1.0 Capacity Building and Staff Development Program

1.1 Highlights

In line with some of the recommendations in the Institutional Assessment report, the Consultant initiated and implemented a skills assessment, manpower development, training and technology transfer program at the MMI, the Afghan State Gas Enterprise and the Exploration Department which involved the following activities:

§ Strengthening the English Language capability of select managerial and professional staff at the MMI and the Afghan Gas Directorate

§ Increasing day-to-day interaction between the Consultant’s staff and MMI and Afghan Gas personnel to promote on the job training and exposure to modern methods of project management, reserves determination, investment evaluation, and infrastructure development.

§ Establishing a viable, working office at the MMI, complete with computer equipment, technical support, conference and presentation facilities and high speed internet access so that MMI staff can effectively begin to use computers and receive training.

§ Establishing and trained a cadre of professional staff in carrying out a detailed energy usage and gas demand survey, which can continue to perform this function long after this assignment is over.

1.1.1 Background

In agreement with the Bank, and in order to increase the effectiveness of activities under this study, the Consultant initiated, designed and implemented an extensive skills assessment, manpower development, training and technology transfer program involving the MMI, the Afghan Gas Company, and the Exploration Department.

This activity significantly exceeded the TOR requirements. Over $100,000 were expended on this task alone.

With the completion of this project, there are a number of activities initiated under this program that warrant continuation. The Consultant recommends that the follow-up actions outlined in the Main Report, Sections 8.0 and 10.0 be implemented immediately so as not to lose the momentum created under this project.

1.1.2 Technical English Language Program for Engineers in Sheberghan

The Consultant initiated and established an English language training program in the city of Sheberghan in the northern Balkh province, with the aim to improve the English language skills of a select group of 22 engineers and especially to build knowledge of specialized vocabulary used in engineering and the oil and gas industry. The course was delivered to engineers from the Afghan Gas Enterprise and the Department of Oil and Gas, Ministry of Mines and Industry.

The program started in early February and was designed for a period of three months, to last until the end of April. Two professional English teachers held two separate classes on a daily basis for the duration of 60 minutes from 8.30am until 9.30 am.

In order to meet the main objectives of the training and to ensure the success of this program, the program was extended for a further two months. A continuation of the program is considered vital so as not to lose the momentum created.

The students participated actively in the classes and created an environment conducive to learning. Participation was high and the classes ran smoothly. The participants have proven to be hard working and have shown a great interest in the English language. The curriculum consisted of conversational English, listening comprehension as well as reading and writing. The students spoke English with the teacher in order to improve their speaking skills. They completed two course books “Active I + II”. They clearly benefited from this program and their English language skills have significantly improved. They have acquired a fair to medium English language skill, which enables them to handle basic to semi-complex situations. The course has established the basic foundations for a more profound knowledge of the English language. The students have a further need for learning a more specialized vocabulary. Additional classroom materials with mechanical and technical terms are needed.

The costs of the program, totaling approximately $20,000, include salaries and incidentals for the two English teachers, meals and a stipend paid to the students consisting of a base amount plus an incentive amount, which was paid upon successful attendance and completion of the program. Some additional expenses for stationary and classroom materials have also been included. There were 25 students enrolled in the program, who are listed in Annex 3 of this report.

1.1.2.1 Recommendation

The Consultant recommends that the MMI and Afghan Gas Enterprise be provided Technical Assistance and commodity support to continue this activity as part of the overall manpower development and capacity building program.

1.1.3 MMI Computer and Internet Center

The MMI suffered from a near complete lack of access to properly maintained and supported computers having internet access ability. Hill International established an office on the third floor of the MMI Building to remedy this situation.

The office was completely renovated and redecorated, and modern office furniture, including 4 workstations, a large conference table, a sofa and table set, four sets of desktop computers with flat screens, a laptop computer fax/copy/printer machines, an overhead projector, a shredder and other equipment were delivered and installed. Several Uninterruptible Power Supply (UPS) units have been installed for all equipment. A wireless antenna system was installed providing 24-hour high-speed internet access for up to 8 users. Additionally, dedicated internet connection cables were drawn to the offices of the Minister, the Head of Mining, the Head of Planning and the Head of Oil and Gas. Monthly connection charges (US $600/month) to the wireless internet system have been paid for a period of six months, through the end of July. The overall approximate cost of furniture, equipment, and services provided on behalf of the MMI is $70,000.

A log was established at the office to monitor the usage of the facilities by MMI staff, and a resident computer expert provided continuous technical and software support to MMI users.

1.1.3.1 Recommendation

It is recommended that internet subscription dues (at a minimum) be provided to the MMI to ensure continuity of the computer and meeting center. Regular technical support, troubleshooting and training should also be continued to be provided.

1.1.4 Sponsorship of the Afghanistan International Pavilion booth at the AAPG Annual Convention

To increase the visibility of the Afghan Oil and Gas Sector to the International oil and gas audience, the Consultant sponsored a full presentation booth “Platinum Sponsor” on behalf of the MMI at the American Association of Petroleum Geologists (AAPG) Annual Congress, held from April 18-21 in Dallas, Texas. Despite extreme difficulties with obtaining US visas, Mr. Chaman Shah Ahmadi of the Oil and Gas Directorate was nevertheless sent to Dallas to man the Afghanistan booth, together with one of the Consultant’s team members - Mr. Thomas O’Connor. Akin Oduolowu, the World Bank Task Manager for this project was also present at the conference providing oversight.

