SECTION -I

INSTRUCTION TO BIDDERS

1.1 General:

Separate sealed competitive bid under "Two Part" System of Open Tender is invited in Duplicate by the under mentioned for and on behalf of Tamil Nadu Generation and Distribution Corporation for “Preparation of Feasibiliity and Detailed Project Reports (FR and DPR)” for the establishment of Kadaladi Ultra Mega Thermal Power Project (5 x 800 MW), a coal based supercritical Thermal power plant in Kondunallampatti Village of Kadaladi Taluk, Ramanathapuram District, Tamil Nadu.

1.2 Scope of work:

To undertake the work of “Preparation of Feasibiliity and Detailed Project Reports (FR and DPR)” for establishment of Kadaladi Ultra Mega Thermal Power Project (5 x 800 MW), a coal based supercritical Thermal power plant in Kondunallampatti Village of Kadaladi Taluk, Ramanathapuram District, Tamil Nadu. (As detailed in scope of services mentioned under Section-III of thisspecification).

1.4 EARNEST MONEY DEPOSIT (EMD)

1.4.1 Intending bidders should pay an Earnest Money Deposit (EMD) amount as specified below:-

draft / Banker's cheque drawn in favour of “TANGEDCO COLLECTION ACCOUNT” payable at Chennai, from any Nationalized or Scheduled bank of India or any reputed foreign bank having branches in India. EMD can be paid in the form of cash in the cash section, O/o CFC/General, 7th floor, western wing, NPKRR and the original payment receipt shall be enclosed with the bid.

Payment of EMD by Cheque or in any other form is not acceptable.

1.4.3 Bidders who have deposited an amount of Rs.10,00,000/- (Rupees Ten lakhs only) and above as permanent EMD with TANGEDCO Head quarters office are exempted from payment of EMD. This exemption is subject to the permanent EMD not having been forfeited on the date of tender opening or a request has not been made for its refund. The bidder should produce clear legible Photostat copies of acceptance letter and Permanent Earnest Money Deposit Receipt issued by TANGEDCO. If the bidder happens to be in the name of consortium, the permanent EMD should be in the name of consortium or in the name of all the members of the consortium.

1.4.4 Bidders who have deposited a permanent EMD less than the specified amount are not eligible to quote on the basis of the permanent EMD for this tender.

1.4.5 The Permanent Earnest Money Deposit (PEMD) held by the Tenderers

with other offices of TANGEDCO outside Head Quarters Office are not valid for this tender and they should pay the EMD as specified in full irrespective of the PEMD held by them with other offices of TANGDCO.

1.4.6 The Earnest Money Deposit (EMD) shall be made payable without any

Pre- condition to the Purchaser.

1.4.7 The EMD of all the Bidders except that of the successful bidder will be

returned by Purchaser after the acceptance and award of the Contract to the successful bidder. The EMD amount will be refunded to the unsuccessful bidder in the same currency in which it was remitted to TANGEDCO.

1.4.8 On opening of the outer cover, the proof of payment of EMD shall be

available alongwith Covers `A’ and `B’. Otherwise covers `A’ and `B’ will not be opened. Bids not accompanied with EMD in accordance with above provisions will be summarily rejected by the Purchaser.

1.4.9 No interest will be payable by the Purchaser on the above EMD. 1.4.10 Bidders shall not withdraw as a whole or in part any clarification/

confirmation given by them subsequent to submission of their bids. In the event of any such withdrawal, the Purchaser shall have the right to forfeit the EMD/ PEMD. Any change in the Terms & conditions originally submitted by the Bidder shall be considered as withdrawal of the Bid.

1.4.11 If the successful Bidder fails to acknowledge the Letter of Intent (LOI)

or Purchase order and/or fails to submit the Security Deposit as specified elsewhere in the Tender Specification within thirty (30) days after the date of Letter of Intent or Purchase order, then the EMD will be forfeited. EMD will also be forfeited, if the Bidder revises or withdraws his bid at his own instance during the period of bid validity.

