6.0 AGGREGATED COST ENGINE (ACE2001)
6.1 Description of Use
On October 27, 1998, Sprint received the revised Aggregated Cost Engine (ACE) from the
Government. ACE is a pricing and evaluation tool designed, developed and tested by the
Government and its representative, Mitretek Corporation. Use of the Government-provided
price and cost software was not required but strongly encouraged. X
6.3 Description of Electronic Submission
Included in this Price Proposal is Appendix A, which contains the required electronic
submission in a format consistent with the PED. The following is a brief description of the
price proposal files contained in the electronic submission.
Price Proposal Narrative
Four master copies of the Price Proposal Narrative have been provided on CD-ROM in
Microsoft Word, Office 97, format. The filename to access this narrative is V4_Mandatory.
Each copy has been digitally signed according to instructions as specified in Section L.31.
Cost Data
As required by Section L.38.4.2, Sprint has completed Table L.38-1 for service types CSS,
SDS, DTS, VAS and General. Additionally, Sprint has prepared a total schedule, which
combines the cost information for all service types. The table has been completed with the
ACE outputs from the Summary Reports. Sprint has multiplied by one-half the cost output
from the ACE2001 Reporting Output Subsystem (ROSS), excluding reductions due to
volume discounts. Table L.38.4.2 has been submitted in a Microsoft Office 97, Excel
spreadsheet titled L.38-1.xls. Each worksheet tab corresponds to a service type.
Price Data
As required by Section L.37.1.1, Sprint has provided the Government with price data files
recorded in the electronic media and format specified in the Price Engine Documentation

7.0 INSTRUCTIONS FOR PRICING
The following section provides detailed procedures for applying Sprint’s prices. Each
service category is described in detail to allow agency personnel to calculate the costs of
services accurately and easily. These instructions will be updated and provided throughout
the life of the contract as information becomes out of date as a result of contract
modifications that add or expand services.
7.1 General Principles
The pricing tables are organized into service categories and service sub-categories as
follows:
1. Circuit Switched Service (CSS)
2. Switched Data Service (SDS)
3. Dedicated Transmission Service (DTS)
4. Value Added Service (VAS)
5. General
Within these service categories, service sub-categories and service types exist. The SDS
service category is split into two general service sub-categories, Network Layer Switched
Data Service (NLDS) and Link Layer Switched Data Service (LLDS) to distinguish network
layer and link layer price structures. The following table illustrates the service categories
and sub-categories utilized for pricing.

Prices for CSS, SDS, DTS and VAS services and features provide geographic coverage for
domestic and non-domestic locations as shown in each of the price tables. All prices are
shown and billed in United States (U.S.) currency. Non-domestic services provided as fixed
prices will not be subject to adjustments for currency fluctuations. Non-domestic services
where the non-domestic portion is provided by a foreign carrier on a pass-through basis will
be subject to adjustments for currency fluctuations as the bill for the non-domestic portion is
rendered. X Access for service at non-domestic locations, except as otherwise included in
transport pricing is provided on a pass through basis. The price tables associated with the
“General” service category are for services that are not specific to a service category or apply
to all service categories, e.g. dedicated access price tables apply to all service types.
All prices on a row of a price table carry a “start” date, which is when the prices on that row
become effective. The prices remain in effect through their listed price “stop” date or until
the prices are changed by contract modification. When prices are revised by contract
modification, the newly inserted rows will contain and become effective by their listed start
dates. The pricing rows that are being replaced will carry a price “replaced” date, i.e., the
date the contract modification became effective.
Each of the service categories listed above are further divided into price sub-components. In
general, each service category includes the following sub-components:

