6. Crais Thompson, Executive Director, Transportation Development Association:

At the request ofHwy Commissioner Servi, IVIr. Thompson, will be on hand to give a presentation

regarding TDA and their initiatives.

7. Update from University of Wisconsin Barron County Campus Administrators and Staff:

I have asked Regional Dean Keith IVIontgomery and Campus Administrator Brittany Lueth to give theCounty Board a brief update on the happenings at the Campus.

8. Zoning Ordinance Amendments:

I have discussed with staff the re-zonings and we are in agreement to leave them as one Agenda item

and to be approved as one.

9. Resolution State Transportation Funding:

This resolution is being passed by many municipalities in the State and is supported by the HighwayCommittee. Also, Mr. Thompson, or Hwy Commissioner Servi, can answer any questions that may

arise.

I would recommend approval as presented.

10. Resolution Establishing Financial Assurance Policy:

The Lcc/Extension Committee approved the attached Financial Assurance Position Paper and

Resolution, which authorizes the County to access financial assurances by position, not person. This

resolution was requested by Staff and approved by Lcc/Extension for the express purpose of having

positions within the County structure have the ability to access financial assurance documents NOT,

named, individual persons. This information was also recommended for approval by the Executive

Committee.

I recommend approval of the resolution.

11. Resolutions - 2017 Budget Preparation Timeline & 2017 Budget Guidelines:

Both of these resolutions are our standard yearly, and very many necessary and appropriate

resolutions that guide the budget preparation process to successful completion.

I would recommend approval as printed and presented.

12. Resolution - Defining Barren County Payroll Week and Rescind Resolution #2011-48:

Staff are requesting to adjust the identified work week for the Highway Department to Saturday at12:00 a.m. and ending the following Friday at 11:59 p.m. (from Monday at 12:00 a.m. - Sunday at

11:59 p.m.). The County switched the Highway work week schedule a few years back as a result of

Act 10 changes; however highway employees receive guaranteed overtime on the weekends, so

reverting back to the original / county-wide work week is appropriate. This change will make it much

easier for county payroll staff to process end of year payroll and enter weekly time sheets.

In addition, the resolution makes a change to the Dispatch employee's work week to Saturday at 6:30

a.m. and ending the following Saturday at 6:29 a.m. This change is being requested as a result of the

recent FLSA audit and falls in line with the current work schedule for this group of employees.

13. Report from County Administrator:

a. Possible, $10,000 Transfer from Contingency FundThe Executive Committee approved in advance, the possible transfer of up to $10,000 from

the Contingency Fund as County match dollars for a Treatment Alternatives and Diversion

Grant that we will be applying for on July 1 8 .

in Barren County. There serve 270 low inGdme elderlj|i disabled and family households through their federally subsidized

Public Housing, Multi-Family Housing andjHpusing Choice Voucher programs. They are subject to HUD and WHEDA

regulations and oversight, f |i|!

WEST CENTRAL WISCONSIN REGIONAL PLANNING COMMISSION PRESENTATION - LYNN NELSON,EXECUTIVE DIRECTOR: Nelson circulated information and provided overview and background of the organization

and how it interacts with Barron County and the municipalities within it. Beth Waldhart with Regional Business Fund

provided information on the de-federalization issue and how it has since been resolved. Since 2007 they have made loans

to 65 businesses, 21 of which were startup businesses. Also noted was that funding is available for downtown businesses

that could use some TLC.

The Barren County Board of Supervisors ordains as follows

12 WHEREAS, Roger & Darice Riebe, owners, filed a Petition to rezone certain

BARRON COUNTY RESOLUTION NO. 2016 -

STATE TRANSPORTATION FUNDING

TO THE BARRON COUNTY BOARD OF SUPERVISORS:

12 WHEREAS, local government in Wisconsin is responsible for about 90% of the3 road miles in the state; and

45 WHEREAS, Wisconsin's diverse economy is dependent upon county and towns

6 as well as city and village streets and transit systems across the state; and

78 WHEREAS, according to "Filling Potholes: A New Look at Funding Local9 Transportation in Wisconsin," commissioned by the Local Government Institute of