1.4.12 The EMD/ PEMD (equivalent to specified EMD) will be forfeited if the

tenderer,

i. Withdraws his tender or backs out after its acceptance. ii. Fails to pay the SD as stipulated after acceptance of his

tender. iii. Violated any of the Tender rules and regulations specified. iv. If the particulars produced such as BQR evidences etc., are

found to be fraudulent / non genuine, in such cases the bidders will also be considered for blacklisting/banning in future tenders.

1.5 Schedule for Receipt and Opening of Bid:

1.7 Bid Qualification Requirements (BQR) 1.7.1 Bidders should have prepared Detailed Project Report for at least 3 coal

based supercritical thermal power project of minimum unit capacity 660/800 MW in India out of which at least one project should have been commissioned or in progress after obtaining all Statutory Clearances (viz., Environmental Clearance, CRZ Clearance, etc).

i. A performance report obtained from the owner of the plant for the

services rendered by the bidder shall be enclosed with the tender. (Format enclosed in Annexure II).

ii. The corresponding P.O/Work order shall also be enclosed in support

of the performance report.

iii. The tenderer should have an Annual turn over of not less than Rs.50.00 Lakhs (Rupees Fifty Lakhs only) in any one of the last three consecutive financial years prior to the date of opening of tender. The audited annual reports for the above three financial years should be enclosed with the bid.

1.7.2 The offers of bidders not satisfying the BQR will be summarily rejected. It

may be noted that if the BQR evidences are found to be false or bogus, in addition to Earnest Money Deposit forfeiture, the bidder will be blacklisted/banned for future tenders in TANGEDCO/TANTRANSCO.

1.8 Sale of Tender Specification:

Tender Specification can be obtained by remitting the cost either by Cash / Banker’s cheque or crossed Demand Draft drawn in favour of “TANGEDCO COLLECTION ACCOUNT” payable at Chennai 600002, India, noting the Specification Number and sending the receipt to the Superintending Engineer/ Electrical / Th & Hy Projects, 5th floor, Western wing, NPKRR Maaligai, 144, Anna Salai, Chennai 600 002, India with a requisition furnishing the complete postal address, Telephone nos., Fax nos., E-mail etc. Please note that cheque / money order or any other mode of payment will not be accepted. The TANGEDCO will not be responsible for any delay or loss of document sent by post.

1.8.1 Tender documents will also be placed in the TANGEDCO and Government

of Tamil Nadu Web Sites and the prospective bidders may get the Specification by down-loading from website addresses given below. The bidders who have down loaded the tender Specification from the above web sites need not pay the cost of specification.

1.8.2 Clarification:

i. The bidders who have Purchased / downloaded the specification from the website can get clarification on the written request to the Chief Engineer/Projects, Chennai-2.

ii. Clarifications should be addressed to the Chief Engineer/Projects, Ch-2 so as to reach at least one week before the date of tender opening.

1.9 Submission of Tender: 1.9.1 Tender should be furnished in sealed cover. Envelope `A’ – (Techno-

Commercial bid) and Envelope `B’ (Price bid) along with proof towards Earnest Money Deposit shall be put in a sealed outer cover super scribed as “PREPARATION OF FEASIBILITY AND DETAILED PROJECT REPORTS (FR and DPR)” for the establishment of Kadaladi Ultra Mega Thermal Power Project (5 x 800 MW), a coal based supercritical Thermal power plant in Kondunallampatti Village of Kadaladi Taluk, Ramanathapuram District, Tamil Nadu.

The offer should be addressed to:

CHIEF ENGINEER / PROJECTS, TAMIL NADU GENERATION AND DISTRIBUTION CORPORATION,

5th FLOOR, WESTERN WING, NPKRR MAALIGAI, 144, ANNA SALAI, CHENNAI - 600 002, TAMIL NADU

and if handed over in person, the same shall be handed over to the

Executive Assistant to the Chief Engineer/Projects, 5th floor, Western wing, TANGEDCO, 144, Anna Salai, Chennai-600 002 on or before the due date and time specified above.