Features
The total basic service price for a connection will consist of various price sub-components,
with the number and type of sub-component being dependent on the mix of conditions
associated with each connection. The sub-components of a basic service price will vary by
service type and are described in more detail in the individual service category (CSS, SDS,

shall be computed are defined in the sections addressing each service category.
7.1.1 Access
Access is defined as the facility-based service arrangements that provide connections
between on-net or off-net locations and their associated points of connection with Sprint’s
POPs. There are two types of access for FTS2001, On-net access and Off-net access. The
type of access that is required is dependent on the location. The following are definitions of
on-net and off-net locations.
On-net locations are locations that have pre-subscribed to one or more services
provided by Sprint on the FTS2001 contract. However, an on-net location must
subscribe to a specific FTS2001 service before receiving that service at that
location. Service to on-net locations may be implemented using either dedicated
or circuit switched access. Domestic on-net access prices depend on the
NPANXX of the customer location and the specific access type used to provide
the connection.
Off-net locations do not subscribe to any services provided by Sprint on the
FTS2001 contract. Service to and from off-net locations is required only if
specified in the individual service description.
Domestic On-net access prices depend on the NPA/NXX or, in selected cases, the building as
identified by the Service Delivery Point (SDP) Identification (ID) Base Code* of the
customer location and the specific access type used to provide the connection. The access
price determined by the SDP ID base code will not be higher than the access price
determined by the NPA/NXX. For any specific access type, all NPA/NXXs served from the
same wire center will have the same access prices. Access prices may change as a result of
wire center changes, additions, deletions, or redefinitions. Access prices for any PSTN
locations or SDPs served from a given wire center will not be increased due to NPA/NXX

Effective Date: January 06, 2007changes, additions, deletions, or redefinitions. Any proposed increase in access prices
resulting from such changes will be subject to a fair and reasonable analysis and approval by
the Government. Sprint will give a minimum of six months notice of such changes,
emergency conditions excepted.
*For evaluation purposes, Sprint will use the list of SDPs provided with the Aggregate Cost
Engine (See RFP section J.8 and L.38.4). For evaluation purposes no other SDPs have
individually priced access. After award, Sprint will replace the provided SDP identification
codes with the appropriate SDP ID Base Codes as soon as these become available.
For on-net access, the pricing information addresses both dedicated and switched access.
Off-net pricing information addresses switched access only. If an individual price is
provided for SDP ID base code, all SDPs with that SDP ID base code will use the individual
SDP ID base code price.
For circuit-switched access, two different sub-components of access pricing apply: usage-
based charges for access, and access feature pricing. UNI charges do not apply for circuit
switched access. The local loop requirements are the responsibility of the user. X. Circuit
switched access on-net and off-net pricing as shown in Tables B.2.2-1 and B.2.2-2, apply to
all domestic service categories that require circuit-switched access.
Pricing for non-domestic dedicated access will be provided on a pass-through basis from the
foreign carrier.
7.1.2 Transport
The transport pricing tables are defined in the individual service sections for CSS, SDS and
DTS. Transport does not apply to the Video Transmission Service, which is a value-added
service. VTS is an application-layer service that uses underlying service(s) for access and
transport.
Each NPANXX is assigned to a designated POP in Table B.8.10-2. Domestic transport is
priced on a mileage basis as the distance between the designated POPs for on-net and off-net

Effective Date: January 06, 2007locations. The price for transport between a domestic location and a non-domestic location or
between a non-domestic location and another non-domestic location is computed on a
country/jurisdiction-to-country/jurisdiction basis. Domestic locations are grouped into five
separately identified regional zones, e.g., United States CONUS, Hawaii, Alaska, Puerto
Rico and Pacific Region including Guam and Northern Marianas Islands. Each region is
treated as a separate country/jurisdiction for pricing purposes.
7.1.3 UNIs
Price tables for UNIs are further defined within the individual service category pricing
sections. UNIs which apply to the use of dedicated access are specified for the service types
that may be connected by means of dedicated access. A UNI charge is applied per SDP;
however, a UNI charge does not apply where the SDP is located at Sprint’s POP. X.
7.1.4 AAFs/Transport Demultiplexing
AAFs may apply when dedicated access is utilized. AAF charges are not specific to an
individual service type but apply to all service categories. They AAFs are further defined in
Section 7.6.1, Dedicated Access.
7.1.5 Features
Features may apply to both access and transport and VAS basic service categories. Features
are defined as a separately priced integral capability of, or an additional enhancement to, a
basic service. Price tables for features are described within the individual service pricing
sections.
7.1.6 Service Initiation and Installation Charges
The service and general pricing elements sections provide specifications and pricing
information regarding service initiation or installation of access, UNIs and features. No
initiation charges or installation charges are applicable for the transition of services provided

