SHOW RULES & REGULATIONS
Conditions of Competition 1. Every class offered herein which is covered by the rules and specifications of the
current USEF Rule Book will be conducted and judged in accordance therewith.
2. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, r ider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule; 1)leadline; 2)exhibitions; 3)games and races; 4)classes for 4-H members; 5)walk trot (exception Friesian performance FR222) and academy classes (academy classes are classes l imited to horses used regularly in a lesson program); 6)USDF introductory level tests, pas de deux and quadrille classes, 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes. 9) cit izens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10)USEA beginner novice division; and 11)assistant handlers in Dressage Sport Horse Breeding Classes.
3. THE HORSE SHOW COMMITTEE reserves the right to itself to interpret all
questions and conditions in regard to, or arising out of, or incident to, the show, without claims for damages or recourse of any kind. Any questions not covered in these rules and regulations shall be decided by the Horse Show Committee, consisting of the Competition Manager, the Horse Show Secretary and the USEF Steward.
4. ALL ENTRIES are accepted with the understanding that the Diamond Jubilee Horse
Show will not be held responsible for any loss, damage or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Horse Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage, or injury to any person, animal or property occasioned by him, his agents or employees, or by any animal owned and exhibited by him, and shall indemnify the Diamond Jubilee Horse Show against any and all loss, damage and liability thus occasioned including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submitting of any entry form shall constitute an acceptance by each person signing same of the provisions herin set forth.
5. ALL OWNERS AND EXHIBITORS will be held responsible for any damage
incurred by them or their agents to barns or other properties on the show grounds and will be billed accordingly.
6. IN ADDITION TO ENTRIES of persons suspected or expelled from the Federation,
the Recognized competition may refuse any entry of an exhibitor or the participation of any agent, trainer, rider, driver or handler who has shown an objectionable attitude towards this Recognized competition or previous unsportsmanlike behavior at a Recognized competition or to its management.
7. MANAGEMENT reserves the right to cancel, consolidate or split classes depending
upon entries received at the closing date. 8. THE HORSE SHOW COMMITTEE reserves the privilege of substituting or
changing judges if it becomes necessary. The Judges’ decision in the show ring are
their own responsibility and the Show Committee accepts no responsibility for these decisions.
9. PROTESTS. Any rider, driver, handler, exhibitor, owner, agent, trainer or the parent
of a junior exhibitor or any Life, Senior or Junior member present at a Competition may file a protest. All protests must be in writing, signed by the protestor and filed with the Steward, member of the Show Committee, the competition manager or the Competition Secretary within 48 hours of the occurrence of the alleged violation. The protest must be accompanied by a deposit of $200 if made by a Federation member or the parent of a junior exhibitor member or $300 if made by a non-member, which sum shall be forfeited to the Horse Show if same is not sustained. In case the protest is sustained, said deposit will be refunded and the entries standing next in the awards will be moved up accordingly.
10. PRE-ENTRIES CLOSE AND MUST BE POSTMARKED NO LATER THAN
MARCH 25th . ENTRIES POSTMARKED AFTER CLOSING DATE WILL AUTOMATICALLY BE ASSESSED A POST ENTRY FEE OF $25 PER HORSE. IF ORIGINAL ENTRY IS MADE AT THE SHOW, THE POST ENTRY FEE PER HORSE SHALL BE $25. NO ENTRIES, SUBSTITUTIONS OR CLASS CHANGES WILL BE TAKEN OVER THE TELEPHONE. NO ENTRY IS VALID UNLESS ACCOMPANIED BY AN OPEN CHECK.
11. REFUNDS. Full refunds will be given if written notice is received by the Show
Secretary before the closing of entries. Exhibitors scratching a horse for any reason after the official closing date shall forfeit all entry, stall and association fees, UNLESS a valid Veterinarian’s or Doctor’s certificate of disability for entered horse/rider is submitted to the Horse Show Secretary prior to the first event of the horse show, in which case a $30 fee will be assessed. If illness or injury after the start of the show should prevent exhibitor’s participation in the balance of entered classes, a refund of unused classes will be made, less a $30 office fee, providing the balance of classes are officially scratched and a doctor’s certificate is provided within 48 hours of the close of the show. Stall and association fees will not be refunded.
12. ADDS AND SCRATCHES. Adds may be made at no extra charge until 4PM on
Wednesday, April 3rd. After 4PM on Wednesday, April 3rd a penalty of $5 per class will be charged for added classes. If classes are scratched through the horse show office prior to the class and after 4PM on Wednesday, April 3rd, a full refund, less a $5 per class scratch fee, will be given. An open, signed check must be on file with the show secretary to cover these additional fees and other incidentals.
13. PENALTY. There will be a penalty of $50.00 if a check is refused by the bank for
any reason. No checks will be processed through the bank a second time, and must be covered by a money order, cashier’s check or cash in addition to the penalty.