1.9.2 The Bidders have the option of sending the bid by Registered post,

Courier or submitting the bid in person, so as to ensure that the bids are received in the specified office of the Purchaser, by the date and time indicated in the Sl.No.1.5 above. Bids submitted by Telex/ Fax/ Telegram/e-mail etc. will not be accepted.

1.9.3 The Tender document of the Bid is divided into two parts and should be submitted in two separate sealed covers named as below:

i. Sealed Cover - (Envelope A): Techno commercial Bid. ii. Sealed Cover - (Envelope B): Price Bid

The envelopes A and B alongwith receipt of the payment of Earnest Money Deposit or any other form of Earnest Money Deposit as mentioned in Clause 1.4 of the specification shall be sealed and put in an outer cover duly super scribed on it the name of work, specification No. and the due date of tender indicating with the name of the tenderer with complete postal address.

1.9.4 The sealed Envelopes A and B shall contain the following:

ENVELOPE – A: (TECHNO COMMMERCIAL BID) - This envelope shall contain the following:

i. Data/ Document regarding bid qualification requirements as per clause

1.7.

ii. Technical specification, deviations from specifications and other technical details/ proposals.

iii. Commercial terms including payment terms, liquidated damages,

guarantees, financial statements and other commercial matters. iv. Any other information called for in the specification other than price.

The above particulars shall be furnished in the above order super scribing the headings. This envelope should not contain price bid.

ENVELOPE – B: (PRICE BID) - This envelope shall contain only the prices quoted by the tenderer against the scope of works mentioned in the schedule enclosed with this specification.

1.9.4.1 “Envelope -A”, and “Envelope -B” shall be sealed separately. These two

envelopes, along with the receipt of the payment of Earnest Money Deposit or any other form of Earnest Money Deposit as mentioned in Clause 1.4 of the specification shall be enclosed in an overall envelope and this shall be sent to reach the prescribed officer in the Board on or before the notified time, for the receipt of the tender.

All the pages in the Envelope A and B should be signed by the tenderer and his seal affixed below the signature. The words `Envelope A’-(Techno Commercial bid) and `Envelope B’-(Price bid) shall be clearly written on the respective covers to avoid accidental opening of Price Bid during tender opening.

1.9.4.2 The demand draft or Banker’s Cheque in respect of EMD (as prescribed

in clause 1.4) should be attached to the outside of the Envelope-A in a manner that it is visible immediately, once the outer cover is

opened. Offers not satisfying the above requirements will be summarily rejected.

1.9.5 Opening of Tender 1.9.5.1 The tenders will be opened at the Office of the Superintending

Engineer/ Electrical / Th & Hy Projects, 5th floor, western wing, NPKRR Maaligai, Chennai-600 002 on the due date and time prescribed in the presence of such of those tenderers who may desire to be present. If the due date for tender opening happens to be a holiday, the tenders will be opened on the next working day.

1.9.5.2 The individuals attending the opening of tenders should be duly

authorized by the participating firms in the tender. 1.9.5.3 The Envelope-A of those bidders who satisfy the earnest Money

Deposit requirement will only be opened at the time notified for opening. If the bidder indicates the price in Envelope- A, the bid will not be read out and it will be rejected.

1.9.5.4 The due date and time of opening of envelope-B shall be intimated

later. 1.9.5.5 If the tenderer has any doubt about the meaning of any portion of

this specification, he may address the Tender Inviting authority which should reach at least one week before opening of this tender. Any clarification received after this date will not be entertained.

SECTION – II

COMMERCIAL AND TECHNICAL CONDITIONS 2.1 GENERAL

The scope of services shall be as detailed in Section - III of this specification.

2.2 LOCATION

It is proposed to establish Kadaladi Ultra Mega Thermal Power Project (5 x 800 MW), a coal based supercritical Thermal power plant in Kondunallampatti Village of Kadaladi Taluk, Ramanathapuram District, Tamil Nadu. The site is about 58 kms south of Ramanathapuram Town.

