When we announced the launch of a new Circuit Rally
Championship in late May 2015, we were conident that
the reception would be positive. But what we got well
and truly exceeded those expectations. The response it
generated was huge, and proved that we are on the right
track to creating something special.
Rallying in Britain has changed over the course of the last
couple of years, and with more and more events taking
place at circuits around the country we felt the time had
come to craft a championship that will put the skills of
rally teams to the test on tracks synonymous with racing.
While all the events included have being running for
a number of years, the Championship will comprise of
eight rounds, with the best seven counting towards the
inal total. It all adds up to, we hope, hundreds of miles of
iercely fought competition from the very best of British
stage rallying.
As ever, our thanks go to our event partners and
sponsors, especially Motorsport News, MotorSport Vision
Racing, Coronado Controls and Michelin. Without which it
wouldn’t be possible.

Motorsport News_
To be part of an all-new Rally championship is always an exciting time, especially as Motorsport
News has been here before.
The world famous Motoring News Rally Championship was enormously popular in the 1970s and
1980s and is a key part of the history of this famous newspaper. That championship came about
in response to the demands of competitors. They wanted a series of varied events that would be
tied together to form a championship. Drivers enjoy driving but more than that, they like compete
for a prize and a title. In the 1960s we recognised an opportunity for Motoring News to provide a
championship that would enthuse drivers, co-drivers, event organisers and spectators.
The time has come again to be at the forefront of another. In 2015 we’re celebrating 60 years of
Motorsport News and we ind ourselves once again helping to establish a championship. It’s a
championship that ills a hole in the world of British rallying. Motor racing circuits have held rallies
for many years now, but bringing the events together and awarding points is a new thing.
As we mark our 60th anniversary, we’re proud to be associated with the new Motorsport News
Circuit Rally Championship.

We’re delighted to be involved with this new championship, which further expands and diversiies
the roster of championships and series that MSVR has been associated with over the past decade.
Darren Spann and Bolton-Le-Moors Car Club have done a terriic job of growing their annual end-
of-season event at Oulton Park, as have all the other car clubs that organise rallies at MSV circuits.
It’s therefore incredibly exciting to see them all come together to form this new series.

Bolton-Le-Moors Car Club Ltd (BLMCC) will organise a club championship known as the “Motorsport News Circuit Rally Championship in association with MSVR” incorporating the Michelin Cup (the championship). The championship will run in accordance with the General Regulations of the Motor Sports Association UK (MSA), incorporating the provisions of the International Sporting Code of the FIA, these Championship Regulations (CR) and any written instructions that the organising club(s) shall issue for the event(s). Modifications, amendments and/or changes to these Championship Regulations will be announced by numered and dated Bulletins (issued by the organiser or the Stewards).

The Championship is open to fully paid-up members of Bolton-Le-Moors Car Club Ltd. Membership begins on 7th November 2015 and continues for the whole of 2016.
The fee for club membership is £10, and can be obtained via the club’s website (www.blmcc.co.uk), or by contacting the Bolton-Le-Moors Car Club Membership Secretary at [email protected] or on the phone number 07788 714954 (Evenings Only). Membership can also be obtained on the online Championship registration form.
3.2. Licenses_
All Drivers and Co-Drivers must be in possession of the relevant National B or higher grade MSA competition license.
4. Registration_4.1. Registration Process_
Competitors wishing to take part in the MSN Circuit Rally Championship in association with MSVR must ill in the electronic entry form published at the same time as these Championship Regulations via the official website (www.msnrallychamp.co.uk).
All entries will be acknowledged and supplied with a Championship entrant card. We request that you ensure that you take this card with you to any championship round you are competing in.
The organising club reserves the right for late entries to be paid in full, in cash, before the competitor can collect Championship points. No Cham-pionship points can be scored before the Championship Co-Ordinator has received the fully compliant and complete registration form, the appropri-ate fees and media information.
Entry acknowledgement, entry acceptances and results will be emailed, so a clear email address is needed on the entry form. For anyone not wishing to receive event informaiton via email we request that they enclose ten Stamped Address Envelopes.
4.2. Entry Fees_
Championship registration is £25 per competitor, plus membership of Bolton-Le-Moors Car Club Ltd at a cost of £10.
4.3. Payment Details_
Payment can be made by credit or debit card via PayPal, for which a 4.35% charge will be made, or by Internet Bank Transfer (please use your name as a reference).
Competitors wishing to pay by cheque should still complete the online entry form, but note that their entry will not be acknowledged until their cheque has been received by post. Cheques should be sent to the Championship Co-Ordinator.
Telephone entries will not be accepted. Entries not accompanied by the appropriate fees and media information will be rejected. In the event of a cheque not being honoured by the bank, the entry will be rejected and the entrant will be invoiced £30 by the organising club to cover bank and administration charges. The MSA may also be informed.
4.4. Refunds_
The organisers reserve the right to refuse any entry at their discretion. To qualify for a refund of the entry fee, written notice must be received by 5th November 2015. £10 will be deducted from all refunds to cover administration charges.

