BACKGROUND The Field Training and Evaluation Program (FTEP) was developed by members of the Professional Development and Training Academy (PDTA) in collaboration with commanders and officers in various assignments within the BPD. FTEP is designed to place maximum emphasis on post academy and on- the-job training. It is during the field training period that probationary officers form the critical behavior patterns and work habits that will provide the foundation for their law enforcement career. The program is devised to assist new officers in making the transition from what they learned in the academy to performing law enforcement patrol duties competently in the field. Field Training Officers (FTOs) are selected based on their exemplary work history, ability to facilitate training, and their ability to work with the community. FTEP emphasizes ethical policing, adherence to constitutional standards, quality of life issues within the community, procedural justice and a pro-active approach in addressing crime in Baltimore. In developing FTEP, the BPD considered court decisions regarding the negligent appointment /retention of employees and vicarious liability. The BPD mandates that management make every effort to hire and retain only qualified employees. To this end the BPD has developed a valid job-related FTEP. DEFINITIONS FTEP Evaluation Committee Director, PDTA (Committee Chairperson), FTEP Coordinator, and one representative from each district as designated by the District Commander. The Committee periodically evaluates FTEP to ensure continued relevance and improvement. Field Training District Coordinator (FTDC) Sworn member designated by the District Commander. Responsible for ensuring the successful implementation of FTEP within the district. Field Training Evaluation Program (FTEP) The 10 week, five-phase training period, following the successful completion of the basic training provided by PDTA, during which each probationary officer is assigned to an FTO for field training.

Field Training Evaluation Program (FTEP) Coordinator ─ Captain, assigned to PDTA, who will act as liaison to the FTDC and FTS. Field Training Officer (FTO) ─ Sworn officer who has met all of the qualifications and training standards to fulfill the requirements of a FTO. Responsible for the training and evaluation of police trainees, designated and assigned by the District Commander. Field Training Officer Training Manual ─ Document defining the programs and operational standards, provided to FTOs. Field Training Supervisor (FTS) ─ Sworn member, rank of Sergeant, responsible for providing proper supervision of FTEP to ensure the proper daily operation of FTEP. Has direct supervision over the FTO and the trainee on a daily basis. Probationary Officer ─ Sworn police officer who possesses probationary appointment and must complete the basic and FTEP requirements during the probationary period. Probationary Status ─ §16-10(e)(2) Probation - All appointments of police officers to the BPD shall, during the first year of service following completion of entrance level training, be known and regarded as probationary. If, at any time during the probationary period, the services of such appointees are not satisfactory to the Commissioner, or if such appointees are not certified by the police physician as physically qualified to continue to discharge their duties, such person’s employment may, in the discretion of the Commissioner, at any time within a one-year period, be forthwith terminated without the necessity for a hearing, and when so terminated such appointee shall cease to be a member of the BPD. Trainee ─ Individual who has met MPCTC’s objectives for basic academy training and is qualified to enter into FTEP. Daily Observational Reports (DORs) ─ DORs shall be used by the FTO and FTS to guide the development, evaluation, and documentation of the job performance of the trainee during FTEP. Trainee Phase Training Book ─ Collection of documents pertaining to the performance of a trainee during FTEP, including DORs, duty status reports, disciplinary action, remedial training, supervisory reports, phase reports, and other documents pertaining to duty status. FTO SELECTION Applicants must meet the below listed criteria: 1. Served continuously with the BPD for at least three years preceding the application date. 2. Received a performance evaluation rated “Above Average” or higher for the previous two years. 3. Not be currently enrolled in the Maintenance Program for Limited/Light Duty Personnel and/or

the MLAC Program. See Policy 1723, Maintenance Program for Limited/Light-Duty Personnel and Policy 1713, Medical Policy.

4. No record of tardiness for the last year.

5. Not received any sustained findings for citizen complaints within the last three years.

6. Not have received an official reprimand or sustained finding for excessive force; violations of BPD Equal Opportunity and Diversity Section (EODS) policy; willingly and knowingly making an untruthful statement; false report; misuse of official position or unlawful coercion of an employee for personal gain or benefit.

7. Not have received a sustained finding for conduct other than the conduct established in Section

6 listed above, resulting in a fine, a reduction in rank or pay, or a suspension of more than ten days in the 18 months preceding the application date.