2.3 COMPLETENESS OF TENDER

The tender should be complete in all aspects. The tenderer shall furnish all relevant details called for in the specification with supporting documents wherever required for considerations by TANGEDCO. The tenders not containing the complete details as requested in the specification are liable for rejection.

2.4 PRICES

Tenderers shall quote FIRM Price only. The quoted price shall comprise of the charges for the preparation of Feasibility and Detailed Project reports (FR & DPR) for the establishment of Kadaladi Ultra Mega Thermal Power Project (5 x 800 MW), a coal based supercritical Thermal power plant in Kondunallampatti Village of Kadaladi Taluk, Ramanathapuram District, Tamil Nadu based on the inputs given by TANGEDCO, updating and improving it to suit the site requirements.

2.5 VALIDITY OF TENDERS

Tenders should be valid for acceptance for a period of at least one hundred and eighty (180) days from the date of tender opening. In case any bidder quotes a lower validity period than that called for, his offer shall be liable for rejection. In exceptional circumstances, the purchaser may solicit the bidder’s consent to an extension of the period of the validity. The request and response thereto shall be made in writing (including fax or telex).

2.6 PAYMENT TERMS:

a) 20% of the contract price shall be paid on submission of the final

Feasibility Report. (20 copies).

b) 30% of the contract price shall be paid on submission of draft Detailed Project Report (5 copies).

c) 40% of the contract price shall be paid on submission of Final

Detailed Project Report after approval. (40 copies).

d) Balance 10% will be released after completion of work in all respects.

In case of delay in preparation of FR & DPR, the balance 10%

payment will be released only after finalizing the LD.

NOTE:- In case of delay in preparation of FR, Draft DPR and Final DPR, the payments for respective reports will be made only after deducting Liquidated damages. The LD will be calculated as mentioned in clause 2.9 below.

2.6.1 Payment will be made by Cheque on any one of the commercial banks

or their branches in Tamil Nadu as may be decided by the Board from time to time. If the contractor requests for DD payment, Exchange Commission for issue of bank draft will be to the account of the consultant. Under any circumstances no advance payment will be made by TANGEDCO.

2.6.1.1 Offers agreeing to the above terms of payment will be preferred.

TANGEDCO may reject the offers with other terms of payment. 2.7 PERIOD OF CONTRACT The period of contract shall be as follows:-

2.6.2 Preparation of Feasibility Report: Total 3 weeks which excludes time taken by TANGEDCO for approval. The draft Feasibility Report shall be submitted to TANGEDCO within 10 days of award of Contract.

2.6.3 Preparation of Draft DPR: Total 6 weeks which excludes time taken by TANGEDCO for approval.

After finalization of Terms of Reference by Ministry of Environment & Forests (MOEF) and intimation by TANGEDCO, the draft DPR shall be

prepared and submitted within 6 weeks from the date of receipt of intimation.

After approval of the draft DPR by TANGEDCO, the Final report shall be prepared and submitted within 2 weeks, duly incorporating the comments if any.

2.8 FORCE MAJEURE 2.8.1 Neither the Contractor nor the Purchaser shall be considered in default in

performance of its obligations hereunder if such performance is prevented or delayed for any causes beyond the reasonable control of the party affected, such as war, hostilities , revolution, riot, civil commotion, epidemic, major fires, explosions, floods, earthquakes or because of any law, order, proclamatory regulations or ordinance of Government or because of any act of God, provided notice in writing of such cause with necessary evidence that the obligation under the Contract is thereby affected or prevented or delayed, is given within 14 days from the happening of the event and in any case it is not possible to serve the notice within 14 days period, then within the shortest possible period without delay. In case the force majeure conditions prolong beyond a continuous period of 6 months, the Purchaser shall be entitled to decide the further course of action including revisions in the terms of Contract, if any.

2.8.2 As soon as the cause of Force Majeure has been removed, the party

whose ability to perform its obligation has been affected shall notify the other party the actual delay occurred on account of such activities.