Effective Date: January 06, 2007under the current Federal Telecommunications System 2000 (FTS2000) contract for current
Sprint customers or Sprint’s first-tier subcontractors, provided that Sprint incurs no or
minimal costs for the transition. Sprint reserves the right to waive any and all SIC charges
associated with transition of all customers from the current FTS2000 contract.
7.1.7 Locations/Points of Presence
A Point of Presence (POP) is the physical location where Sprint’s transport services and
Sprint’s access services are interconnected and where such interconnections are identified
and managed for operational and billing purposes in the provision of FTS2001 service. A
POP is the demarcation point between access services and Sprint’s transport services. POPs
are the reference points for pricing transport services, many of which are mileage dependent.
Each customer location is associated with a POP based on its geographic location. The
serving NPA/NXX of the location is used as the index to determine the appropriate POP.
Each POP is separately described by its physical location, as required by the individual table
(Tables B.8.10-1, B.8.10-3 and B.8.10-6).
For domestic locations and POPs, all distance measurements are performed using Vertical
and Horizontal (V&H) coordinates. The V&H coordinates associated with a NPANXX of
the serving wire center will be derived from the Bellcore Local Exchange Routing Guide
(LERG) or its successor. After award, Sprint will update and maintain throughout the life of
the contract the cross reference of NPANXXs to wire centers and their associated V&H
coordinates. The updated cross-reference will contain all valid NPANXXs and will conform
to the specifications and format of the ACE2001 data file. In tables and other documents
prepared for the Government, distances will be reported in miles.
All service types, as defined in Table B.1.2-1, that are terminated within the same NPANXX
will be served from the same designated connecting domestic or non-domestic POP for those
service types offered within that NPANXX.

Effective Date: January 06, 2007Domestic POPs - Each on-net or off-net NPANXX has a designated POP. The NPANXX to
POP relationships are contained in Table B-8-10-2. A complete list of Sprint’s domestic
POPs is provided in Table B.8.10-1. X. In the event that a POP is added or deleted, the
government will be given a minimum of 6 months notice of such change, emergency
conditions excepted. Changes in NPANXX to POP relationships due to either NPANXX
definitions or POP changes will not increase the access price levels for services unless
authorized by the government. Increases in transport pricing resulting from such change
will be subject to fair and reasonable analysis and approvals by the Government. X. Non-
domestic POPs for NANP locations and their associated transport pricing are subject to
domestic pricing provisions if they are included in the domestic POP table. VTS service
centers are associated with designated connecting POPs that are otherwise defined for the
pricing of underlying services transport so that the service transport used as the underlying
transmission medium for VTS service can be measured and billed, or be otherwise defined.
Non-Domestic POPs – Sprint’s non-domestic POPs are defined in Table B.8.10-3. These
POPs are provided for informational purposes and only for countries that Sprint offers on an
end-to-end full channel basis. X.