8. Have no pending/open complaints. 9. Possess an acceptable driving record that includes no more than one preventable accident

within one year preceding the application date. 10. Have successfully completed all training, mandated by the BPD for all members of the

applicant's current rank and assignment. 11. Possess an outstanding knowledge of BPD policies and procedures and the police district to

which assigned. 12. Possess outstanding interpersonal and communication skills. 13. Have demonstrated a commitment to police integrity, including the code of ethics established by

Policy 301, Standards of Ethical Conduct. 14. Have demonstrated an aptitude for instructing, training, and motivating adults in the acquisition

of job-related knowledge and skills. 15. Have demonstrated the ability to complete reports and projects punctually. 16. Other criteria that may be considered in selecting an FTO are:

16.1. Prior experience as an instructor, trainer or educator, and; 16.2. Job-related training and education completed in addition to BPD mandated training.

17. Each candidate, selected to serve as an FTO shall successfully complete the required BPD FTO training program, prior to serving as an FTO.

18. Each candidate shall be a certified Maryland Police and Correctional Training Commissions

(MPCTC) instructor. NOTE: An officer shall be ineligible to serve as an FTO if the officer fails to continue to meet the

selection criteria established in this policy. FIELD TRAINING EVALUATION PROGRAM During training the FTO will not be assigned as a “primary” response unit. The FTO will have the flexibility to “roam” the district and respond to calls which the FTO deems as most beneficial to the training environment. The FTO and trainee will respond to calls when other district units are unavailable, and/or as a backup unit as requested by the supervisor or other patrol unit.

1. FTEP allows for early detection of weakness in a trainee’s performance. Following detection, specific documentation of subsequent training is completed.

2. FTEP will be divided into five, two-week phases, for a total of ten weeks. The first and last

phases will be completed by the primary FTO as assigned by the FTDC to the trainee. During phases two and three, the FTDC will assign a separate FTO to each of those phases. The FTO in phase four can be the same or different FTO as determined by the FTDC. 2.1. In the event the FTO, assigned to a trainee, is absent from duty the FTDC will assign the trainee to another certified FTO or supervisor for that tour of duty.

3. The FTO, each work day, shall complete, before the end of the tour of duty, a DOR for the assigned trainee, ensuring that:

3.1. The “performance” section on the second page is used to document significant activities,

noteworthy performance, performance deficiencies and any other information that accurately reflects the trainee’s job performance.

3.2. If the trainee is rated as “unacceptable” in any area, the incident(s) that led to the rating

shall be documented on the DOR form. 3.3. Ratings that result in “Not Responding to Training” (NRT) must include the incident(s)

that led to the rating and documented on the DOR form. 3.4. Remedial training that identifies instructive and corrective measures by the FTO will be

documented on the “Remedial Training” form. 3.5. The trainee and the FTO will sign all forms relating to FTEP documents on performance. 4. The FTS will meet with the FTO during the last week of training to evaluate the trainee’s

progress in acquiring the required knowledge and skills. 5. After each phase (two week period) of training the FTS will complete a “Phase Report,”

documenting the trainee’s progress in acquiring the required knowledge and skills during that phase.

6. Feedback will be obtained from the trainee. Trainees are encouraged to state what they require

to enhance their skills. 7. Upon completion of each phase the FTS will complete a “Phase Report” on the trainees. This

report will be discussed with the trainee and any recommendations for additional training will be documented.

8. The FTS and trainee shall sign and date each required “Phase Report” upon completion, and

submit the report to the FTDC. 9. Once each phase has been completed, the current FTO will advise the subsequent FTO and

FTS of the performance level of the trainee and any requirement for additional training to enhance proficiency.

10. Upon completion of each phase of Field Training, the trainee will complete an FTO Critique Form to rate that current FTO.

PROCEDURAL GUIDELINES 1. Phase I - Administrative and Instructional Phase - Weeks 1 and 2

1.1. Prior to entering FTEP, trainees will be provided a Neighborhood Portfolio Exercise (NPE). On the first day of FTEP, trainees will be provided a due date for the NPE.

1.2. Prior to entering FTEP, the trainee will be required to provide a bound book (journal), and will be provided with instructions as to completion of the journal.

1.3. The trainee will begin journaling on day one and continue through the conclusion of FTEP.

1.4. The FTDC will conduct an orientation on the first day of FTEP for the trainee. This shall include a tour of the district of assignment.

1.5. The FTDC shall assign FTO/trainee schedules, administer the first test to the trainee, and complete any other administrative duties related to the trainee and/or the FTO.

1.6. Trainees will be required to complete DORs 1-20 during this phase.

1.7. The FTO will begin to complete DORs on Day 2 of training.

1.8. The FTO is expected to show and closely guide the trainee through incidents for the first time. The trainee is expected to handle the next incident involving the same or similar situation, based on the opinion of the FTO. This may include the FTO performing up to 50% of the duties and the trainee performing 50% of the duties.