2.8.3 Although the time for completion of work shall be suitably extended (not

exceeding the period during which the work was stopped on account of Force Majeure clause), such extension shall not result in any financial claim by the Contractor against the Purchaser or any account of such a delay for any other reason whatsoever.

2.9 LIQUIDATED DAMAGES AND PENALTIES

The delivery/completion period given in the clause 2.7, “Period of contract” shall be guaranteed under liquidated damages clause given below:

2.9.1 If the Contractor fails to complete the works within the time fixed by

the purchaser in the purchase/acceptance order of the contract or any extension there of, the purchaser shall recover from the contractor as Liquidated Damages, a sum of half percent (½%) of the Contract price of the delayed portion of the work for each completed week of delay and the total Liquidated Damages thus recovered shall not exceed 10% of the Total Contract price.

2.9.2 If the contractor has not completed the supply/work or has only

supplied/ executed the work in part, which could not be beneficially used by the TANGEDCO (due to incomplete supply/execution), Liquidated damages will be worked out and deducted on the basis of the entire contract price and not on the value of the delayed portion.

2.9.3 The defaulting contractors are liable to pay to the TANGEDCO, in

addition to the Liquidated damages for delay, the actual difference in price, wherever TANEDCO orders the delayed quantity to be supplied / executed by other agencies at a higher rate.

2.10 SECURITY DEPOSIT:- 2.10.1 The successful bidder will have to furnish a Security Deposit of five (5)

percent of the total value of the Contract price after adjusting the EMD amount already remitted for the faithful performance of the Contract in accordance with the terms and conditions specified in the Contract and in the Tender Specification.

2.10.2 The Security Deposit shall be remitted by crossed Demand Draft/

Banker's Cheque obtained from a Nationalized/ Scheduled bank of India or any reputed Foreign Bank having branches in India and drawn in favour of “TANGEDCO Collection Account ” payable at Chennai.

2.10.3 The above Security Deposit shall be furnished within 30 days from the

date of acceptance of the Purchase order failing which the EMD paid by the bidder would be forfeited besides cancellation of Contract. In the event of acceptance of Security Deposit on delay, the interest at the rate of 22% for the delayed period shall be paid by the tenderer.

2.10.4 The Security Deposit shall be kept valid till successful completion of the

contract, after which the Security Deposit will be returned to the Contractor. The Security Deposit paid by the contractor will not carry any interest.

2.10.5 If the Purchaser incurs any 1oss or damage on account of breach of

any clause mentioned above or any other cause arising out of the Contract that becomes payable by the Contractor to the Purchaser, then the Purchaser will in addition to such other rights that he may have under law appropriate the whole or part of the Security Deposit and such amount that is appropriated will not be refunded to the Contractor.

2.11 SERVICE TAX & INCOME TAX

The price quoted shall be firm and shall be inclusive of all statutory levies and taxes excluding service tax. However, the Service tax shall also be

indicated separately. Necessary income tax will be deducted at source on each bill as per the regulations in force. The service tax will be refunded on production of documentary evidence for having paid the same.

2.12 JURISDICTION FOR LEGAL PROCEEDINGS

No suit or any proceedings in regard to any matter arising in any respect under this contract shall be instituted in a Court Save in the City Civil Court of Chennai or the Courts of Small Causes at Chennai. It is agreed that no other courts shall have jurisdiction to entertain any suit or proceedings even though part of the cause of action might arise within their jurisdiction. In case any part of cause of action arises within the jurisdiction of any of the courts in Tamil Nadu and not in the courts in the Chennai City, it is agreed to between the parties that such suits or proceedings shall be instituted in a court within Tamil Nadu and no other court outside Tamil Nadu shall have jurisdiction, even though any part of the cause of action might arise within the jurisdiction of such courts.

The bidders shall furnish an undertaking in a non-judicial stamp paper of value Rs.80/- agreeing to the above condition as per schedule furnished in Annexure-I.

