Modimolle residents declare indefinite strike

Angry Modimolle residents vowed tostrike indefinitely in protest against whatthey deemed to be poor administration bythe Modimolle Local Municipality.

This emerged at Ephraim MogaleStadium at Modimolle on Monday, 22February, where Mayor KgaretjaLekalakala was expected to respond to amemorandum of demands submitted onFriday, 19 February.

The mayor, who was surrounded by aheavy police presence for her protection,was not given the opportunity to addressthe members of the community. Somecitizens displaying #MayorMustFallplacards booed the mayor, and laterwalked out of the jam-packed venue.

Members of the community took to thestreets on Friday, following weeks ofsuffering due to lack of running water.

After long hours singing on the streetsof Phagameng, hundreds of protestors setaside their political differences andproceeded to the nearest town to handover their memorandum to ModimolleMayor Kgaretja Lekalakala.

Holding hands, the protestors wereunfazed as the police Nyala approachedthem from behind.

The singing protestors gave way to theSAPS armoured vehicle.

As the protestors were approaching theJoe Slovo Bridge, police unleashed a stungrenade before firing rubber bullets toscatter the protesters.

The protestors fled in all directions, withonly the bravest confronting the policeand asking “why are you shooting at us,what did we do wrong?”

Further shots were fired and the angryresidents retaliated by throwing stones atthe police vehicles.

Shortly afterwards, Modimolle Station

Commander Lieutenant Colonel IsaacMaila arrived.Lieutenant Colonel Maila addressed the

protestors and both parties agreed thatthe concerned residents would continuetheir march peacefully to hand over thememorandum.The Modimolle central business district

was temporarily shut down, with theprotestors hurling garbage and blockingthe main street, Nelson Mandela Drive,with concrete dustbins.Upon arrival at the municipality the

protestors stood outside while MunicipalManager Sam Bambo addressed themfrom behind the locked gates.The protestors told Bambo to call the

mayor so they could personally handover the memorandum to her.When the mayor eventually arrived she

was escorted by police into the municipalpremises in a K9 unit police vehicle.Among other demands listed on thememorandum that was handed over tothe mayor, residents demanded that the

municipality cancel the debts of allconsumers with immediate effect.Residents claimed that it was unfair for

the municipality to charge them for dirtywater.They also demanded that the

municipality must no longer be a middle-man between Eskom and the end user,and stated that they wanted to buydirectly from the public utility.After accepting the memorandum

Mayor Lekalakala was taken into a Nyalawhich sped away from the scene.Some of the protestors who were

injured during the shooting went to theModimolle Police Station to lay charges.Police spokesperson Warrant Officer

James Findlay confirmed that three casesof assault with intent to do grievousbodily harm have been opened.The situation was still tense on

Schools across Modimolle were closedfor the day, and the police prevented theprotestors from entering the town with theuse of rubber bullets and what appearedto be tear gas.

A building previously occupied by theModimolle Public Order Policing Services,and the municipal satellite offices werealso torched.

In a separate but related incident aprivate vehicle belonging to a police

constable was also damaged.Several people sustained injuries from

rubber bullets after the police took controlof the area with armoured vehicles.

Residents alleged that police officersforced their way into private residencesand fired rubber bullets at the inhabitantswhile searching for fleeing protestors.

The EFF was summoned to Modimolleby community members who soughtpolitical intervention to help free thosearrested in the protest, and provincialcoordinator Josie Butane was welcomed

with loud cheers by residents.Butane and community members

attended a meeting in town with seniorgovernment officials and the policemanagement leadership, and weresuccessful in freeing those protesterswho had been arrested, but not yetcharged.Butane said that it was now up to the

residents to press home their demands, asthe EFF had intervened as requested.Member of the Mayoral committee in the

Waterberg Municipality, Sello Molekwa,

said they have engaged in day-longnegotiations to ensure that the request byresidents to free the arrested protestors isrealized.Molekwa said it was not easy to convince

the police to release the arrested citizens.He told members of the community that

the government was always willing to listento their grievances and interveneaccordingly.At the time of going to press the situation

continued tense, with protests expected toproceed well into the rest of the week.