10 Wisconsin (LGI) the condition of Wisconsin's highways is now in the bottom third of the11 country; and

1213 WHEREAS, state funding for local roads, transit systems and elderly and

14 disabled transportation programs in Wisconsin has failed to keep up with costs over the

15 past several decades which has adversely affected local transportation finances and16 services. According to "Filling Potholes," municipal transportation spending has declined

17 from $275 per capita in 2000 to $227 in 2012;and1819 WHEREAS, Mass Transit Operating Aids and County Elderly and Disabled20 Transportation assistance programs are vital to the local economy and are funded through

21 the state gas tax and vehicle registration user fee system. These programs are critical to22 ensuring that transportation services are delivered to vulnerable citizens. Proper funding

23 for these programs helps ensure that all citizens have an opportunity to access the24 workplace as well as the marketplace; and2526 WHEREAS, Wisconsin residents age 65 plus make up 15 percent of the

27 population and this has been and will continue to grow rapidly. One in five persons age

28 65 plus do not drive and need transit to remain connected to their community; and2930 WHEREAS, levy limits do not allow local government to make up for the

31 deterioration of state funding; and

3233 WHEREAS, Wisconsin's over-reliance on borrowing eats away at the state's

34 segregated funding sources - the state gas tax and vehicle registration fees - which

35 increasingly pay debt service rather than fund transportation needs; and

3637 WHEREAS, safety is a primary concern and responsibility of local governments

38 across Wisconsin. Unfortunately, according to TRIP, a national non-profit transportation39 research group, Wisconsin had 347 non-interstate, rural road fatalities in 2013;and

4041 WHEREAS, the Barron County Board recognizes that our state highway and

42 interstate system is the backbone of our surface transportation system and plays a vital

Resolution Establishing Financial Assurance Policy

TO THE BARRON COUNTY BOARD OF SUPERVISORS:

1 WHEREAS, various Barron County Departments are required to have on deposit2 with financial institutions dollars, bonds or letters of credit for financial assurance as

3 required by State Statutes; and

45 WHEREAS, the Barren County Board of Supervisors is desirous of authorizing6 certain County Staff positions, not named individuals, the ability to access these financial

7 assurances as necessary to protect the County and its' taxpayers; and

89 WHEREAS, Wisconsin Administrative Code, NR13 5.40 (2) Financial Assurance

10 states in part, "Financial Assurance shall be payable exclusively to the regulatory

11 authority that has jurisdiction and who issues the approval for the reclamation plan"; and

12 WHEREAS, this resolution was approved by the LCC/Extension Committee on

13 June 7, 2016, on a vote of 6 - 0 with Horstman, McRoberts, Nelson, Sutherland, Gores

14 and Rindsig voting in favor and no members voting against; and

15 WHEREAS, this resolution was approved by the Executive Committee on July 6,

16 2016, on a vote of 8 - 0 with Heinecke, Christensen, Miller, Okey, Bartlett, Horstman,

17 McRoberts and Rindsig (alternate) voting in favor and no members voting against.

18 NOW, THEREFORE, BE IT RESOLVED, that the Barron County Board of19 Supervisors does establish a Financial Assurance policy in which the County20 Administrator and the County Finance Director/County Auditor, acting jointly, shall have

21 fall authority to access any deposit of financial assurance held by a financial institution.22 Such access shall be subject to the terms and conditions of the underlying Financial

assurances by naming positions with the authority to access the financial assurances asallowable.

Background: Barren County Departments, such as Land Information, LI, through the NR135

program are required to have access to financial assurances. In the past individuals have been

named as having authority to access these funds if necessary. The purpose of this resolution is to

change from person to position. CA French was approached by LI personnel asking to workwith local financial institutions so positions not people are named to the financial assurance

forms. CA French has contacted and worked with financial institutions.

Problem: People change, positions generally do not, therefore naming a position is more

appropriate.

