    Terrorist Attack on U.S.Situation Report #25Asof1:OOPMEDT(Changes in bold)

    1. Background. Terrorists commandeered commercial aircraft, crashing two intotheWorld Trade Center in NewYork, and oneinto the Pentagon inWashington DC. Afourth aircraft crashed south of Pittsburgh after reporting a hijack. American and Unitedairlines each lost two flights in the air crashes. Thefour flights carried atotal of 266people- 233passengers, 25crewmembers and eight pilots. Domestic andinternational flights inU.S. airspace have resumed under more stringent airport and aircarrier security procedures.2. Operational status. NAS facilities are all fully operational

    There were 131,646 Center Controller Operations yesterday, 5% less thanthe Thursday average for the previous year. All FAA acilities are at Security Condition (SECON) CHARLIE. NoFAA-wide

    Readiness Level has been set. The FAAcontinues to restrict visitors at FAAfacilities. SeeGENOT issued Sep162001. The FAAATCSCC and ACSofficials arecontinuing to coordinate the resumptionof international commercial passenger, cargo, and ForeignPart 91 flights in theU.S. The FAA is also coordinating international humanitarian flights issues thatare restricted in operating into the U.S. under the current restriction on foreign

    Part 91 operations. Non-Canadian foreign air carriers are permtted to overfly theterritorial airspace of the U.S. only after affirmng inwriting to their FAAPrincipalSecurity Inspector that they will impement the emergency measures required foroverflight authorization. Todate,44 Part 129 (Foreign) air carriers have been approved for overflightof U.S. territorial airspace. 957 of the 986 air carrier stations offeringcommercial flights to the U.S. are now certified. Flight Restrictions andauthorizations are as follows: Except for the operationslisted below, Part 91 VFRoperations arepermtted within the territorial airspace

    of the U.S., for U.S. registered aircraft, provided that those operations areconducted outside "Enhanced Class B (ECB) airspace."

    CURRENT TEMPORARY FLIGHT RESTRICTIONS There are in excess of 30 TFRs currently active within the NAS.

    Special Waivers The requests for Electronic News Gathering organizations to conduct VFRoperations and expand IFR operations within Enhanced Class B Airspace hasbeen coordinated with FBI, DoD, ATS and ACS and have been denied. NSC.and FAA Security and Air Traffic officials continue to coordinate

    numerous requests for waivers to the current flight restrictions. Theseinclude but are not limited to: U.S. Government contracted aircraft operation (i.e., USDA operations) Operations of blimps/airships (i.e. Goodyear airship over the Cleveland

    Brown's Football Stadium for the upcoming (10/7/01) Browns vs. Chargersfootball game Operations of foreign-registered Part 91aircraft within U.S. territorialairspace.

    A special working group has been convened to develop a "Permit Process" forthe granting of these waivers.

    3. Part 139 airport status. Airports are being approved for operation uponcertification that new security requirements have been implemented. A list of theseairports is posted on the FAA Intranet at: http://atcscc.faa .aov/ois/

    American Airlines employees demonstrating at Miami International Airport(MIA), created possible security breach yesterday. A rally held in the sterilearea of Concourse D was in protest to possible layoffs of employees.During the rally, American Airlines personnel activated a fire alarm with acigarette lighter, effectively setting off the fire alarms in the area. Setting offthe fire alarms unlocked all access doors to the Air Operations Area (AOA).All American Airlines demonstrators were'ordered to leave the area, andauthorities made the decision to evacuate the concourses, re-screen thepassengers, and conduct security sweeps of the affected areas as aprecautionary measure. Concourses B, C, D and E were also cleared andsearched by K-9 teams along with any aircraft parked at the gate. Inaddition, the baggage "make up" area and the AOA adjacent to the terminalwere also swept and cleared using K-9 teams. A preliminary investigationrevealed that access doors were unsecured for 2 hours, from 1930 hrs to2130 hrs. FAA security agents estimate that several flights were delayedand approximately 800-900 passengers were re-screened.

    Temporary flight restrictions are in force for GA (Part 91) operations for theairspace around New York's JFK Airport andWashington's Reagan National outto a radius of 25 miles. In the New York vicinity, all major airports are open totraffic. SFAR No. 90 - Prohibition Against Certain Flights Within theTerritoryandAirspace ofAfghanistan - hasbeen issued by the FAA. This emergency SFARhas been issued by NOT AM. At the time of this report, all of the Part 107 U.S. airports (455) have beencertified as complying with the emergency security directives.

    4. Personnel. AHR is tracking information on casualties to FAA employees andfamilies resulting from the attacks. Numerous FAA employees/families have beenaffected. AHR has issued guidance on relaxed travel policies to assist for onwardmovement of employees. A toll-free hotline that was established to assist

    stranded FAA employees has been discontinued. Further questions can bedirected to the Travel Policy Help Desk at 1-800-482-4044 or 202- 267-9056.5. Supplemental information.

    ACO-1 andADA-20 issued a oint memorandum detailing new communicationsguidelines between Regional 700's, the Washington Operations Center (WOC)Complex and the AGO Operations Watch (AGO OPS Watch). The memo furtherestablishes the Aviation Command Center as a full-time (24/7) operation.

    AGO Operations Watch (OPSWATCH) is now monitoring a 24/7 communicationsnet that includes the 21 ARTCCs and is managed by NORAD. This net providesimmediate feedback for any intercept missions related to aviation.

    DOT'S Crisis Management Center (CMC) has reduced daily operations from0600-2400 to 0600-2000 Monday through Friday. There will be no weekend orColumbus Day staffing of the CMC unless further activation is required. FAA s providing domestic and international premium andnon-premium war riskinsurance for U.S. carriers that request it. This is the first time domestic war riskinsurance has ever been issued. FEMA'sWashington-based Emergency Response Team (EST) hasfullyactivated and on 24-hour operations. All 10 of the FEMA regions - headquarteredin Boston, NewYork City, Philadelphia, Atlanta, Chicago, Denton, TX, Denver,San Francisco and Bothell, Wash. - are also fully activated. FEMA hasactivated the Federal Response Plan. FEMA has activated its operations center, and is working closely with the FBI'sStrategic Operation Information Center (SOIC). FEMA's SIOC liaison has beenactivated. CAPTURING IDEAS ANDSUGGESTIONS: The Officeof ResearchandAcquisition (ARA) has established a systemfor employees and others to offersuggestions on improving safety and security. The system has e-mail, fax, aswell as telephone capability. The e-mail address [email protected] fax number is 202-267-5091. The telephone number, which will be staffedMondays - Fridays, 8:30 a.m. - 5:00 p.m. Eastern time is 1-866-289-9673.E-mail and fax are preferred. ACS iscoordinatingwith NRCofficials the monitoring of suspicious aircraft
