Administrative History

Up to the late 1980s, peacekeeping missions were operated by six officials in the United Nations Office of Special Political Affairs. This office was created by Dag HammarskjÃ¶ld in response to the Cold War stalemates occurring in the Secretariat. Originally, the office had both an American and a Soviet official as equals. They took on projects that were not specifically under the mandate of the Secretariat, like conflict control. For the first three years (1955-1957), the office was referred to as the Office of Under-Secretaries without Department. The first Under-Secretaries-General were Ralph J. Bunche (1955-1970) and Ilya S. Tchernychev (1955-1956), followed by Anatoly F. Dobrynin (1957), Sir Humphery Trevelyan (1958), C.V. Narasimhan (1959-1961), Omar Loutfi (1962), Dragoslav Protitch (1963-1964), Jose Rolz-Bennett (1965-1970), Roberto E. Guyer (1971-1978), Brian E. Urquhart (1972-1985) (see also AG-023), Javier Perez (1979-1980), Diego Cordovez (1981-1988), and Marrack I. Goulding (1986-1991).

Scope and Content

Files contain correspondence, memos, cables, reports, and many other types of documents.

These concern United Nations missions and commissions in Africa, Asia, Europe, and the Middle East; Secretariat matters; political matters; also conferences, councils, and miscellaneous matters. Subject files, 1960-1965, on the Congo Civilian Operations are included.

Executive Assistant to SG (1946-1961: Cordier)

Series contains cables, correspondence, reports, photographs, and maps related to activities of Hashemite Jordan Kingdom-Israel Mixed Armistice Commission (HJK-I-MAC). Commission set up to resolve minor incidents between Jordan and Israel over border crossings, overflights by aircraft, illegal cultivation, etc. Much of the correspondence is between UNTSO (responsible for control of the various MAC's) and UN headquarters, but some is also between Jordan or Israel and UNTSO or UN headquarters. Also contains investigation files undertaken by UN military observers (UNMO) which include photographs and written reports of the incidents. Series also contains files on Mt. Scopus in Jerusalem, which was under the authority of the HJK-I-MAC chairman.

Scope and Content

Series consists of reports submitted to the Executive Assistant (Andrew Cordier), and later to the Under Secretary-General (Bunche), by the Chief Military Observer (typescript), reporting on all aspects of UNMOGIP. The administration reports, which were issued monthly (January 1951 to October 1953), report on the numbers of observers and changes in personnel, as well as on their medical problems, and on other matters such as equipment, flights, transportation, and communications. The operations reports, issued twice per month (numbered 1 through 356, dated November 1950 to September 1965), contain summaries of complaints and incidents. Arranged by type of report.

Series consists of a log entitled "UNMOGIP reports on complaints and violations" consisting of cease-fire and border violations alleged by India or Pakistan about the other (typescript). Information includes complaint particulars and the Chief Military Observer's decisions on whether a violation had in fact occurred. Reports dated 1949-1957 are initialled by H. R. Nimmo, the Chief Military Observer. Until 1958 the log was filed in two binders (with custom-printed covers); thereafter, log pages were not necessarily filed together. Some reports from 1959-1960 and from 1964 were interfiled, some of them formatted as correspondence, with series 13 - 'Incident files relating to UNMOGIP.' Arranged chronologically.
