“We haven’t had any seriousincidents in over a year and atthis stage management feels thatit makes more sense to addadditional guards instead ofspending more money oncameras that will not help toprevent crime in the area,” hesaid

Duncan said that their currentsecurity personnel are revisedmonthly and have recently evenbeen able to prevent anattempted burglary at night atone of their shops.

“The issue of cameras is stillon the cards with ourmanagement but at this point wefeel that our guards work moreeffectively,” Duncan said.

Bela-Bela budget approvedamidst public outcry

Andries van der Heyde

After a special council meeting of the Bela-Bela municipality was held on Friday, 3June, to discuss the forensic report where themunicipal manager, Morris Maluleka, wasinvestigated since March, the public whoattended the meeting was left disappointedwhen they heard that the report wasn’tavailable.

In the same week on Tuesday, 31 May, theBela-Bela budget for the new financial yearwas discussed for final approval, but themeeting was interrupted when members ofthe EFF, Concerned Residents, as well asChange for Bela-Bela disrupted theproceedings which lead to the meeting beingpostponed. It was then believed that theapproval of the budget was scheduled foranother day.

On Friday the police were called in, just asit happened on Tuesday, after the people ofthe public were refused access to themunicipal building and forced their waytowards the council chambers. After thesituation calmed, the police left.

Despite the public voicing dissatisfactionover the forensic report not being madeavailable, a resolution was taken to inviterepresentatives from KPMG to table thereport during another special meeting.

The meeting on Friday was adjourned aftermembers of the public became disruptiveagain. It was then heard afterwards that thebudget had already been approved.

The BEAT’s sister paper The Post attendedboth meetings along with other publicfigures, but because of the disruptions aswell as council members trying to carry onthrough the noise, even a few councilmembers were stunned to hear that thebudget had been considered for approvalafter the meetings took place.

Maluleka told The Post that the budget wasindeed approved by council on the Tuesdayduring the disruptions. He said that all theinputs from residents were taken intoconsideration and that everything was doneabove board.

“Like I said earlier, if the municipality

and water as well as the property rates. Hesaid that they are to meet with Desiree van derWalt, vice chairperson of the DA’s FederalCommittee, to discuss possible steps to betaken against the municipality regardingcouncil’s approval of the budget.Frans Rootman, chairperson of the BBTF,

has already sent letters asking the minister ofCogta, the MEC of CoGHSTA Limpopo, aswell as national and provincial treasury tolook into the matter.Concerns remain that council had discussed

the final budget for approval, along with theinputs and amendments, without following thecorrect procedures, Van der Merwe had said.

agrees with the inputs made by the residentsduring the public participation meetings, changes can be made to the budget. But ifcertain inputs can’t be applied we willprovide reasons why the municipalitycouldn’t implement the changes.” He saidthat because of the circumstances of themeetings the council pushed forward to staywithin the prescribed time frame to submitthe documents to national and provincialtreasury. He said that the final budget will bemade available soon to the public.

“With many people saying they aredissatisfied with the valuation roll, theprocess is already open for property owners

who wish to object to the values on thevaluation roll and are invited to visit themunicipality, where a supplementary roll isbeing compiled.”With the council about to go into recess for

the coming municipal elections, Malulekasaid that the various heads of the municipaldepartments will still be available to handleservice delivery issues. But the approval of the budget raised a few

eyebrows with the Bela-Bela TaxpayersForum (BBTF) as well as the DA.Kobus van der Merwe, DA councillor said

they are against the approval of the budget, and against the increased tariffs for electricity

susceptible to abuse, corruptionand manipulation. It isunacceptable that housing tenderregulation and due process aremanipulated or not followed.CoGHSTA’s failings are furthercompounded by the fact that ahousing grant of R560 million wassurrendered for the year underreview because conditions of thegrant were not met,” Smalle said.

The DA said in a statement thatthe underspending of the housinggrant results in underachievementof project targets and a lack ofservice delivery. The grant, theysaid, could have createdopportunities, more sustainablehuman settlements, as well asrestored dignity to the beneficiariesof the housing.

“The lack of supply chain andprocurement compliance and theunderspent of housing grantsrequires for the responsibleofficials to be subjected todisciplinary processes and be heldaccountable. The glaring lack ofoversight by senior management isalso clear.

The DA believes in adhering toprocurement processes in line withthe BBBEE and PPR policy asthey create opportunities forhistorically disadvantaged people. We also believe in fairness andtransparency in all procurementprocesses,” Smalle continued tosay.

The DA urged CoGHSTA toadopt an open tender processsimilar to the one adopted by theDA run Western Cape.

By the time of going to press,CoGHSTA provincialspokesperson Motupa Selomo hadnot responded to the statement.