Recommendation: Approve this Position Paper and Resolution along with recommending bothbe approved by the County Board. The County must retain control of its' statutory right to act.

The report shall be prepared in con-sultation with the nonmetallic mining advisory committee estab-lished under s.NR 135.51.

Note; The department intends to continue to consult and seek the advice ofrepre-sentatives of persons affected by the fees established by the department and other reg-ulatory authorities for the purpose of preparing the report to the natural resourcesboard required by this subsection.

NR 135.40 Financial assurance. (1) NOTIFICATION.The regulatory authority shall provide written notification to theoperator of the amount of financial assurance required under sub.(3).

(2) FILING. Following approval of the norunetallic reclama-tion permit, and as a condition of the permit, the operator shall filea financial assurance with the^regulatdry authority. The financialassurance shall provide that tfi^ operator shall faithfully performall requirements in this chapte^n applicable reclamation ordi-nance and the reclamation plan. Einancial assurance shall be pay-able exclusively to the regulatory authority that has jurisdictionOQd who issues the approval for the reclamation plan. In caseswliere the regulatory authority changes from one jurisdiction toanother all financial assurance shall be made payable to the regu-latory authority that currently has primary regulatory responsibil-ity in that jurisdiction.

(3) AMOUNT AND DURATION OF FINANCIAL ASSURANCE. Theamount of financial assurance shall equal as closely as possiblethe cost to the regulatory authority of hiring a contractor to com-plete either final reclamation or progressive reclamation accord-ing to the approved reclamation plan. The amount of financial as-surance shall be reviewed periodically by the regulatory authorityto assure it equals outstanding reclamation costs. Any financialassurance filed with the regulatory authority shall be in an amountequal to the estimated cost to the regulatory authority for reclaim-ing all sites the operator has under project permits. The regulatoryauthority may accept a lesser initial amount of financial assuranceprovided that the permittee initiates a process to continuously in-crease the amount of financial assurance until it is adequate to ef-feet reclamation. An escrow account may be established that isbased on production gross sales and serves to provide regular pay-ments to an account that is designed to grow to die amount neces-sary to guarantee performance of reclamation by the expectedtime of final reclamation. The period of the financial assuranceis dictated by the period of time required to establish the post min-ing land use declared and approved of in the mine reclamationplan. This may extend beyond the permit if required to accom-plish successful and complete implementation of the reclamationplan.

(4) FORM AND MANAGEMENT. Financial assurance shall be pro-vided by the operator and shall be by a bond or an alternate finan-cial assurance. Financial assurance shall be payable to the regula-tory authority and released upon successful completion of thereclamation measures specified in the reclamation plan. Alternatefinancial assurances may include, but are not limited to cash, cer-tificates of deposits, irrevocable letters of credit, irrevocabletrusts, established escrow accounts, demonstration of financialresponsibility by meeting net worth requirements, or governmentsecurities. Any interest from the financial assurance shall be paidto the operator. Certificates of deposit shall be automatically re-newable or other assurances shall be provided before the maturitydate. Financial assurance arrangements may include, at the dis-cretion of the regulatory authority, a blend of different options forfinancial assurance including a lien on the property on which the

nonmetallic mining site occurs or a combination of financial as-surance methods.

(5) MULTIPLE PROJECTS. Any operator who obtains a permitfrom the regulatory authority for 2 or more nonmetallic miningsites may elect, at the time the second or subsequent site is ap-proved, to post a single financial assurance in lieu of separate fi-nancial assurance instruments for each nonmetallic mining site.When an operator elects to post a single financial assurance in lieuof separate financial assurances for each mining site, no financialassurances previously posted on individual mining sites shall bereleased until the new financial assurance has been accepted bythe regulatory authority.

(6) MULTIPLE JURISDICTIONS. In cases where more than oneregulatory authority has jurisdiction, a cooperative financial secu-rity arrangement may be developed and implemented by the regu-latory authorities to avoid requiring the permittee needing toprove financial assurance with more than one regulatory authorityfor the same nonmetallic mining site. Financial assurance is re-quired for each site and 2 or more sites of less than one acre by thesame operator, except that governmental units are not required toobtain financial assurance.

