INTRODUC TION

SUMMER STREETS BACKGROUND The New York City Department of Transportation’s (NYCDOT) mission is to provide for the safe, efficient, environmentally responsible movement of people and goods in the City of New York and to maintain and enhance the transportation infrastructure crucial to the economic vitality and quality of life of our primary customers, City residents.

Summer Streets is an annual celebration of New York City’s most valuable public spaces, its streets (the “Event”). In 2018, nearly 300,000 people participated in Summer Streets. The Event provides space for healthy recreation and encourages New Yorkers to use more sustainable forms of transportation. On three consecutive Saturdays in August, from 7:00 AM to 1:00 PM, seven miles of New York City’s streets are opened for people to play, run, walk and bike. The Event route extends along Park Avenue from Central Park to the Brooklyn Bridge (Appendix A: Summer Streets Route Map). DOT ART + EVENT PROGRAMMING BACKGROUND Since the launch of DOT Art in October 2008, the agency has installed over 300 engaging temporary art installations throughout New York City. The Program partners with community-based organizations and artists to present murals, sculptures, projections and performances on DOT property. Sidewalks, fences, triangles, medians, bridges, jersey barriers, step streets and public plazas serve as canvases and foundations for temporary art. In addition, dance, music, theatre, workshops and public art installations contribute to the DOT Art event programming roster each year as part of Summer Streets and Car Free Earth Day. Recent examples of successful public art, pop-up performances and non-profit partners at Summer Streets include: Food Sessions by daily tous les jours (Astor Place Rest Stop), Fogo Azul Marching Band (Foley Square Rest Stop) and the Brooklyn Children’s Museum (Uptown Rest Stop Cultural Hub). (Appendix B-D: Public Art, Performance and Activities Examples).

E V ENT M IS S ION A N D OV ERV IE W Summer Streets transforms NYC streets into active and attractive public spaces with the addition of public art, performances, workshops and demonstrations. Event programming encourages the use of sustainable forms of transportation including walking, cycling, bus and subway, while reducing traffic congestion, air pollution and greenhouse gas emissions. Opportunities for outdoor recreation promote active and healthy lifestyles, while engaging the public in a dialogue about current transportation issues. Family-friendly, unique and interactive programming showcases the rich and varied resources of NYC.

ELIGIBILITY All programming is free of charge and designed for people of all ages and ability levels. All nonprofit organizations and visual and performance artists, regardless of residence, are eligible to apply to participate in the event.

PROGR A M M ING T Y POLOGY

All emerging and/or established visual artists, designers, architects, musicians, performers or nonprofit organizations (the “Proposers”) are eligible to apply to this open call. By submitting a proposal, all Proposers confirm their availability to collaborate with DOT during project development from May 2019 to August 2019. Each Proposer is permitted to submit only one (1) proposal.

PUBLIC ART • Professional artists, designers or architects (the “Artists”) are invited to submit proposals to produce interactive public

art installations along the Event route.

• Proposals should engage Summer Streets participates mentally and potentially physically, reimagine the route, create a destination for Event participants and enhance and draw attention to the Summer Streets’ mission.

• Artists are eligible to receive funding to cover all expenses to design, fabricate or present the artwork. Funding is determined based on the complexity of the project and the overall proposed budget.

• Engineering review by a NYS licensed engineer for all sculptural work is required and must be part of the proposed budget.

• Public art installations must be easily installed and removed and may not remain installed from one Event to the next at any given site.

• Artists must be available to collaborate with the Summer Streets team during all project phases from May to August.

• The majority of available sites for art installations are concrete sidewalks or asphalt street spaces.

PERFORMANCE • Musicians, dancers, comedians, actors, poets (the “Performers”) are invited to submit proposals for performances

on the Summer Streets stages and along the Event route.

• Performers are eligible to receive funding dependent on the duration and number of performances provided.

• A 12 foot by 16 foot platform stage, PA system and sound tech are provided to Performers at no cost.

• Pop-up performances may also be held at various locations along the Event route at the discretion of the Summer Streets team.

• Eligible Performers must have experience performing within the public realm or in front of large audiences and, if necessary, have the capacity to secure additional funding to cover their total budget.

• All performances must be at least 30 minutes in length and adaptable to an outdoor environment.

ACTIVITIES • Nonprofit organizations are invited to submit proposals to host activities, demonstrations, workshops, classes,

historical tours, etc. (the “Activities”).

• Nonprofit partners are eligible to receive funding dependent on the complexity of the proposed Activities and the number of committed event dates.

• Tents, tables, chairs, linens (the “Equipment”) and support from Event staff is provided to nonprofit partners at no cost.

