A. The purpose of my supplemental direct testimony is to provide additional information for 9
the record in this proceeding that further clarifies that the Mason Dixon Solar Project (the 10
“Project”) does not present a glare hazard to the Hagerstown Regional Airport. 11
Q. WHERE IS THE PROJECT LOCATED RELATIVE TO THE HAGERSTOWN 12
REGIONAL AIRPORT? 13
A. The Hagerstown Regional Airport is located approximately 3,200 feet southeast of the 14
Project Site. 15
Q. DOES THE ERD SUBMITTED WITH MASON DIXON’S APPLICATION FOR A 16
CPCN IN THIS PROCEEDING INCLUDE INFORMATION ON GLARE? 17
A. Yes, it does. Page 26 of the ERD states that Mason Dixon has corresponded with the 18
Federal Aviation Administration (“FAA”) via submission of a FAA Form 7460-1. The 19
glare analysis provided to the FAA is included as Attachment A to my supplemental 20

direct testimony.1 After performing analysis related to the Project’s proposed height, 1
location, and glare, the FAA issued “Determination of No Hazard to Air Navigation” 2
letters to Mason Dixon corresponding to the boundary points of the Project. These letters 3
are included as Appendix E to the ERD. 4
Q. DID MASON DIXON PERFORM ANY ADDITIONAL OUTREACH TO 5
FURTHER CONFIRM THE PROJECT WILL HAVE NO GLARE IMPACT ON 6
THE HAGERSTOWN REGIONAL AIRPORT? 7
Yes, it did. Mason Dixon sought a determination from the Maryland Department of 8
Transportation Aviation Administration (“MAA”) that the Project will not present a glare 9
hazard to the Hagerstown Regional Airport. After its review, MAA determined the 10
Project presents “no solar glare hazards for any of [the] runway approaches at 11
Hagerstown Regional Airport” and thus would not be “an obstruction or hazard to air 12
navigation.” The correspondence from MAA confirming this conclusion in included as 13
Attachment B to my supplemental direct testimony. 14
Additionally, Mason Dixon provided glare studies to and sought input from the 15
Hagerstown Regional Airport, which also received a copy of MAA’s determination. As 16
indicated in the email correspondence included as Attachment C to my supplemental 17
direct testimony, based on this information the Hagerstown Regional Airport does not 18
object to the Project for any reason, including on the basis of glare impacts. 19

NOT PRESENT A GLARE HAZARD TO THE HAGERSTOWN REGIONAL 21

As discussed, please find attached the glare analyses for the Mason Dixon Solar Center, which is located about 0.5 miles West of the Hagerstown Regional Airport. We performed the analyses for each flight approach path corresponding to the two active runways at the facility.
Included as well are the following supplements:
• Mason Dixon Solar Center Project Summary• USGS map depicting location in relation to Hagerstown Regional Airport• 4 x FAA Approvals stating ³No Hazard to Air Navigation² for each of the project boundary points
