My greetings to you all.The Cauvery issue which should have beensolved sciencetifically,has now turned into an emotional issue.TheSupreme Court in its order asked Karnataka Government to release waterto Tamilnadu and insisted that the order has to be compiled with.Theonly way to resolve the Cauvery issue is to form the Cauvery managementboard as it is done in the case of Bagra-Piaz river issue.
The GST is expected to be implemented from 1st April 2017.While ithas been hailed as the single biggest tax reform since independence,manyworries have been expressed about it in the media.Prof.A.Kumar (RetiredProfessor of Public finance JNU)pointed out that implementation of GSTwould raise the rate of inflation .
The Civic elections are announced in TN.All parties are busily engagedin selecting their candidates.TANRECTA request our members to votewithout fail and support proper candidate who will work for the welfare ofthe people.
AIFRUCTO EC meeting was held at Bhubaneswar on 25thSept2016.The office bearers meeting held on 24th evening at 5pm approvedthe GS report to be placed in the EC.GS Prof.Parthasarathy explained indetail what he had presented to the UGC PRC on 21st Sept at Delhi onbehalf of AIFRUCTO along with AIFUCTO and the members expressedtheir satisfaction over the memorandum .In its regional visit the UGCPRC so for visited Chennai on 19th Aug,Chandigarh on 29thAug,Kolkataon 23rd Sept.In all places AIFRUCTO representatives submittedmemorandum. On Oct 3rd at Varanasi and on Oct 17th at Pune alsoarrangement have been made to submit memorandum to the visiting UGCPRC.So for we have enrolled 217 life members for AIFRUCTO ,ECexpressed its appreciation and hope it will cross 1000 before nextconference.
Our 16th annual conference at PALANI on11th Sept 2016 was a grandsuccess .We must thank PALANI unit office bearers and members forarranging it in such a nice manner. Our sincere thanks to BharathiyarUniversity VC Dr.Ganapathy, AIFUCTO GS Prof. Arun Kumar and otherinvitees for honouring our invitation.Definitely this conference is a milestone in the history of our Association.

health care assistance as a CASHLESS model for the approved treatments / surgeries in
the hospitals approved by the United India Insurance Company Limited, Chennai / Third
Party Administrator.
2. In order to redress the grievances of the Government employees / pensioners under
New Health Insurance Scheme, the grievances redressal mechanism is functioning as
detailed below:
(i) District Level Empowered Committee headed by the District Collector;
(ii) State Level Empowered Committee headed by the Director of Treasuries and
Accounts;
(iii) High Level Committee comprising the Secretary to Government (Expenditure),
Finance Department, Secretary to Government, Health & Family Welfare Department
and a representative from United India Insurance Company.
3. The above said Committees can redress the grievances of Government employees /
pensioners in availing treatments / surgeries within the scheme as approved by the
Government. But in many instances, the District Level Empowered Commit.tees
recommended reimbursement of medical expenses for unapproved treatments /
surgeries undergone either in accredited or un-accredited hospitals. The Government
orders and agreements executed with the Insurance company have no provision for
reimbursement of medical expenses except in cases of approved treatment / surgery
undergone in non-network hospitals consequent on accident under New Health
Insurance Scheme, 2016 as approved in the Government Order third cited.
Consequently, it is not mandatory on the part of United India Insurance Company to
reimburse medical expenses inadmissible under the New Health Insurance Scheme.
As and when the claim was declined by the Insurance Company, the Government
employees / pensioners filed writ petition and obtained favourable orders based on the
recommendations of the District Level Empowered Committees. After the implementation
of New Health Insurance Scheme,• this Government has no scheme with budgetary
allocation of funds to provide medical assistance for treatments / surgeries outside the
New Health Insurance Scheme.
4. The Government after careful consideration direct that the District Level Empowered
Committee and State Level Empowered Committee shall examine the grievances of the
Government employees / pensioners within the ambit of the Government orders and d
sist from recommending reimbursement of medical expenses against the Government
Orders read above so as to avoid unnecessary litigation against the Government.

Dear Sir,The Tamil Nadu Retired College Teachers’ Association (TANRECTA) whole heartedly
thank the members of the UGC Pay revision Committee for inviting teachers in person fortheir suggestions.
We are pleased to submit the following suggestions for your favourable considerationand forward the same as your recommendation to the UGC.1. To attract the talented people to the teaching faculty, the sixth UGC pay revision
committee recommended higher scales for University and College teachers based onthe Government of India sixth pay committee. We request that the same pattern shouldcontinue in the recommendations of the Seventh UGC Pay revision Committeerecommendations also.
2. In the 6th UGC Pay Revision Committee headed by Prof. Chadha, post of Professorwas created in colleges also. But so far the post of professor has not been created.Hence, the present committee is requested to recommend the creation of post of professorsin the affiliated colleges also. Of the total existing Associate professor post a minimum of25% posts may be earmarked for creation of professorship.
3. The posts of Tutor/Demonstrator in the College were abolished by the UGC. For theabove pensioners treat those Tutor/Demonstrator as Assistant Professor in the payband Rs. 15600-39100+AGP Rs. 8000/-. Based on the above, 7th UGC pay revisionmay be implemented.
4. It is requested that the 7th Pay revision committee to recommend 100% Grant for payand arrears which is also to include teachers and pensioners retired from colleges andUniversities in all States.
5. For pensioners, pay matrix should be fixed according to the totaly ears of serviceirrespective of the date of retirement, because they might have worked under variousdifferent nomenclature. The multiplying factor should be 2.72.
6. Specific recommendations have to be given regarding Gratuity, Leave encashment,Medical allowance etc., and should be implemented uniformly in all States.
7. We wish to bring to your kind attention the following Shocking information:The Teachers and employees retired from Government Aided colleges in the following
states alone are not granted pension in whole India.1. Punjab 2) Chandigarh (3) Jammu and Kashmir (4) Himachal Pradesh.
This is shameful one.Definitely this situation will not attract the best talent towards teaching profession. This
will not help to improve quality in Higher Education.So, we request you to strongly recommend that those state Governments should grant
pension and other retirement benefits to those retirees of the four States mentioned above.

I Assistant ProfessorDuring 2016 Pay Revision, Considering the working conditions, higher Academic Grade
Pay were given to the college teachers. In P. B-3, they were given a higher AGP of Rs.6000at the Entry Stage instead of Rs. 5400 applicable for Govt. employess. In fact Prof. Chandhacommittee recommended a Grade pay of Rs.6,600 for Asst. Prof. at the Entry level, Rs.7,200for stage 2 of Asst. Prof.
In the 2006 pay revision, Current Entry Pay (CEP) for different Grade Pay werestipulated for Govt. employees as follows.P.B : 3 : Rs. 15600 - 39100

The Lecturer (SG) Reader Categories in 1996 Patteren Should have been placed in
P.B-4 with a designation of Associate Professor. Infact, Prof. Chandha committee Recom-
mended Associate Professor designation for those categories of teachers.
Hence, it is requested that all those Asst. Prof. Who reached stage 3 in AGP Rs.8000
Should be designated as Associate Professor instead of waiting for another 3 years to reach
that designation. It is also requested that their PG should also be raised to the level of P.B.4
before Recommending appropriate level in the pay matrix during this pay Revision.
M.Phil / Ph.D., Incentive increments as a fixed amount granted should be kept sepa-
rately and treat it as Research Allowance, which should be included for pensionery benifits
with the pay. This will avoid anomaly of Junior getting more pay than senior.
