Please keep attending. 5) Dr. Derby gave a summary of her report from RP 1630 and Seminar 1 presented earlier in the day. Future research could include elder care homes and assisted living facilities because the population is vulnerable and typically occupies the space for longer periods of time. MEETING MINUTES 

Meeting Minutes reported by Traci Hanegan, TC 9.6 Secretary 

1) TC called to order  a) Introductions were made by attendees.   b) Agenda and Sign‐in sheets distributed c) Roll call ‐ members present confirmed: 15 of 17 voting and 2 non quorum members present – quorum reached d) Corresponding members present 25, including 7 noted as PCM e) Guests present ‐ 13 f) YEA members – 6 g) All Handouts, Agenda, Meeting Minutes (Draft and Final) Sign‐in sheets, & subcommittee reports will be posted to the

2) Chair’s Report  a) Members can request to become Provisional Corresponding Members by emailing Tara Thomas at 

[email protected].  Include your membership number in your email.  New Provisional and Corresponding Members can be added at anytime.  You can also go to the ashrae website and select Technical Committees under the Standards and Technology Tab.  The next webpage to come up has a link to Join a TC. 

b) Subcommittee chairs to send their minutes to Secretary Traci Hanegan within 2 weeks of the meeting.   c) The committee roster is large and we are going to begin rolling off CMs who are not involved.   

 3) Minutes of Previous Meeting– T Hanegan 

a) Meeting Minutes from St. Louis were distributed on line and via website prior to the meeting.  No changes.  Motion to approve the minutes by Paul Ninomura.  Seconded by Zied Driss.  Motion passed 15‐0‐0.  

4) Vice Chair Comments –  R Westbrook a) The leadership transition plan for the committee that will take effect on July 1, 2017 includes: 

i) Ron Westbrook, Chair ii) Traci Hanegan, Vice Chair iii) Nicolas Lemire, Secretary 

b) Great committee participation.  Please keep attending.    

5) Dr. Derby gave a summary of her report from RP 1630 and Seminar 1 presented earlier in the day.  Future research could include elder care homes and assisted living facilities because the population is vulnerable and typically occupies the space for longer periods of time.  TC5.11 is looking for help with an RTAR related to this and is looking for some help from TC9.6.     

6) Roster Changes: a) We have 7 new provisional corresponding members.   b) New voting members beginning July 1, 2017:

 7) Sub‐committee Reports (see attached subcommittee meeting minutes where available in addition to notes below) 

a) Energy – David Eldridge.  Discussion regarding net zero energy design guide for hospitals.  Meteyer will look into special publications options.       

b) Water Subcommittee – Eric Granzow.  Discussion of program option related to the CDC toolkit applications, vacuum toilets, or state of the art water treatment options.  Ken Mead offered to help with information on the vacuum toilets.  

c) Programs – Bob Cox (Looking for a member to mentor for this position – please email Bob at [email protected] if interested).  Discussion of a workshop for the Earth, Wind, and Fire track in Chicago that includes a disaster drill.  Ron Westbrook will alert the track chair that we are working on something for this track.   

d) Handbook – Nicolas Lemire e) Research – Ken Mead f) Infectious Diseases – Traci Hanegan 

 8) Webmaster – Mark Tome  

a) http://tc96.ashraetcs.org b) The website has changed to a different format with the goal to be a bit more mobile/finger friendly.  To comply with 

ASHRAE policy, any email address should be an ASHRAE alias.  If you are a subcommittee chair, please follow that process and get an alias.  Also, Mark will post a link on the links page this week for instructions.  Shoot papers to him so he can create a link and things can be shared a couple of days before the next meeting.   

c) Following the meeting, George Augustini agreed to serve as the new webmaster.  

9) Environmental Health –Erica Stewart a) The Airborne Infectious Disease position paper has been reaffirmed as‐is.  A work group is being formed to begin 

updating it.  Several members of the infectious diseases subcommittee and from AIH volunteered for this work group.     