2.13 ARBITRATION Arbitration is not applicable to this contract. 2.14 SPECIAL CONDITIONS

The contractor shall list out his experience, with documentary credentials of services rendered, proof in his offer in Envelope A. The tenderers should clearly indicate their acceptance or otherwise to the following terms and conditions.

1. Payment of security deposit. 2. Specific acceptance of Board’s terms of payment. 3. Board’s terms of Liquidated damages for delay in completion of

work. 4. Validity of tender.

If no indication is given by the tenderer in his offer it is presumed that the tenderer is agreeable to the terms and conditions of TANGEDCO mentioned in the specification.

All information in the bid shall be in ENGLISH only. All corrections, over typing etc. in the tender should be attested.

Tenderers are advised to post sufficiently early so as to ensure that the tenders reach this office in time. Tenders though posted in time but delayed in transit by post will not be considered, if received after the due date and time.

2.15 DEVIATIONS IN TENDER

Offers which conform to the specification without any deviation will be preferred. If the tenderer wants to deviate from any of the terms and conditions, the same shall be mentioned clearly.

2.16 REJECTION OF TENDERS

Tender is liable to be rejected if: a) The cover is not sealed with arakku or wax. b) Not in the prescribed form and not containing all the required

details. c) Not properly signed by the tenderer. d) Received after the expiry of the due date and time. e) Received by telex, telegram, FAX or E-mail. f) Not in conformity with the Board’s technical specification and is

not given as a complete system but only in part. g) With validity period less than that specified in the specification. h) Incomplete and ambiguous. i) Received from blacklisted contractor or firm. j) Received from a tenderer who is directly or indirectly connected

with Government services or Board’s services or service of local authority.

k) Received without information about the soundness of the company.

l) Received without the details of the past performance. m) Received without the end user certificate in the prescribed format

as per (Annexure-II).

2.17 TANGEDCO BOARD RESERVES THE RIGHT

a) Not to accept the lowest or any tender. b) To reject any or all the tenders without assigning any reasons

thereof. c) To relax or waive any of the conditions stipulated in the tender

specification as deemed necessary in the best interest of the Board for good and sufficient reasons.

d) To revise the quantum of works/completion period of work of any or all the items covered by this enquiry during the pendancy of contract and to terminate the contract in between the agreed stipulated period.

2.18 EVALUATION AND COMPARISON OF TENDER OFFERS

a) The evaluation of the Tender will be done as per Tamil Nadu Transparency in Tender Act 1998 and Tamil Nadu Transparency in Tenders Rules 2000 and subsequent amendments and as per the guidelines issued by the TANGEDCO.

b) The evaluation shall include contract value of works with applicable service tax, etc.,

c) In case of discrepancy between the prices quoted in words and in figures, the lower of the two shall be considered.

d) The quoted price shall be corrected for arithmetical errors.

SECTION – III

TECHNICAL SPECIFICATION

CONSULTANCY SERVICES - PREPARATION OF FEASIBILITY AND DETAILED PROJECT REPORTS FOR THE ESTABLISHMENT OF KADALADI ULTRA MEGA THERMAL POWER PROJECT (5 X 800 MW), A COAL BASED SUPERCRITICAL THERMAL POWER PLANT IN KONDUNALLAMPATTI VILLAGE OF KADALADI TALUK, RAMANATHAPURAM DISTRICT, TAMIL NADU. 3.0 SCOPE OF SERVICES: 3.1 PREPARATION OF FEASIBILITY REPORT:

The inputs given by TANGEDCO shall be studied. The consultant shall visit the site and get familiarized with the conditions and prepare a Draft Feasibility Report and subsequent preparation of Feasibility Report updating and improving the inputs given by TANGEDCO to suit the site requirements and submit the same to TANGEDCO for approval.

3.2 PREPARATION OF DETAILED PROEJCT REPORT:

Based on the approved Feasibility Report and subsequent inputs, the Draft Detailed Project Report shall be submitted to TANGEDCO for approval. The Draft Detailed Project report to be prepared by the consultant shall include the following:

1) Justification and the need for installation of the power plant with

respect to the demand and supply analyzing the power position in Tamil Nadu.

