Welcome to Nicosia, Cyprus!Let me be the first to welcome you to Nicosia, capital of the Republic of Cyprus. This great city has been continuously inhabited for thousands of years and has been the capital of Cyprus since the 10th century. Through the ages, it has been settled by successive waves of peoples; it has been coveted by and has sometimes been part of many empires, its fate intertwined with the eastern Mediterranean and beyond.

Nicosia’s rich history will be the backdrop for three days of discussion and debate at the 2017 EBRD Annual Meeting & Business Forum. The past year has been witness to unexpected, daunting change and challenge in international politics and economic relations. Our discussions will address the international stage, yet with an eye to local concerns. The EBRD Business Forum will engage both of the island’s communities which together face a number of political and economic issues.

Over the past year, the Bank has taken a fresh look at its concept of transition and re-defined the qualities which make for a successful, modern, viable economy. Competitive, well-governed, green, inclusive, resilient, integrated – these are the six, broad descriptive qualities which have emerged and which will be the poles of discussion at the Business Forum. Through presentations,

debates and professional analysis, we will bring together knowledgeable and engaging speakers to assess the global state of affairs while outlining prospects for growth and investment.

Successful investors know that business climate, confidence and investment are intimately related. At the 2017 Business Forum, you will be able to look at these all-important factors in greater detail at Investment Outlook sessions – a chance to learn more about investment prospects from policy-makers and business people in ten selected countries in which the EBRD invests.

The Business Forum will provide an opportunity to reflect on what has been achieved, and on the many economic, social and political issues now facing our region.

The Forum will be presented in a new format with discussions reflecting on the six re-defined qualities of transition:

1 Competitive: Towards a market structure that ensures competition, with productive firms generating value, and the incentive for firms to compete and advance.

Discussion Panel: Competitiveness in the 21st Century.

2 Well-Governed: Towards authority, decision-making and accountability with quality and appropriate processes.

3 Green: Towards a “green”, environmentally sustainable market economy where economic decisions reflect the true, full value of resources.

Discussion Panel: The Journey to Green Growth... Seeking Solutions to the Challenges.

4 Inclusive: Towards an inclusive market economy that ensures equal economic opportunity for all population groups, with fair, full access to labour markets and finance. This year, we will look at the private sector as a facilitator of economic inclusion and greater gender equality.

EBRD 2017 Business Forum

Board of Governors’ sessions will take place on Wednesday 10 May and will be chaired by Mr Pierre Gramegna, EBRD Governor and Minister of Finance for Luxembourg.

The Opening Session of the Board of Governors, commencing at 09:00 and finishing at 10:00, will be open to all Annual Meeting participants and will feature addresses by HE Mr Nicos Anastasiades, President of the Republic of Cyprus; Mr Pierre Gramegna, Minister of Finance for Luxembourg and Chair of the Board of Governors; and Mr Suma Chakrabarti, EBRD President.

MAKING GREEN GROWTH WORK FOR WOMENEconomic growth does not necessarily translate into greater gender equality. It may reinforce inequalities rather than reduce them, especially if the sectors driving green growth are those where women face significant barriers to entry. The international debate so far suggests that many of the drivers of transformation have the potential to narrow down existing gender gaps; at the same time the literature shows that women are already underrepresented in the occupations predicted to grow most strongly in the green sector. How can women best access the benefits of green growth? The panel discussion aims to analyse employment opportunities for women and men, and the challenges they face in the green economy, with a specific focus on the renewable energy sector, and how the private sector, governments and other stakeholders can support inclusive and gender responsive green growth.

A welcome breakfast will be served from 10:30 in the restaurant area next to the event room for all participants.

The discussion will be followed by an award ceremony for individuals and companies whose work contributes to the promotion of gender equality.

INTEGRATING EASTERN EUROPE’S REGIONAL GAS MARKETSEastern Europe, a region traditionally under pressure from East and West, is pursuing numerous gas pipeline interconnectors between regional gas markets to enhance energy security and market efficiency. Bulgaria, Greece, Hungary, Romania and Turkey have

been vocal in pushing plans for creating national gas hubs. The process of creating a hub has, however, still to enter the phase of actual design and implementation.

