The Chairman welcomed the new chairmen (Messrs. Carlin,Elisson, Jonsson and Zijlstra) and; c the outgoing ones(Professor Hempel, Dr. Mackintosh and Mr. Parrish) for theircollaboration during their term of office.

The Committee thereafter considered recommendations fromthe different committees.

The Liaison Committee had so far passed the followingrecommendations, which were all adopted by this committee:-

A (1) That the Liaison Committee should meet in order tofinalize its report for NEAFC, in Copenhagen across15th and 16th February, 1968.

.. A (2) That the Secretary and coopted members should meetfor up to three days in advance of the main meetingto prepare material for the report.

A (3) That the North-East and North-West Working Group shouldmeet concurrently in Copenhagen for aperiod of up totwo weeks commencing 4th December, 1967, first as se­parate bodies, convened by Messrs. D.J. Garrod and R.Jones respectively, and then together under the Chair­mal... of the Liaison Committee (other members, Messrs.Treschev, Ponomarenko, Meyer, Schumacher, Joew-'~"'L

Jonsson and Knudsen, and also the Secretary of theLiaison Committee).

The report was presented by its Chairman (dr. Cole).Attention was drawn to the paragraph on the roc\Jorking Group Report, where the Committee wished itto be clearly understood that ICES could not takeresponsibility for"regional pollution monitoring"in the sen~ of inspection or control. ICES is, how­ever, ready to provide scientific advice (Il monitoring"meaning, Il watching and recording"). The ConsultativeCommittee was informed that the Hydrograph Comrnittee'snominees to the ~orking Group proposed under B (1)vere Messrs. Dorrestein and Weichart .

\iith these observations, the Cornmittee's report a dreco e dations were endorsed.

Demersal Fish ( orthern) Committee.

The report was presented by the Chairman (Professorikolsky), who drew attention to the fact that an

account of answers to a questionnaire concerning samp­ling methods might be included in the printed report.

Paragraph 6 on the first page of the report was un­derstood to contain a recommendation (cf. LiaisonRecommendation B (1)).

Recommendations B (1) and B (2) were deleted becausethey are covered by Liaison Committee recommendationsand the following changes were made in the remainingones:-

and insert "Council". Insert IlI"Tpll at the end of theline.

Anadromous and Catadromous Fish Committee

The report was presented by the Committee's Chairman(dr. Carlin). It was noted that the word "workers"in the first paragraph (2nd line) should be "eel­workers".

The ICES/ICNAF Working Party's report was presentedby its Chairman, Mr. Parrish.

The Committee's recommendations were re-arranged toread as follows:-

B (1) It was recommended to endorse the interim report(Doc. C.M.1967/M:27) of the ICES/ICNAF Working Partyon North Atlantic Salmon, and to recommend the actionsproposed by the Working Party.

C (1) It was recommended that further comparative taggingtests should be made in Canada and Iceland.

The report and these recommendations were endorsed.

The Pelagic Fish (Southern) Committee

The report was presented by its chairman (M. Letaconnoux).

Rec. A (1): add at the end: "et que le Dr. Tiews serademande de reunir les deux rapports pour publication."Bec C(l): delete:"et le maguereau".Rec. Ce:): add at the ener: "du thon rouge."

With these changes, the report and the recommendations wereendorsed, and the Chairman was congratulated as to theCommittee's work during its first year .

In connection with this Committee's report, theConsultative Committee passed a recommendation

C (1) "that the two Pelagic Fish Committees be . . .'agree to a common method of reporting mackerel lengthmeasurements and if possible also to a common methodof measurement. If this last cannot be achieved, aconversion factor should be supplied."

The Pelagic Fish (Northern) Committee

The report was presented by the Committee's Chairman(Prof. G. Hempel).

Recommendation A (1) was amended by deleting the words"and duplicated by ICES" and the word "Stock" in lines2 and 3.

Recommendation B (1) was re-lettered C (1) and a newB (1) inserted as follows:-

B (1) "That Mr. A. Saville be appointed convener of theHerring Recruitment Symposium."

There was a full discussion on the report from the Ad hocWorking Group to estimate requirements for an InternationalTagging Experiment of Immature Herring in the Blgden Area,and it was decided to continue consideration of this itemat the next session of the Committee.

Liaison Commi ttee., The Chairman mentioned that he had agreedwith the Secretary of that Committee, Mr. Hy1en, that heshou1d continue unti1 the next Statutory Meeting, by whichtime it might be necesBary to appoint a new Secretary.

The Committee discussed at length the proposals to under­take a new tagging experiment in the North Sea. Reference isgiven to the attached Memorandum, in which the Consu1tativeCommittee's recommendations are given.