10) Liaison Reports – Erica Stewart a) SSPC 188 is now updating Guideline 12 and hope to have approval from the committee at this meeting.  b) There is a proposal to remove comfort from the Title, Purpose, and Scope from Standard 170.  

 11) ALI – Dan Koenigshofer 

a) Dan continues to teach the class and it is well attended and profitable.  If TC members want to review and comment on the slides from the class, Dan welcomes the feedback.    

12) New Business a) The Design Manual, 2nd Edition was published in the spring of 2013.  It is an ASHRAE bestseller.  It took 3 years to 

update last time.  Discussion on when to begin working on a third edition.   b) Jeff Hardin discussed the desire to formalize liaisons to standard committees.  Once the paperwork is completed the 

liaisons would be non‐voting members, but would be on the rosters and get copies of the communications.  Jeff is working on the details of the paperwork process.   

c) Roger Lautz provided an update on CO RP 3, Std. 170.   d) Roger Lautz provided an update on the MTG Ventilation Rates.  Roger is the liaison for 9.6 to this MTG.   e) Kishor Kankhari provided a summary of his seminar earlier today on Operating Room airflow and air change rates.

 ASHRAE Energy Modeling Conference discussion from invited guest Shona O'Dea. Lots of feedback on weather data / sizing, "perfect" controls and occupancy, use of ventilation requirements in program, etc. facility was a three‐story outpatient/MOB. New contest for IBPSA Building Simulation 2017 conference in August. 

 5. MBCx compared to FDD 

 MBCx vs FDD…obstacles, approaches, differences pertaining to involvement of a commissioning engineer.  

6. Water audit observations  Water audit observations by Terry Sharp, noted that several had 50% for cooling towers and provided some performance metrics for submission to subcommittee.Dan K. and DSE noted that many towers are monitored which solidifies that end‐use. Discussion about flushing of fixtures for infection control…UK case study was high use, two US case studies were conflicting, but noted that design would affect this as well.  

7. NZE Seminar  Frank wants to propose a NZE Seminar, including two proposed hospital presenters. TC 2.8 is the sponsor, we would co‐sponsor. Three speakers already arranged.  

8. (Nearly) NZE Guide for healthcare proposal  Hans Besselink visited us…Proposal  from REHVA, TVVL, Royal HaskoningDHV. TU Eindhoven for "nearly" NZE. TC has a task to determine if ASHRAE can partner or how this fits with other energy efficiency guides and publications. Goal to publish in two years. Can't merge with design manual, the timetable is too short.  

9. FGI ENERGY STAR requirement  

FGI draft had a requirement for designed to ENERGY STAR. 75…

 Question about AEDG case study ‐ someone said Memorial Herman.  

11. 90.1 Update  90.1 discussion from Tim Peglow. 90.1 discussion. Potential new strategies for separation of latent/sensible HVAC In context of a real facility in Houston.  Saving 30% reheat energy and 10% of CHW. Allows warmer setpoints in patient rooms, up to 78F. Staff prefers it cooler.

2) Minutes of the Previous Meeting a) June 27, 2016 St. Louis, MO  

3) Standards Reports a) SSPC188 Legionellosis: Risk Management for Building Water Systems – The standard was published 6/26/15 and was 

approved for continuous maintenance. The work of the committee presently is to publish an update to Guideline 12: Managing the Risk of Legionellosis Associated with Building Water Systems. The goal of the committee is to have a draft ready for public review in following the winter meeting in Las Vegas. i) There is some contention surrounding a few points in the guideline.  This is generally centered around monitoring 

and supplemental treatment. ii) The committee meets Tuesday and Wednesday.  

 4) Research  

a) No current RTARs in progress. b) Potential topics for future research were discussed. 

i) Vacuum waste systems and their effect in reducing fecal plumes.  Recommended by Paul Supan and Erika Stewart.  Resources could include Ken Mead (CDC) and Linsey Marr (Virginia Tech). 

ii) John Martin suggested a study on effectiveness of pipe material on promotion of Legionella growth in systems as well as study various mitigation methods for biofilm. 

