3. ARRIVALS3.1 Arrival by Air

LeosJanacekInternationalAirportinOstravaistheofficialairport.

3.1.1 Welcome ServiceUponarrival,teamswillbemetbyLOCrepresentatives.Awelcomedeskwillbelocatedinsidethearrivallounge,andwillbeopenfrom6:00until24:00.

Onceluggagehasbeencollected,teammemberswillbeescortedtocoacheswhichwilltakethemtotheAthletesVillage.

Coachesforteamswillbeclearlyidentifiedbysignage.Thesecoacheswillbeparkedinfrontoftheexitofarrivallounge.

3.1.2 Transportation of EquipmentTheLOCrepresentativeswilltaketheteampolesfromtheairportdirectlytothePolesStoreRoomattheMainOstravaStadium.

ThetransfertimefromtheairporttotheAthletesVillageis30min.

3.2 Arrival by TrainForteamsarrivingatOstravaRailwayStations,awelcomedeskwillbelocatedoutsideofthearrivalhallfromwhereteamswillbeescortedtobuses,whichwilltakethemtotheAthletesVillage.

Transfertimesfromthestationsareasfollows:

20–30minfromCentralstationtotheAthletesVillage.

10–20minfromSvinovstationtotheAthletesVillage.

3.3 Arrival by RoadTeamsarrivingbyroadarekindlyaskedtogodirectlytotheAthletesVillage,whereLOCrepresentativeswillwelcomethem.

4. TRANSPORT4.1 Transport and Accommodation Desk

ThemaintransportofficewillbelocatedattheClarionCongressHotelOstravaandwillbeopenfrom8July–19July.

TransportinformationdeskattheAthletesVillagewillbeopendaily.

4.2 Bus Shuttle ServiceAregularbusshuttleservicewillbeprovidedbetweentheAthletesVillage,trainingvenues,socialfunctions,andthecompetitionvenue.FulldetailsoftheschedulewillbedisplayedattheInformationdeskoftheAthletesVillage.TransfertimesbetweentheAthletesVillageandthecompetitionvenueisbetween10–20min,dependingonthetrafficconditions.

PublictransportwillbefreeofchargefortheEuropeanAthleticsU23ChampionshipsparticipantswithintheCityofOstravauponthepresentationoftheaccreditationcardtogetherwithapassport/ID.

4.3 Return to Airport / Train stations Transportwillbearrangedaccordingtotheflightschedulessubmittedbytheteams.FurtherinformationwillbeavailablefromtheAthletesVillageInformationDesk.

5.5 Costs and European Athletics QuotaForallathleteswithintheEuropeanAthleticsQuota,theEuropeanAthleticswillpayforfullboardaccommodation,asstipulatedintheEuropeanAthleticsCompetitionRegulations(408.1.4and410.4),foramaximumofsixnights.NocontributionshallbemadeinrespectofathletesrepresentingthehostEuropeanAthleticsMemberFederation.

TheEuropeanAthleticshaspreviouslyinformedallMemberFederationsabouttheallottedfreeplaces.Theallocationofthefreeplacesisbasedontheresults(places1-8achieved),thenumberofparticipantspercountryattheEuropeanU23Championships2009inKaunasandtheEuropeanU23seasonbest-list2010:

ThoseMemberFederationswith1freeplacewillreceiveanadditionalfreeplaceundertheconditionthattheyhaveatleastonemaleandfemaleathlete.CzechRepublic(CZE)ashostoftheChampionshipshasnotbeenallottedanyfreeplace.

5.5.1 European Athletics Regulation 403.11 and 410.8.403.11.EuropeanAthleticsmayreducefinancialsupport(fortravel,board/accommodationgrants,etc.)toanyEuropeanAthleticsMemberFederationwhich,afterhavingannounceditsparticipation,doesnottakepartorattendsthecompetitionwithanumberofathletesandofficialsmateriallyhigherorlowerthanthenumberstatedinthePreliminaryEntry.ThelatterappliesonlyifthePreliminaryEntryismorethan4(four).

