Welcome to the 2013-2014 Support Services for Schools Directory Dear Colleagues, Buckinghamshire County Council Services for Schools Academic Year 2013 -14 Welcome to the new 2013-14 Support Services for Schools Directory which provides comprehensive information on the services available to schools and academies. We have a separate brochure this year outlining in detail the many services available to schools and academies, some of which are new. The new ICT Bucks GfL services for schools through Public Services Network are outlined as are the various services from Commercial Services that are now available. HR has reviewed their payroll and professional and advisory services and has included a variety of new and exciting products and services which offer choice and flexibility. We have set out the offerings in a different format to help schools find the services they need quickly and easily and in a way that corresponds to the Traded Services online ordering system. In a changing educational landscape it is important that we work together in partnership with our schools to ensure that we provide the services that best suit their needs. Please do contact the service areas using the contact details listed at the end of each offering to discuss services as these can be tailored to meet particular requirements. Purchases can be made by following the ordering instructions and online links which are clearly provided for each service area specification. We have listened carefully to colleagues in schools and have sought to develop services that best fit their needs and are keen to continue to do this. It is our aim to provide excellent quality and competitively priced services to schools that offer exceptional value for money. The level of buyback of support services from schools during last year indicated that schools and academies continue to value and use us as a key supplier of services. FINANCIAL SERVICE CENTRE SERVICES 2013-2014

The Head of Finance has a statutory responsibility to ensure the integrity of the authority’s accounting system and practices. In addition to providing services to meet the statutory responsibilities, the Finance Service Centre (FSC) team offers a range of financial management and

support services to schools. This includes responsibility for managing all issues relating to the County Council’s bank accounts. Further services to schools include the administration of the Imprest, purchasing cards and school bank accounts. The team is also responsible for managing all aspects of payments and receipts for non-cheque book schools, ensuring that they are made on time and allocated correctly.

Assistance with preparing financial plans, forecasting outturns and monitoring against budgets. Analysis of present budget position and trends of expenditure and income. Providing advice on current year and 3 year financial planning. Advice on financial administration and procedures. Investigation of transaction queries and processing corrections/amendments. Processing journal transfers for non-cheque book schools purchasing external payroll or using

the purchasing card, where detailed transactions need to be entered into SAP. Ensuring financial data is up-to-date and reconciled with the Authority’s Statutory Accounts. Financial Management Support. Assurance that systems are up to date. Actions arising from Service Desk queries e.g. journals, budget setting etc. are included as

part of the finance support packages.

1. Local Bank Account Service This package is available for schools that operate a local bank account who do not have the time or expertise to

carry out the 3-way reconciliation. The package includes the following additional finance support:

The 3-way reconciliation between bank, your local system and SAP based on information provided will be completed every term.

The monthly VAT return should be completed to facilitate the correct reconciliation. Any amendments identified during the reconciliation will be notified to the school for correction.

purchased. 2. Pay As Used Support For those schools that do not wish to purchase the above packages, support can still be purchased on a “pay as you

use” basis. Finance support will be charged at an hourly rate with a minimum of 10 minutes charge for remote

support and a minimum of 2 hours charge for a visit to a school.

3. Creditors Service Schools not operating a local bank account process their invoices via SIMS FMS and interface into the Authority’s

finance system (SAP). The electronic file and the original invoices are received by the FSC team who will ensure all

payments are processed.

This service incorporates the following:

New Vendor setup (including writing to vendor) Invoice processing and payment via BACS or Cheque. Invoices will be processed by the due date, provided they

have been submitted correctly via the interface. Resolving interface upload errors (IDOC clearing). Cost of sending batches via the Freepost address. Invoice storage/archiving. Processing of Returned or Recalled BACS payments. Initiating BACS payment traces.

Cancelling/reissuing cheques. Payment of foreign currency invoices. Provision of Remittance Advice to vendor sent either by e-mail, fax or post. Administration of one-off duplicate payments made in error and referral back to school (excluding duplicate batch

upload error). 4. Debtors Service For schools not operating a local bank account, we offer the following:

For income banked locally by a school, the amount will be posted to the general ledger code once the FMS Control Listing has been received.

In exceptional circumstances where it is not possible for schools to bank cheques themselves locally, cheques can be posted to the Local Authority for banking and allocation. Cheques will be banked within 2 working days of receipt.

Administration of bounced cheques and referral back to school. General banking queries. Letters on behalf of schools giving Council’s bank details.

5. Outsourced Payroll Arrangements Schools not operating a local bank account may outsource their payroll arrangements. The Direct Debit for the

payroll has to be set up on the Council’s bank account and the total deduction journalled to the school code. For

schools that opt out, there are various journals which need to be posted each month relating to pension

contributions, car loans etc.

SERVICE CLAUSES

When schools decide to purchase an annual package, this will be for the duration of one year, commencing on 1 September and ending on 31 August in the following chronological year.