4.5. Close of Entries_
Entry to the Championship opens upon publication of these Championship Regulations, and closes at the conclusion of signing-on of the inal round of the Championship.
5. Classes_5.1. Classes_
Entries will be divided into ive classes based upon the engine size and drive coniguration as follows:
Class A Cars up to 1400cc
Class B Cars between 1401cc and 1600cc
Class C Cars between 1601cc and 2000cc
Class D1 Cars of 2001cc and over (2WD)
Class D2 Cars of 2001cc and over (4WD)
Forced induction cars will be subject to the MSA capacity equivalent formula (x1.7).
Rotary engine cars will be subject to the MSA capacity equivalent formula (x1.7)

6. Vehicles_6.1. Speciications_
The championship is open to all competitors that comply with the 2015 and/or 2016 MSA safety and technical regulations for special stage rally cars.
6.2. Eligibility Checks_
Any vehicles used by championship competitors may be subject to eligibility and capacity checks at any point throughout the championship. These checks will be carried out by the series eligibility scrutineer, or his appointed deputy. The names of these will be displayed on the oicial championship website prior to the round in which the deputy is to preside.
These checks may be carried out in conjunction with the MSA technical commission who are deemed to be judges of fact in any such matters of eligibility.
Please note that competitors will be responsible for any costs they incur as a result of any eligibility checks whether their vehicle is found eligible or otherwise. Any penalties will be in accordance with C:3.5.3 of the 2015 MSA yearbook.
7. Fuel_7.1. Fuel Regulations_
In addition to fuel that conforms to the MSA deinition of pump fuel, competitors are permitted to use fuel complying with FIA Appendix J Article 252, art 9. The consent from the MSA for this type of fuel use will be displayed on the oicial championship website.
Competitors should note that some individual rounds may not have been granted permission to use such fuels. Therefore it is the competitors responsibility to ensure the fuel they wish to use is authorised for use on the individual event.

8.1. Decals_
Competitors are required to display mandatory championship decals on
their vehicle.
The decals supplied will be:
x2 Championship Logo decals
x2 Championship Sponsor Decals
x2 MSVR Logos
x2 Michelin Cup Logos and x4 Michelin Logos
Additional decals may be purchased from the Championship
Co-Ordinator at the cost of £5 per pair.
8.2. Decal Positioning_
All championship competing vehicles must be presented at the start of each event with the decals supplied by the Championship Co-Ordinator aixed to their vehicle as shown opposite.
In order to be eligible for points these decals must be visible and in a legible condition throughout the championship event. Failure to do so may result in the forfeit of points.
Please note that in exceptional circumstances should any of the championship decals not it on your vehicle in the locations shown opposite then dispensation to move them elsewhere on the car can be requested in writting from the Championship Co-Ordinator.
The Championship Co-Ordinator’s decision on where the decals will be positioned on the car is inal. If the Championship Co-Ordinator permits an alternative location then the other competitors will be informed of this decision via the Championship website.
Under no circumstances will a deviation of location be permitted because of another sponsor’s decal in that location.
Permitted deviations will merely be on physical size constraints and ensuring the correct positioning of the regularity competition numbers only.

10. Scoring_10.1. Championship Rounds_
The seven highest scores from the eight championship rounds will count. Should any of the eight championship rounds not take place then the or-ganisers may elect to insert a reserve event, provided the event does not extend the championship beyond its end date of 15th May 2016.
Bolton-Le-Moors Car Club reserve the right to amend the number of rounds and scores to count in the event of force majeure.
Bolton-Le-Moors Car Club draws to the contender’s attention the fact that a number of Championship rounds fill up extremely quickly. Although events are requested to give priority to championship competitors, partaking in the championship does not guarantee an entry on Championship events. It is the responsibility of the contender to enter the championship events in sufficient time.
Furthermore, Bolton-Le-Moors Car Club cannot enter into any discussion surrounding entries or seeding on championship events.
10.2. Class Points_
Championship points will be awarded with reference to class positions in the oicial results and relative to the contender’s performance in his/her class against other championship competitors on the event. These points will be awarded on the following basis:

10.5. Michelin Cup points_
To be eligible for Michelin Cup points you must be displaying the
Michelin Cup logos and using Michelin Tyres at all times.
Michelin Cup points will be awarded to inishers in the Michelin Cup from 1st to 28th based on the competitors overall inish position against other Michelin Cup competitors on the event. These points will be awarded on the following basis:

10.6. Championship Position and Michelin Cup Position_
Competitors positions within the championship will be calculated by combining the two scores attained from 10.2 and 10.3 at the competitors best seven rounds of the championship.
The overall champion will be the competitor with the most points over their best seven rounds.
Points from the championship events will then be placed in ascending order so as to create a championship table.
The Michelin Cup competitor’s position will be calculated by combining the points attained in both class and overall as per 10.5 over the competitor’s best seven rounds of the championship.
10.7. Championship Tables including the Michelin Cup_
The Championship tables including the Michelin Cup will be published on the Championship website after each round of the Championship.
10.8. In the event of a tie (Championship & Michelin Cup)_
At the end of the season, in the event of a tie, the following system will be used to determine a clear result in the order speciied:
1) The greatest number of highest points scores
2) The greatest numbers of second highest points scores
3) The greatest number of third highest points scores
4) The car with the lesser engine capacity (MSA equivalent formula toapply).

Once interim or inal results are published on the oicial championship website, competitors should check their positions. If they feel an error has occurred they should notify the championship co-ordinator within seven days of publication. Queries received after the seven day period will be refused.
Should there be a need to amend the championship tables then this will be uploaded to the championship website and a seven day period from publication to query the tables will then apply. Queries received after the seven day period will be refused.
Any changes due to error correction will be notiied to the competitors via email. The onus is on the competitor to check and report to the championship co-ordinator any queries they may have.
12. Awards_12.1. Awards Presentation_
Awards will be presented at the Championship Awards Presentation to be held at Oulton Park on Saturday June 18th 2016.
There will be a charge for a meal and drinks at the presentation.
Full details will be provided on the oicial Championship website.
12.2. Competitor Awards_
The following awards will be presented:
1st Overall Driver/Co-Driver_Championship Trophy, Glass Award, MSV Test Day and MSV Season Pass, Motorsport News 12-month subscription.

12.3. Michelin Cup Awards_

Each Round_Class Winners of each round of the Michelin Cup will be entered into a draw for a set of 4 Michelin Tarmac Competition Tyres for their use on the next round of the Michelin Cup. The draw will be undertaken by the championship co-ordinator by entering the five classs winners into a random number generator to provide us with a winner of the set of tyres. Note the decission of the championship co-ordinator is final. the winners of the final round draw will be provided with their tyres at the awards presentation.
12.4. Award Speciications
The Spirit of the Championship award will be judged by the special award judges and will be awarded to the competitor or crew who in the judge’s opinion has best embraced the spirit of the championship.
The Media Award will be judged by the special award judges and will be awarded to the competitor or crew who in the judge’s opinion has brought the most positive publicity for themselves and the Championship.
The Rally of the Championship Award will be judged by you the competi-tor. Forms will be sent out at the end of the season to select your favourite Rally of the Championship. The winner of the award will be the Rally with the most votes. In the event of a tie, the special award judges will have the casting votes.

No contender may win more than one award other than the Michelin Cup, Media and Spirit of the Championship Awards.
Please note that all awards are provided by Bolton-Le-Moors Car Club Ltd and carry no monetary alternative.
13. TV Coverage_13.1. Details_
All eight rounds of the Championship and Michelin Cup will be televised by Special Stage TV on Motors TV. Each round will be covered in an hour long show focussing on Championship and Michelin Cup competitors.
13.2. Interviews_
Competitors should expect to be interviewed for television coverage and should not refuse interviews. Please note that media coverage is a key part of the Championship. Please respect it.
14. Tyres_14.1. Tyre Suppliers_
The UK importer of Michelin Tyres, Protyre Motorsport will be in attendance at each round of the Championship for all your Michelin Tyre Needs.

15. Stewards_15.1. Panel of Stewards
The panel of Stewards for the championship and Michelin Cup will comprise three members who are all independent persons. Any appeal against their decisions must be made in accordance with section C6.1 to C6.6. of the 2015 or 2016 MSA Competitor’s Yearbook. The stewards are listed in section 2.2 of these regulations
JUDICIAL : Any written reported breach of either these Championship Regulations or the 2015 MSA Competitors Yearbook by a Championship Contender will be considered by the Championship Stewards, who after giving all concerned the opportunity to be heard, will take appropriate action in accordance with Section G2.7 and G2.7.1 of the 2015 MSA Competitor’s Yearbook. Competitors should note C6.1.3. In the event of a breach of Technical Eligibility MSA Regulations occurring on an event, this will be resolved in accordance with the provisions of the 2015 MSA Regulations and the outcome of any action will be reported to the Championship Stewards for possible further action as above. The Championship Stewards may also report any matter to the MSA, who may take further action, including increasing any penalties previously applied.