410.8.ThefinalaccountforaccommodationattributabletoeachMemberFederationshallbebasedonthenumbersdeclaredintheFinalEntriesandthisshallbepaidinfull,noallowancebeingmadeforsubsequentanyreductionintheactualnumbersofathletesand/orofficials.

5.6 Payment ProceduresAninvoicewillbesenttoeachFederationdetailingtheamounttheyowebasedontheirpreliminaryentries.Federationsarekindlyencouragedtomakeanadvancepaymentofatleast80%by21.6.2011AdvancedPaymentsshouldbemadeinCHFbybanktransfertothefollowingaccount:

5.8 Meeting Rooms for TeamsArrangementscanbemadeforteammeetingroomsthroughtheinformationdeskintheathlete’svillage.Requestsshallbemadeatreasonabletimeinadvance.

5.9 Telephone CallsAlldelegationswillreceiveaphonecontactlistforallrelevantnumberslinkedtotheEuropeanAthleticsU23Championships.

6. ACCREDITATION6.1 General

Eachteammemberwillreceiveanaccreditationcard,whichmustbewornatalltimesandshouldbeclearlyvisible.Securitypersonnelwillcontrolallareas.Theaccreditationisnottransferableanddoesnotallowtheholdertotakeanotherpersonbeyondcheckpoints.

6.2 Accreditation ProcedureAccreditationcardswillbepreparedinadvanceoftheevent,basedontheinformationprovidedbytheMemberFederationinthefinalentrysystem.Nochangeswillbeacceptedafterthefinalentrydeadline.

OnlytheTeamLeaderswillbetakentotheTVSbuildingoftheAthletesVillagewheretheAccreditationCentreisopenfrom9:00to20:30dailyfrom11Julytill14July.TheTeamLeaderswillbeaskedtheretocompletetheusualformalitiesbeforecollectingtheaccreditationcards.

6.3 Loss of an Accreditation CardAnylostordamagedaccreditationcardsshouldbereportedtotheAccreditationCentre.Duplicatecardscanbeobtainedifproofofidentitycanbeestablished.Thefinefortheaccreditationcardis50EUR.

Unauthoriseduseofanaccreditationcardwillresultinthecardbeingconfiscated.

6.4 Access Areas for TeamsAllteamaccreditationcardswillallowaccesstotheteamseatingarea,warm-uparea,changingfacilitiesandphysiotherapyrooms.Onlyathleteswhoareabouttocompetewillhaveaccesstothecallroomandtotheinfield.

TheHeadofDelegationfromeachteamisinvitedtotheVIPHospitalityareaandwillbegiventhenecessaryaccessnumberontheaccreditationcard.

SeparatecardswillbeissuedtoTeamLeaders,foraccesstotheMixedZone,TIC,CombinedEventsRestArea,CoachingZones,RaceWalkingPersonalRefreshmentandDopingControlareas.

7. TECHNICAL INFORMATION7.1 Technical Information Centre (TIC)

ThemainfunctionofthecentreistoensuresmoothcommunicationbetweeneachTeamDelegation,theLOCandEuropeanAthleticsTechnicalDelegatesandtheCompetitionAdministration,regardingtechnicalmatters.

TheTICislocatedattheMainStadium(seestadiumplan).

TheTICwillbeopendailyfrom12till16July,from8:00to21:00andfrom7:00to21:00onSunday17July.

TheTICwillbelinkedtoallinformationdeskssetupforthiseventandshallberesponsibleforthefollowing:

•ReceiptofwrittenquestionstobeansweredduringtheTechnicalMeeting

•Competitioninformation(startlists,results,etc)

•LiaisonpointsconcerningtechnicalmattersbetweenTeamDelegate(s),TechnicalDelegate(s),EuropeanAthleticsandLOC

•Urgentnotices–collectionanddeliveryofanyurgentwrittennoticestotheTeamDelegationsfromTechnicalDelegates,EuropeanAthleticsandLOC