7.2 Circuit Switched Service
CSS provides connectivity on a dial-up basis between Government users, from Government
users to the public at large, and from the public to essential Government services. These
services include the traditional switched voice and toll free services, 900 service and Circuit
Switched Data Service (CSDS).
The service categories defined for CSS are as follows:

CSS pricing is based on the use of three general pricing components: (1) originating access,
(2) network transport, and (3) terminating access. CSS features and UNIs are priced
separately. Each sub-category is discussed in the following sections.
7.2.1 CSS Access
Domestic Access
A CSS call is priced using one or more components depending on whether the call in on-net
to on-net, on-net to off-net, off-net to on-net or off-net to off-net, the call is domestic or non-
domestic, the call is carried over circuit-switched or dedicated access at either end of the
connection and whether the call utilizes one or more CSS access features. All non-domestic
CSS calls that originate from or terminate at a domestic point will be priced using domestic
access pricing at the domestic end of a call.

connecting POP for connection to CSS transport; the dedicated access prices in Table
B.8.1.1-1 or Table 8.1.1-3 will apply in lieu of the circuit switched basic access service
prices. Reference Section 7.6.1 for a description of dedicated access pricing. Circuit
switched domestic on-net access are NPANXX specific; subject to the restriction stated in
Section B.1.2.1 that all NPA/NXX served from the same wire center have the same access
price. Domestic off-net circuit-switched access prices are postalized and vary only by time
of day. The prices for domestic circuit-switched access are per-call based. All circuit-
switched access call prices will be billed in 6 second increments. A minimum required
number of six second billing increments will not exceed the values shown in the following

Effective Date: January 06, 2007The price per six second increment for multiples of DS0 equivalent bandwidth selected on a
per call basis within an ISDN or CSS access arrangement will be for specified multiples
(Tables B.2.2-1a and B.2.2-2a). Charges for a domestic call that spans more than one time
period will be split, with the appropriate time period rate at the originating location applied to
each portion of the call.
The steps required to price a CSS call are outlined below:
Originating or Terminating Access – Calls can originate or terminate on-net or off-net.
Calls terminating to on-net locations served by the other FTS2001 network will be completed
by the Public Switched Network and priced as off-net calls. The manner in which the calls
originate/terminate along with the access facility at the SDP dictates which series of rate
tables will be used for pricing. The appropriate steps are provided below:

CSS transport represents the cost for transporting a call over the Sprint network from the
designated POP of the originating location to the designated POP of the terminating location.
CSS transport pricing information is contained in Table B.2.3-1 for domestic transport and
B.2.3-3, B.2.3-4 and B.2.3-6 for non-domestic transport. Table B.2.3-1 is used for the
domestic transport portion of a CSS and is not dependent of the originating or terminating
access arrangement. Non-Domestic calls; however, use different price tables according to
whether the call originates/terminates from an on-net or off-net location.
Fixed prices will be provided from domestic regions to countries where the contractor will
terminate on-net calls. For countries where the contractor offers on-net switched services on
a full channel basis, fixed prices shall be provided to domestic regions from those countries.
For countries where on-net switched service if offered but not on a full channel basis, call
originating in the non-domestic country will be priced on a pass-through basis from the
foreign carrier.
All CSS transport prices will be billed in 6 second increments. A minimum number of
billing increments per call for transport is set to the levels defined in the following table:

Switched Data Service (SDS) provides both Network Layer services such as PSS and IPS
and Link Layer services such as FRS and ATMS. The following is a brief description of the
services available under the FTS2001 contract.
PSS - This service, based on the X.25 protocol, is the traditional solution to the problem of
consolidating multiple networks using different protocols. It provides reliable end-to-end
connectivity at moderate transmission speeds. PSS is a packet-switched, connection-
oriented, data transmission service at data rates up to DS0.
IPS - IPS supports connectionless service between users (i.e., IP hosts) for execution of
applications based on protocols, such as File Transfer Protocol (FTP), SMTP, HyperText
Transfer Protocol (HTTP), and connection to remote hosts (TELNET). This service provides
the government with the capability for a government-wide intranet, and for access to
extranets and to the global Internet.
FRS - FRS provides a frame-switched, connection-oriented, data transmission service at data
rates up to DS1. FRS provides reliable, high speed connectivity between user locations at
guaranteed performance levels. The flexibility and reliability of the service make it an
attractive alternative to private line networks.
ATMS - ATMS supports the transmission and aggregation of a broad range of user
information, including voice, data, and video via circuit-mode and packet-mode

