6. Barren County Housins Authority Presentation - Mes. Larson Executive Director:
Chairman Miller and I have asked Meg to give an overview of what the Housing Authority doesand services it provides to Barren County residents. County Board members serving on this
Committee are Gary Nelson, Chair and Carol Moen.
7. West Central Wisconsin Resional Plannins Commission Presentation—Lynn Nelson,
Executive Director:
Executive Director Nelson, has requested time to present what West Central Regional Planning
does and how they interact with Barren County.
8. Zoning Ordinance Amendments:
I have discussed with staff the re-zonings and we are in agreement to leave them as one Agenda
item and to be approved as one.
9. Resolution Methamphetamine Awareness Month:
This resolution is at the request of Sheriff Fitzgerald, DHHS Director Frolik, Program Manager,Karla Broten and Sarah Turner, Prevention Specialist and Drug Free Coordinator.
This resolution was not presented to either the Law Enforcement or Health and Human Services
Committee's because of the timing of the resolution and when it was prepared. However, it is
important to remember the Sheriffs staff, DHHS staff and Judges have been working to raiseawareness of this issue through town hall meetings.
It's my opinion this resolution is necessaiy and appropriate and I would recommend passage.
10. Resolution Chanse in Status of Chair and Vice-Chair Executive Committee:
The history of this resolution is that I was asked prior to the June 1st Executive Committeemeeting if we in-fact needed to elect a Chair and Vice-Chair of this Committee because, didn't
the Rules and Procedures specify these positions as such. The answer is no. Therefore, at the
June 1 meeting I was asked to draft this Resolution clarifying that the County Board Chair andFirst Vice-Chair are automatically the Chair and Vice-Chair, respectively of the Executive
Committee.
My opinion is I think this is an understandable and necessary change.
11. Resolution Authorizins Increase in Executive Committee:
Per the "straw-vote" held at the May meeting Mr. Muench and I have drafted the resolution
authorizing the expansion of the Executive to eleven members. The election for these positions
will take place at the July meeting with their terms running until the next organizational meetingin April of 2018.
Secondly, I would ask that the Board review the attached spreadsheet, which details over the pastyear, the Agenda items the Executive Committee has addressed because it is quite telling. Over
1/3 of the action items Executive has addressed come from another Committee and nearly 50%
of all action items are referred to the County Board. Respectfully, it is my opinion that on some
level this is a solution looking for a problem. However, one can make the argument that by the
Board electing 5 of the 1 1 members this Committee does more clearly reflect the wishes of theentire Board.
As County Administrator from both a policy/govemance and operational perspective I amcomfortable with whatever decision the County Board makes.
12. Report from Counts Administrator:
a. 2015 Financial Report ofHwy Operations:This information will be available from Finance Director Busch
b. $10,000 Transfer from DA 's Budget:The Executive Committee allowed a transfer of $10,000 from the DA's 2016 Budget toHealth and Human Services to help with costs associated with Children in Need ofProtective Services.
c. "Sale of Accrued Vacation or Sick Leave ":
The Executive Committee authorized, for 2017, to continue to allow the "sale or
conversion", of up to 80 hours of accrued vacation or sick leave to a qualifying Health
Savings Account or 45 7B retirement account, with no cash option.
d. July Executive Committee Meeting:
At this meeting the Committee will be discussing/deciding on whether or not to go outfor bids/requests for proposal for health insurance in 2017.
e. WTE Plant Long-Term Feasibility Study:The "kick-off meeting for this project was held on June 7 , at the WTE Plant withCounty Staff, ZAC Inc., staff and from Ayers Associates and Bums/McDonald being inattendance. The project remains on schedule and based on the interaction from that day I
believe we will all learn much.

Meaning of Fiscal Impact, for County Board Resolutions:
I want to clarify that the fiscal impact section of the resolutions passed by the County Board are anaccounting measurement, not an economic measurement. M'eaning, we are able to quantify the
fiscal/accounting impact to the overall functions of the County, not, an economic measurement of
predictive results.

2016-14 RESOLUTION-SUPPORTING LEGISLATION RELATING TO COUNTY VETERANS SERVICEOFFICER GRANT FUNDING PROCESS: Motion: (Horstman/Nelson) to approve the Consent Agenda containing
the three Zoning Ordinances and the Resolution relating to the Veterans Service Officer Grant Funding Process. Carried.
2016-21 ORDINANCE-SOCIAL HOST LIABILITY: Sheriff Fitzgerald and District Attorney Beranek explained the
Ordinance to the Board and answered questions. French clarified the change to ordinance to coincide with the State
Statute stating the maximum citation fine would be $500, rather than the minimum citation fine of $500. Beranek
discussed the State Statute that coincides with the ordinance that was distributed prior to the meeting. Motion:
(Okey/Rindsig) to approve. Discussion. Corporation Counsel Muench gave an explanation of the proposed changes to
the ordinance. The amendments he asked for were Line 118: Change the word less to more." Line 134: At the end of
the sentence at the words "Barren County" delete the period and add a comma;fbllowed by: "and referred to by reference
for District Attorney charging purposes as Ordinance Section 9.22. Motion: (Qkey/Rogers) to approve the amendments
that Corporation Counsel Muench proposed. Carried. Discu&siion. Corporation Gotnsel Muench clarified the voting

