Disaster Preparedness from Grand Canyon University, a bachelor’s degree in Fire Science from Columbia Southern University, and an associate degree from Cabrillo College in Fire Protection Technology. In addition to his formal

education, he is a Certified Fire Officer, Chief Officer, and Instructor III in the California State Fire Training certification program. Sean has taught numerous state fire training courses and has been an adjunct professor with Cosumnes River College in Sacramento. Sean is now continuing his career by serving as the volunteer Para-Chaplain for the Daisy Mountain Fire District in New River, Arizona.

Mike Madrid For nearly two decades, Mike Madrid has been changing the outcomes of political campaigns throughout the country. His active involvement in local, state, and federal races has helped him to develop a keen insight into the successful characteristics of winning campaigns.

Mike is a nationally recognized expert on Latino voting trends. He graduated from the Edmund G. Walsh School of Foreign Service at Georgetown University in 1997, where he wrote his senior thesis on Latino politics and the perspective that politicization of emerging Latino voter groups in Southwestern states was unique in American history. The completion of his thesis became the basis for his pioneering work on Latino communications and outreach strategies in California, Texas, Florida and nationwide.

Since 2000, Mike has also developed an expertise in local governments in California. He served as the public affairs director to the League of California Cities and as a strategic adviser to the California Redevelopment Association.

As a partner in the political research, data and consulting firm GrassrootsLab, Madrid has developed new data and analytic approaches to political modeling. Madrid is a fellow at the Unruh Institute for Politics at USC and is a co-director of the Los Angeles / USC Times Poll. In 2013, Madrid was appointed to the Board of Directors of the American Association of Political Consultants (AAPC).
