Proposal from EuroGeographics C&LR KEN to sign Cooperation Agreement between PCC, EuroGeographics and EULIS:

Agreement proposal was discussed by EULIS, EuroGeographics and PCC Presidency via Skype Conference and has agreed the wording of a draft cooperation agreement (24th of April 2015);

Sent out to the PCC Members (6th of May 2015).

An Agreement “Common Vision” for cooperation on Cadastre

and Land Registry issues for EuroGeographics, PCC, ELRA

EULIS and CLGE The organisations will establish a close cooperation to achieve their common

goals and will work together to:Raise awareness among decision makers that Cadastral and Land Registration

information and services are fundamental for secure land tenure, reliable lad value, efficient land use and sustainable land development functions;

Raise awareness that Land Registries and, within their scope, Cadastres, have a significant role for protecting and prioritising legal rights and provide reliable and authoritative information, as well as state of the art services, meeting the needs of private and public users;

Cooperate to facilitate the communication with European Institutions to promote common vision.

The main subject of the proposed agreement is to intensify cooperation for mutual benefit

The main practical issue is:EG, EULIS and the PCC will work together to ensure that their principle meetings, dealing with cadastre and land registry issues, are held at a mutually convenient time and place in a location associated with the Presidency of the EU.

Dear Ladies and gentlemen, members, partners attendees of the PCC Plenary meeting under Latvian Presidency in Riga, I send you my warm greetings and wish you a successful conclusion to your meeting.

 …Based on the request of EuroGeographics’ members, the National Mapping, Cadastre & Land Registry Authorities from European countries

we intensified our communications with a number of European partners which are focusing on the same topics as we are. Our cooperation in fact goes back to the origins of both organisations and in 2008 we signed a memorandum of understanding with the PCC in Bled and since then we started an even more active cooperation.

   There are I believe many reasons why we should take this step, but I will mention just three here: First we share a common interest in professional topics, in practical projects and the fact is that the vast majority of the members of the PCC

and of Eulis are also members of EuroGeographics, working together we can be even stronger; Second, representation of all our member’s interests needs consistency and continuity, consistency of message and continuity of action,

working together we can achieve that; And importantly we have a responsibility to recognise that many public authorities in European countries are facing severe cuts to their

budgets. It means that many experts have problems to travel and attend meetings. At the same time the society expects us to do more for them and the need to meet and discuss common topics becomes even more important.

 On behalf of EuroGeographics I would like to come now with an appeal to stop talking about cooperation and make a concrete step towards

doing it so that we can reduce duplication, become more efficient and work not just in the spirit of cooperation, but in cooperation in actuality.

 I encourage you to vote in favour of singing this agreement.

 Thank you in advance and in the hope that today in Riga we can start a truly active cooperation, with concrete actions and outcomes.

The Presidency is asking PCC delegates to express their opinion about the proposal to intensify cooperation between organization which are focusing on cadastral issues and to entrust to prepare an agreement of cooperation for signing under The Luxembourgish Presidency

There will not be a UK delegate at the PCC plenary session this week, which is very unfortunate and for which I apologise.

The UK strongly supports the proposed Cooperation Agreement. I would be very grateful if you could ensure that this view is made known at the Plenary session and, if possible, for a proxy vote in favour to be made on our behalf.