(7) CERTIFICATION OF COMPLETION AND RELEASE, (a) The oper-ator shall notify the regulatory authority, by filing a notice ofcompletion, at the time that he or she determines that reclamationof any portion of the mining site or the entire site is complete. Theregulatory authority shall inspect the mine site or portion thereofthat was the subject of the notice of completion to determine ifrec-lamation has been carried out in accordance with the approvedreclamation plan. The regulatory authority may partially releasethe financial assurance if it determines that compliance with a por-tion of the reclamation plan has been achieved and requires nowaiting period. After determining that reclamation is complete,the regulatory authority shall issue a certificate of completion andshall release the financial assurance.

(b) The regulatory authority shall make a determination ofwhether or not the certification in par. (a) can be made within 60days that the request is received.

(c) A regulatory authority may make a determination underthis subsection that:

1. Reclamation is not yet complete;

2. It is not possible to assess whether reclamation is completedue to weather conditions, snow cover or other relevant factors;

3. Reclamation is complete in a part of the mine; or

4. Reclamation is fully complete.

(8) FORFEITURE. Financial assurance shall be forfeited if anyof the following occur:

(a) A permit is revoked under s. NR 135.25 and the appealsprocess has been completed.

(b) An operator ceases mining operations and fails to reclaimthe site in accordance with the reclamation plan.

(9) CANCELLATION. Financial assurance shall provide that itmay not be cancelled by the surety or other holder or issuer exceptafter not less than a 90-day notice to the regulatory authority inwriting by registered or certified mail. Not less than 30 days priorto the expiration of the 90-day notice of cancellation, the operatorshall deliver to the regulatory authority a replacement proof of fi-nancial assurance. In the absence of this replacement financial as-surance, all mining shall cease until the time it is delivered and ineffect.

(10) CHANGING METHODS OF FINANCIAL ASSURANCE. The Oper-ator of a nonmetallic mining site may change from one method offinancial assurance to another. This may not be done more thanonce a year unless required by an adjustment imposed pursuant tosub. (12). The operator shall give the regulatory authority at least60 days' notice prior to changing methods of financial assuranceand may not actually change methods without the written approv-al of the regulatory authority.

(11) BANKRUPTCY NOTIFICATION. The operator of a nonmetal-lie mining site shall notify the regulatory authority by certifiedmail of the commencement of voluntary or involuntary proceed-ing under bankruptcy code, 1 1 USC, et seq., naming the operator.as debtor, within 10 days of commencement of the proceeding.

(12) ADJUSTMENT OF FINANCIAL ASSURANCE. Financial assur-ance may be adjusted when required by the regulatory authority.The regulatory authority may notify the operator in writing thatadjustment is necessary and the reasons for it. The regulatoryauthority may adjust financial assurance based upon prevailing orprojected interest or inflation rates, or the latest cost estimates forreclamation.

(13) NETWORTHTEST. (a) Only an operator that meets the def-inition of "company" in s. 289,41 (1) (b). Stats., may use the networth method of providing financial assurance.

(b) The operator shall submit information to the regulatory au-thority in satisfaction of the net worth test requirements of s.289.41 (4). Stats. The criteria in s. 289.41 (6) (b), (d), (e\ (f), (g),(h) and (i), Stats., shall apply.

(c) An operator using the net worth test to provide financial as-surance for more than one mine shall use the total cost of com-pliance for all mines in determining the net worth to reclamationcost ratio in accordance with s. 289.41 (6), Stats.

(d) The department determinations under the net worth testshall be done in accordance with s. 289.41 (5), Stats.

(e) In addition, the operator shall submit a legally binding com-mitment to faithfully perform all compliance and reclamationwork at the mine site that is required under an applicable nonme-tallic mining reclamation ordinance.

NR 135.41 Interim reclamation waiver. Iftheregulato-ry authority determines that areas within a mining site have beensuccessfully reclaimed on an interim basis in accordance with thereclamation plan, the regulatory authority:

(1) Shall waive annual acreage fees for those areas, and

(2) May reduce or waive financial assurance requirements forthose areas.