The panel will examine what makes interconnectors and gas hubs economically impactful and which scenario for further gas market integration is most likely.

HOW IMPORTANT IS TRUST FOR THE FUNCTIONING OF INSTITUTIONS?At its core, governance is about the quality of institutions and the processes they support. The EBRD’s countries of operations have a heritage of inefficient institutions, which citizens have learned to distrust. Making them more efficient, transparent and responsive should encourage trust and, in turn, further strengthen institutions.

However, this task has become more difficult as globalisation, bringing about a range of economic, technological, social and political changes, has sown doubt about the ability of institutions to respond to people’s needs and protect them from global challenges. This panel will look at the importance of trust for the functioning of institutions and will be followed by a launch event for EBRD’s Law in Transition journal.

COMPETITIVENESS IN THE 21ST CENTURYCompetitive markets are the foundation of capitalist economies and have traditionally been at the core of EBRD’s work. In the 21st century, technological progress and globalisation have brought about a new definition of markets and of competitiveness.

First, the qualitative change in the speed of innovation has transformed the very nature of competition. Production technologies and management practices have become easy to replicate.

Second, rapid change results in faster entry and exit and thus in a substantially shorter lifecycle for companies.

Third, reduced barriers to trade and network effects result in unprecedented economies of scale. Companies fiercely compete at the research and development (R&D) and innovation stage but, once the product is designed, the stronger competitor becomes an undisputed monopolist.

This discussion will explore the new nature of competition and how it has forced regulators to rethink the definitions of market boundaries, as well as the rules and incentives for innovation and competition.

BANKING ON FULL RECOVERY? THE FINANCIAL SECTOR POST-CRISISNine years have passed since the eruption of the global financial crisis, but has the cocktail of remedies applied to safeguard financial stability led to a permanent hangover for banks? The panel will discuss the resilience and sustainability of the banking sector and the role that it can play in supporting long-term economic growth, while avoiding the volatility and excesses of the past.

Among the topics to be addressed are the lingering portfolios of Non-Performing Loans across much of the EBRD region, which is now the priority focus of the Vienna Initiative, and the challenges of the changed regulatory environment. Given the pressure on banks’ profitability and the growing relevance of “disruptive” technology in financial services, panellists will also consider whether bank business models need to be adapted to reflect different market dynamics and customer preferences.

THE PRIVATE SECTOR AS AN ENGINE FOR ECONOMIC INCLUSIONNine out of ten jobs are created by the private

sector worldwide, making it a major force for economic growth and prosperity across the EBRD region. However, the demand for talent and skills often remains unmet by formal education systems. This leaves young people without the skills needed to compete for jobs and firms unable to fill open positions. The EBRD’s unique economic inclusion approach supports clients across a wide range of sectors to address this skills mismatch and so enhance equitable access to jobs and training.

To mark the launch of the EBRD’s first Economic Inclusion Strategy 2017–2021, this session will explore the critical role of the private sector in addressing inclusion challenges, in partnership with policy stakeholders, to achieve inclusive and sustainable growth.

Following the Panel Discussion there will be a Press Conference for the launch of the Economic Inclusion Strategy.

THE JOURNEY TO GREEN GROWTH… SEEKING SOLUTIONS TO THE CHALLENGESThis event, organised by EBRD’s Environment and Sustainability Department, begins with a dynamic presentation of the Bank’s impact as we launch the EBRD’s Sustainability Report 2016, highlighting the accomplishments of the Bank and its clients during the year.

A panel discussion then explores the concept of green growth and its relevance to EBRD’s countries of operations, the Bank’s role in promoting effective green and inclusive growth, and the solutions necessary to achieve positive sustainable development.

The event concludes with the 2017 EBRD Environmental and Social Awards ceremony which recognise achievements in four categories: Sustainable Energy; Climate Change Adaptation; Environmental and Social Best Practice; and Environmental and Social Innovation.

