The Applicant respectfully submits as under: -

1. Power Development Department-Distribution, Government of J&K

(hereinafter referred to as “JKPDD-D”) is a deemed licensee under section 14

of the Jammu and Kashmir Electricity Act, 2010 for supplying electrical energy

in the State of Jammu and Kashmir.

2. The Jammu & Kashmir State Electricity Regulatory Commission (JKSERC) has

been empowered to determine the electricity tariffs under Section 71 of Jammu

and Kashmir Electricity Act 2010. The JKSERC has issued Multi Year

Distribution Tariff Regulations, 2012, which defines the procedure to be

followed for determining the electricity tariffs. These Regulations requires the

licensee to submit the Annual Revenue Requirement (ARR) for control period

and get it approved from the Commission.

3. The JKPDD-D (as a deemed licensee) has already filed the petition before the

Hon’ble Commission for approval of ARR (Annual Revenue Requirement) for

the Financial Year 2013-14, FY 2014-15 & FY 2015-16 (hereinafter referred to as

FY 14, FY 15 & FY 16) under the regulations notified by the Commission.

4. The JKPDD-D now requests the Hon’ble Commission to approve the

proposed Tariff Revision Proposal for the FY 2013-14.

3 Revenue at Existing Tariff

1. Revenue from sale of power for FY 2012-13 & FY 2013-14 is determined based

on the estimated/projected energy sales and category wise tariff prevalent in

the Jammu & Kashmir as per the Tariff Order for FY 2012-13.

2. Revenue billed from sale of power at existing tariff is expected to be Rs. 1601.51

Crores in FY 2012-13 and projected to be Rs. 1,743.28 Crores in FY 2013-14, as

shown in Table 2.

3. The table below summarizes the revenue from sale of power at existing tariff

for FY 2012-13 and FY 2013-14:

4 Coverage of Revenue Gap

1. Table 3 summarizes the revenue gap at existing tariff at Rs. 3,479.00

Crores for FY 2012-13. Further, the revenue gap for FY 2013-14 is Rs. 3,526.88

Crores.

2. JKPDD would like to submit that the revenue gap takes into consideration the

collection efficiency levels also. The collection efficiency is expected to improve

from 95% in FY 2012-13 to 96% in FY 2013-14.

5 Tariff Revision Proposal

1. Table 4 summarizes the revenue at proposed tariffs for FY 2013-14.

2. As depicted in Table 3, total Revenue Gap of Rs. 3,506.08 Crores for the FY

2013-14 is proposed to be covered through additional revenue from proposed tariff

revision as well as through financial support from Government of J&K

3. In addition, there is estimated Revenue Gap of Rs. 3,479.00 Crores in FY 2012-13,

for which suitable recovery mechanism need to be evolved.

4. The increase in tariff will reduce the revenue gap by Rs 253.94 Crores in FY 2013-

14.

5. However, even after the proposed tariff hike, gap of Rs 3,270.13 Crores is still

remains. This unmet gap can be met through financial support from Government

of J&K.

6. It may be seen that there is a large gap between the average cost of supply and

category-wise average tariff, part of which is attributed to the fact that after the

tariff revision in the year 1999, the next tariff revision was done by Hon’ble

Commission for FY 2007-08 and thereafter in 2010-11, 2011-12 & 2012-13

respectively. However, average tariff still adequate enough to cover only 38% of

average cost of supply. Further besides agriculture and domestic consumers, non-

domestic and industrial consumers are also heavily subsidized. Hence following

proposal is made to increase average tariff to reduce this gap gradually.

7. Further, Tariff Hike currently proposed is based on the consideration of Prudent

Average Cost of Supply i.e. Rs 6.36 p.u. Prudent Average Cost of Supply has been

computed using national average loss level of 25.27% as mentioned in the annual

report for FY 2011-12 on the Working of State Power Utilities and Electricity

Departments, Planning Commission, Government of India, October 2011.

8. It is evident that even after proposed hike, except State Central Government

categor, all categories like Domestic, NDNC, Agriculture, Public Street Lighting,

LT industrial Supply, HT Industrial Supply, HT-PIU Industrial Supply, HT Public

Water Works & General Purpose / Bulk Supply are still below Average Cost of

Supply at Prudent Loss Level.

9. Also in this proposal, the average hike proposed for unmetered consumers is more

as compared to average hike proposed for metered consumers in same category.

10. No Hike has been proposed in the Miscellaneous Charges.

11. KVAh tariff (in Energy Charges only) is proposed to be introduced in following

categories for connected load > 20 kW (metered connections only):

a. Non Domestic / Commercial

b. State / Central Government Departments

c. LT Industrial Power Supply

d. LT Water Works

The rationale behind introduction of kVAh tariff is to encourage consumers to

initiate on their own, the steps to improve their power factor. The kWh and kVAh

tariffs are currently proposed to be introduced in energy charges only and are

proposed to be kept at par with each other so that at unity power factor there is no

disparity in the charges paid by the consumers in the same category for same

consumption.

12. In line with Commission’s Observation in last Tariff Order (clause 10.7) it is

proposed that the Minimum Charges are proposed to be discontinued from next

Financial Year and instead same Fixed Charges are proposed to be introduced in

these categories.

Schedule 1: Domestic Supply

Applicability

This tariff category shall be applicable to supplies pertaining to domestic premises,

religious institutions, group housing societies, orphanages, old-age and infirm homes, charitable institutions providing services free of cost or on nominal charges, post

offices at residences of villagers and residential premises of architects, engineers,

advocates, doctors, teachers, artists, weavers, stitching and embroidery workers

occupying not more than 20% of built up area for respective professional purposes.

Schedule 2: Non-Domestic/ Commercial Supply

Applicability

This tariff category shall be applicable to the followings: shops, showrooms, business

houses, offices, educational/ technical institutions, clubs, meeting halls, places of public entertainment, hotels, cinemas, hospitals, dispensaries, clinics, nursing homes,

X-ray units, diagnostic centers, pathological labs, fisheries, aqua-culture, sericulture,

dairy, hatcheries, printing presses, milk chilling centers, poultry farms, cattle breeding farms, nurseries, plantations, mushroom growing, carpenters and furniture makers,

juice centers, hoardings and advertisement services, typing institutes, internet cafes,

STD/ISD PCO’s, FAX/ photocopy shops, tailoring shops, photo studios and colour

labs, laundries, cycle shops, compressors for filling air, restaurants, eating

establishments, guest houses, marriage gardens, welding transformer and lathe

machines for repair works and services, book binders, petrol pumps and service stations, lifts and other appliances in shopping centres and offices, tourist house boats,

and similar other establishments.

In addition, any connection not covered under the other categories shall be billed under this category. However, this would exclude connections pertaining to State/

Central Government or Defence services, which have been included in a separate

category.

Character of Services

(a) AC, 50 Hz, 230 Volts, Single-phase upto a load of 5 kW.

Applicability

This category contains all non-industrial consumers having mixed type of load greater

than 100 kW (115 kVA) and those consumers having multiple connection with aggregate load more than 100kW in an Electric Circle. This includes domestic

consumers, offices, educational/ technical institutions, religious institutions,

residential colonies, commercial establishments and other similar loads.

All connections having load of 100 kW or above and not covered in any other

categories shall be billed under tariffs applicable to this category. However, any

such connections belonging to State/ Central Governments, Defense and Para-military forces shall not be considered in this category.