 5) Society Liaisons  

a) Erika Stewart gave an update for the Environmental Health Committee. i) Committee meets Monday from 8‐12 and 2:15‐6:15. ii) There will be a revisiting of the ASHRAE Position Paper on Airborne Infectious Disease.  Paper was reaffirmed as is 

with the intent to review at the Las Vegas meeting.  6) TC Liaisons 

a) None present.  

7) Programs a) Program topics were discussed. 

i) Potential forum topic on the ASHRAE Position Paper on Airborne Infectious Disease was suggested by Erika Steward for the Long Beach meeting. 

ii) Potential program on CDC Toolkit and implementation case studies was suggested.  Laura Cooley with CDC would be willing to participate with presenting CDC Toolkit.  Erika will discuss at Standard 188 meeting. 

 8) Discussion and Action Items , New Business 

a) Paul Supan with the ADA expressed their organization’s concern with implementation of Standard 188 in small single practitioner facilities.   ADA is working on a scope change proposal to clarify application of 188 with regards to these

Process and Schedule:

Revisers interested in working on 2019 version shall give business card to N.Lemire (P.Likhonin) so they will be included on official roster for Handbook SubCommittee. Important to differentiate contributors/revisors and attendees

Schedule makes it mandatory that Official Chapter shall be submitted in 2018 to HBC. N.Lemire wants the TC to vote on it in January 2018 in Chicago.

Review process will be:

- Discuss new topic to be included, writing of new material if applicable, basefile revision (2015-2016) – LAST MEETING IN ST-LOUIS TO INCLUDE NEW TOPICS – NO MORE TOPICS AS OF LAS VEGAS

- Review and comment period (2016-2017) – Final work shall be submitted in Long Beach

- Final revision (Fall 2017) - Approval of Final Revision and vote (January 2018)

1. Schedule: a. Final Revisions due for long beach summer meeting b. Final chapter revision will be given to TC members for review c. Incorporate comments for 2018 Chicago meeting d. TC-9.6 to vote on final handbook chapter

2. Two weeks after the Vegas meeting, Handbook will be on the ASHRAE Authoring Portal. All Volunteers with tasks will be given editing rights.

3. Purpose of Handbook vs. Standard, vs. Guideline a. Purpose of the handbook is for general guidance on healthcare design, and to

direct the reader to Standard 170 and the HC Guideline for specific design information.

4. Reviewed Assignments: Completed vs. Outstanding a. Comparison of Terminology is complete b. Consistency with Standard 170 still needs to be done. Jonathan Flannery is lead. c. Definitions of Procedure vs. OR is covered in Standard 170, and will not be

repeated in handbook chapter. d. Bio-containment section is completed by Ken. Eric G./Pavel to review and make

final edits/recommendations. e. Pharmacy Updates are still in progress. Ken M. to finish before upload to

authoring portal (or after it is uploaded to the Authoring Portal). Erik Phelps assigned to Help Ken Mead.

f. Filtration section updates were in progress prior to meetings. Zied gave Pavel filtration updates after meeting. Pavel to review and edit and make final changes.

g. Comparison to International Standards, Travis English wrote a paragraph including several international standards as references. Walt Vernon volunteered to add more discussion to the paragraph. (no more than ~150 words).

h. Review of References is completed. i. Flow of Chapter: Completed. j. References to new standards such as AORN and AAMI- Travis E. Added

references. Jonathan Flannery (JF) to review and add if needed. JF to complete prior to Long Beach.

k. Medical Equipment Tables- Will not be incorporated into this chapter. These tables are scheduled to be included in the fundamentals chapter, no need to repeat the same table.

l. Expanding outpatient section will not be done for the handbook chapter- this is a general overview, not detailed design guideline.

m. Workflow of this document: Pavel is compiling all revisions into one document that will be uploaded to ASHRAE Authoring Portal for final edits by all assigned for revision of handbook.