1.9. For the first week, when a written report is required during the performance of police activity, both the FTO and trainee will write the report. The FTO’s report will be submitted while the trainee’s report will be corrected, as needed, and returned to the trainee by the FTO.

1.10. Trainees will take part in bi-weekly meetings with their FTO to review their journals and progress of achieving FTEP goals.

1.11. The FTO will document on the DOR detailed information pertaining to the trainee’s performance, strengths and weaknesses. The DOR should be completed at the end of each workday by the FTO. The process will continue until the completion of the fifth and final evaluation phase.

1.12. Weekly assessments will be completed by the FTS. These assessments will be based on DORs and interviews with the trainee and the FTO.

1.13. The primary FTO will brief the Phase II FTO with information on the trainee’s performance during Phase I.

NOTE: To pass each phase, the trainee must receive acceptable scores on all required BPD FTEP

categories of the DORs and complete all of the assigned tasks for the phase.

1. If the trainee has been shown/instructed on how to handle specific duties several times and has failed to attain a satisfactory performance level, the FTO will assign a NRT entry on the DOR.

2. Any NRT entries will be explained in writing on the DOR. 3. If a trainee is incapable of completing the phase in the time allotted then the trainee may

be assigned to extended training, based on the recommendations of the FTEP Coordinator.

4. Trainees will take part in bi-weekly meetings with their FTO to review the journal and the

meeting of program goals.

2. Phase II – Weeks 3 and 4

2.1. The trainee will be assigned to a secondary FTO.

2.2. During Phase II, the trainee and the FTO will be sharing some of the duties 30/70% (i.e. 30% FTO and 70% trainee). This percentage will be determined by the FTO.

2.3. The secondary FTO will be briefed by the Primary FTO as to the progress and training needs of the trainee.

2.4. The secondary FTO will review the DORs and Phase Reports from the previous phase.

2.5. During this phase, the trainee should begin driving.

2.6. The trainee will start to complete the REVIEWED section of the Police Trainee manual.

2.7. The trainee will attend weekly evaluation meetings with the FTS and any other meetings, as directed by the FTO.

3. Phase III - Weeks 5 and 6

3.1. The trainee will be assigned to a third FTO. 3.2. During Phase III, the trainee and the FTO will be sharing some of the duties, 30% FTO and 70% trainee. This percentage will be determined by the FTO. 3.3. The third FTO will be briefed by the secondary FTO as to the progress and training needs of the trainee. The third FTO will review the DORs and Phase Reports from the previous phases. 3.4. During this phase the trainee will spend one day at the BPD Communications Center. 3.5. The FTO is expected to show the trainee how to be proactive and guide them through an incident. If a trainee shows a great deal of initiative, the FTO may rate the trainee as a solo officer. 3.6. If the FTO had to conduct most of the patrol duties, then the trainee will not receive a numerical rating for that category.

3.7. During this phase, the REVIEWED section of the Police Trainee Manual will be completed.

4. Phase IV – Weeks 7 and 8 4.1. The trainee will be assigned to a FTO. This FTO may or may not be the same FTO from

Phase II or III. 4.2. During Phase IV, the trainee and the FTO will be sharing some of the duties, 30% FTO

and 70% trainee. This percentage will be determined by the FTO. 4.3. The fourth FTO will be briefed by the third FTO (if different) as to the progress and

training needs of the trainee. 4.4. The fourth FTO will review the DORs and Phase Reports from the previous phases. 4.5. The trainee will start the PERFORMED section of the Police Training Manual. The

trainee should show greater independence from the FTO and attempt to handle his/her calls upon initial approach. The FTO should step in and offer assistance as necessary, when the trainee no longer seems to be able to handle/complete the call. If the incident is critical in nature and the trainee lacks prior exposure, the FTO should control the scene and guide the trainee as to what needs to be done. The trainee should be self- initiating with more patrol duties.

5. Phase V - Shadow Phase – Weeks 9 and 10 5.1. The trainee will be re-assigned to the primary FTO. 5.2. During Phase V, the trainee will assume 100% of the duties. 5.3. The primary FTO will be briefed by the fourth FTO as to the progress and training needs

of the trainee. 5.4. The primary FTO will review the DORs and Phase Reports from the previous phases. 5.5. The trainee is expected to have a good foundation for what he/she needs to complete a

call for service. The FTO should not have to prompt the trainee by the end of this phase. During incidents where a trainee may not have had prior exposure, allow the trainee to make every attempt to handle the incident without the FTO’s help. However, the FTO will assist when needed and continue to evaluate the trainee’s performance as a solo officer.