Hydrography Co~mittee

The report was presented by the Committee's Chairman,Professor Dietrich. The various recommendations were en­dorsed with the.fo~wing changes:-

A (2) The Consultative Committee recommended thatthe Bureau and the Council should be askedto consider this recDmmendation in the lightof such advice as might be forthcoming fromthe meeting to be callad in accordance withRecommendati '_ B(2), and the Secretariat wasasked to consider what ef.fects its implementat­ion wou1d have upnn the organisation of theService Hydrngraphique and its work.

A (3) Delete last sentence.

A (5) Delete last 1ine in paragraph b),and the restof the recommendation.

B (1 ) The terms of reference of the t/orking Group tobe formulated as follows:-

•"to act as an advisory body as to

how modern computer technology canbest be used as a tool in the scienti­fic int .rpretation of the oceanographicdata collected by the member countriesof 1C S, both on a unilateral and mu1ti­1ater<_ basis'.'

It was recommended that the meeting shou1dbe restricted to member countries, if possib1ewith observer(s) from U.S.A.

The recommendation is re-worded as fo1lows:­

The President and the General Secretary informed theCommittee about a large number o~ complaints being received bythem because of the changes made in the "blue programme" thisyear, and the rrommittee agreed to consider this item later onits agenda.

The President, having to leave t.he meeting at this stage,would like to thank the outgoing Chairman, n.r. C. E. ~ucas, onbehalf of the Bureau, for the friendly and effective way inwhich he had during the last five years conducted the Committeeproceedings •

The Chairman thanked the President and through hirn. alsoformer presidents for being present at the Comrnittees sessionsand giving their advice.

The report was presanted by the Committee Chairman,Dr. J. H. Fraser. Recommendation C (1) was replaced by thefollowing:-

With this change the report was endorsed.

~arine Mammals Committee

The report was presented by the Committee Chairman,Dr. N. A. Mackintosh. The following uhanges were made inthe recommendations:-

B (2) Add "SCAR and BAS" after ICNAF anddelete FAO.

Report of North Sea Synopsis Working Group

With some drafting changes, the report was endorsed.

Administrative Reports

It had earlier been recommended that the HydrographyCommittee's report be changed in accordance with a recommen­dation from that Committee, and tbat the Statistics Committeewill in the future be asked to produce ~ report. Becausethese documents, however, will have fulfilled their purposeat the Statutory Meetings, the Consultative Committee recommended:

Annales Biologigues

It was recommended that area chairmen summaries shouldin the future not be included, but that experts - notnecessarily chairmen - shou1d be invited to write summarieson herring and cod, respectively. The other suggestions con­tained in Document A:2 were considered editorial matters;while the Committee had no objection to them, they were leftfor the Editor's decision.

West African Working Group

The Committee had been asked for advice as to the Council'srepresentation on the Working Group. Some discussions hadbeen undertaken with FAO's representatives during this meeting,and i t . 3,S recommended that the President be authorized - inconsul a~ion with the Chairman of the Consultative Committeeand the relevant Committee chairmen - to appoint the Council'smembers on the Group.

General Fisheries Council for the Mediterranean

It was recommended that the Council's Observers at theforthcoming session be M. Cl. Maurin and Dr. F. Lozano.

WMO Reguest for Advice (C.M.19b7/C:36)

The Chairman of the Hydrography Committee suggested thatthe Council should in its answer, refer to the desirabilityof including data on depth of the discontinuity layer. TheCommittee fe1t, however, that most of the remaining parameterswere chiefly of importance to shipping in general, andalthough they were in this context certainly of great importancefor fishing operations, the Committee feIt that the Councilwould perhaps not be the right body to comment upon them in detail •

Food-Chain Symposium and

Canary Island Symposium

Reports from ad hoc Working Groups concerning these twoSymposia were before-the Committee, and were endorsed.

List of Experts engaged in Fisheries Investigations

The ~orking Group's Report was endorsed.

Allotment of Meeting Sessions during Statutory Meetings

It was recommended that in the future three half days beallotted to each of the t"'10 1: ..rthern Fish Commi ttees, and twohalf days to each of the other Committees.

Extra Meeting-Day in 1969

The Committee had before them the suggestion that atsome future meeting time shou1d be available for an extradiscussion of serology and related matters, and the Committeepassed the fo11owing recommendation:-

"that a special meeting be held for one day inadvance of the 1969 Statutory Meeting fordiscussion of methods for and application ofbiochemical identification (i.e. by sera, proteinsetc.) of races of fish, with a special view tohow these methods can be incorporated in theprogrammes for stock analysis".

The outgoing Chairman, Dr. C. E. Lucas, who leftthe Committee after aperiod 19 years, the five lastones as its Chairman, thanked the Committee and the Council'sSecretariat for friend1y co-operation and.the new Chairman,Mr. B. B. Parrish, expressed the Committee's warm thanksto Dr. Lucas. The period of his chairmanship had been ofgreat development in the Council's affairs, to a greatextent due to his le~dership in this important part of theCouncil's machinery.