• Eligible nonprofits must have experience planning and leading public programs, share the values and mission of Summer Streets, and if necessary, have the capacity to secure additional funding to cover their total budget.

• Nonprofit partners must be available to provide services at a minimum of one Event date between the hours of 7 AM and 1 PM. Setup is required in advance of 6:30 AM and breakdown after 1 PM as vehicles are not permitted on the route during the Event.

• Nonprofit partners must staff their table and bring all of the necessary materials to host their Activities.

FEE STRUCTURESelected public art or large-scale performances shall receive up to $20,000 to cover all expenses to design, fabricate, present the artwork or performance including, but not limited to, costs associated with the following: labor, materials, fabrication, installation, engineering, equipment rental and transportation. Selected Performance proposals for Summer Streets stages shall receive $500 for one thirty minute performance. Selected nonprofit Activities’ partners shall receive $500 for attendance on one Event date, $750 for attendance on two Event dates and $1,000 for attendance on all three Event dates.

By submitting an application, all Proposers agree to enter into a contract with DOT in advance of Summer Streets if selected. All partners receive funding following their final date of participation at the Event.

SCHEDULESelected Artists, Performers and Nonprofit partners shall be responsible for completing a final design, fabricating or organizing the public art installations, performances or activities and installing or presenting the installations, performances or activities during Summer Streets, specifically on August 3rd, 10th and 17th, 2019. Selected candidates must be available to meet and coordinate with DOT throughout all project phases.

S EL EC TION PROC E S S

The DOT Art + Event Programming Advisory Committee, Summer Streets Advisory Committee and Event consultant shall review and rank all submissions based on the following criteria: Public Safety, Organizational Capacity, Proposal Merit and Event Suitability. Below are specific criteria related to each programming typology:

• Past artwork demonstrates proficiency in design, fabrication and implementation;

• Past performances and workshops demonstrate proficiency in execution;

• Previous experience demonstrates connection to Summer Streets’ mission; and

• Previous experience demonstrates ability to collaborate on a team-based project.

S U B M IS S ION GU IDELIN E S

Submissions should consist of the following materials:

1. Respective Summer Streets Application (Public Art, Performance or Activities);

2. Curriculum Vitae (Public Art or Performance);

3. If proposing an Artwork, no more than three (3) examples of past work in jpeg format (resolution of 72 to 150 dpi) and associated image list that includes: title, date of completion, medium, dimensions, location, sale price or commission budget, description of artwork and list of partners;

4. If proposing an Artwork, no more than three (3) project renderings that represent the Artwork to be presented at the proposed site (include: sketches, site plan and Photoshop renderings);

5. If proposing a Performance, include three (3) clips of past performances (3-5 minute segments are acceptable); and

6. If proposing an Activity, an organizational support letter from an approved signatory of the organization.

When developing a proposal, consider the following guidelines:

Interactive: Engage Summer Streets participants mentally and potentially, physically.Activate: Reimagine the route and become a destination for Event participants. Event Enrichment: Enhance and draw attention to the Summer Streets’ mission.

A strong Public Art proposal considers the site conditions and typical uses of a given site, responds to the goals of Summer Streets, is interactive and participatory in nature, is moveable and/or easily installed and removed each Event date and does not introduce any safety hazards for pedestrians and cyclists along the route. A strong Performance partner proposes a high quality, family-friendly performance that accommodates all of the stage requirements. A strong Activities’ proposal engages people of all ages and abilities in a fun and dynamic way that relates to the mission of Summer Streets.

Please note the following:

• This RFP is not intended as a formal offering for the award of a contract or for participation in any future solicitation;

• NYCDOT does not intend to grant or issue any additional agreements on the basis of this RFP;

• NYCDOT, the City and their officials, agents and employees make no representation or warranty and assume no responsibility for the accuracy of the information set forth in this RFP;

• No information contained in submissions shall be deemed confidential and such information may be shared with other governmental entities. Therefore, please do not submit any information that may be deemed proprietary in nature;

• Neither NYCDOT nor the City shall be liable for any costs incurred by any respondent in the preparation, submittal, presentation or revision of its submission. Neither NYCDOT nor the City shall be obligated to pay and shall not pay any costs in connection with the preparation of such submissions;

• All submissions shall become the property of NYCDOT and the City and shall not be returned; and

• NYCDOT at its sole discretion reserves, without limitation, the right to;

• Withdraw the RFP at any time;

• To discuss various approaches with one or more respondents (including parties not responding to the RFP); and

• Change any terms of this RFP.