Whilst schools are free to change provider at anytime, this can only be done on the understanding that: The school gives three months notice to BCC Financial Services The school will have to pay the full amount of the annual package regardless of how much of the annual package is used since service resourcing is based on

the commitment to purchase annual packages in the April preceding the new academic year.

3. SERVICES PROVIDED AT NO CHARGE TO SCHOOLS (STATUTORY) The services outlined below are provided in the main by the Finance Service Centre, although some activities may be carried out by the wider Finance team.

Financial Management o Calculating school budget shares according to the approved Local Management of Schools (LMS) scheme.

o Supporting schools with excess surplus or deficit budgets, in liaison with School Improvement Officers and the Schools Financial Management Adviser.

o Provision of monthly monitoring reports.

o The Head of Finance is for the purposes of Section 151 of the Local Government Act 1972 responsible for the proper administration of the Council’s affairs.

The Finance team will therefore take a pro-active approach to budget monitoring within schools.

o Provision of a multi-year spreadsheet planning tool for calculating school budget shares.

Accountancy o Processing school financial plans. o Input into the authority’s accountancy system – SAP (Financial Plans/Budget adjustments/revised forecasts/internal and interschool journal transfers). o Calculating and processing interest on school balances. o Processing year-end creditor/debtor lists and other activities relating to closing the accounts. o Creditor code lookup table for non-cheque book schools available on My School via Schools Web..

Financial Framework

o Advice in relation to the Authority’s financial regulations and instructions. o Schools Financial Value Standard (SFVS). o Completion of the annual Consistent Financial Reporting return to DFE.

HUMAN RESOURCES – HEALTH AND SAFETY SERVICES TO SCHOOLS 2013-2014

The Health, Safety and Wellbeing Team provide a comprehensive advice and support service to schools to support the fulfilment of both the County Council’s broad legal duties and the schools’ more specific ones for health and safety (in particular to fulfil the employers duty to appoint a Competent Person in health and safety matters as required by the Management of Health and Safety at Work Regulations).

The Health, Safety and Wellbeing Team has wide experience of dealing with health and safety matters in schools including the provision of

health and safety information and training, accident investigation, health and safety inspections, monitoring and auditing. The services provided by the team promote the achievement of a safe and healthy working environment for pupils, visitors and staff within schools and/or

when engaged in school organised activities.

Use of Workstation Safety Plus – online display screen risk assessment system, including follow up advice.

Health and Safety Audit every 3/4 years (once a year where audit score of less than satisfactory or below).

Health and safety post audit visit, for those scoring less than satisfactory or below in their audit.

Use of the Annual Health and Safety Compliance check (self audit) and follow up advice where appropriate.

Health and Safety Learning Service A comprehensive Health and Safety Learning Programme is available to help ensure that your staff and governors are appropriately trained in effective safety management techniques and legal responsibilities are fulfilled. A number of courses can be run on request for a school or group of schools on their premises e.g. on an INSET day or as a twilight course. 2. Access Package The Access Package allows those schools who have not bought the First Response package access to a bespoke package of support to use as and when they need it. This package offers schools a personal package individually tailored to meet the particular needs of the school on a consultancy arrangement. Examples could include Child Protection/ Safeguarding issues; any other employment relations issues. The service includes: Access through the Human Resources Service Desk A dedicated and professionally qualified Human Resources advisor A customer service visit to scope the work (if required) 1:1 support in person available if required An estimate of how long the work will take Regular updates of the hours used Access to other services on offer. Examples include training; model policies and

procedures

The service is delivered by a team of health professionals who specialise in Occupational Medicine and includes: Access to unlimited occupational health appointments Pre-employment checks for new starters Health screening Access to further specialist health assessments as required Advice regarding adjustments to the working environment; Advice on ill health retirement. Please note all GP/ Specialist reports are charged in addition. Access to the Employee Assistance Programme for all employees and family members.

This offers free independent professional advice via telephone or internet for both work and personal issues

BITES (Buckinghamshire IT Environment for Schools) The BITES service provides a fixed price, managed ICT Service for schools supporting the software & hardware on the BITES network. It includes provision of Dell

computers, basic software needs, Sophos anti-virus, remote backup utility using the RBUSS solution, file servers and ongoing support. Where required, there is also an option for an onsite technician in some secondary schools.

The PC Support service provides a hardware service for the schools administration network. It includes provision of Dell computers, printers, anti-virus, file servers and ongoing hardware support.

Hardware maintenance By leveraging economies of scale we have been able to arrange competitive maintenance terms for PCs, printers and associated equipment which is covered by a manufacturer’s warranty. As suppliers are reluctant to visit schools it would be beneficial to consider hardware maintenance to quickly resolve issues as they arise. The school’s support provider will be responsible for re-installing all software including the operating system.

When Schools/Academies decide to purchase an annual package, this will be for the duration of one year, commencing on 1 September and ending on 31 August in the following chronological year.

Whilst schools are free to change provider at anytime, this can only be done on the understanding that: o The school/academy gives three months notice to BCC ICT Services o The school/academy will have to pay the full amount of the annual package regardless of how much of the annual package is used since service