9.9 Drinking StationsWaterandsoftdrinksareprovidedintheinfield,mixedzoneandinthewarm-uparea.

9.10 Protests and AppealsProtestsandappealsarepermittedandwillbeprocessedinaccordancewithIAAFRule146.

AnyprotestmustbemadeorallytotheRefereebytheathletehimself/herselforbyaresponsibleofficialactingonhis/herbehalf(Rule146.3).Protestsconcerningtheresultorconductofaneventshallbemadewithin30minutesoftheofficialannouncementoftheresultofthatevent(postedontheTICinformationboard).AnywrittenappealtotheJuryofAppealmustbemadeinaccordancewithRule146.5.Whensubmittinganappealform,adepositofEUR75,assetintherules,mustbepaid.Iftheappealisunsuccessful,thedepositwillnotbereturned.

TheJury’sdecisionwillbeprovidedinwriting.

9.11 InterviewsImmediatelyafterthecompetitionallathleteswillbeguidedthroughthemixedzonetomeetthemedia:firsttheTVcameras,thentheradioandfinallythewrittenpress.Itisfortheathletetodecidewhetherhe/shewillgiveaninterviewhoweveritisadvisedthattheathletesshouldcooperatewiththemediafortheirownbenefitandforthatofthesport.TheLocalOrganisingCommitteeflashinterviewgroupwillalsointerviewthewinningathletesandthiswillbedistributedonmonitorsintheMediaTribuneandonpaperintheMediaCentre.

•FlashInterviews–thesewillbeconductedinthemixedzoneimmediatelyfollowingeachevent.Followingtelevisioninterviews,theathleteswillbeavailableforthemedia

•OfficialInterviews–thefirstathleteineacheventmaybeaskedtoattendanofficialinterview.Thesepressconferenceswilltakepriorityoverallotherinterviewrequirements.Theywillusuallybeheldbeforedopingcontroltesting.

9.12 Victory CeremoniesTeamswillreceivedetailedinformationonthevictoryceremoniesforindividualsandteamsattheTechnicalMeeting.Allthevictoryceremonieswilltakeplaceatthecompetitionvenue..

AthletesmustweartheofficialteamclothingfortheceremoniesandthepresentationbibsprovidedbytheLOC.

Duringaccreditation,teamleaderswillbeaskedtochecktheirrespectiveflagsandanthems.

9.13 Doping Control

9.13.1 General InformationDopingcontrolshallbeconductedinaccordancewithIAAFRulesandAnti-DopingRegulationsunderthesupervisionoftheEuropeanAthleticsDopingControlDelegate.Bothurineandbloodsamplesmaybecollectedimmediatelybefore,andduring,theChampionships.

Athletesselectedfordopingcontrolshallbeinformedbyantidopingofficials.Athleteswillberequiredtosignaconfirmationofnotification.AthleteswhoaretobetestedmayinviteateamofficialtoaccompanythemtotheDopingControlCentre(DCC).

AselectedathleteshouldreportimmediatelytotheDCCunlesstherearevalidreasonsfordelay..AllselectedathleteswillbeaccompaniedbyatrainedchaperoneorDopingControlOfficerfromthetimeofnotificationuntilarrivalattheDCC.Athletesareremindedthatrefusaltoprovideasamplecanrenderthemliabletodisqualificationandmayleadtofurtherdisciplinaryaction.

Athleteswhoarerequiredtouseprescribedmedicationforthetreatmentofamedicalconditionshouldensurethattheyhaveregisteredtheirmedication,wherenecessary,throughtheTherapeuticUseExemptionsystempriortoattendingtheChampionships.

9.13.2 Selection of AthletesTheselectionofathletesforcontrolwillbemadeonafinalpositionand/orrandombasisunderthesupervisionoftheEuropeanAthleticsDopingControlDelegate.Inaddition,theselectionoffurtherathletesmaybeorderedatthediscretionoftheEuropeanAthleticsDopingControlDelegate.

AllathletessettingWorldorEuropeanrecordsmustreporttotheDCCtoprovideasample.Failuretoprovideasamplewillresultintherecordnotbeingratified.