5. Mike M. brought up inclusion of Standard 170 ventilation table. Discussion turned to review of the purpose for handbook, and reasons for not repeating tables that are on continuous maintenance

a. Straw pole was suggested for the entire group to vote on the following: Inclusion of the Entire Table, No Table, Partial Table

i. 2 People Voted to include entire Standard 170 Table ii. 9 People Voted for: No Table in Handbook

iii. 12 People Voted for partial table in Handbook with references to 170 for complete table

1. Welcome and Introductions were held. At least 38 persons were in attendance. 2. Reviewed Subcommittee Purpose (Facilitate ASHRAE Research Model For Projects Relevant to

Healthcare Facilities) and discussed how potential research topics progress through the ASHRAE research planning process from an idea all the way up to completed research project.

3. Old Business: a. RP 1630: Update the Scientific Evidence for Specifying Lower Limit Relative Humidity Levels for

Comfort, Health and IEQ in Occupied Spaces (Sponsor: TC 5.11/Co-sponsor TC 9.6) i. Completed Jan 2016

ii. Presentation in Las Vegas: Seminar 1: Updating Scientific Evidence about the Effects of Low Humidity on People

iii. PI: Dr. Derby – requested to present to the overall TC 9.6 in Vegas iv. TC 9.6 is requested to consider logical follow-on research relevant to humidity and

healthcare environments b. CO-RP 3: Literature Review of ASHRAE Standard 170 Support:

i. New PI, AEI/UNL (R. Lautz) ii. Brief projkect status update was provided by R. Lautz and Dr. Mausavi (both members of

the new PI research team). c. RTAR 1816: Reporting the Energy Use and Heat Gain from Imaging Equipment

i. RTAR Dev lead by Oscar Cobb & David Thomsen, Submitted to RAC 12/14/17 ii. Follow-up research to RP1343, Method of Testing and Reporting of Energy Use By

Medical Equipment iii. Co-sponsored by TCs 4.1 (Load Calc Data & Procedures) and 4.7 (Energy Calculations) iv. RAC feedback: accepted with comments, for further development into a WS v. Oscar C to lead WS dev process with David T. as co-lead. Participation interest also

expressed by Travis English, Walt Vernon, Dan Koenigshofer. Will be joined by reps from TCs 4.1 & 4.7

4. New Business: a. Draft RTAR: Comparisons of hospital operating room air distribution systems using CFD and

actual field measured data. (Co-Leads Nolan Hosking & Eric Phelps) i. Early Draft – RTAR needs further development

ii. Focusing on real life + CFD studies of both laminar flow and air curtain approaches to protect sterile field in OR

iii. Topic aligns with Kishor Khankari’s Conference Paper Presented at Vegas CP Session #3, entitled Analysis of Airflow Distribution and Contaminant Flow Path in a Hospital Operating Room (LV-17-C008)

iv. Topic is also timely in light of recent CDC Health Alert regarding Invasive Nontuberculousius Mycobacterium (NTM) Infections Following Cardiac Surgery with Exposure to Heater-cooler devices [ https://www.cdc.gov/hai/outbreaks/heater-cooler.html }

a. UNKNOWN INFECTIOUS DISEASES i. Prion like protein spotted in bacteria. A section of a protein in Clostridium

botulinum, the microbe that causes botulism, can behave like a prion when it is inserted into yeast and Escherichia coli bacteria, researchers report in the 13 January issue of Science

b. LEGIONELLA i. Ongoing outbreaks in hospitals and other healthcare settings – cooling

towers, water heaters. c. MERS

i. Ongoing cases reported, primarily in Saudi Arabia. Camels are a reservoir; additional animals being investigated.

d. INFLUENZA i. H3N2 is most prevalent this year in people in the US. ii. H5N5 found in birds in German outbreak for the first time. iii. H5N8 outbreaks in birds in Europe. iv. H7N9 outbreak in China. Fifth seasonal wave since first discovered in 2013.