Brothers in courtfor theft frommotor vehicles

Piet Dlamini was denied bail when heappeared before the Bela-Bela Magistrate’sCourt on Monday, 22 February in connectionwith several cases of theft from a motorvehicle.His brother is also believed to have been

involved, and has been taken in forquestioning.According to information received, the pair

is believed to have been involved inincidents that occurred at Bela-Bela, startingin February 2015. The brothers are believedto have been stealing cellphones andpersonal possessions from cars.Constable Frans Sekgobela of the Bela-

Bela Police Department confirmed that thesuspects are believed to operate in parkingareas serving Spar and Shoprite, as well asKretchmar Road, Potgieter Road, and ChrisHani Drive.It is believed that they may have made use

of a device that freezes the remotecontrols of cars, preventing the cars fromlocking as they should.

The scheme works, according toConstable Sekgobela, only because manymotorists do not check that their vehiclehas been properly locked before leaving.

Constable Sekgobela urged car ownersto be extra careful and to remember tocheck their cars before leaving themunattended. Apparently suspects tend toflee if they notice that their targets arealert.

Constable Sekgobela mentioned that theftout of motor vehicles appears to be on theincrease, but also said that the police areworking hard to crack the cases.

Piet Dlamini is said to be planning toenter a guilty plea on 11 March. He toldThe BEAT that he was ashamed of hisactions, and said that he is not proud ofwhat he has done.

His brother is involved in a separate casein Thabazimbi.

Bela-Bela police working hard tobring down car thieves

The police in Bela-Bela are working hard tomake sure that car thieves in the area arebrought to book so that car owners can resteasy. Constable Frans Sekgobela of thelocal police said this during an interviewwith The BEAT recently, followingnumerous incidents that took place at Bela-Bela.He said that more than nine cars have been

stolen in the area in the past three years andthe police are working as a team to crackdown the syndicates. The constable addedthat among the stolen vehicles there are aToyota Tazz and a Bantam that were stolenfrom their parking areas, which police arestill looking for.The suspect, Sello Patrick Sebaiwa

his accomplices have been operating. He isknown as Chase in Bela-Bela, while he isknown as Gunman in Maubane.Sebaiwa told the police that there are a

number of syndicates who operate in thearea. He added that there are those thatspecializes in stealing bakkies and steal themduring the day, while some deal with sedanvehicles only. He also said that most of thesecriminals are not from around Bela-Bela.Constable Sekgobela told The BEAT that

through investigations, the police learnedthat the Bantam was scrapped and its bodyand parts were sold. Investigations led themto a scrapyard in Pretoria, where they foundmost of the parts. He further said that theyalso found tires and rims of the Tazz, whichwere sold to a police officer in Stinkwater anda sound system was found sold to a man inMaubane. The car is still missing but they dohave leads on the case.

Board of Sheriffs has yet to make a decision on Seleka

The South African Board for Sheriffs(SABFS) said that a decision has yet to bemade regarding Bela-Bela Sheriff, DorothySeleka.

On Thursday, 17 December 2015, Selekawas found guilty of stealing a coffeemachine worth more than R30 000. Theincident took place in January 2013.

The complainant, Gerhard Human, saidthat Seleka had previously shown interest inbuying the machine from his businesspremises in Bela-Bela but he rejected themultiple offers. The premises housed threebusinesses; a takeaway shop, an auctionstore, and a pawn shop, all of which wereseparated by one another.

amount of R2 000 by the second day ofeach month in repayment of the attemptedtheft.

The chairperson of the SABFS,Charmaine Mabuza, said that the boardreceived a complaint against Ms Seleka onWednesday, 17 February concerning theissue.

Mabuza said that the Board had contactedSeleka requesting that she provide themwith written comments on the complaint.

“This is in terms of the principles ofnatural justice. We must allow the otherparty to be heard before taking anyadministrative decision which will haveserious repercussions on her livelihood. Herattorneys have responded on her behalfindicating that they have filed leave toappeal the conviction. The application is

being heard next week,” she saidWhen asked how the board feels about the

community’s trust in Seleka being affectedby the case, Mabuza said that sheriffs areofficers of the court and must serve orexecute all documents issued by theircourts.“These include summonses, notices,

warrants and court orders. The sheriff isrequired to be a ‘fit and proper’ person. It isimportant that members of the public, as wellas the legal profession have confidence inthe office of the sheriff,”Mabuza added that the Board will

investigate the matter and “advise theMinister of Justice and ConstitutionalDevelopment accordingly of theirrecommendations”.“The Minister is responsible for the

appointment of sheriffs and the removal orsuspension of a sheriff from office,” she said

“It is important that members of thepublic, as well as the legal profession haveconfidence in the office of the sheriff.”