NR 135.42 Regulatory authority right of inspection.(1) No person may refuse entry or access onto a nomnetallic min-ing site of a duly authorized officer, employee or agent of the regu-latory authority or the department who presents appropriate cre-dentials to inspect the site for compliance with the nomnetallicmining reclamation permit, the applicable reclamation ordinance,this chapter or ch. 295, subch. I, Stats. Any person who enters thesite imder this right of inspection shall obtain training and providetheir own safety equipment needed to comply with any federal,state or local laws or regulations controlling persons on the non-metallic mining site.

(2) If requested, the department shall furnish to the operatora written report of its inspection under this section, setting forthall relevant observations, information and data which relate to thesite's compliance status under this chapter and ch. 295, subch. I,Stats.

NR 135.43 Enforcement, orders, penalties. (1) Lo-CAL ORDERS AND ENFORCEMENT. The regulatory authority that ad-ministers a nomnetallic mining reclamation ordinance, or an agentdesignated by that governing body, may do any .of the following:

(a) Issue an order, requiring an operator to either comply withprovisions of or cease violations ofch. 295, subch. I, Stats., thischapter, an applicable reclamation ordinance, a nomnetallic min-ing reclamation permit, permit conditions or an approved miningreclamation plan.

(b) Issue a special order suspending or revoking a nonmetallicmining reclamation permit under s. NR 135.25, or directing an

operator to immediately cease an activity regulated under thischapter or under an applicable reclamation ordinance until thenecessary plan approval is obtained.

(c) Submit an order to abate violations of the nonmetallic min-ing reclamation ordinance to a district attorney, corporation coun-sel, municipal attorney or the attorney general for enforcement.The district attorney, corporation counsel, municipal attorney orthe attorney general may enforce those orders.

(2) RIGHT OF REVIEW. A person holding a reclamation permitwho is subject to an order pursuant to sub. ( 1) shall have the rightto review the order in a contested case hearing under s. 68.11,Stats., notwithstanding the provisions ofss. 68.001,68 03 (8)and(9), 68.06 and 68.10 (1) (b). Stats.

(3) DEPARTMENT ORDERS, (a) If the department is the regulato-ry authority, it may issue an order as provided in sub. (1).

(b) In addition to orders issued under sub. (1), the departmentmay issue a special order directing the immediate cessation of anactivity regulated under this section until the nonmetallic miningsite complies with the nonmetallic mining reclamation standardsestablished under subch. II.

(c) A person holding a reclamation permit who is subject to anorder issued under this subsection shall have the right to reviewthe order in a contested case under s. 227.42, Stats.

(4) PENALTIES, (a) Any person who violates this chapter or anorder issued under sub. (1) or (3) may be required by the regulato-ry authority to forfeit not less than $25 nor more than $1,000 foreach violation. Each day of continued violation is a separate of-fense. While an order issued under this section is suspended,stayed or enjoined, this penalty does not accrue. The cost ofen-forcement incurred by the regulatory authority shall be consideredin establishing these forfeitures.

(b) Except for the violations referred to in par. (a), any personwho violates ch. 295, subch. I, Stats., this chapter, any reclamationplan approved pursuant to this chapter or an order issued undersub. (1) or (3) shall forfeit not less than $10 nor more than $5,000for each violation. Each day of violation is a separate offense.While an order issued under this section is suspended, stayed orenjoined, this penalty does not accrue.

Subchapter V — Department Oversight andAssistance

NR 135.44 Department review of pre-existing ordi-nances. (1) Any county or municipality that intends to enforcea nonmetallic mining reclamation ordinance that was in effect be-fore June 1, 1993 shall submit a copy of the ordinance to the de-partment.

(2) If the department finds that any part of the submitted recla-mation ordinance is not at least as restrictive as the requirementsof this chapter, or is not adequate to effect the purposes ofch.295,subch. I, Stats., and meet the requirements of this chapter, it shallcommunicate this finding and the basis for it to the county or mu-nicipality in writing. The county or municipality may amend itsreclamation ordinance and submit the amended ordinance to thedepartment for a determination under this subsection of whetherthe amended ordinance is at least as restrictive as the requirementsof this chapter. The county or municipality may continue adminis-tering its reclamation ordinance while working to amend the ordi-nance to comply with this chapter. Where amendment is neces-sary pursuant to this subsection, the county or municipality shallsubmit a copy of the amended reclamation ordinance as enactedto the department.

BARRON COUNTY RESOLUTION NO. 2016 -

RESOLUTION ESTABLISHING 2017 BARRON COUNTYBUDGET PREPARATION GUIDELINES

TO THE BARRON COUNTY BOARD OF SUPERVISORS:

12 WHEREAS, pursuant to Wis. Stat. §59.18(5), it is the responsibility of the3 County Administrator to prepare an annual budget for County Board review and final

4 consideration; and

56 WHEREAS, it is pmdent for the County Administrator and Department Directors

7 to have certain guidelines and policies to follow in order to plan, compile, and present a

8 proposed annual budget; and

910 WHEREAS, it is the objective of the Barren County Board of Supervisors to

11 remain under the state imposed levy cap for operating expenses; and

1213 WHEREAS, expected revenue reductions from the State of Wisconsin and

14 Federal Government make it prudent to identify all County programs, services and

15 funding sources in order to prioritize the needs and expenditures of the County; and

1617 WHEREAS, this resolution was approved by the Executive Committee on July 6,

18 2016 on a vote of 8 - 0 with Heinecke, Christensen, Miller, Okey, Bartlett, Horstman,

19 McRoberts and Rindsig (alternate) voting in favor and no members voting against.

2021 NOW, THEREFORE, BE IT RESOLVED by the Barren County Board of22 Supervisors that the following guidelines and policies shall be used for the preparation of23 the County's 2017 Annual Budget:

2425 SERVICES. New County services shall be considered only if:

2627 A. State or federal law specifically mandates such services: or

28 B. The County Board approves a new service or an increase in the level of

29 existing services based on the recommendation of a department, its

30 standing committee, board or commission. County Administrator, and the31 Executive Committee; or

32 C. An existing program or activity is replaced with a new program or activity

33 which has been approved by the appropriate standing committee, board or

34 commission. County Administrator, and the new program or activity has35 no adverse impact on the tax levy; or

36 D. The County Board has, by resolution, made a commitment or other

37 contractual arrangement for the support of a new program or activity.

3839 REVENUES. General Guidelines and Policies:4041 A. Property Tax (Real Estate Tax Revenue):42

43 1. The 2017 County Budget shall comply with the rules set forth by the44 Wisconsin Legislature for property tax rate limits, including Wis. Stat. §§45 59.605, 67.03 and 67.045.

46 2. The tax rate for debt service shall be determined by the County Board if

47 new debt service is incurred.

48 3. The special tax rates for the Library Tax Levy and the Highway Special

49 Bridge Aids shall be set as required by contract, petition, or statute.5051 B. Intergovernmental Revenues:

5253 1. Intergovernmental grants-in-aid will be budgeted using a calendar year

54 accounting basis, but the actual grant award may be allocated according to

55 the grantor agency fiscal period.

56 2. Continuing grants will be budgeted based upon the unexpended or57 prorated term of the fiscal grant, provided that the County's contribution

58 toward the project does not exceed the total amount authorized.

59 3. New grant application amounts will only be incorporated in the budget if

60 they have been previously approved by the appropriate standing61 committee, board or commission, and County Administrator.62 4. Intergovernmental Charge for Service. Fees will be adjusted to reflect any

63 proportionate increase in costs associated with providing services or as64 directed by statute, administrative mle, or by action of any authorized

65 board, committee or commission.

6667 C. User Fees and Charges:6869 Every effort will be made to establish appropriate user fees or charges and to

70 re-evaluate existing charges.

71 D. Use of County Sales Tax:

72 Pursuant to Wis. Stat. § 77.70 it is the desire of the County Board to utilize the

73 county sales tax for the purpose of reducing the property tax levy. However,74 if the revenues collected from the sales tax exceed the budget amount any75 amount determined by the County Board will be used to reduce the operating

76 tax levy.

7778 III. EXPENDITURES: General Guidelines and Policies: (The classification of79 expenditures/expenses shall follow the Uniform Chart of Accounts for Wisconsin

80 Counties)8182 A. Personnel

8384 1. Staffing Levels. The County Administrator and Executive Committee

85 shall recommend to the County Board staffing levels and all new

86 positions or position changes in compliance with the Position87 Justification Process.

89 2. All departments shall make a diligent effort to minimize budgeted

90 overtime and compensatory time and must justify any overtime or

91 compensatory time.9293 3. Employee Compensation. Personnel services (salaries, wages and

94 fringe benefits) will be budgeted utilizing the Salaries and Fringe95 Benefit worksheet. Sufficient funds shall be budgeted to cover the

96 wages and benefits contained within the established WPPA collective97 bargaining agreement. The County Administrator and Executive98 Committee shall recommend increases to be budgeted for non-

99 represented employees.100101 B. Contracted Services: Contracted services will be identified on the

102 Contracted Services Worksheet using a zero-based budgeting approach.

103104 C. Operation and ]V[aintenance: The following specific line items contained

105 with the operation and maintenance category shall be detailed on the

106 Operation and Maintenance Worksheet using a zero-based budgeting

107 approach. The specific line items are: #314 Small Equipment Under $500108 per item; # 322 Subscriptions, Newspapers & Periodicals; #320109 Publications; #329 Manuals/Books & Pamphlets; #324 Membership Dues:110 # 325 Conference/Training Registration Fees; # 335 Meals & Lodging;Ill #'s 330,332,337,338,339 relating to Travel; and #'s 310, 312, 319, 349112 relating to Office, Operating Supplies & Expenses.

113114 D. Fixed Charges: Fixed charges shall be budgeted by each Department as

115 necessary.

116117 E. Capital Improvement, Capital Outlay and Capital Projects Fund:118119 Each department will update the five-year Capital Improvement Request120 Plan.

121122 New major capital projects, which require the issuance of debt, shall be

123 accounted for in a Capital Projects Fund.

124125 F. Contingency Fund126127 There shall be a Contingency Line Item Appropriation in the 2017 Budget128 for costs that cannot be identified at the time the budget is prepared and129 are not ordinary expenses. Pursuant to Wis. Stats 65.90 § 4(b) the130 Executive Committee is authorized to transfer funds between budgeted

131 items of an individual county office or department, if such budgeted items

132 have been separately appropriated, and to supplement the appropriations133 for a particular office, department or activity by transfers from the134 contingent fund. Such committee transfers shall not exceed the amount set

135 up in the contingency fund as adopted in the annual budget, nor aggregate136 in the case of an individual office, department or activity in excess of 10

137 per cent of the funds originally provided for such office, department or13 8 activity in such annual budget.

139140 IV. FUND BALANCES141142 Fund Balances shall be maintained in accordance with Barren County Rule and

143 Procedures.144145146 V. COMPLIANCE WITH BUDGET PROCEDURES:147148 A. All county departments shall submit a listing of programs, services and

149 funding sources including services provided to other units of government150 and county overmatches of state and federal funds in a format as

151 determined by the County Administrator.

152153 B. All county departments shall prepare and submit their 2017 budget request

154 in accordance with the budget calendar attached hereto, which may be155 updated or amended by the County Administrator and Executive

156 Committee.

157158 C. Failure to provide timely information on the required form or in the159 required format may result in a department's 2017 budget being set at an

160 amount as determined by the County Administrator.

161162 D. The County Administrator shall first review each department's budget

163 prior to review by each appropriate standing committee, board or

164 commission.

165166167 BE IT FURTHER RESOLVED, that publication of this resolution may occur168 through posting in accordance with Section 985.02 of the Wisconsin Statutes.