An earlier start and increase in the number of cases was observed between Sept-Dec. 2016; 109 new cases in December alone, some appear to be hospital acquired.

v. H5N1 in Uganda. vi. H1N1 – Denmark study on increased antiviral drug resistance in immune

compromised patients. vii. Note that some countries with a history of HPAI have not reported anything

– not necessarily a sign that nothing is going on. e. HOSPITAL CONSTRUCTION

iii. TB – New England Journal of Medicine, 1-19-17. Transmission of Extensively Drug Resistant TB in South Africa. Looked at South Africa’s epidemic to see how many people acquired XDR from inadequate treatment of MDR-TB versus the number of people who were infected with XDR-TB via transmission from another XDR-TB infected person. They found that the primary driver for the epidemic was transmission, including hospitals and social settings.

iv. Per NFPA 101 2012 edition: are plastic barriers (w/zippers) no longer acceptable around construction areas though the facility is fully sprinkled? A: No… I wouldn’t say that. But the issue is being reviewed by NFPA and a change may occur next year.

v. Seoul virus outbreak in Wisconsin tied to rat-breeding facility. vi. Duke Health study published in Lancet regarding UV-C impacts on patients

staying overnight in rooms where patients previously had MRSA, CRE, C-Diff, and Acinetobacter.

vii. Lassa Fever outbreaks in Nigeria. viii. Reno, NV woman who visited India – had CRE resistant to all antibiotics. ix. Rift Valley Fever imported into China. x. Measles outbreaks in Colorado, California xi. Largest spike in 10 years for Mumps. Over 4,000 cases in US in 2016.

5. Rick Peters facilitated a discussion on an approach to Bariatric AII Rooms. He also shared the isolation concept for a new Emergency Department project that he was involved in. 6. Stephanie Taylor, M.D. facilitated a discussion on the information Nicholas Lea presented to the main TC9.6 committee in St. Louis and the information she presented in Seminar 1 earlier in the day. This centered primarily around the microbiome study that found HAIs increased significantly when the RH went below 40%. 7. The last half hour of this meeting in Las Vegas was devoted to working on a document for AII room design. Interested members include: Traci Hanegan, Roger Lautz, Jeff Hardin, Doug Barnes, Tim Earhart, Rob Hoadley, Rick Peters, Larry Wilson, John Martin, Michael Leone, David Thomsen, Burns Bradford, Paul Supan, and Stephanie Taylor.

MTG.ACR Goals

MTG.ACR will coordinate TC/TG/TRG/SSPC technical activities to help evaluate the technical basis and adoption of airflow rate specifications in terms of Air Change Rate (ACR) or Air Changes per Hour (ACH) for spaces such as cleanrooms, laboratories, patient rooms, operating rooms, and other similar spaces. Responsibilities include suggestions for research, development and presentation of technical programs for all types of spaces which currently require ACR specifications, and a special publication detailing aspects of the ACR philosophy and practice. The work of this MTG will potentially impact design guidelines, ASHRAE Handbook, and related ASHRAE standards. This MTG intends to involve other national and international groups and organizations in these efforts.

MTG.ACR Goals

• Investigate relationships between specified airflow rates and associated safety and risk for people and products.

• Evaluate a correlation between the strength and location of contaminant sources and airflow rates to obtain the desired levels of contamination control.

• Compile definitions and descriptions of different terminologies for air change effectiveness, dilution effectiveness, ventilation effectiveness, and contaminant removal effectiveness.

• Develop an in-depth understanding of relationship between ACR and various (ventilation) effectiveness definitions.

MTG.ACR Goals

• Evaluate the impact of HVAC configuration including airflow distribution, flow path of contaminants, and locations and type of supply and return devices on ventilation effectiveness.

• Quantitatively correlate concentration of contaminants with various measures of ventilation. Determine which measures correlate best, and the modeling assumptions necessary to support use of a variable as a design criterion.

• Investigate the basis for the current ACR specifications for various facilities including cleanrooms, laboratories, patient rooms, operating rooms, and other similar spaces. Compare US standards and guidelines for such specifications with those available in other countries.

• Based on the above evaluations publish the evaluations of the existing ACH specifications in the current ASHRAE guidelines and standards.

• Develop recommendations for appropriate units for the specification of dilution airflow rates.