2) The possibility of obtaining CDM benefit for the Project. 3) Suitability of the site for establishing a power plant with reference

to the topography of the area. Alternate sites and their comparison with the now identified site.

4) Eligibility of the site for getting clearances from TNPCB, CRZ and MOEF.

5) Approach and accessibility to the site with the waterways around the site.

6) Transportation of coal and other materials to site. Sources / Quarry sites for raw materials

7) Availability of water and other facilities for the project. Water source and linkage

8) Suitability of the Soil condition for locating the power plant. Geo technical investigation report / soil conditions for the proposed plant

shall be in line with the various guidelines/ regulations of the MOEF/ GOI & CEA/GOI as per the latest instructions in force.

12) Layout plan for the plant and non plant buildings. 13) An area layout (Plot plan) indicating the major features of the

proposed power plant and location of the various systems given below and their configuration.

14) Cooling water and make up water system. 15) Architectural concept for the plant and non plant buildings. 16) Chimney. 17) 100% Ash collection, handling, storage, conveyance and disposal

system. 18) Coal supply, storage and handling system from Tuticorin

Port/Udangudi Port, milling system, mill reject handling system. The report should specifically indicate the provision of a new coal stock yard at Kadaladi site and the mode of transportation of coal from Tuticorin Port / Udangudi Port to the Kadaladi Ultra Mega Thermal Power Project (5 x 800 MW), a coal based supercritical Thermal power plant in Kondunallampatti Village of Kadaladi Taluk, Ramanathapuram District, Tamil Nadu.

19) Fire Protection system. 20) Water treatment system. 21) Effluent Treatment system & Sewage Treatment system 22) Water Balance diagram with “Zero Discharge Concept” except

cooling water blowdown 23) Compressed air system. 24) Fuel Oil storage and handling system. 25) HVAC system( Heating, Ventilation and Air conditioning). 26) Power evacuation system. 27) Switch yard details. 28) Chlorination system. 29) Hydrogen plant. 30) Additional facilities like Flue Gas Desulphurization plant, Coal

Handling system and Cooling towers/Once through system for condenser cooling purposes which are required for the proposed unit may be studied and suggested.

31) Any other item not specifically indicated in the scope of services, but required for effective commissioning of the plant as per the best practices followed in the Power Industries should be taken into account.

Details of the Environmental Management Plan discussed in EIA report

to be supplied by TANGEDCO shall be included.

The DPR should contain the Detailed Project Cost Estimates. The estimate should also include the budget for Corporate Social Responsibility (CSR) activities as may be specified by the authorities.

The DPR should contain the details of the cost of generation, levelised

tariff and other financial analysis of the project as per the latest guidelines fixed by the Central Electricity Authority, New Delhi.

The feasibility of obtaining the CDM benefit for the project shall also

be detailed in the report. After obtaining approval from TANGEDCO, the Final Detailed Project

Report shall be submitted duly incorporating the comments on the Draft Detailed Project Report.

Based on the Feasibility/Detailed Project Report submitted by the consultant, TANGEDCO will apply for the statutory clearances from the CRZ and the MOEF. Any clarification raised by the statutory authorities on the DPR submitted seeking clearances for the project will have to be attended by the consultant and suitable guidance shall be given to TANGEDCO for obtaining clearance. The inputs given by TANGEDCO for preparing the DPR is only a guideline and the Consultant shall make his own efforts to study the site conditions and offer the consultancy services which are required for the preparation of Feasibility Report and Detailed Project report for Kadaladi Ultra Mega Thermal Power Plant (5 x 800 MW), a coal based supercritical Thermal power plant in Kondunallampatti Village of Kadaladi Taluk, Ramanathapuram District, Tamil Nadu. The omission of specific reference to any of the activities connected in the preparation of the above reports which is necessary for proper erection and satisfactory commissioning of the plant shall not relieve the Contractor of his responsibility to provide such Consultancy Services to complete and at no extra cost.