Cyprus in the Eastern Mediterranean Region: Attractive Investment Opportunities within a Secure Business EnvironmentIn an ever-changing and often turbulent global and regional environment, locating high-revenue investments in a secure environment is key to the investors’ mindset. The Host Country Investment Outlook Session will focus on attractive investment opportunities in Cyprus, in the context of the eastern Mediterranean region and will explore the challenges and opportunities across a range of sectors of interest to regional and global players.

Cyprus has a strategic position, a robust legal and tax framework and a talented, multilingual workforce, combining a high quality of life with the ease of doing business. All that and much more will be explored during the Host Country Investment Outlook session.

In his welcoming speech, the Minister of Finance of the Republic of Cyprus, EBRD Governor Mr Harris Georgiades, will provide a first glimpse of Cyprus as a secure and dynamic business destination in a number of traditional and emerging sectors, with great potential for investors and the economy alike.

How can Developing Local Currency and Capital Markets Strengthen Financial Resilience?The EBRD countries of operations suffer from under-developed local currency debt markets, often in combination with a high level of foreign currency borrowing. Both factors increase systemic risk. This was widely acknowledged by the G20 Presidency chaired by Germany in 2017, with this years’ focus on resilience, i.e. on creating common principles to improve countries’ ability to absorb economic shocks and develop better responses to long-term structural challenges.

Building resilience underpins the strategic objective of EBRD’s LC2 Initiative that aims to achieve more efficient and self-sustaining financial intermediation through broader use of local currency and the development of local capital markets.

The development of local currency and capital markets can, however, only be successful when public and private sectors, local authorities and market participants, work closely together. How can each contribute, and what is the role for International Financial Institutions?

We are bringing together a diverse panel of policy makers, along with representatives from the international community and the private sector to discuss the multiple roles that need to be played by the public and the private sector in building local currency markets, and how the wider international community can contribute to this challenge.

A panel discussion: Public procurement: Is open competition good for SMEs?, will explore policy issues around facilitating SMEs participation in public tenders and providing small business with growth opportunities that arise from delivering contracts for municipalities and local government.

Trade Facilitation ProgrammeThe Trade Facilitation Programme (TFP) currently includes over 100 Issuing Banks in the EBRD region and more than 800 Confirming Banks worldwide. Small Business, Big Markets: Internationalisation and SMEsIn a world of global value chains and interconnected businesses, it is important to ensure that small and medium-sized enterprises (SMEs) – core to GDP creation and employment across the EBRD’s countries of operations – are not excluded from these opportunities. Internationalisation among SMEs can bring them higher rates of growth, innovation and employment, as well as greater resilience through diversification. In addition to looking to export, internationalisation captures a wide range of topics including import, foreign direct investment, domestic competitiveness, international subcontracting and the right/potential of businesses to compete in a fair space. While SMEs may perceive opportunities to expand internationally, they often face barriers to internationalisation, including lack of know-how about processes and procedures or market relationships, and lack of access to trade finance.

THE ROLE OF CIVIL SOCIETY IN PROMOTING TRANSITION RESILIENCEThe panel will look into the role of civil society in promoting transition resilience in the EBRD region. Transition is not a linear process and there have been setbacks and reversals along the way. A well-functioning market economy needs ‘shock absorbers’ that can ensure broad support for market institutions during a downturn. Civil society, operating in the space between the public and private sectors, can play an important part in this.

The Civil Society Programme will take place on 9-11 May and will provide an opportunity for dialogue between civil society and EBRD staff, senior management, the President and Board Directors.

The unique acoustic quality of the theatre will echo to the sound of Carmen, Granada, Neapolitan serenades, The Barber of Seville, Viennese operettas, as well as music by Greek composers Mikis Theodorakis and Manos Hatzidakis. And no such event promoting the treasures of our cultural heritage would be complete without the inclusion of a few traditional – yet timeless – Cypriot songs.

Nowhere else in Cyprus could such an event be better realised than at the magnificent surroundings of this Greco-Roman theatre. Built in the 2nd century BC on the site of Kourion, one of the island’s most important city-kingdoms, the theatre’s archaeological remains are among the most impressive sights in Cyprus.