Ruben Coetzee (29) was sentenced to 18months of correctional supervision onMonday, 22 February, after being found guiltyof attempted theft.Coetzee was arrested following an incident at

one of the local Pep-Stores at Bela Mall inAugust 2015. A complainant in the case who isa cashier at the store told the police that shewas officially on duty on the day of the incidentwhen she saw a suspicious looking young manentering the store. She added that she told oneof her colleagues to attend that specificcustomer while she was busy at the till.She said that the accused rushed out of the

store after a while, pretending to be sufferingfrom stomach aches. She added that a securityguard from a nearby store confronted theaccused and was also told that he was sufferingfrom stomach aches.Police spokesperson Constable Maria Maleto

said that the guard returned the accused to thestore anyway. She added that as soon as theygot into the store, the suspect ran to the shoedisplay, unzipped his overall and took out apair of shoes to the value of an undisclosedamount of money.The accused was arrested immediately and

charged with attempted theft. During hissentencing, the accused was declared unfit topossess a firearm.

Man arrested for alleged strangulation attemptA man from Bela-Bela is facing assaultcharges for allegedly attempting to stranglehis mother.

According to Bela-Bela policespokesperson Maria Maleto, Bela-Belaresident Gladys Maphosa woke up to anoise from her yard in the early morninghours of Saturday, 13 February.

Maleto said that when Maphosa set out toinvestigate the disturbance she realized that

it was her son Steven Seema.“He started kicking around the house

saying he wanted to use the bedroom,”Maleto said.Maphosa told the police that she is afraid

of her son, and did not answer the door.“He was allegedly fighting with some men

in the street and he wanted a knife from hismother so he could continue with the fight.When she refused, he broke down awindow from the front entrance of thehouse, proceeded to her bedroom andchoked her.”

Maleto said that Seema fled the scene butwas traced and arrested by police shortlythereafter.Seema made his court appearance on

Tuesday, 16 February where he refused bail.During court proceedings Seema also

admitted to having previous convictionsagainst him but did not mention what theywere.Seema is expected to appear at the Bela-

Bela Magistrate court on Tuesday, 22 Marchand remains in custody at the Bela-Belapolice station.

In an effort to provide remedial support to the current watercrisis in Modimolle, the Local Municipality has decided to re-drill boreholes at Extension 10 and Extension 5 (Mandela).

Modimolle Mayor Kgaretja Lekalakala told members of thepress during a media briefing held on Wednesday, 17 February,that the municipality is equipping four boreholes with theassistance of Magalies Water, which are due to start operationbefore the end of February.

The municipality also warned that they will be implementingtight water restrictions and rationing.

Water were dispatched to affected areas around Modimolle.According to Mayor Lekalakala, as a short term solution the

municipality has engaged with the Department of Water andSanitation to assist in drilling and equipping more boreholes inall the areas.

The municipality’s long term solutions includes amongothers, the possibility of increasing the Donkerpoort Dam wallfor a bigger capacity.

The mayor made an appeal to the community to continueusing water sparingly.

Modimolle Municipality to re-drill boreholes

Mayor Lekalakala said the municipality had to acknowledgethat the country was affected by a climate change.

“First and foremost we have to acknowledge that thecountry is affected by the climate change. Some parts of theprovince have been declared disaster areas due to drought.The rainfall shortage and high heat temperatures have causedthe system demand to increase by more than 3ml/day (megalitres per day). The current demand from September 2015-February 2016 ranges from 10-12ml/day. The municipality ismostly dependant on surface water and slightly augmentedby boreholes in town. The current level at Donkerpoort Damis 32% and the inlet raw water is pumped by gravity using thebottom last valve. The Klipdrift plant is operated by MagaliesWater which supplies the municipality with 3, 8 – 4, 1 ml/day.The plant is currently operating at its maximum capacity andit is being upgraded now. The plant does record a number ofbreakdowns and power outages which affect the supply toModimolle. The boreholes namely Perdelaagte (Koro Creek)and Abattoir (Industrial) have a combined yield of 0, 8 ml/day. The system is heavily constrained, and the demandexceeds supply by more than 3ml/day. More water is neededto meet the current and future demand”, Mayor Lekalakalastated.