the SDS family and maintains performance for each class of traffic using the service.
7.3.1 SDS Access
Access component (originating or terminating) will consist of monthly and non-recurring
prices for dedicated access, Table B.8.1.1-1 and Table B.8.1.1-3, , for PSS, FRS, IPS, and
ATMS. Where dedicated access facilities are used to connect the SDP to Sprint’s designated
connecting POP; the dedicated access prices in Table B.8.1.1-1 or B.8.1.1-3 shall apply.
Reference Section 7.6.1 of this narrative for a description of dedicated access pricing.
Pricing sub-components for UNIs also apply when dedicated access is utilized for SDS.
For non-local calls, normal CSS originating access and transport charges apply but
terminating access charges do not apply. For local calls no FTS2001 CSS charges apply.
The steps required to price a SDS basic access service are outlined below:
Originating or Terminating Access – The price is for the connection from its originating or
terminating point to the Sprint’s connecting POP that is designated for the origination point
or terminating point. Service can originate or terminate on-net or off-net. The manner in
which the service originates/terminates along with the access facility at the SDP dictates
which series of rate table will be used for pricing. The appropriate steps are provided below:
(1) Determine the appropriate access pricing table based on the access arrangement. The
pricing tables applicable to each type of access arrangement are outlined below:

7.3.2 SDS Transport
SDS Transport prices are dependent on service type as defined in Table B.1.2-1, i.e. PSS,
IPS, FRS, ATMS. SDS basic service transport pricing is described below for each service
type:
Domestic Transport:
The price for transport is the connection between the designated connecting POPs. In the
case of CONUS domestic transport, the price is insensitive to distance or geographic
location.
PSS – PSS transport is priced in kilobytes and may vary based on peak vs. off-peak time
periods for domestic usage.
IPS – Transport pricing does not apply for IPS.
FRS – FRS transport prices are monthly recurring charges for Permanent Virtual Circuits
(PVC’s) dependent on the Committed Information rate (CIR). PVC pricing is bi-directional.
ATMS – ATMS transport pricing is based on the ATMS Adaptation Layer (AAL) and layer

Sprint will exceed the basic requirements by offering FRS data rates in T1 to DS3 in T1

7.3.3 SDS Ports
A separate transport port price is applied for all SDS service types; the transport port price is
the only transport charge applicable to IPS. SDS ports may be either usage based when
accessed via switched access or monthly recurring in the case of ports accessed via dedicated
access arrangements. Dial-in calls will incur usage charges for the appropriate dial-in port.
Dial-in capability will be provided for domestic PSS, FRS, and IPS. Dial-in locations will be
considered network terminating locations for call rating purposes. For non-local calls, normal
CSS originating access and transport charges apply, but terminating access charges do not

monthly-recurring and a non-recurring basis. The type of unit is dependent on the payload
of the access circuit ordered by the government and the protocol of the service delivered.

7.3.6 SDS Volume Discount
Revenue-based volume discounts are provided for SDS services, i.e. PSS, IP, FRS and
ATMS. Discounts are applied based on total monthly undiscounted revenue by service type.
Volume bands are defined as the minimum/maximum ranges of monthly revenue (starting
with $0) that must be achieved to receive each volume discount level. Discounts from Table
B.3.3-8 will be taken before any other applicable discounts. To compute the effective or net
price of SDS services the steps utilized are as follows:
(1) Locate the appropriate discount table, i.e. B.3.3.8 for domestic service or B.3.3.9 for non-
domestic service.
(2) Determine the discount percentage that corresponds to the appropriate volume band. The
percentage is based on the total domestic or non-domestic billable monthly revenue for
SDS transport, ports, UNIs, and transport features for each individual service, i.e. ATMS,
IPS, FRS, and PSS.
(3) Calculate the net price for SDS transport, UNIs, features and ports as follows:
