I may bring to your kind notice that Haryana has contracted more power than its

Companies, however, have to P<:iY the fix cost amounting to Rs.815 crore per year. This is

resulting into unnecessary burden on the consumers of the State.

It has been decided by the State to surrender this power for a period of one year, for

which a request has been made to the Ministry of Power for allocating it to any other

desirous State.

I may request for your kind intervention for expediting the surrender of power by

Haryana from NTPC APCPL plant and its allocation to any other state,:...

Haryana has signed Power Purchase Agreement with Anta,

Aurlva & Dadri Project on dated 31.01.1994 for supply of Power from the

said projects.

Presently, Haryana is getting its allocated share of 102 MW

from the said projects. In the present scenario, Haryanais a power surplus

State and very less power is being scheduled from these projects due to its

lower standing in merit order. However, Haryana is continuously paying the

fixed Charges which are burdening the consumers of Haryana in terms of

higher tariff.

In view of the above, as it is evident from the past trends that

the power demand will not picked up for next two years, I would, thus}.request that the share of HaryanO"state_ power from the said projects may

- -be considered surrendered and re-allocated to the needy State(s). The'-- . -surrendering of power may kindly be made for a period of at least two

In terms of allocation of power by MOP,GO! vide above letters under reference, bilateral PPA

purchase cost from Farakka STPS-III, Nabinagar STPS and Muzaffarpur TPS (xpi!l1sion Project of

NTPC during period from FY 2014-15 & 2015-16 in its Multi Year Distribution Tariff order dtd

04.09.2014. The Hon'ble state commission also did not allow power purchase cost from. Ferakka

STPS -lIl for the period 2013-14. Recovery of the fixed charges is as such not possible from the-»

consumers under command area of DVe as per directive of Hon'ble JSERC in its Tariff order dtd.

in this context it is further mentioned that DVC has unallocated surplus power to the tune of 1200

MW from its new generating units. In spite of repeated persuasions, DVC could not tie up for sale of

above power under long term bi-lateral agreement with any beneficiary f(ies) as on date resulting

significant backing down of its own generation.

Under the above back drop DVC has decided to surrender its share of allocation from Farakka STPS

-m (31.8 MW), Nabinagar STPS (54MWj and Muzaffarpur TPSExpansion Project {lOMWj .. " It is, therefore, requested to kindly look into the issue for reallocation of above power. so that

necessary formalities rnav be made immediately for proposed surrender from the above NTPC

stations.

In light of above mentioned present developments in Hydro power and theemerging Scenario, the demand and supply position of the HP State has been reviewed byGovernmental, r~egufatory and HPSEBl authorities and inprincipal decision has been takentint HP Stale in the first instance shall surrender Its allocated share in Anla, Auria and OadriPower Stations of NTPC as enshrined in the PPA dated 31.01.1994. The detail of theseprojects, liP share ete of power which is requested to be de-allocated for the entire period ofprojects is appended hereunder:

This is with reference to our aforementioned letter, wherein inter-alia, we hadrequested the Ministry of Power, Govt. of India for surrender of 180 MW of TPDDLshare from Dadri-I for a period of one year i.e. upto 31SI August, 2015,

In respect of the same, the Ministry of Power had agreed to our request andallocated 180 MW of TPDDL share from Dadri-I to the state of Bihar up to~ 1.3S.20~_ 5.

, ,It was also mentioned in the said letter that the situation would be reviewed

again after one year. Accordingly, we have reviewed the power situation and it hasbeen observed that the said power may be surrendered upto 31~I March, 2017. It isalso informed by TPDDL that they are in discussion with the state of Bihar for furtherextending the reallocation of Dadri-I for a further period of 1 to 2 years.

It is therefore, requested that the Ministry of Power, Govt. of India maystreallocate this power to other needy states up to 31 March, 2017.

At the outset, I would like to convey my gratitude to the Ministry of Power (Govt. of India) for

"Power For All" and "Ujwal Discorn Assurance Yojana (UOAY)" initiatives for improving the

distribution efficiency for DISCOMs all over India. Under UDAY, it is understood that Government of

India is planning to arrange Cheaper power to DISCOM to relieve the financial stress.

At present, total allocated share of Manipur from Central Generating Stations is around 170

MW out of which the average availability is generally around 140 MW. Currently, the peak demand in

the State ranges from 130 to 150 MW. As such, the unrestricted demand in the State IS being met by

the present availability and allocation. In order to manage the seasonal fluctuations in availability and

demand, MSPDCL has also started banking of power (by banking surplus power in rnonsoon and

utilizing it in winter). Further, it may be noted that, with the implementation of Pre-paid metering in most

of the urban areas in Manipur, the demand growth has 'been restricted and there has been no

significant increase in demand in the State of late

At this juncture, NTPC Bongaigaon Plant has started commercial operations of its 1st unit of

250 MW from 01.04.2016. The other two units of 250 MW each are also expected to start commercial

operation in the next financial year. Manipur has an allocated share of around 47 MW (1570 MW x3) in

this plant. which is around 6.3% of the total capacity. This plant was expected to start commercial

operation from FY 2011-12 but has suffered inordinate delay in commissioning. As Cl result, the capital

cost of the plant as well as the expected tariff of power to be generated has increased substantially. In

this context, it may also be noted that at present, the average power purchase cost in Manipur is

around INR 3.00 per unit. As compared to this, the tentative power pu rchase cost of NTPC Bongaigaon

is expected to be around INR 5.40 per unit, as also discussed in several meetings with NTPC

representatives.

In such a scenario, if Manipur starts getting power from NTPC Bongaigaon, the State will not

only be unable to draw the additional power but will also be liable to pay for the high cost of power from

the Bongaigaon Station. This will put an undue financial burden on the State which is already under

financial stress. As such, Government of Manipur proposes that the allocated share of Manipur in

NTPC Bongaigaon be surrendered. In this regard the Managing Director, MSPDCL (Manipur State

Power Distribution Company Limited) had earlier given a request to Ministry of Power for surrendering

the allocation of Unit - 2 and 3 of NTPC Bongaigaon vide letter no. 2/21/2015/MSPDCL(Comml)8531-

Given the above facts, it is requested that urgent meettngs may please be called by the

Ministry of Power with all the stakeholders of the plant to expedite settlement of this issue.