All participants are welcome to experience this remarkable musical performance in a place where history meets art.

Taipei ChinaSince the EBRD’s inception in 1991, the Taiwanese authorities and companies have enjoyed a long-standing relationship with the Bank. To date, the Taiwanese contribution to the Bank’s technical cooperation and co-financing programmes has amounted to US$ 180.5 million, while the Bank has consistently utilised Taiwanese expertise in key fields, including sustainable energy, ICT, intelligent transport, SME development, gender equality and women in business.

In 2011, the Taiwan International Cooperation and Development Fund (TaiwanICDF) pledged US$ 80 million to the Green Energy Special Fund. Recently, a US$ 15 million contribution was made by TaiwanICDF to co-finance loans to SMEs in the agribusiness sector.

EBRD-Taiwanese cooperation continues to deepen, as the Bank continues to broaden its regions of operations and sectors of projects.

Evaluation DepartmentThe EBRD’s shareholders and management view effective evaluation as an essential contributor to improved institutional effectiveness. Analysis and recommendations produced by the independent Evaluation Department (EvD) have contributed to significant advances in numerous Bank programmes and processes in recent years. EvD’s objective performance analysis and ratings provide the Board of Directors and management with a key instrument of accountability and a source of evidence-based insights, lessons and recommendations with which to deepen effectiveness and impact. Security will be strictly enforced in all the Annual Meeting venues. To ensure the safety of all participants, security badges must be displayed at all times in the venues. Under no circumstances should your security badge be lent to another participant. At the venues’ entrances, participants will be required to pass through security checks and to have their belongings screened and, if necessary, searched.

Transport

A shuttle bus service for Annual Meeting participants will be provided to and from airports and hotels, from hotels to Filoxenia Conference Centre and for the Reception for All Participants. Timetables and routes will be made available at the airports on arrival and at hotels’ reception lobbies.

First Aid

The Cypriot Ministry of Health are providing medical cover at the Filoxenia Conference Centre. Medical staff will be available in Room G18, Level 0 behind Rooms Zenon Kitievs A and B. In the event of an emergency please contact staff at the Filoxenia Conference Centre who will summon medical staff.

Preserving and improving the environment are central features of a modern, well-functioning market economy and therefore key goals of the transition process that the EBRD was set up to promote.

The EBRD launched the Green Economy Transition (GET) approach in 2015 to put investments that bring environmental benefits at the heart of the EBRD mandate.

The EBRD has been working to minimise the environmental impact of its annual meetings in recent years. For its 2016 event in London, the EBRD compensated for the environmental impact with offsets from the ‘Sena Hydro Power Plant’ (HPP) in Turkey.

This year, the EBRD will again endeavour to reduce the environmental impact of the Annual Meeting & Business Forum in Nicosia, Cyprus.

The EBRD Community Initiative was set up in September 2016 to promote philanthropic and charitable activities in countries where the Bank operates. The Community Initiative:

• supports staff fundraising efforts by matching their financial contributions to charities of their choice in countries where the Bank operates;

• provides targeted contributions to charitable and philanthropic projects in countries where the Bank operates on the occasion of the EBRD Annual Meetings.

This year, the EBRD Community Initiative will provide a targeted contribution to the charitable organisation PeacePlayers Cyprus (PPI-Cyprus), based in the buffer zone in Nicosia. By means of basketball tournaments and related training programmes, it enables 8 to 18 year old Turkish-Cypriot and Greek-Cypriot boys and girls to learn and play together, helping to reverse prejudices

Carbon Neutral Initiative

EBRD Community Initiativein segregated communities. The charity also promotes social inclusion and female empowerment, working with local schools and civil society organisations to engage parents and other members of local communities.

The donation by the EBRD Community Initiative will enable the PPI-Cyprus to increase the number of children involved in the initiative, build the relationship of trust and encourage them to act as “agents of change” in their local communities.

The efforts go beyond the mere compensation with offsets from clean energy projects. The Bank actively seeks to reduce the amount of waste.
