    According to news agency TT, prosecutor Bjrn Ericson concluded that, although theincident was unfortunate, no individual can be blamed for the events.

    It was in the early hours of the morning on October 30th when a large team of policeentered the home of two families in the Gothenburg area.

    Young children stood in horror as their parents were forced down to the ground by a squad

    of screaming police officers who aimed their guns at them.Three men and one woman taken into custody by the police.

    At the station the men were told that they were had been brought in under the suspicion of preparing for terrorist crimes (frberedelse till terroristbrott).

    They all denied the allegations and were released within 24 hours.

    The preliminary investigation into the terror suspicions against the men was soon droppedand it wasnt long before it was the police that were under investigation.

    The brutality of the police action has had a detrimental effect on the families involved.

    Some of the children have needed therapy to deal with memories of the incident.

    But according to Ericson, the police were acting under enormous pressure trying to preventwhat they believed to be a planned terrorist attack on central Gothenburg.

    The problem was that they acted against the wrong people. But no one individual can be blamed for this, according to Ericson.

    If the police had been on a normal time schedule for investigation they would have pickedup the mistake.

    The police were acting on a tip from a woman who had overheard a cellphone conversationin Arabic.

    She heard a man mention the slang word that Gothenburg locals use for the shoppingcentre Nordstan in central Gothenburg ('femman'), and how he was going to place a bombthere.

    Whether there were a hundred or more victims was of no consequence, he had said,according to TT.

    After the woman was questioned, Swedish security service Spo were called in and thatnight the police ordered records of all mobile traffic in the area.

    This in itself is not strictly allowed, but according to the prosecutor it was a minor offencein the circumstances.

    The woman who had overheard the mobile conversation thought she might be able toidentify the man but somewhere wires were crossed and the investigation was aimed in thewrong direction.

    It was the analyses of findings that were flawed, as well as the coordination of the analyses,according to Ericson.

    The court of appeal has cut the penalty served to former Uppsala police chief GranLindberg to six years for a series of serious sex offences.

    Lindberg was sentenced by the district court to six and a half years.

    The court of appeal confirmed the convictions against the 64-year-old for aggravated rape,rape, assault, pimping, buying sex and attempting to buy sex.

    Lindberg appealed the convictions, seeking to overturn all but the sex buying charges, towhich he had admitted. The prosecutor had meanwhile sought an eight year sentence.

    The court confirmed the district court ruling that it had been proved that Lindberg raped a17-year-old girl in January 2007. The girl spent much of the rape tied up, the courtconcluded.

    Lindberg was however found not guilty of having raped the same girl on a prior occasion.

    He was also convicted for, among other things, another rape and an assault in connection

    Lindberg was found not-guilty, as he was by the district court, on a charge of preparing tocommit aggravated rape against a child. This concerned a case involving a 14-year-old girlin Falun in central Sweden. It was while he was on his way to meet the teenager that police

    apprehended the former chief.

    The rape of the 17-year-old was deemed aggravated and Lindberg was ordered to paydamages of 175,000 kronor ($25,000).

    Gran Lindberg was principal of the Swedish National Police Academy (Polishgskolan -PHS) from 1989-1997, and was Uppsala county police chief from then until 2006.

    The charges against the recently retired senior officer sent shockwaves through theSwedish police force. His seniority and the nature of the charges against him make it the

    biggest ever scandal in Swedish policing.

    The impact of the charges was all the greater due to Lindbergs reputation as one of theSwedish polices top authorities on ethics and morals. He frequently gave lectures on topicssuch as gender equality and spoke out against sexual harassment and bullying.

    Sweden's intelligence service Spo discovered in 2009 that two Americans wereconducting illegal, under-cover investigations in Sweden, the Svenska Dagbladet (SvD)daily reported.

    The two men were discovered when Spo noticed them tracking people who it was alsoinvestigating for suspected ties to terrorist groups, the paper said, quoting several unnamedsources close to Spo.

    Washington had not informed Swedish authorities of the agents' activities in the country,and soon after their activities were discovered, the two US citizens left the country, the

    paper added.

    Referring to Washington's failure to inform Pakistan before it tracked and killed Osama binLaden three weeks ago, Svenska Dagladet insisted "the US has also carried out intelligenceagainst terrorists on Swedish territory.

    "Sweden has thus become the scene of a foreign power's terror hunt without the knowledgeof the Swedish government," it said.

    Spo could not be reached late Sunday. Head of the agency Anders Danielsson refused tocomment when confronted by the paper.

    Following the report, US embassy spokesperson Christopher Dunnett stressed theimportance of cooperation between the United States and Sweden.

    "We have excellent cooperation with Swedish authorities in a several areas, including anti-terror activities," he told the TT news agency on Monday morning.

    He refused to elaborate, however, on the allegations of unauthorised spying.

    "We don't comment on security issues in detail," he said.

    Neither justice minister Beatrice Ask nor foreign minister Carl Bildt were willing tocomment on the matter Sunday night.