5.6. During this phase, the REVIEWED section of the Police Trainee Manual will be

completed. 5.7. A minimum of 46 DORs are required for successful completion of FTEP.

DAILY OBSERVATION REPORT (DOR) MANUAL 1. The Trainee Daily Observation Report (DOR) Manual shall be used by the FTO and FTEP Coordinator to guide the development, evaluation, and documentation of the performance of the trainee during FTEP. 2. The DOR Manual contains 20 topic areas which, in sequential groupings, describe the knowledge and skills that must be demonstrated by a trainee in order to successfully complete FTEP. These areas must have been experienced by the trainee or explained by the FTO. 2.1. In the sequence presented in the DOR Manual, the FTO shall each week review the

required checklist with the assigned trainee.

NOTE: Week ten consists of a review of the material covered during FTEP. 2.2. Following the review and demonstration by the trainee, as applicable, the FTO and the

trainee shall initial and date the checklist. 2.3. The FTO shall document any notes related to the trainee’s knowledge and/or skills

acquired in the "FTO Remarks" column. 2.4. Upon completion of the checklist, the FTO shall return the DOR Manuel to the FTEP

Coordinator. 2.5. A final checklist shall be completed by the FTO for any remedial training required, in

consultation with the FTEP Coordinator. The checklist shall be reviewed by the FTDC. 2.6. All checklists must be successfully completed by the trainee by the end of week ten, or

as otherwise extended for remedial training. 2.7. The DOR Manual shall be included in the trainee’s Phases Folder, which shall be

retained by the FTEP Coordinator 2.8. Upon completion of week ten, the FTEP Coordinator shall compile the training

documents from each phase and enter them into the trainee’s Training Folder. The checklist sheet shall be attached to the Training Folder as a cover sheet. The Certifying Official box shall be completed, and the Training Folder submitted to the FTEP Coordinator.

3. Remedial Training 3.1. When remedial training is appropriate for a trainee, as identified by an FTO, FTS, or

FTDC, the FTDC shall develop and submit a remedial training plan to the FTEP Coordinator for approval.

3.2. The remedial training plan shall identify the topics and/or skills that must be remediated

and the amount of time required to obtain the knowledge/skills. 3.3. The remedial training period shall not exceed four weeks and shall in no case extend the

length of the trainee’s probationary period.

3.4. Following approval by the FTEP Coordinator, the trainee, FTO, FTS and FTEP Coordinator shall sign and date the remedial training plan.

3.5. The FTS shall record the training in the trainee’s DOR, including the knowledge and

skill(s) to be demonstrated and duration of the remedial training period. The FTS shall submit the DOR with the recommendations to the FTDC for approval.

3.6. If the trainee does not demonstrate sufficient improvement after a four-week extension: 3.6.1. The FTDC shall forward a report to the District Commander summarizing the

case, except that: 3.6.2. If the FTDC has reason to believe the trainee’s job is being affected by a medical

condition, the FTDC shall refer the trainee for a “fitness for duty” examination, consistent with the procedures contained in Policy 1733, Fitness for Duty.

3.6.3. If the “fitness for duty” examination indicates no adverse physical or mental

condition(s) exist, the FTDC shall forward a report to the FTEP Coordinator summarizing the case.

3.6.3.1. The FTEP Coordinator shall review the case and forward to the Director,

PDTA a recommendation for up to two weeks of additional remedial training to be completed by the trainee at PDTA.

3.6.3.2. In no case shall the remedial training extend the length of the trainee’s

probationary period. 3.6.3.3. After the trainee completes the additional PDTA-based remedial

training, the trainee shall return to the assigned district for further field training not to exceed two weeks.

3.6.3.4. If the trainee is performing at an unsatisfactory level at the conclusion of

the two week extension, the Director, PDTA shall recommend termination of the trainee to the Police Commissioner.

ROLES AND RESPONSIBILITIES

Field Training Officer (FTO)

1. A sworn officer who has met all of the qualifications and training standards to fulfill the requirements of a Field Training Officer.

2. Responsible for the training and evaluation of police trainees. 3. Complete daily DOR reports. 4. Seek guidance and instruction from the FTS, FTDC, and/or the FTEP Coordinator, when

necessary, in order to maintain and/or improve performance as an FTO. 5. Review trainee journals and provide feedback.