The Barren County Board of Supervisors ordains as follows
12 WHEREAS, Jerry & Debra Doubek, owners, filed a Petition to rezone certain

June 2016 Barren County Methamphetamine Awareness Month
TO THE BARRON COUNTY BOARD OF SUPERVISORS:
12 WHEREAS, Methamphetamine is a powerful and addictive central
3 nervous system stimulant with long-lasting effects; and
45 WHEREAS, citizens who know about the destructive effects of meth on
6 the user of the community are far less likely to use meth, which means substance
7 abuse prevention through awareness, educations, media and community8 involvement are key components in efforts to reduce the demand and use ofmeth;
9 and1011 WHEREAS, crime related to methamphetamine abuse continues to
12 increase; and
1314 WHEREAS, adults who use and abuse meth endanger their children and
15 other young people in their vicinity, as well as their peers; and
16 WHEREAS, it is important that business, government, parents, law
17 enforcement, media, medical, religious institutions, schools, senior citizens,
18 service organizations and youth endorse a commitment to healthy, dmg-firee
19 lifestyles; and
20 WHEREAS, designating June as "Methamphetamine Awareness Month"
21 would increase awareness of methamphetamine and educate the public on
22 effective ways to help prevent methamphetamine use.
23 NOW, THEREFORE BE IT RESOLVED, that Barron County declares24 that a "Methamphetamine Awareness Month" be established during the Month of
25 June, 2016, to increase awareness ofmethamphetamine abuse.
26 BE IT FURTHER RESOLVED, that Barron County encourages the27 community and interested groups to observe "Methamphetamine Awareness
28 Month" with appropriate educational programs and outreach activities.

TO THE BARRON COUNTY BOARD OF SUPERVISORS:
12 WHEREAS, the Barren County Executive Committee met on June 1 to elect the3 Chair and Vice-Chair of this Committee; and
45 WHEREAS, County Administrator French was asked prior to the June 1
6 Executive Committee meeting as to the proper procedures and clarification of the election7 or automatic appointment of Chair and Vice-Chair of the Executive Committee; and
89 WHEREAS, the current Barron County Rules and Procedures, adopted Febmary
10 16th, 2015, Section 2.02 C. 4. Executive Committee does not specifically identify that the
11 Chair and Vice-Chair of the County Board are automatically Chair and Vice-Chair12 respectively of the Executive Committee; and
1314 WHEREAS, at the June 1 Executive Committee meeting, Supervisor Horstman
15 made the motion, seconded by Supervisor McRoberts, to change the rules and procedures16 so the Board Chair and Vice Chair are automatically Chair and Vice Chair of Executive.
17 Motion, carried; and
18 WHEREAS, this resolution was approved by the Executive Committee on June
19 1 , 2016, on a vote of 9 - 0 with Heinecke, Miller, Okey, Bartlett, Horstman, Thompson,20 McRoberts, Henck and Rindsig voting in favor and no members voting against.

Resolution Authorizing the Increase in the Number of Executive
Committee Members from Nine to Eleven
TO THE BARRON COUNTY BOARD OF SUPERVISORS:
12 WHEREAS, the County Board of Supervisors, pursuant to Sec. 59.13 Wisconsin
3 Statutes, has the authority to adjust committee sizes at its discretion; and
45 WHEREAS, at the May, 2016 County Board meeting, the County Administrator6 asked for a "straw-pole" vote if the County Board was in favor of considering expanding
7 the Executive Committee by two members elected by a majority vote of the County
8 Board, and based upon the results this resolution has been drafted for the County Board's
9 consideration; and
1011 WHEREAS, the current membership of the Executive Committee is nine
12 members consisting of the County Board Chair, First Vice-Chair and Second Vice-Chair,13 along with members elected from each of the following Committees: Health and Human
14 Services; Extension/Land Conservation; Law Enforcement/Emergency Management,
15 Zoning; Property; and Highway, as allowed by the current County Board Rules and
16 Procedures as adopted, Febmary 16 ,2015; and
1718 NOW, THEREFORE, BE IT RESOLVED, that upon passage of this resolution19 the Executive Committee shall consist of 11 members as follows: the County Board20 Chair, First Vice-Chair and Second Vice-Chair elected by the County Board at the April
21 organizational meeting along with members elected from each of the following
22 Committees: Health and Human Services; Extension/Land Conservation; Law
23 Enforcement/Emergency Management, Zoning; Property; Highway, and two members24 elected by majority vote of the County Board, by means of a signed ballot.
2526 BE IT FURTHER RESOLVED, that the two members chosen by the County27 Board as "direct-elects", shall be elected at the April organizational session after the28 elections of the County Board Chair, First Vice-Chair and Second Vice-Chair and shall
