TennesseeComprehensiveAreaResourceEfforts(TN-CAREs)EarlyHeadStartisoperatedbytheTennesseeStateUniversityCenterofExcellenceforLearningSciences.TheCenter’smissionistodesignandconductresearchandservicesthatpromotetheeducational,social,physicalandpsychologicalwell-beingofchildrenandfamilies;andinterpretanddisseminateresearchfindingstoimprovepublicpoliciesthatimpacteducationalandorganizationsandinstitutionsinTennesseeandacrossthenation.TennesseeStateUniversityCenterofExcellenceforLearningScienceshasastronghistoryandcommitmenttofamiliesandthecommunity.ThegoalsofTennesseeStateUniversity-TennesseeCAREsEarlyHeadStart(TSU-TNCAREsEHS)ProgramareconsistentwiththemissionandvisionoftheCenterofExcellence.Inaddition,TSU-TNCAREsEHSisbackedandsupportedbytheexpertiseandcommitmentoftheentireUniversity.ThefollowingprojectsareexamplesofsuccessfuloutreachandcommunitypartnershipsthatenhancetheearlychildhoodcommunityalongwiththeEarlyHeadStartProgram.TheTSU-TNCAREsEHSisaprogramfocusingonpreventionandearlyinterventionwithlow-incomefamilies.Since1995,thisuniqueprojecthasprovidedcoordinatedcomprehensive,intensive,andcontinuoussupportservicestoenablefamiliestoattainself-sufficiency,whilerecognizingtheintegrityanduniqueneedsofthesefamiliesandchildren.PriortobecominganEarlyHeadStartprogram,TSU-TNCAREsEHSoperatedaComprehensiveChildDevelopmentProgram(CCDP)inpartnershipwiththelocalHeadStartprogram.InwhichvaluableresearchdatawasobtainedandusedtoinformpolicyinthecreationofEarlyHeadStart.TheTSU-TNCAREsEHSProjectisfundedbytheOfficeofHeadStartunderthedirectionoftheAdministrationforChildrenandFamiliesoftheU.S.DepartmentofHealthandHumanServices.Theprogram’sgoalsencompasssuccessfulhealth,economicandeducationaloutcomesandlong-termacademicsuccessforchildren.ThegoalsoftheprogramareconsistentwiththemissionandvisionoftheCenterbysupportingtheneedsofchildrenandtheirfamilies.TSU-TNCAREsEHSservicesGibson,HenryandWeakleycountiesinNorthwestTennesseeandisfederallyfundedtoserveanenrollmentof112children.Theservicedeliveryoptionsavailabletofamiliesareprenatal,andcenter-based.
Theprogramconsistsofsixcenter-basedchildcarecenters.TheprogramisadministrativelylocatedonthecampusofTSUinNashville,TN(DavidsonCounty)within

theCenterofExcellenceforLearningSciences.TheEHSProgramDirector,AssistantDirector,FiscalAnalyst,andEducationManagerhaveofficesattheNashvillelocationwhiletheprogram’soperationsofficeislocatedintheParisHousingAuthorityinParis,TN.TheParisOperationsOfficehousesthelocalmanagementstaffwhichincludestheAdministrativeAssistant,ERSEA/FamilyandCommunityPartnership,MentalHealth/Disabilities,andHealth/Nutritioncontentareamanagers.

DevelopmentallyAppropriatePracticethatLeadtoSchoolReadiness
TSU-TNCAREsEHSfocusesonpreventionandearlyinterventionwithfamilies.Thegoalsencompasscomprehensivehealth,economicandeducationaloutcomes,andlong-termacademicsuccessforchildrenandfamilies.Startingwiththeexpectantfamilyintheprenatalphaseandendingwhenthechildisthreeyearsofage,TennesseeCAREsensuresappropriatecontinuityofcare,andcontinuoussupportforschoolsuccess.Currentresearchaffirmsthatthefirstthreeyearsoflifehasadirectcorrelationtoschoolreadiness,althoughEarlyHeadStartchildrendonottransitiondirectlyintoKindergarten,werecognizethatpreparingchildrenforsuccessinschoolremainsouroverallgoalwhetherweareservinginfants,toddlersorpregnantmothers.
Inordertoestablishschoolreadinessgoalsforthisagegroupthatareinclusiveofthedomainsoflanguageandliteracy,cognitionandgeneralknowledge,physicalwell-beingandmotordevelopment,socialandemotionaldevelopment,andapproachestowardlearningwehavereliedonavarietyofsources.PartnersforaHealthyBabyisthecurriculumusedforexpectantfamilies,theprenataldepressionscreenisconductedevery2monthsduringpregnancy.Inaddition,apostpartumscreenisconductedoncewithinsixweeksafterthebabyisborn.TheCreativeCurriculumforInfants,ToddlersandTwosisusedincenter-basedandhome-basedoptions.TheAgesandStagesQuestionnaire–3(ASQ-3)isaresearchedbased,validandreliabletoolusedfordevelopmentalscreeningsoftheinfantsandtoddlers.Assessmentistheformalandinformal,on-goingprocesstodeterminethestrengthsandneedsofeachchild.TheTeachingStrategiesGOLDAssessmentToolisusedforallchildrenintheprogram.

ParentandCommunityEngagementActivities
Familiesareanintegralpartoftheprograminanongoingway.TSU-TNCAREsEHSbelievesthatparentsarethefirstandmostimportantteacherofthechild.Someexamplesareparentengagementactivitiesare:Openhouse,parentmeetings,classroomvolunteering,WeekoftheYoungChildcelebrations,homevisits,dailyexperiencesheets,groupsocializationperiods,andfatherhoodactivities.
CommunityinvolvementisevidentinthePolicyCouncil,andHealthandEducationAdvisoryCommitteemeetings.AllparentsareencouragedtosignupandparticipateintheDollyPartonImaginationLibraryearlyliteracyproject.
DuringtheWeekoftheYoungChild,ourprogramhostsseveraleventsandactivities.Duringthisweekmanycommunityleadersandpartnersvisitandsharetheirtimewiththechildrenatourcenters.Thisyear,wehadseveralvisitorsfromthecommunitiesweservetosharetheirtimewithourchildren.