14. NUMBERS. No competition numbers will be released by the Horse Show Office
until all entry blanks are complete, all necessary copies of registration papers, USEF membership cards and measurement cards have been seen and all fees have been paid with an open check. EXHIBITORS MUST ALSO PROVIDE AN OPEN CHECK TO COVER ANY EXPENSES THAT MIGHT BE INCURRED BY THEM DURING THE COURSE OF THE SHOW, INCLUDING FEED AND BEDDING.
15. STABLING. All stalls are approximately 10’x10’ with full Dutch doors. Stalls will
be available at 9:00am on Wednesday, April 3rd and must be vacated no later than midnight on Sunday, April 7th. No first bedding will be furnished. Early arrivals will be charged $35 per day, per stall. To reserve stalls , call 760-525-8933. Stalls canceled 5 days prior to s tart of show will result in a $150.00/stall penalty
16. FEED AND BEDDING. NO FIRST BEDDING will be provided. Only shavings
can be used for bedding purposes. Exhibitors must leave an open check with
the horse show office, payable to SCHC. To order ahead, please call 760-525-8933 or fax 760-659-6830. Pre-ordered feed and shavings may not be returned.
17. TRAINERS wishing to split the payment of their tack rooms and feed/bedding must
fill out forms provided by the horse show office, no later than Friday, April 5th. 18. FOOTING in all arenas is a combination of sand and soil. Arena is100’x200’. 19. DOGS AND ALL OTHER PETS must by on leashes at all times. Stray animals will
be impounded and removed from the grounds. Pets off leash will be assessed fines by the Del Mar Horsepark.
20. Minors who do not have a valid driver’s license which allows them to operate a
motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.
21. THE RATED SECTIONS of this competition are official point competitions for the
USEF National and USEF Zone Horse of the Year Awards programs. 22. USEF MEMBERSHIP. Every owner, trainer, rider, driver and handler must present
a current USEF membership card or copy thereof, complete with Breed discipline(s) noted on the card, or pay a $30 non-member fee.
23. USEF AMATEUR CERTIFICATION. Any exhibitor entered in an “Amateur” class must possess a current USEF Amateur certification and present the same at the Horse Show Office before numbers can be picked up.
24. PARKING. Fire regulations prohibit exhibitor vehicles including cars, trailers, vans
and campers from being parked in barn areas. Designated parking will be posted. There will be no exceptions and violators will be towed away at owner’s expense.
25. PRIZE MONEY CHECKS will be sent by mail within thirty days of the conclusion
of the show. 26. RV’s and CAMPERS. Reservations can be made by calling 760-525-8933. Flat rate
of $250 for duration of the show. Power and water available.
27. STRIPPING OF HORSES. There will be no stripping in any championship or stake classes at this show.

This will include vehicle, harness, appointments, horses, driver, passengers, grooms, etc. but above all, general impression is most important. Vehicle and harness may be inspected to insure thoughtful restoration and careful maintenance. Attention will be paid to the personal appearance of the driver, grooms, and passengers as it contributes to the overall picture. Period costumes are definitely prohibited. ACADEMY DIVISION RULES Rules for the Academy Division
1. Horses are NOT judged. Horses in the Academy classes MUST be lesson horses used regularly in a professionally operated academy program. These horses must display the characteristics of such.
2. All Academy classes are to be judged on the ability of the RIDER to control and show their horses to the best advantage.
3. Academy Equitation classes are judged on BASIC equitation skills with correct diagonals and leads. 4. Academy Showmanship classes should be judged on the rider’s horsemanship abilities. The horse is
NOT to be judged. It should be judged on the rider’s ability to control and show their horse. Promptness in finding the correct diagonals and canter leads are important as well as the rider’s command of the horse. For example: speed, placement in the ring and collectiveness.
Riders 1. No full riding suits. Helmets are preferred over derbies. Jackets are not allowed. 2. Riders must be participating in a professionally operated lesson program and show on lesson horses. 3. A rider may own his/her horse as long as the horse is REGULARLY used in the lesson program. 4. A rider may not cross enter between the academy and show division at this show. 5. Once a rider has shown in a walk/trot/canter class at this or any horse show, they may not enter a walk
and trot only class. Horses
1. Horses in the Academy classes MUST be lesson horses regularly used in a professionally operated lesson program. Horses are not to be judged.
2. Horses MUST be flat/keg shod. Corrective shoeing will be allowed WITHOUT excessive pads. Soundness is not to be considered.
3. Horses may be shown in snaffles and martingales or full bridles. 4. Flat cutback English type saddles are to be used. 5. Academy Horses may cross enter in the show division at this show. Show horses (horses not used
regularly in a professional lesson program and show regularly in the show performance or equitation classes) may NOT cross enter in the Academy division.
6. Hoof blacking is optional. Braiding is not allowed. 7. Horses should be owned or leased by the instructor or lesson program. Horses in training will not be
allowed. No tail sets allowed. Chains or other action devices must not be used on the show grounds.