Modimolle Local Municipality Acting Manager for Waterand Sanitation, Thabang Selemela, said the total systemsupply is 9 million litres per day, while the current demand is10-12million litres per day. The shortage is currently sittingat 3 million litres per day, meaning that the water supplied bythe municipality is less than what is needed daily.

The DA in Limpopo has filed a complaint against thegovernment with the South African Human RightsCommission (SAHRC).The DA says this is due to thegovernment’s disregard of the right to clean drinkingwater for the people in the province.DA provincial leader and spokesperson for CorporateGovernance Jacques Smalle, and Beyers Smit, a memberof the National Council of Provinces filed the complainton Monday, 22 February.Smalle said the aim was to probe the quality of water andthe continuing water crisis in several municipalities acrossthe province. He said that it is upsetting that the 2014Blue Drop report found that Limpopo residents aredrinking contaminated water.“According to the report, water authorities and waterservice providers who distribute water to more than 2.7million people are completely disregarding the residents’right of access to clean water, as mandated by theConstitution.As a result of using contaminated water, fetching waterfrom the river and sharing water with animals, Limpoporesidents are now at risk of contracting cholera, diarrheaand other E-coli related diseases caused by drinkingcontaminated water,” said Smalle.The water issue has been a national concern, withresidents from municipalities across the countryexpressing their concerns through their localmunicipalities. In Mookgophong, the local municipality’smanagement practices on the drinking water quality wasfound unacceptable by the Limpopo Department of Waterand Sanitation. This resulted in the municipality seeing adecline from the 20.40% of the 2014 Blue Drop score ascompared to 32% of 2012.Meanwhile in Modimolle, many public service centreshave been forced to leave work early as water scarcitycontinues to be a major problem in the area.

The period of the ANC’s Branch General Meetings(BGMs) has brought nothing but pain to many of theparty’s members and their branches’ leadership by turningviolent instead of proceeding peacefully. This resulted in anumber of cases of political complaints being opened atthe local police station.

About eight cases were opened on Sunday, 21 February,emanating from the party’s gatherings to elect new branchleadership. Four of the cases were malicious damage toproperty, two are those of common assault, and oneassault with intent to do grievous bodily harm. One of theincidents took place at a church in Masakhane, where theparty was meeting. The complainant alleged that she tookthe attendance register and went to her car to sign. A manallegedly followed her to the car and demanded that shehand over the register to him. The complainant alleged thatwhen she refused to do so, the suspect choked her.

Police spokesperson Constable Maria Maleto said that asthat was happening, three other men threw stones at thewoman’s car, damaging it. She added that the value of thedamages could not be disclosed at the time.

All four suspects were traced and arrested for commonassault and malicious damage to property. The suspectsappeared before the Bela-Bela Magistrate’s Court onMonday, 22 February.

“The South African Police Service is against all activitiesthat amount to crime. All political parties are advised toavoid any violent confrontations during their gatheringsand to resolve their conflicts peacefully. They are furtheradvised to avoid insulting and threatening each other,fighting and damaging property.

Anyone who commits crime will be arrested and chargedaccordingly. We are here to give support and work hand inglove with the community at large to prevent any crimefrom occurring. We urge the community to contact usimmediately for assistance in order for peace to prevail,”said Constable Maleto.

Bela-Bela theatre group readyfor National Arts Festival

Stephen Luthuli and PetrusMolekwa, choreographers fromBela-Bela will be taking their teamto the Soweto Theatre for theannual Grahamstown Arts Festivalto be held on Saturday, 26 March.

The two choreographers alongwith their team will be performingfrom the 5th until the 7th of Marchat the Soweto Theatre.

Luthuli, who has been in the artsindustry for some time, said thiswill be their second yearparticipating in the festival.

“We went last year and ourproblem was that we couldn’t takethe whole team because of lack offunds” he said.

He urged those who are able to

assist them to come forward so thatthey can raise

funds and gowith the wholeteam.