6. Complete a final DOR checklist for remedial training of a trainee in collaboration with the FTEP Coordinator.

7. Provide the FTEP Coordinator feedback on the job performance of the trainee for each two

week training phase; and 8. Collaborate with the FTS and FTDC concerning each trainee’s progress within FTEP. Field Training Sergeant (FTS) 1. Ensure the training and evaluation process is accomplished. 2. Conduct meetings with the FTO on trainee progress. 3. Complete phase reports for each trainee. 4. Make recommendations to the FTDC relating to remedial training or other disciplinary actions

that may be required. 5. Periodically monitor actual field activity of the FTO and trainee. 6. Occasionally assume the role of FTO to closely observe the progress of the trainee. 7. Assign trainees to another primary FTO when their FTO is on leave. 8. Provide additional written reports as necessary. 9. Monitor the performance of FTOs. Field Training District Coordinator (FTDC) 1. Complete, maintain, and forward to PDTA on a weekly basis the schedules for all trainees and

FTOs during the ten week FTEP. 2. Make every attempt to place assigned trainees on all four shifts. 3. Ensure FTOs and trainees maintain the same days off. 4. Maintain a list of all District FTOs. 5. Contact the Communications Unit to schedule a shift for the trainee to observe. 6. On the first day of field training, conduct an orientation. This will include: providing the trainees

with an information sheet, schedules, locker, tour of the district and their first test. 7. Spend the last day of training with the trainee and review the trainee’s DOR Manual and submit

the last written test of the program. 8. Review academy training records and consult with the academy staff to determine the

trainee’s training background.

9. Assign the primary and subsequent FTOs each trainee. 10. Review Phase Reports. 11. Conduct meetings with FTOs, trainees, and the FTS to identify and rectify training issues. 12. Collaborate with staff members of the PDTA to determine remediation and re-testing needs

should they arise. 13. Review and ensure that DORs are complete and submitted on time. 14. Ensure MPCTC objectives are met. 15. Document and address both deficient and acceptable performance and provide a ready

reference in the event of questions, concerning the program and/or the trainee’s performance; 16. Review the performance of the FTOs and make recommendations for the retention or

suspension of FTOs, and 17. Prepare the Termination Report for a trainee, if it is necessary. Field Training Evaluation Program Coordinator (FTEP Coordinator) 1. Maintain a current list of Department FTOs. 2. Develop, maintain and update the FTEP Training Manual and FTEP Police Trainee’s Manual. 3. Oversee the districts, ensuring that MPCTC training objectives are being met, including field

inspections of the performance of the FTO’s and police trainees. 4. Maintain original files on all police trainees, including DORs, tests, and any other documents

concerning the trainees. 5. Periodically attend monthly evaluation sessions held within the districts to assure the quality of

the program and act as a liaison to each of the districts. 6. Implement and coordinate the FTO program. 7. Hold monthly meetings with FTDC to evaluate the program and schedule events. 8. Review tests and other requirements of the trainees. 9. Handle issues dealing with the FTEP program and training. 10. Provide updates and training to supervisors at In-Service Training. 11. Develop and coordinate FTO certification training, including all scheduling, reservation of

classrooms, provision of classroom materials and the contacting of outside instructors. 12. Write MPCTC requests for certification. 13. Review and write lesson plans.

14. Ensure that each FTO and FTDC has fulfilled training requirements for their positions in the district.

District Commander 1. Maintain a full-time FTDC and FTS. 2. Approve all FTOs within the district. 3. Sign the recommendation section on FTO applications. 4. Monitor the FTEP within the district to ensure the integrity of the program is being met and that it

is beneficial to the BPD. 5. Make recommendations regarding the retention or termination of each trainee assigned to the

district. 6. Make recommendations regarding the retention or suspension of an FTO within the FTEP

program, and 7. Approve sworn members to serve as FTOs, FTESs, and FTDC. Director, Professional Development and Training Academy (PDTA): 1. Oversee the FTEP Program. 2. Provide training resources as needed to the FTEP Coordinator. 3. Ensure that upon completing FTEP, the trainee’s records are properly filed and secured. 4. Upon the receipt and review of recommendations from the FTDC and District Commanders,

make the final decision regarding the recommendation for the termination of a police trainee. If termination is recommended, ensure proper termination procedures are followed.

5. Upon receipt and review of recommendations from the FTDC and District Commanders, have

the final authority on the retention or suspension of FTOs. 6. Notify MPCTC when a trainee has met the required MPCTC objectives, and ensure that

MPCTC certification is obtained and issued to the appropriate trainee once those objectives have been met.

7. Provide support to the FTEP Coordinator on curriculum development and training for the FTEP

program. 8. Provide policy recommendations relating to the FTEP program.
