Goals & Objectives

Goal: To provide SEP & EECBG recipients with the resources needed to swiftly implement successful and sustainable clean energy programs.

Objectives• Accelerate implementation, by proactively providing assistance to

grantees

• Improve the performance of programs and projects, by connecting grantees to technical expertise and sharing best practices

• Increase the return on Recovery Act investments, by focusing on highly-leveraged initiatives

• Increase the sustainability of Recovery Act investments, by assisting grantees in developing polices and programs

• Build protracted capacity at the state, local, and tribal level, by supporting and expanding a network of energy practitioners

Financial Team: Financing Program Workshops

• Technical Assistance team has built a curriculum that will

help grantees move from conceptual development to

actionable execution of their programs.

• Technical assistance experts from around the country

are available to help grantees build their revolving loan

program.

• Workshop overview :

– DAY ONE, 1-5 pm: Introductions, case studies of existing

revolving loan fund programs, and a discussion of program

design and capitalization

– DAY TWO, 8 am – 5 pm: Revolving Loan Fund spreadsheet

model, program terms, interacting with lenders, RFP design

What is ESPC?

Energy Savings Performance Contract (ESPC)

• Is a contracting method that can achieve facility

upgrades today and paid for with future energy savings –

NO Capital Funds required

• Leverages available EECBG and/or SEP funds

• Provides guaranteed annual energy savings

• Reduces impact of future energy rate increases

• Provides service and maintenance of installed

equipment

• Provides ongoing Measurement and Verification of

energy savings