“We will be performing a dancecalled “Ngwanyana wa mahube”which, translated, means ‘A Girl ofDawn’,” Said Luthuli.Molekwa, who has released his

motivational debut album, said thatthe dance piece will be about the joyof the Batswana tribe.“These dances show how humble,

powerful and protective Batswanamen are of their society, culture,family and country,” said Molekwa.He further said that their

choreography inspires people tolead a life of good morals and apowerful mind-set.

NGO rehabilitatestroubled youths

Bela-Bela Non-GovernmentOrganization Light of Africahas developed a life skillsprogram which will assisttroublesome youth with socialissues at schools.Light of Africa’s project

coordinator JosiasRamalekana said that drugand alcohol abuse remains achallenge where young peopleare concerned and has sparkedoutrageous behaviour in the alarge number of schoollearners.“We are confronted more andmore with unruly teenagers inschools and the majority ofthem are related to or causedby some form of substanceabuse and social anxiety,” hesaid.Ramalekana said that theorganization is teaming upwith the Department of SocialDevelopment to rectify theseissues by means ofimplementing life skillsprograms to the troubledyouth.“We are going to visit schoolsin Bela-Bela and ask teachersto identify troubled learners intheir classes. These learnerswill mostly come in the formof drug addicts, bullies andlearners who have failedgrades multiple times,” hesaidRamalekana said that theidentified learners will then be

put together in a class wherethey will receive classesrelated to life orientation.The assessment for theseprograms remains confidentialand learners will not be calledout until a definite problem hasbeen identified.“The process remainsconfidential between Light ofAfrica and the Department,”He added that the learners willreceive extra attention and willbe helped to develop bettercoping mechanisms for theirproblems while at school.The progress of theselearners will then be assessedand follow up procedures willbe conducted.“Say for an example there isa learner who hascontinuously failed a gradeand is nearing the age ofeighteen where he can nolonger be in school, we willthen take them to berehabilitated and assist themwith their needs,” he said.Ramalekana merited thesuccessfulness of such aprogram in 1999 when he wasworking at the Royal FalconEducation Initiative.“The same approach was usedwhen I was working with theRoyal Falcon EducationInitiative and many of theyoung people I knew backthen became lawyers, doctorsand even started their ownbusinesses. I am sure we canbetter the lives of our localyoung people,” he said.

Tension rises in Mookgophong over newhousing settlement

The community of Mookgophong Extension 3say that they were surprised to see officialsfrom their local municipality measuring theiryards without communicating with them. Theresidents said that when they confronted theofficials they were told that there were newRDP houses that were to be built on the sites.The residents’ concern was that the

municipality decided to build houses on top ofsewer pipes and under cables.They said that the area is flooded during rainy

days and said that they were forbidden toextend their houses to the affected area, butwere advised to use it for planting instead.They further said that they are currentlystruggling with access to clean water, andcould not understand how the municipality wasplanning to justify moving even more peopleinto the already-struggling neighbourhood.A total of 24 residents from Extension 3

signed a petition that was stamped by thepolice and addressed to the municipality.The residents accused the mayor Sarah

Monyamane that she used R7 million thatdisappeared from the municipal account for herown benefit which, they say, is why themunicipality could not put the new houses at asection separated from theirs. They furtheraccuse her of showing incompetence andletting her husband Stemmer pull her by thenose and run the municipality. They alsomentioned that the mayor stays in a luxuryhome with everything she needs in it while herpeople suffer with the municipality failing themin delivering essential services.Over 30 RDPs are to be built in the area, with

some houses situated near an open space inExtension 3, some behind the local clinic andsome near the N1 highway bridge.In his response, municipal spokesperson

Naphtally Tlhoaela said that according to themunicipality’s knowledge, all the new housesare being built on sites belonging to themunicipality and not the residents’. He addedthat the municipality does not have a budget to

Both athletes haveachieved gold and bronze medals at thedistrict level to qualify for the provincialcompetitions. The learners regularlyuse the Waterberg Satellite Academy ofSport at Settlers Agricultural High Schoolfor practice and to keep fit for competitions.

A teacher from the school, Ally Pole,commended sportsman Thabo Molokommefor making an effort to mentor the athletes.He said that the athletes are givenindividual attention in order to sharpen theirlevel of readiness through hismentorship. Pole also said that he wishes towork with athletes who will represent thecountry at international level and that “thedream lives on.”