The booth was one of approximately 40 3m x 3m booths that were provided to mostly emerging countries, in the International Pavilion (IP) section of the AAPG. Graphical aids, posters and MMI business cards were designed and developed for the exhibit, and extensive marketing done at the event. The physical location of the booth was advantageously located at one of the corners of the IP which resulted in considerable through-traffic. This was due not only to the location of the booth, but in a larger sense, by the general interest of the visitors in the fact that Afghanistan has for the first time become part of the international petroleum exploration scene. Accordingly, a large number of visitors, representing a wide range of interests, stopped by the booth to discuss prospects of future exploration and development of Afghanistan’s petroleum endowment with the personnel who were stationed at the booth. Business cards were exchanged as a means of maintaining further contact. By all standards, the very first participation of Afghanistan in this event was considered a great success.

The most significant of these visits resulted in two ensuing in-depth discussions of possible next steps in furthering exploration and development within the country:

ChevronTexaco invited Mr. Ahmadi, as well as other members of the Hill team, to a dinner with three of the company’s mid- and upper level regional international exploration managers for the purpose of deepening the discussion of data access, status of the petroleum law and future exploration promotion activities. As a result of these discussions, it is likely that further contacts will be made by ChevronTexaco.

Ammonite Resources (www.Ammoniteresources.com), an International petroleum and Minerals Consulting Company, invited Mr. Ahmadi and the Hill team to attend their annual dinner at the Dallas Petroleum Club. There he was asked to give a short presentation on the current and likely future status of petroleum exploration in Afghanistan. This was well received, a number of questions were asked, and discussion undertaken. There have been several follow-up correspondences as a result.

In the areas of personal development, Mr. Ahmadi’s command of English improved markedly as a result of the immersion situation in which he found himself where he was pushed to discuss technical and personal issues with a wide range of interlocutors. In addition, the experience of being part of the main Exhibition Hall of

the Conference Center, allowed him to view and discuss much of the state-of-the-art technology that was on display. Lastly, and perhaps most importantly, he had the chance to view the other participating booths of the IP. By finding himself in this position he obtained a much clearer view of the business issues of the international exploration scene, in which there is a significant element of competition between countries for exploration dollars, than might otherwise have been the case.

Total cost of the sponsorship, including registration, signage, travel, lodging and incidentals was approximately $25,000. By all standards, the very first participation of Afghanistan in this event was an enormous success.

1.1.4.1 Recommendation

It is recommended that regular attendance of the Afghan MMI delegation be sponsored at a minimum of 2-3 annual industry events, including the AAPG Congress, the World Energy Council, and regional oil and gas conferences.

1.1.5 MMI / Consultant Twinning and Training Program

As part of the project, sixteen (16) management personnel and engineers from the MMI, the Fertilizer Plant and the Gas Company have been admitted into a twinning and consulting program with consultant staff. Under six-month consulting contracts, they have been trained in data acquisition and analysis, and actively participate in the performance of project sub-tasks together with the Consultant’s personnel.

A listing of the twinning program participants is provided in Annex 2 of this report.

1.1.5.1 Recommendation

The Consultant recommends that other future technical assistance assignments include a technology transfer component as a mandatory activity within the Terms of Reference.

1.1.6 Technical Language Skills Improvement for MMI Workers

Due to the overall lack of technical English training at the MMI, the consultants have purchased and distributed twenty copies of the publication “Farhang-e Naft va Gaz”, a glossary of Oil and Gas Industry terminology in both English and Farsi. Ad-hoc assistance is being provided by the Consultant’s resident staff to MMI staff members in improving their technical vocabulary.

The cost of this program was approximately $900 to cover purchase, copying and shipping of the books to Kabul.

A comprehensive skill set inventory of MMI Staff, including technical training, language skills and foreign experience has also been prepared by the Consultant, and is attached here.

1.1.6.1 Recommendation

It is recommended that other oil and gas industry publications be made available to MMI, Exploration Department and Afghan Gas management. In particular, several trade magazine subscriptions such as the Oil and Gas Journal should be made available to management and staff as a low-cost means of increasing the knowledge base within the organizations.

1.1.7 The Energy Survey Core Group

The Consultant established, mobilized and trained an Energy Survey Core Group and supervised a comprehensive survey of household, commercial, and industrial energy consumption in Kabul as part of Task 3 – Kabul Gas Demand Study. The organization developed for the Core Group consisted of a team of 20 engineers from the MMI, the Afghan Gas Company, and the Ministry of Water and Power as well as two technicians assigned by the Consultant to create a computerized database. The Core Group was organized under a Group Leader and divided into three teams, each of which were assigned particular districts to survey. A listing of the Core Group members is provided in Annex 1 of this report.

Over a period of three months, the Core Group carried out the survey of 1,861 residential, 1,153 commercial, 247 government facilities, and 52 industrial consumers with a remarkable degree of care and diligence, and under a very tight schedule.

1.1.7.1 Recommendation

It is recommended that the Core Group be kept intact and be used as a resource to continue performing surveys and analysis of energy usage patterns throughout the country. Given the lack of such data gathering facilities in Afghanistan, the Core Group presents an excellent opportunity to build a reliable database of power and non-power energy usage patterns across the country.