9.13.3 Additional ControlsAdditionalathletes,suchasthoseachievingNationalRecordswhohavenotbeenselectedfordopingcontrol,maypresentthemselvesfortesting.TheseathletesmustreporttotheTICwheretheywillhavetocompletethe“DopingControlRequestForm”.TheywillthenbeescortedtotheDopingControlStation.

ThecostofthiscontrolwillbepaidbyEuropeanAthleticsandwillbedeductedfromthememberfederation’sEuropeanAthleticssubventionaftertheChampionships.

10. MediCal SerViCeS10.1 General

Themedicalserviceisinchargeofanymedicalassistancetotheteamleaders,thecompetitionorganisation,theinformationpersonnel,thehonoraryguestsaswellas,duringthecompetition,tothespectatorsinthestadium.

TheparticipatingteamsareresponsiblefortakingouttheirowninsurancetocoverillnessorinjurytoanymemberoftheirteamwhentravellingtoandfromEuropeanAthleticscompetitionsandduringtheeventitself(EuropeanAthleticsRegulation410.9).

ThemedicalcentreislocatedintheUniversitydormitories(seeappendix6)andwillbeopenfrom8:00until22:00daily.Adoctorandanursewillbeondutyoutsideofthesehours.

10.3 Medical Care at the stadiumThestadiummedicalserviceisresponsibleforanyproblemsconcerningtheathletes’health.Thereisalsoaroomformedicalattentionnexttothefinishline.Theteamdoctorhasaccesstothemedicalservicefacilitieswhenanathleteofhis/herownteamishurtorisinneedofothermedicalattention.Therearealsowellequippedphysiotherapyfacilitieshere.Thestadiummedicalserviceisalsoresponsibleforfirstaidinthewarminguparea.

Therearetwooffirstaidteamsontheinfield,supervisedbyadoctorandmarkedwithredcrosses.

10.4 PhysiotherapyTherearewellequippedphysiotherapyfacilitiesinconnectionwiththeMedicalCentre.ThephysiotherapyroomsareequippedwithlargespectrumofphysiotherapeuticunitsincludingtheESWTwillbeavailablethereaswellandwillbeopenfrom9:00until21:00.PleasereservetreatmentsattheMedicalCentreoffice.Theteamphysiotherapistsanddoctorsmayusetheequipmentinthephysiotherapyroomsinco-operationwiththemedicalstaff.

16. EUROPEAN ATHLETICS ANTI-DOPING EDUCATIONAL PROGRAMME

EuropeanAthleticsAnti-DopingEducationalProgrammeEuropeanAthleticsisdeterminedtoincreaseitsfightagainstdoping.Wewanttoensureacleansportandfairnessamongstallcompetitors.Onewayistosearchforcheatingathletesthroughdopingcontrols.Wearecontinuouslyimprovingourtestingprogramme,however,controlsandtestsareonlyatooltoidentifythoseathletesthatalreadybroketherulesandhavecheatedeverybodybydoping.

Wewanttosupportthetrueandcleanathleteswhentheystarttoengageinoursport.Weneedtoshowthemthatwearereadytohelpthemandtogivethemguidancetochallengedoping.EuropeanAthleticsaimstopromoteeducationforawareness,knowledgeandprevention.Onlyiftheathletesknowtherulesandknowthedangerofdopingtheycanactintherightway.

Asalongtermgoalwedesiretocontributewithourprogrammetopromotetheidealoffairnessandrespectamongathletes.Weneedtofightdopingasitisdestroyingthefundamentalprincipleofourport:fairplay.

Inordertotargettheyoungestgroupofathletes,theprogrammewhichissupportedbytheUNESCO,theWorldAnti-DopingAgency(WADA)andtheIAAFwillbeimplementedforthefourthtimeattheEuropeanAthleticsUnder23ChampionshipsinOstrava/CZE(14-17July2011)andtheEuropeanAthleticsJuniorChampionshipsinTallinn/EST(21-24July2011).
