former North Palm Beach Mayor, will speak on the development of pleasure boats from the earliest days of the Royal Cork Yacht Club through the founding of the Amer-ica’s Cup and the birth of the U.S. Power Squadrons. P/C Tringali’s Power Point presentation was highly praised by the Museum of

Yachting in Newport. It includes brief visits to some of North America’s most prestigious clubs and explains the development of special customs and courtesies

in the yachting world.

We had our first new members’ event of the

year at HQ, a pizza party with 19 attendees,

of which five were new members and

guests. We intend to hold more of these

new member activities in the future. To all

new members—please take advantage of these events and attend.

It is a way for us to get to know each other and for you to become

active squadron

participants. I also encourage you to take full advantage of our

wonderful educational opportunities and social activities.

Our March Annual Meeting and election of new officers was held

at the North Palm Beach Country Club with 46 members and

guests in attendance. Our new officers will be sworn in at the

Change of Watch ceremony in June. Thereafter the new officers

will have about three months to recruit their committee chairs

and members so that the new Bridge and committees can hit

the ground running in September. I will have more information

for you on the Change of Watch in the June Afterdeck.

We had a very good turnout at our April dinner meeting at the

North Palm Beach Country Club, with 59 members and guests

in attendance. The program featured Jim Bloom, SN, who

graciously shared photographs of his passage through the

Panama Canal on a National Geographic ship. Never having

seen the Canal, I was impressed by the scale of the facilities and

current plans for its expansion. If you did not attend the meeting,

you missed an extremely interesting and informative program.

Thank you, Jim.

It is not too late to make plans to attend the District 8 Spring

Conference in Boca Raton, 2—4 May. This year’s meeting is

very special to us in the Palm Beach Sail and Power Squadron

because our own P/C Mary Dodd, SN, will be sworn in as

District 8 Commander during the Change of Watch ceremony.

We are very proud of Mary and want to be out in force to support

her as she receives this great honor. We will host a hospitality

suite in her honor the evening of Saturday, 3 May. I will report

on the conference in next month’s Afterdeck.

KNOW WHO TO CALL

The life safety system on a boat provides the ability to protect

passengers and crew from events and mishaps that endanger

them. As a system, it is made up of interrelated components each

of which provides the alert and/or response to endangerment.

I have written about many of the related safety concerns in

previous articles, including fire and mechanical malfunction,

and weather and navigation hazards. This article addresses six

life safety matters that should be on every boater’s list.

1. Communications. Being able to communicate effectively with the Coast Guard and other authorities as well as to fellow

boaters is the most important life safety tool you have.

Communication capability isn’t just a well-tuned VHF/DSC

radio, although it is number one on the list. Communication

consists of sending an informational message with the intent of

receiving a response. This means that marine communications

occur in multiple ways including the use of approved visual

distress signals, lights and sound signals, hailing horns, RADAR

and AIS (Automatic Identification Systems). Some are designed

to communicate in situations of great danger, while others pro-

vide routine information about you and other boats in your area.

2. Medical Emergencies. Being able to handle unexpected medical emergencies gives you the ability to forestall or prevent

an even greater problem. Every boat should have a well equipped

first aid kit that contains fresh supplies. Supplies get old quickly

especially when exposed to heat and the elements. Kits for day

cruising and shorter trips do not have the kind of supplies needed

for off shore and long distance cruising. Anglers need somewhat

different supplies than cruisers. Medical situations range from

cuts and bruises to broken bones and heat stroke to heart attacks

and head trauma. Someone aboard your boat, preferably you,

should always be current in First Aid and CPR.

3. Personal Protective Equipment. Everyone knows that the right type and size of life jacket is required for every person

on board. What many boaters do not know is that life safety

necessitates the inclusion of other personal protective equipment,

including a throw bag with 50 feet of retrieving line, throwable

life preservers, protection from the sun and other elements, life

lines and harnesses on sail boats and life rafts when traveling far

off shore.

4. Deck Safety. Just the other day, I was talking to a boater whose wife got her foot tangled on a deck line and broke her

ankle. A deck free of obstructions and tripping hazards is a car-

dinal principle in life safety. Unused lines and fenders should

always be immediately stored. Coolers, chairs, boxes, mats, boat

hooks, supplies and tools from recent maintenance or repair jobs

and other equipment should always be placed out of the way and

secured. Because of its importance, this life safety concern is one

we evaluate when performing Vessel Safety Checks.

5. Alcohol and Drug Consumption. Fun on the water often includes ingesting alcohol. Alcohol and drugs are significant life

safety concerns, which is why boating under the influence carries

such heavy criminal penalties. The effects of alcohol and some

prescription drugs on the human body are intensified by the

motion of the boat, the sun and temperature. If you want to drink

while underway, have a non-imbiber operate the boat. If you have

guests that are drinking make sure you monitor them for potential

falls on board or overboard. Talk with your doctor about how

boating affects your prescription medications. Needless to say,

you should never allow the use of illegal drugs on your boat.

6. Carbon Monoxide Detectors. Most boats with enclosed cabins come with smoke and carbon monoxide (CO) detectors.

Boats certified by the American Boat and Yacht Council are

required to have them but if your boat doesn’t you should install

them. Just like you

do in your home,

The law requires that persons affected by this legislation have in their posses-sion a Florida Boating Safety Education ID Card and photographic ID while operating a vessel. The Florida ID card (a.k.a., the Bobber Card) is issued to graduates of our ABC course.

The 9th Annual Wet “n” Wild” outing is just around the corner

(6 May) and we have just 3 cottages available. The event, held at

the River Palm Cottages near Jensen Beach, is one of the most

relaxing, fun-filled times of the Squadron year. If you’d like more

information about the River Palm Cottages, you can check it out

online at www.riverpalmcottages.com. It’s a bit of old Florida

that has some of our members and guests returning year after

year.

Wet ’n’ Wild opens with check-in at around 3:00 P.M. on

Tuesday the 6th. We’ve added a new wrinkle this year —the

optional, good-old-fashioned Italian Pizza Pig-Out at 6:00 P.M.

at the Tiki Hut. Pizza, one of the best you’ve ever tasted, salad

bar, wine/beer/sodas/water will be available, and to top it all off,

we’ll have an ice cream bar! And that’s just the beginning. Horse

racing, BINGO LOTTO, grass games, drawings, a cookout, table

games, the “Transatlantic Yacht Race”, a special demonstration

by a member of the U.S. Model Sail Boat Racing Club, or just

plain snoozin’, topped-off with a great dinner at the Dolphin

Restaurant. By the way, you can come up just for the dinner on

Thursday evening but you must call Donna McWhorter by 3 May

to sign-on. On the other hand, you can be with us for the three

nights and get your 3rd night free!!! For full details on how you