    Speaking on Monday, prime minister Fredrik Reinfeldt said he wasn't aware of the detailssurrounding the US agents' alleged activities in Sweden.

    "I don't want to speculate on information in the media because we have very independentagencies in Sweden which operate in their respective areas of responsibility," he told TT.

    "I want to note that in this case the responsible agency hasn't confirmed or denied (thereport)."

    Reinfeldt didn't expect to pursue the matter further and emphasised that Sweden has a solidand close cooperation with the United States.

    If the report about the unauthorised US spying is true, it amounts to a serious allegation,according intelligence expert professor Wilhelm Agrell.

    "There's no support for this in international law. What's problematic is running an operationlike this without going through the Swedish authorities," he told the TT news agency.

    According to Agrell, it's more common for "less friendly states" to carry out unauthorisedintelligence activities against exile groups, for example.

    At the same time, he's not surprised that the United States would do the same thing.

    "It's been common practice for the Americans since September 11th, 2001 to carry outoperations both with and without consent from the country where the operation takes

    place," he said.

    Legal scholar Dennis Tllborg said it was "incredibly strange" that the CIA reportedlychose not to follow normal procedures by allowing Spo to conduct surveillance on thesuspected terrorists.

    However, he doesn't think that the CIA's alleged decision to go behind Spo's back indicates that the US spy agency lacks confidence in agents from its Swedish counterpart.

    "I believe more that after 9/11, the CIA has given itself rights which don't have any limitsat all, here and everywhere," he told TT.

    Tllborg added that he doubts the incident has damaged CIA-Spo relations, but more thatit amounts to an embarrassment for the Americans.

    Robert Spencer, the co-founder of Stop the Islamization of America, is cited morethan 50 times by Breivik. He helped organize protests against the proposedIslamic center near Ground Zero in New York City and has written thattraditional Islam contains violent and supremacist elements.

    Breivik wrote that Spencer would be an excellent choice for the Nobel PeacePrize.

    But Spencer told NBC News that he bears no responsibility for what happened inNorway.

    Theres nothing in any of my writings that is anything but a defense of humanrights, a defense of the equality of rights of all people before the law, he said.So if somebody gets from that that they should kill, well then hes nuts.

    But according to some analysts, words can be weapons themselves.

    This attack in Norway should be a wake up for our decision makers, said DarylJohnson, the founder of DT Analytics, a consulting firm that tracks extremistactivity in the United States.

    As a former top domestic terrorist analyst for the Department of HomelandSecurity, Johnson produced a 2009 report that warned of a growing threat fromright-wing extremists and domestic hate groups. The report produced a storm of controversy amid charges that the department was monitoring protected politicalspeech. The report was ultimately removed from the Homeland Security websiteand Johnson says his unit was eventually dismantled.

    DHS officials told NBC News that the domestic intelligence division of DHS wasmerely reorganized. And they say they are tracking the problem as closely as

    ever, but see no signs it is getting worse.

    Johnson, however, sees parallels between the rhetoric of some domesticextremists and Breiviks writings.

    Black Cobra gang quitting Sweden:report

    The feared Black Cobra criminal gang is abandoning Sweden in the wake of a policecrackdown on organized crime in the country.

    According to the Sydsvenskan newspaper, the Black Cobras' decision to shutter its chapter in Skne in southern Sweden is the gang's first step in leaving Sweden altogether.

    Other Black Cobra chapters in Stockholm, Uppsala, and Eskilstuna in central Sweden will likelyremain operational for a time.

    The move comes following efforts by police to step up their offensive against organized criminalgangs in Sweden.

    Many of the Black Cobras' top leaders in Sweden are now behind bars, according to Sydsvenskan

    According to Sydsvenskan the Black Cobras, a Denmark-based gang which established itself inSweden in 2005, currently has about 200 active members.

    But sources tell the paper that the members responsible for establishing the gang in Sweden havesince developed "other interests" such as having children and creating families.

    The fact that the gang is abandoning its trademark snake-emblazoned logo is viewed as a successstory for police, according to Linda Haddemo, a spokesperson for the Malm police's anti-gang unit.

    She emphasized, however, that the police would continue to keep up the pressure on Sweden'sorganized criminal gangs, regardless of what logo the members are wearing.

    "You have to understand that these individuals don't just disappear. They are still out there and areprobably going to continue to be involved in criminal activities," she told the TT news agency.

    Lars jelind with Sweden's National Bureau of Investigation (Rikskriminalpolisen) estimates thatabout 700 people in Sweden have some sort of gang affiliation.

    "Some are only in the early phases of their criminal careers while others are seasoned criminals,"he said.

    "The shirt they are wearing doesn't matter to us in our work. For us, it's always about theindividuals."

    One positive outcome from the Black Cobras' decision to quit the Sweden gang scene is a possiblereduction in recruitment of new members.

    "Now is the time to push those who have no affiliation to move in the right direction," he said.
